Airwars assessment

In an event previously untracked by Airwars, the Coalition reported in its monthly civilian casualty report for September 2019 (published November 16th) that it had killed a civilian during an airstrike near Al Shaafah. The Pentagon later declared this to have been a US action.

According to the OIR report, “December 12, 2018, near Al Shafah, Syria, via self-report. Coalition aircraft conducted an airstrike against a Daesh facility. Regrettably, one civilian was unintentionally killed as a result of this strike.”

The Coalition provided Airwars with the location of this event to within 100 metres. The coordinates placed the event in the centre of al Soussa town.

In its annual civilian harm report to Congress published on May 6th 2020, the Pentagon declared this to have been a US incident.

Near Hajin, 25 strikes engaged 11 ISIS tactical units, and destroyed 18 fighting positions, four staging areas, five supply routes, three petroleum oil and lubricant facilities, two financial nodes, one improvised explosive device facility and damaged three fighting positions.
Near Abu Kamal, one strike destroyed one fighting position.

Wednesday 12 December – a Reaper hit four terrorist targets in Hajin, including a truck being loaded with weapons, whilst Tornados destroyed a Daesh operating base within the town…Reaper support to the SDF continued into Wednesday 12 December. Several terrorists were spotted in a treeline, and successfully targeted with a GBU-12. The Reaper’s crew then observed extremists loading a truck with weapons and ammunition; they and the vehicle were struck with a Hellfire missile. Two more Hellfire attacks were carried out during the patrol, one hitting a group of terrorists firing at the SDF, the other striking a number of terrorists as they held a meeting behind the front line. Tornados were also active over Hajin, as the SDF advanced ever further into the town, and they carried out a successful attack with three Paveway IVs against a Daesh operating base.

Airwars assessment

Local sources reported that 15 people were killed when an airstrike targeted the surrounding area of the Zaid Ibn Thabit mosque (زيد بن ثابت) in Al Shaafa. Most victims were reportedly women and children.

All sources blamed the Coalition, although one source, Mena Monitor News, reported that the Coalition and SDF were responsible for the attack.

Another source, reported that the victims were killed as a result of “Coalition shelling”, in which case the Coalition alone would have been responsible.

For 12th-18th Dec, Dutch F16s supported ground troops in 9 missions; weapons were deployed in 8 in Abu Kamal. Attacks were carried out on vehicles, logistics warehouses and ISIS fighters. Dutch F16s will fly until Dec 31st when the mandate for Dutch participation ends.

Thursday 13 December – Tornados and Typhoons supported the Syrian Democratic Forces clearing terrorists from Hajin, striking nine Daesh positions...Tornado and Typhoon flights provided close air support to the SDF as they fought to clear Daesh from areas of eastern and southern Hajin on Thursday 13 December. Very close coordination was required between our aircraft and the SDF since the latter were engaged in close-range combat with the terrorists; two attacks by the Typhoons accounted for five Daesh defensive positions, whilst three attacks by the Tornados dealt with a further four terrorist strongpoints.

Local sources reported a “massacre” caused by “several missiles directed at the area Hawi Al-Soussa”. All sources blamed the Coalition.

The alleged airstrike reportedly targeted a house inhabited by displaced persons, and killed a number of civilians, including women and children. No exact numbers were reported. Step News for example noted that Coalition missiles “targeted a house inhabited by displaced persons, and killed a number of civilians, including women and children.  We do not know the final survival outcome for some, whose bodies remain under the rubble.”

On February 4th 2021, the US-led Coalition released in their monthly civilian casualty assessment reports that they deemed the December 14th strike as ‘non-credible’: “After a review of all available records it was assessed that no Coalition actions were conducted in the geographical area that corresponds to the report of civilian casualties.”

Friday 14 December – a Reaper, Tornados and Typhoons conducted ten attacks on a total of twelve targets in the area around Hajin...On Friday 14 December, with the main town of Hajin reported to be largely liberated, a Reaper supported the SDF as they consolidated their control. Its crew conducted two successful attacks with Hellfire missiles against groups of terrorists observed south of the town. To the south-east, Tornados meanwhile assisted the SDF as they advanced down the main road towards Abu Kamal; Paveway IVs were used to eliminated a Daesh sniper team and a strongpoint, as well as cratering a road to prevent the terrorists moving up truck-bombs to attack a newly liberated area. Typhoons also provided close air support to the SDF, conducting attacks which struck six Daesh strongpoints, all of which had been firing on the SDF, as well as an armoured ZSU-23-4 anti-aircraft vehicle.

Airwars assessment

An alleged Coalition airstrike caused the destruction of the Salahudin al Ayubi mosque in Al-Boukhater and killed between 4 and 19 civilians, in what was described “a new massacre”. According to most local sources, 17 civilians were killed in the attack. However one source said that 13 of the dead were ISIS fighters.

Syrian state news agency Sana News was the only source that reported Coalition shelling on local houses in Al-Boukhater village “causing material damage to houses and properties”. It added that among the 17 victims were women and children.

