According to NINA, a source in the forensic medicine department of the local hospital reported that numerous civilians died “in bombing by the international coalition aircraft [which] targeted a stronghold of the Islamic State in Bartalah north of Mosul.” Among 16 alleged civilian victims were five children and two women, whose bodies were said to have been transferred to the hospital.

Iraq4All confirmed airstrikes near Bartalah, noting: “Islamic State elements have been shooting at the Peshmerga forces on a daily basis from those sites that were bombed.” However, it made no mention of civilian casualties.

A number of sources reported that a “civilian car” was struck “on the road between Al I’dwania and Raja’an,” near Al Hassakah, killing a family of four. Those killed were described as a man, his wife, mother and daughter – all from the village of Raja A’an in Ras al-Ain.

Reports of the incident mention “the road between Al Idwania (العدوانية) and Raja’an,” (طريق العدوانية – رجعان), near Al Hassakah. The road itself is not marked on maps, but the coordinates for Raja’an (رجعان) are: 36.0029376, 40.3580189. NOTE: a possible location for Al Idwania (العدوانية) could be: 36.7003565, 39.6532631. However, this is near the Syrian/Turkish border, 100 km away and therefore unlikely to be correct. Sirajpress reported that the strike occurred in the “afternoon.” However, the incident was first reported at 13:50, May 26th, 2015 local time, on the Hassakah Youth Union Facebook page, which suggests that the incident occurred early afternoon, or in fact in the morning

Airwars assessment

In a casualty incident later confirmed by the US, its aircraft targeted a vehicle in the vicinity of Al Shefa Hospital in Raqaa, wounding seven civilians in the process. No fatalities were initially reported, but the hospital was reportedly damaged.

In a Facebook posting marking the event, locals insisted that all of those injured were non-combatants although the US says its target was “ISIL fighters.”

The Syrian Network later reported that one man died of his injuries, named as Ezz al Deen al Nazzal, 27 years old. CENTCOM notes only that “a civilian was injured by a secondary explosion and flying debris from the initial strike,” suggesting that the US was relying only on aerial footage for its assessment.

Six civilians, all members of the same family, were killed in an alleged Coalition strike on the Daesh-occupied town of Al Mourouj (or Al Mourwah) according to multiple reports.

Saudi newspaper Asharq al Awsat reported that “six civilians were killed on Friday evening [August 14th] after an international Coalition plane bombed the village of Al Mourwah which is under IS control – around 15 km south of the town of Sareen in the northern Aleppo countryside. Abd Al Malik Al Sheikh, a former member of the council of Free Aleppo, said that the six civilians were documented by name, including children. Dozens of others were wounded, and he noted that the bombing directly targeted civilian homes in the village, which caused great damage.”

In a later report the Syrian Network cited Mr Nael, who it said was an eyewitness to the attack: “International coalition warplanes launched one rocket that destroyed several houses. Not less than 5 houses were damaged and 6 individuals from one family were killed. Their bodies remained under the rubble for hours. ISIL controls our town but its headquarters are visibly clear and the international coalition can target it without killing civilians. We are paying the price of war and the ongoing conflict between ISIL and the coalition-supported Kurdish forces.”

In its monthly civilian casualty assessment for October 2019 – published on December 5th of that year – the US-led Coalition assessed this event to be ‘non credible’, noting: “August 14, 2015, in Marwah, Syria, via Airwars report. After a review of all available records it was assessed that no Coalition actions were conducted in the geographical area that corresponds to the report of civilian casualties. 2808/CS113 37SDA456392”.

The Coalition also provided coordinates showing the area it had assessed, accurate to within 100 metres.

An internally displaced person, a young girl named as Fatima Hasan Al Steif from Aleppo, was allegedly killed by a Coalition strike according to sources.

Fatima was said to be the daughter of Hasan Al Steif, and the family had been displaced from the town of Al Safira, in Aleppo province, to Raqaa.

In its monthly civilian harm assessment report for November 2019 – published on January 2nd 2020 – the Coalition classed this event as ‘non credible’, noting: ”September 20, 2015, in Raqqah, Syria, via Airwars report. After a review of all available records it was assessed that no Coalition actions were conducted in the geographical area that corresponds to the report of civilian casualties. 2846/CS128 37SEV008785″.

The Coalition provided geolocates, indicating to within 100 metres the area on which it had focused its assessment.

Multiple local sources claimed that 11 civilians were killed and 6 others wounded after Coalition aircraft allegedly targeted cars in the Exhibitions area east of Mosul.

According to the National Iraqi News Agency, residents in the city’s Exhibitions area said the casualties occurred when aircraft fired on vehicles: “The bodies of civilians were handed over to the forensic medicine department, while those injured were taken to hospitals in Mosul.” Al Mustaqbal also noted the event, though their story appears to be based on NINA’s report.

Al Araby said that 10 civilians died in the event while a further 11 were injured, noting that local sources “did not know whether the bombing had inflicted casualties (on Daesh) or not.”

Responding to a request for clarification, the UK MoD told Airwars: “There is no credible indication of potential UK involvement” in the alleged event of January 18th.

In its July 2017 civilian casualty report, the Coalition denied responsibility for the event, saying it had not conducted strikes in the near vicinity: “Jan. 18, 2016, near Mosul, Iraq, via Airwars report: After a review of available information it was assessed that no Coalition strikes were conducted in the geographic area that corresponds to the report of civilian casualties.”

According to reports up to 16 civilians including 10 members of a family died in Ain al A’rouss “following Coalition raids.” One adult male civilian victim – the head of the family – was named by VDC as Faeour al Abo.

According to Shaam News, Daesh targets had been struck in the town: “International coalition aircraft attacked the Al Bazza’i building in the town of Ain Al A’rouss near Tal Abyad, where elements of IS were holed up inside. This led to the destruction of the building and the killing of all those who were inside.”

Another source noted: “Baladi News’s reporter confirmed that ten people including women and children were killed in the family of Mr. Fa’our Al I’bbo, when the coalition bombed their home in Ain Al A’rouss. The coalition also bombed three other houses belonging to Ismail Al I’bbo, and Hamad Mahmoud Juma’a al Hawi, which led to the displacement of the villagers to the neighboring villages.”

In a later report the Syrian Network placed the final death toll at 16, who it said died in two separate events. “First incident: Fixed-wing international coalition forces war-planes fired missiles that targeted Ein Al Arous village which resulted in the killing of 11 individuals including two children and five women

Second incident: Fixed-wing international coalition forces warplanes fired a missile that targeted a residential building in Ein Al Arous village which resulted in the killing of four individuals: Victims’ names:

2- Ismail Khalil Eneizan

3- Baran Ismail Al Eneizan, child

4- Mrs. Sifein, her surname wasn’t acquired

Raqaa is Being Slaughtered has published a picture [below] of a burning building it said was among the Deash-occupied facilities targeted.

On March 10, 2022 in the CJTF-OIR Civilian Casualty Report, the Coalition reported this incident to be “non-credible”, stating that “After review of all available evidence it was determined that more likely than not civilian casualties did not occur as a result of a Coalition strike.”
