Airwars assessment

A girl was killed in an alleged airstrike on Al Soussa, Deir Ezzor, according to local reports.

Smart News reported that dozens were wounded including the relatives of the victim, specifying that “her uncle was seriously injured”.

Three sources including Euphrates Post and Deir Ezzor 24, reported that the Coalition was responsible. Further to this, Smart News claimed that “activists said the bombing came from Coalition forces”, despite their own coverage blaming Syrian Forces.

Smart News claimed that the relatives of the family who were targeted understood the shelling to be a mortar shell which landed on their house in the village of Al Boubadran, “from regime forces in Badia Shamia”. According to the Syrian Network for Human Rights, the girl was killed by Syrian regime forces.

In its monthly civilian casualty report for October 2020, the US-led Coalition asserted that “that no Coalition actions were conducted in the geographical area that corresponds to the report of civilian casualties.”

For November 14th-20th 2018, the Dutch MoD reported that Dutch F-16’s supported ground troops in the fight against IS during 10 missions. Weapons were deployed during 3 missions above Deir Ezzor in Syria, targeting IS warehouses and fighting positions.

Airwars assessment

Between 15 and 53 civilians were killed in an alleged Coalition airstrike with “heavy shelling” on the village of Abo Al Hassan, east of Hajin in the Deir Ezzor governorate, according to locals.

Sources claimed that the death toll would rise due to the difficulty in getting civilians out of the rubble. This was reportedly due to the raids targeting residential homes, thereby displacing “hundreds of families”. All sources blamed the International Coalition for the airstrikes.

The Syrian Network for Human Rights reported that at least 15 civilians were killed, including five children and two women.

The Syrian Observatory for Human Rights reported that out of 36 civilians allegedly killed, 17 were children and 12 were women. The Observatory was the only source which claimed these casualties were members of families of Daesh fighters. Amnesty International re-reported the same figures later on.

Free Deir Ezzor Radio added that the number of deaths as a result of the airstrike had risen to  53 after the later recovery of six new bodies from the rubble, including two children  and the death of two people who died from their injuries. In a further post, it reported the names of victims who belonged to one family.

Boukamal Live claimed that over the preceding 24 hours, over 100 civilians were killed at the hands of the Coalition in Deir Ezzor governorate.

In response to these reports, the US-led alliance published the following statement:

“SOUTHWEST ASIA, Nov. 17, 2018 —

Multiple open source reports today falsely claimed that Combined Joint Task Force-Operation Inherent Resolve strikes near Hajin, Syria, resulted in the deaths of civilians.

CJTF-OIR conducted a total of 19 strikes in the Hajin area between the hours of 11:00 p.m. on Nov. 16 and 4:30 p.m. on Nov. 17 Eastern European Time. These strikes were in support of ground operations against ISIS targets in the Middle Euphrates River Valley. CJTF-OIR validated these targets as legitimate ISIS targets and assessed them to be free of civilian presence at the time of the strikes. CJTF-OIR’s initial assessment following the strikes is that there was no evidence of civilians near the strikes.

CJTF-OIR detected a total of ten additional strikes in the same area of Hajin that did not originate from the Coalition or partner forces. These strikes were neither coordinated with nor approved by CJTF-OIR. CJTF-OIR calls on all other actors to cease uncoordinated fires across the Euphrates.

CJTF-OIR deliberately selects targets and uses stringent precautions to avoid injuring or killing innocent civilians in its operations to defeat ISIS. CJTF-OIR takes allegations of civilian casualties seriously and investigate each one thoroughly.”

In the second of their September 2020 civilian casualty reports, the US-led Coalition assessed reports that they were responsible for civilian harm in this strike as “non-credible”, stating that after a review of all available records it was determined that, more likely than not, civilian casualties did not occur as a result of a Coalition action.

Between 12 and 24 civilians were reported killed in an alleged Coalition airstrike on Hajin, Deir Ezzor. All sources pointed to Coalition artillery and shelling excluding Syrian Unified Observatory – which blamed the Syrian regime for the airstrikes.

Sound and Picture called the event an “aerial bombardment” where “dozens” were injured, while Step News reported that the “International Coalition launched more than 10 air raids on Hajin city early today”. The agency added that potentially dozens remain trapped under the rubble.

In its monthly civilian casualty report for October 2020, the US-led Coalition asserted that “that no Coalition actions were conducted in the geographical area that corresponds to the report of civilian casualties.”

    Deir Ezzor Radio incorrectly matched the picture of the remains of the victim with a picture of another child. The picture of the alive child shows the victim of an earlier incident and therefore can't be of the same person.

According to local sources, people took to the streets in demonstration after one man was killed and his two children injured or killed when shells hit their house in Al-Hanna.

