In the past week, France reports his 31 sorties, 28 of which were Armed Reconnaissance or Ground Support (CAS) and 3 were intelligence gathering. Two strikes were conducted by French planes in Iraq and Syria, one in the west of Raqqah city, and the other in the Al Qaim region, both against ISIL fighters. Task Force Wagram carried out 80 artillery strikes in Mosul.

CHAMMAL APPRÉCIATION DE SITUATION En Syrie, Daech a continué cette semaine de perdre du terrain face aux Forces Démocratiques Syriennes (FDS). À Raqqah les combattants terroristes ont à nouveau perdu un vaste secteur au Nord de la ville. Les FDS ont également réussi à percer les premières défenses et à prendre solidement pied dans plusieurs quartiers à l’Est de la ville. Les terroristes conduisent cependant une défense très dure en s’appuyant sur un terrain systématiquement piégé et sur les quartiers les plus densément urbanisés. Ceci laisse présager d’une progression lente et difficile une fois les premiers faubourgs conquis. Elle a réalisé 80 missions de tir en appui des unités irakiennes dont plus de la moitié ont été menées pour harceler les combattants de Daech, soit pour les empêcher d’occuper une position, soit pour les en déloger. Local sources reported that alleged airstrikes struck a building in Al Shajra town which several sources referred to as an “Islamic Court” while others described it as the headquarters of the “Islamic Army of Khalid Bin Al-Walid” – a faction that has been accused of being associated with the “Islamic State”. Sources were conflicted as to whether the Coalition or Israel was responsible for the airstrikes.

Four airstrikes were reported to have launched eight “rockets” after midnight. The same airplanes allegedly continued and struck the town of Joomla, near the Jordanian-Israeli border.

Three leaders of the “Army of Khalid Bin Al-Walid” were reported killed in the attack, including the General Commander Abu Muhammad al-Maqdisi, military commander Abu Uday al-Homsi and Abu Dujana al-Adlabi. Between ten and 20 other people were reported killed but it is unclear how many of these were combatants.

According to the Daraa Martyrs Documentation Office, among the fatalities were three women. Additionally, the Shaam News Network reported that the event resulted in the deaths of a number of “martyrs” and wounded civilians.

According to Almadon news, civilians were informed to evacuate areas controlled by the “Khaled bin al-Walid Army” within 72 hours, and warned that imminent shelling could target the area.

Shaam News reported a statement by the “Army of Khalid Bin Al-Walid” that it “did not hear the sounds of aircraft hovering in the air and did not monitor any move to fly in the western countryside before or after the target, indicating that the targeting may have been a long-range missile, or perhaps the targeting has been inside a bombing operation.”

In their June 2020 civilian casualty report, the US-led Coalition assessed reports that they were responsible for civilian harm in this strike as “non-credible”, stating that no Coalition actions were conducted in the geographical area at that time.

While the majority of sources attributed the strikes to the Coalition, a tweet from @omar_alharir, an independent journalist in Syria, and Enab Baladi News blamed Israel for carrying out the airstrikes.The Meir Amit Intelligence and Terrorism Information Center also wrote that according to Enab Baladi, “the day before the attack, the army of Khaled bin Al-Olid executed a group of senior activists on charges of collaborating with Israel and assassinating the commanders of the organization”.

The IS-linked agency Al A’maq posted a video showing destruction in the city following reported airstrikes

Local monitoring group Raqaa is Being Slaughtered suggested the attack may have been the work of the US-led Coalition: “Warplanes targeted with seven missiles on Friday night the area of February 23rd Street in Raqqa city center. This resulted in injuries and the loss of a number of civilians, as well as the destruction of shops. The strike coincided with intensive reconnaissance flights, and the sound of explosions in the northern rural areas were likely to have been raids by the international Coalition.”

Photos published on IS media showing the destruction caused in the area blames Russian ‘crusader’ planes for the strikes.

In its July 2017 report the Coalition said it had not conducted any strikes in the near vicinity, and classed the event as non credible: “Dec. 26, 2015, near Raqqah, Syria, via Airwars report: After a review of available information it was assessed that no Coalition strikes were conducted in the geographic area that correspond to the report of civilian casualties.”

Airwars assessment

In the Amnesty and Airwars’s joint April 2019 report “War in Raqqa: Rhetoric versus Reality”, three civilians were reportedly killed in alleged Coalition artillery strike in Raqqa. Although Airwars assesses single sourced incidents as “weak”, researchers have assessed this incident “fair” due to the depth of material provided by Amnesty.

The report stated that “Mohammed Haj Ibrahim, 34, was killed at his home with two of his children by an artillery shell which struck the house while he and his family were sleeping at 4.30 am.”