According to the Syrian Observatory for Human Rights, a total of 17 people died of whom 13 were members of ISIS and four were family members of Iraqi nationality.

The Observatory also noted that it “did not know whether [the strike was] by the International Alliance or Iraqi forces.” Since Iraqi airstrikes within Syria were generally classed as Coalition actions at this point, Airwars has not flagged this as a contested case.

Radio Kull was the only source that put the death toll at 19 people.

Dozens were also reported injured.

Sunday 16 December – Reapers and Typhoons carried out seven attacks on Daesh to the south-east of Hajin, hitting nine targets... The following day [Dec 16th], a Reaper spotted a large group of extremists advancing towards the SDF. The Reaper helped disrupt this attempted attack with a series of three Hellfire and one GBU-12 engagements – among the targets struck was a light machine-gun team firing on the SDF – and also provided surveillance support to other coalition aircraft. A second Reaper worked with a pair of Typhoons over a nearby area; the Reaper struck a number of Daesh with a Hellfire, whilst the Typhoons conducted two attacks, hitting four Daesh-held buildings.

La TF Wagram a réalisé, depuis le territoire irakien, 24 missions de tir (21 éclairement, 3 destruction – bilan du 12 au 18 décembre inclus). Depuis le début de son engagement, la Task Force Wagram a réalisé 2350 missions de tirs. Les bases aériennes en Jordanie et aux EAU en appui des opérations Les aéronefs français basés en Jordanie et aux Émirats arabes unis poursuivent leurs actions contre Daech, au sein de la coalition. Cette semaine, les aéronefs de l’opération Chammal ont réalisé 20 sorties aériennes (bilan du 12 au 18 décembre inclus). Les Rafale ont conduit 5 frappes cette semaine dans la région d’Hajine, sur des combattants de Daech. Bilan total de l’action du pilier appui aérien depuis le 19/09/14 : 8728 sorties / 1494 frappes / 2299 objectifs neutralisés. Les Task Forces Monsabert et Narvik poursuivent leurs missions de formation La Task Force (TF) Monsabert poursuit sa mission d’assistance et de conseil de l’état-major de la 6ème division irakienne, qui est en charge de la sécurisation de l’ouest du grand Bagdad. Elle conseille également ponctuellement les brigades qui lui sont subordonnées. Elle a, à ce titre, conduit une mission d’expertise visant à améliorer la sécurisation du stockage des munitions d’une brigade irakienne. La TF Narvik, poursuit sa mission de formation et de conseil de l’Iraki Counter Terrorism Service (ICTS). Depuis début décembre, 300 stagiaires de la 2ème école de l’ICTS - école de spécialité de l’ICTS - sont entrés dans la phase dite « integration phase » qui vise à évaluer la capacité des stagiaires à restituer l’ensemble des savoir-faire qui leur ont été transmis, dans des situations tactiques et techniques complexes et diverses. Cette phase d’examen est également l’occasion pour les instructeurs français de parfaire la capacité des moniteurs irakiens à conduire ce genre d’évaluation pédagogique de grande ampleur.

Airwars assessment

Local sources reported the killing of the Basem Al-Hussein family as a result of artillery shelling on the town of Hajin. The bodies of eight named family members were allegedly pulled from the rubble, mostly women and an unknown number of children.

All sources reported on the incident on December 21st, but the exact date of the incident is unknown. Baladi News was the only source that reported the family members had died “a few days ago” as a result of bombings by SDF on Hajin town.

While some sources blamed the SDF, others blamed the Coalition which appears the most likely culprit given the SDF’s known lack of artillery during the Hajin Pocket offensive.

In its December 2020 monthly civilian casualty report, the Coalition assessed this event as ‘non credible’, claiming that “The allegation provided insufficient detail to identify a specific date, time, or location to assess its credibility.”

Friday 21 December – a Reaper engaged a group of Daesh extremists south-east of Hajin, whilst Tornados struck two workshops making IEDs...Further support was rendered on Friday 21 December by a Reaper and another flight of Tornados. The Reaper’s crew successfully used a Hellfire missile against a small group of Daesh as they moved across country, whilst the Tornados destroyed two workshops which were producing improvised explosive devices.

Airwars assessment

A number of civilians, including women and children, were reported killed and wounded by an alleged Coalition airstrike on a “civilian house” in the town of Al-Shaafa on the morning of December 20th. The Coalition later admitted that two civilians were killed in the incident in Al-Shaafa.

According to sources on the ground, between 6 and 24 civilians were killed in what was described as “a massacre”. The Syrian Observatory for Human Rights reported that at least six people were killed, including four children and “a citizen”. It is unclear whether this means an ISIS combatant was killed as well.

On March 10, 2022 in the CJTF-OIR Civilian Casualty Report, the Coalition deemed this incident credible and assessed that “Coalition aircraft conducted a strike on ISIS terrorists in a building. Regrettably, two civilians were unintentionally killed due to their proximity to the strike.”

Other sources reported that dozens of civilians were killed. According to @NorsForStudies, the Coalition bombed a house where a number of civilian families lived. One family was killed according to Marsad Al Hasaka.