Jisr TV reported it was a total of 14 shells that caused the killing of the man and the injuries of his children. According to a source reporting to Eye on Hassaka – activist Mohammed al Khader – the victims were part of the Hassan al-Khairi family. According to Mohammed, the limbs of the children were amputated as a result of the shell falling on their house.

Media activist Raed al-Haskawi told the newspaper Madar Daily that the reason for the demonstrations was the killing of an entire family in the eastern village of Al-Hanna. He claimed this was due to the fall of a rocket from US troops stationed at the Kam Al-Bulgar, an area used for training.

Syrian state media agency Sana News reported that the fall of the rocket shell on the home in Al-Hanna killed two civilians and wounded four others.

Eye on Hassaka blamed the Coalition, while Smart News blamed the SDF who were allegedly conducting military exercises with live ammunition. According to Shaam News, both the Coalition and SDF were conducting training during which a shell was fired. According to @aa_arabic, it was a mortar shell.

Euphrates Post and Beautiful Hassaka posted a different report, stating that the man Hussein al-Khairi was injured, that his hand was amputated, and that his children Bayda of 15 years old and Muhammad of 13 years old were injured by bullets from a machine gun in front of their house in the village.

In its December 2020 monthly civilian casualty report, the Coalition assessed this event as ‘non credible’, claiming that it had conducted no strikes in the geographical area which corresponded with civilian harm claims.

According to local sources, 13-year-old Ali Matar al-Hammad was killed by a cluster bomb that was left behind after previous bombing on the village of Hweiziyah in rural Shaddadi, south of Hasaka. Several sources including Step News Agency blamed the Coalition. 

However according to a number of tweets from amongst others @Syria_News5 and @SyriaNewsNetwrk, the cluster bomb was left behind after clashes between SDF and Daesh. 

The Coalition is not known to have used cluster munitions in Syria – indicating that the remnant munition might also have come from prior Syrian government or Russian military actions.

In its monthly civilian casualty report for October 2020, the US-led Coalition asserted that “that no Coalition actions were conducted in the geographical area that corresponds to the report of civilian casualties.”

Airwars assessment

The Coalition was said to have fired white phosphorus munitions on Hajin, according to sources on the ground.

Free Deir Ezzor Radio claimed that it was the sixth time Coalition forces used white phosphorus during the month.

Amongst others, Sound and Picture and Sana News claimed that civilians were killed and injured, but exact numbers were not stated.

Marsad al Hasakah reported that the town had come under fierce artillery bombardment: “The heavy artillery of Syrian Democratic Forces [in fact likely the Coalition] did not stop targeting the market behind the General Hospital and the neighbourhoods near the Khalid ibn al-Walid mosque and near the  Al-Tawheed mosque amid intermittent clashes between SDF and ISIS on the outskirts of Hajin  on the side of the Badia [the desert] and near al Jaabi area. The suffering of thousands of civilians trapped in the areas under the control of ISIS in the eastern countryside of Deir al-Zour areas, continue after they have become a direct target of the bombing of the international coalition forces and the SDF.”

In its December 2020 monthly civilian casualty report, the Coalition assessed this event as ‘non credible’, claiming that it had conducted no strikes in the geographical area which corresponded with civilian harm claims.

All sources blamed the Coalition, with no specific quantitative information provided. Almost all sources highlighted the alleged use of White Phosphorous munitions. Russia Today for example reported that “Our correspondent in Syria said that the international coalition targeted Wednesday, Hajin town in Deir al-Zour province, east of Syria, with white phosphorus bombs.”

In addition, Step News reported that “Since dawn, the International Alliance has launched more than 20 raids targeting the villages and towns of the Al-Kashma and Al-Safafna areas, east of Deir Ezzor, killing 9 members of Daesh.”

Six civilians from the same family were reported killed as a result of an alleged Coalition airstrike in Al Hassiya, Al Sha’afa.

The date of the incident appears to range between November 21st and 22nd. Local media reported that among the victims were one man, four children and one woman, who were originally displaced from al Qaryatein in Homs.

The Syrian Network for example noted the following: “Six civilians from the same family, including four children and a woman, IDPs from al Qaryatein city in Homs governorate eastern suburbs, killed as International Coalition forces warplanes fired missiles on al Sh’afa city in Deir Ez-Zour governorate eastern suburbs, on November 22, 2018.”

According to tweets from several sources including @Mirashami60, the father was a car electrician whose nickname was Abu Kasem. The mother’s name was Najah. According to these sources, the couple had four children. The oldest child was reported to have been 8 years old.

In its December 2020 monthly civilian casualty report, the Coalition assessed this event as ‘non credible’, claiming that it had conducted no strikes in the geographical area which corresponded with civilian harm claims.