Hi wife, Hamida, who survived the strike told Amnesty that, “27 days earlier we had tried to escape Raqqa but Daesh shot at us and killed both my husband’s parents. Then the Coalition killed my husband in his sleep. There was no justice in this war.”

The field notes added that they had tried to escape in the night time, and they were shot at by ISIS near “Rashid Park”. Mohammed and his wife Hamida were also injured in this attack.

In July 2019 the Coalition announced that it had assessed this allegation of civilian harm to be non-credible. Their monthly civilian harm report noted: “After a review of available information it was assessed that no Coalition actions were conducted in the geographical area that corresponds to the report of civilian casualties.”

Airwars assessment

An alleged early morning coalition airstrike hit a small plastics factory on the Old Bridge Road in Ar Raqqah, the headquarters town of Islamic State in Syria. The strike reportedly killed the factory site’s young night watchman (or alternatively the owner).

In what may be a separate incident in the city, the Syrian Martyrs website (citing VDC) reported the death of a 21 year old man as a result of a coalition airstrike on Ar Raqqah” on September 28th. He was described as originally coming from Aleppo.

In July 2017 the Coalition said it had classed the event as Non Credible based on a lack of available evidence: “Sep. 28, 2014, near Raqqah, Syria, via Airwars report: After a review of available information and strike video it was assessed that there is insufficient evidence to find that civilians were harmed in this strike.”

Given the available evidence, Airwars continues to list this event as fair.

Airwars assessment

Local sources reported that 15-year old Alloush Suleiman Al-Subhi was killed during a raid on Al-Ezba in the evening on September 3rd. Several sources claimed that Coalition forces and Kurdish militias conducted an airdrop in the area.

The Syrian Human Rights Committee (SHRC) reported that Alloush was shot by SDF forces, with air support from the International Coalition. According to Jisr TV the Deir Al-Zour News however, the child was killed when Coalition forces and Kurdish militias opened fire during an airdrop operation that was meant to target a leader of ISIS.

SHRC added that Alloush was one of three people killed by the SDF, but did not clarify whether the other two victims were combatants.

In its monthly civilian casualty report for October 2019 – published on December 5th of the same year – the US-led Coalition assessed this event as ‘non credible’, noting: “September 3, 2019, in Al-Ezba, Syria, via Airwars report. After a review of all available records it was assessed that no Coalition actions were conducted in the geographical area that corresponds to the report of civilian casualties. 2777/CS1929 37SBV866787”.

The Coalition published a location for the assessment identifying to within 100 metres the area where it had focused its review. However this showed only central Idlib, rather than the cited village.

In their August 2020 civilian casualty report, after reopening the case, the US-led Coalition again assessed reports that they were responsible for civilian harm in this strike as “non-credible”, stating that no Coalition actions were conducted in the geographical area at that time.

Airwars assessment

Iraqi news agency NINA and others reported that seven civilians – including children – died in “international coalition raids” in the vicinity of both Denden and Jawsaq, south of Mosul city.

An additional strike by the Iraq military at nearby Mithaq in eastern Mosul reportedly killed an additional 15 civilians.

Airwars assessment

One civilian was reported killed in alleged joint SDF and US led coalition operation in Al Shuhail in Deir Ezzor on May 22nd, 2020 according to local sources.

Euphrates Post reported that “Muhammad Al-Ouda Al-Khaled Al-Addad from the city of Al-Shuhail, was killed during a security operation carried out by SDF supported by the international coalition forces and helicopters in the Al-Shabaka neighborhood, in the city of Al-Shuhail.”

The Syrian Network for Human Rights reported that the victim was shot by SDF. “Muhammad Al-Ouda Khaled al Addad from al Shabaka neighborhood in al Shuhail city in the eastern suburbs of Deir Ez-Zour governorate was shot dead by Syrian Democratic Forces personnel during a raid in the neighborhood on May 22nd.”

Suriye.u.a.d blamed the coalition reporting “the death of the civilian Muhammad Al-Oudah Al-Khaled during the airdrop of an international coalition in the city of Al-Shuhail, east of Deir Ezzor.”

Deirezzor24 blamed both forces saying that “International coalition forces, accompanied by SDF forces, just carried out an airdrop operation on a house in the Shabakah neighborhood in the town of Al-Shuhail, east of Deir Ezzor, according to the reporter of Deir Ezzor Network 24. Our correspondent said that the operation targeted the house of Ahmad Al-Oudah Al-Khaled, and its results are not known yet, as displaced persons from Al-Baghouz and Al-Bukamal countryside live in the mentioned area.

In the third of their September 2020 civilian casualty reports, the US-led Coalition assessed reports that they were responsible for civilian harm in this strike as “non-credible”, stating that no Coalition actions were conducted in the geographical area at that time.