Dozens were reported injured, mostly women and children.

Daesh’s al A’maq propaganda agency broadcast a video that was retweeted by various sources, showing the recovery of victims from the rubble, the majority of them children, allegedly killed in this airstrike.

The incident occured around dawn.

Airwars assessment

An alleged Coalition airstrike killed and injured a number of civilians on the morning of December 21st.

Although some sources reported that the incident took place on December 20th (when another similar incident occurred) the Syrian Observatory for Human Rights distinguished the two as separate events.

Local sources reported the killing of 27 people, mostly women and children, in addition to the wounding of dozens.

Several sources quoted the director of the Syrian Observatory, Rami Abdel Rahman, who reportedly said that “At least 27 people have been killed this morning in the village of Al Shaafa in air raids by the International Alliance, including 14 belonging to the families of militant fighters, including eight children.” It also cited a large number wounded. The additional 13 fatalities may therefore have been ISIS fighters.

In its January 2021 monthly civilian casualty report, the US-led Coalition determined this event to be ‘non credible’, asserting: “After a review of all available records it was assessed that no Coalition actions were conducted in the geographical area that corresponds to the report of civilian casualties.”

La Task Force Wagram en appui de l’offensive contre les dernières poches de Daech présentes dans la vallée de l’Euphrate La Task Force (TF) Wagram appuie les forces démocratiques syriennes contre Daech dans la région d’Hajine. La TF Wagram a réalisé, depuis le territoire irakien, 34 missions de tir (18 d'éclairements, 18 de destruction – bilan du 19 au 25 décembre inclus). Depuis le début de son engagement, la Task Force Wagram a réalisé 2384 missions de tirs. Les bases aériennes en Jordanie et aux EAU en appui des opérations Les aéronefs français basés en Jordanie et aux Émirats arabes unis poursuivent leurs actions contre Daech, au sein de la coalition. Cette semaine, les aéronefs de l’opération Chammal ont réalisé 22 sorties aériennes (bilan du 19 au 25 décembre inclus). Les Rafale ont conduit 13 frappes cette semaine. Les Task Forces Monsabert et Narvik poursuivent leurs missions de formation La Task Force (TF) Monsabert poursuit sa mission d’assistance et de conseil de l’état-major de la 6ème division irakienne, qui est en charge de la sécurisation de l’ouest du grand Bagdad, alors qu’après l’ouverture partielle de la « zone verte » entamée le 10 décembre, le gouvernement irakien a poursuivi cette semaine son effort de normalisation des conditions de vie dans la capitale en démontant plusieurs checkpoints, en abattant des murs de sécurité, et en rouvrant des routes fermées à la circulation depuis 2003. La TF Narvik, poursuit sa mission de formation et de conseil de l’Iraki Counter Terrorism Service (ICTS). Elle achève cette semaine la phase dite « integration phase » qui visait à évaluer la capacité de 300 stagiaires formés depuis le début de l’automne à restituer l’ensemble des savoir-faire qui leur ont été transmis, dans des situations tactiques et techniques complexes et diverses. Cette phase d’examen a également été l’occasion pour les instructeurs français de parfaire la capacité des moniteurs irakiens à conduire ce genre d’évaluation pédagogique de grande ampleur.

Friday 21 December – a Reaper engaged a group of Daesh extremists south-east of Hajin, whilst Tornados struck two workshops making IEDs...Further support was rendered on Friday 21 December by a Reaper and another flight of Tornados. The Reaper’s crew successfully used a Hellfire missile against a small group of Daesh as they moved across country, whilst the Tornados destroyed two workshops which were producing improvised explosive devices.

Airwars assessment

Ali Jassem Khudair al-Suwaiyi, a civilian non combatant male from the town of Al-Soussa, was alleged killed as a result of an airstrike and/ or shelling on civilian houses, according to sources on the ground. 

Deir Ezzor 24 for example reported “The killing of Ali Jassem Khader al-Suwaiy as a result of the bombing of the international coalition aircraft on the town of # Soussa in the eastern countryside of # Deir al-Azur.”

No additional details are presently known.

In its December 2020 monthly civilian casualty report, the Coalition assessed this event as ‘non credible’, claiming that “The allegation provided insufficient detail to identify a specific date, time, or location to assess its credibility.”

From 26 December to 1 January, France report Task Force Wagram has carried out 34 fire missions from Iraq (22 lighting, 12 destruction). Aircraft conducted 18 sorties and condcued 5 strikes on support of SDF forces.

In the last 10 days of the year, 15 missions were flown. Weapons were deployed ten times and targeted ISIS fighting positions and warehouses.

Wednesday 26 December – Typhoons and Tornados struck five terrorist-held buildings and cratered a road south-east of Hajin to prevent Daesh moving along it...a pair of Typhoons cratered the road with Paveway IVs on Wednesday 26 December. The Typhoons then joined a Tornado flight in destroying three Daesh-occupied buildings: the Typhoons dealt with one target, the Tornados struck the other two. The Tornados remained on station to provide further assistance if required by the SDF, and subsequently attacked a further two buildings from which the terrorists were firing.
