Airwars assessment

According to survivors, eight civilians died in a reported 2 pm following an alleged Coalition strike on Hay al Falah.

Buzzfeed journalist Mike Giglio met with survivors in Mosul in early 2017. he provided this account to Airwars: Eight civilian relatives of Nawal Fathi Khala, born 1954, also known as Um Ghassan. Leg wounds to neighbour Khayradeen Abdur Razzaq. 69, a retired labourer. There are also four wounded survivors of the Khala family. This was a targeted strike before the Mosul offensive reached this neighbourhood. It appears to be a case of faulty intelligence. There were three buildings across the street that was in use by ISIS. ISIS militants occasionally sat on the curb in front of the civilian home using radios. The civilian home was hit, and the ISIS buildings were not touched.

Several outlets, including Iraqi Spring Media Center, reported that 14 people, “mostly women and children” were killed and an additional 15 wounded by Coalition raids in eastern Mosul.

Between two and four civilians including a child were alleged killed in a Coalition airstrike on Debsi Afnan, according to some local sources.

Al Natek reported that four non-combatants died in a Coalition strike. And the Syrian Network said “at least two civilians including a child died in International Coalition warplanes missiles fired on Debsi Afnan village.” According to Syria News Desk, “Three civilians were killed and 4 others injured when an international coalition plane targeted with a raid a car they were in on the Aleppo – Raqqa motorway near the town of Debsi Afnan which is under IS control in the western Raqqa countryside. The raid led to the burning of the car entirely.”

SY_reported put the death toll at four and said that a woman was also injured. They blamed the Coalition.

Smart News said that the Coalition targeted “a civilian car near Al-Qadesiya street which killed three civilians and wounded others.”

According to Raqqa Post, “Coalition warplanes carried out a raid in the village of Debsi Afnan, at Al-Qadesiya street near the stands for selling oil. Two people died: a 12-year-old boy and an old man.”

Arabstoday and Asrar7days also reported the death of the child and man, and pointed towards the Coalition.

However while both Step News and ISIL mentioned Coalition strikes on Debsi Afnan, neither mentioned civilian casualties.

Heavy Coalition airstrikes on al Tabaqa resulted in at least one civilian death, according to multiple reports.

Raqqa is Being Slaughtered said that “several missiiles fell near Omar al Mukhtar school in al Tabaqa” killing one child and injuring two or more.

According to Step News “B52s launched ten air strikes targeting points in al Fouroussiya, al Mazare’ roundabout and al Funduk and the police generals’ residences and Hankarat; and these are areas that belong to ISIL. Nine missiles also fell south of al A’jrawi roundabout in al Tabaqa which led to the destruction of several houses and casualties, where the sound of explosions shook the city of Raqqa.”

The Syrian Network for Human Rights said a woman and her child were killed in a Coalition strike. Syria News Desk, who also blamed the Coalition, said that one civilian died in the strike and six others were wounded. According to Al Amawi news, a woman died “after being hit in the air raids launched by the international coalition yesterday near Omar al Mukhtar school in al Tabaqa.”

In its June 2017 report the Coalition denied responsibility: “Feb. 16, 2017, near Al Tabqah, Syria, via social media report: After a review of available information it was assessed that no Coalition strikes were conducted in the geographic area that correspond to the report of civilian casualties.”
