Local reports claimed that an airstrike struck the Emergency hospital and severely damaged it. This reportedly led to the death of 29 ISIL fighters and 23 civilians.

Mosul Eye blamed the Coalition for the attack, which it also said injured 15 and killed 29 ISIL fighters.

A report in Sawlf Ateka said that one of the victims was named Anwar, who had been accompanying his mother to the hospital by ambulance at the time of the attack, after she had previously been injured by mortar fire.

Local sources reported that 18 civilians from four named families – mostly children and women – died under the rubble. An airstrike reportedly hit their homes in the Borsa area in the centre of Mosul. It is presently unclear who was responsible for the airstrikes.

Sawlf Ateka, a local Facebook page, launched an appeal to save the families from under the rubble. It said that those affected were the families of Khalis Ahmad Hamed Abaji and his brother Dr. Banyan Ahmad Hamed Abaji. They used to be the owners of Al Hadba analytical laboratories. The destroyed homes were located near the Bursa area, close to the Central Preparatory School and Fawaz Library. Sawlf Ateka said that as many as twenty civilians were under the rubble.

Other sources also said that the house near Borsa Street, opposite the school, was bombed. Iraqyoon Agency said that 18 members of four families were killed – the families of Dr. Banyan Abaji, the family of his brother (as mentioned above), as well as the families of his sister-in-law and his neighbour. And the local Syndicate of Pharmacists reported the deaths of “Dr. Anfal Karim Ismael Al-Hamdani and her family.” All of the bodies were later recovered.

Up to 23 civilians, reportedly including two families, died and “a large number” more were injured in airstrikes on al Salhiya in Deir Ezzor, according to local media – though sources were conflicted as to whether this was the work of the US-led Coalition, Russia or the Syrian regime.

Euphrates Post reported “21 martyrs and a large number of wounded as a result of strikes that targeted the houses of civilians in the town of Salhiya in al Kamal countryside on Thursday noon. The raids targeted the municipality building and the house of Majid al-Issa and the house of Turki al-Qahayt and the shops of A’raj Al-Shamluk at the main road and the police station.” The source named the following victims but didn’t identify the warplanes responsible for their deaths.

15 people from two displaced families from outside the town of Salhiya were also included in the list of civilian casualties.

Reporting by the Syrian Network for Human Rights was confused. It issued two reports on November 6th. In the first, it blamed “suspected Russian warplanes” for the deaths of “at least 10 civilians, including 2 girls”. But a second report said that the child Fawaz Muammar Fawaz al-Madi was killed by a warplane belonging to the regime.

The Syrian Press Center, didn’t identify the warplane responsible, but also named the above victims plus 19 people “from two displaced families in the town of Salhiya”. The source went on to say “it is noteworthy that the forces of the regime and the militias began a military campaign in the south-east of the southern province of Deir Ezzor with Russian air cover to control the region.”

The Syrian Observatory for Human Rights laid the blame with the Coalition, saying that the strikes killed “10 citizens at least including a man and his two child girls”. Al Hall, also reporting that the Coalition was responsible, provided some more detail reporting that “Abu Ayman al-Ali, an activist from the eastern countryside of Deir al-Zour, told Al-Hal, that the international coalition ‘targeted civilian houses in the village of Salhiya in the countryside with more than 17 raids, killing 21 civilians, mostly women and children, including two families displaced from outside the village.’”

However, Baladi, Radio Al Kul and Al Araby al Jadid blamed Russia, with Al Araby al Jadid noting that “all the [21] dead belonged to three families, including two families were displaced earlier to the town”.

Local sources reported the deaths of up to 23 civilians – including 17 children and 1 woman – following an alleged Coalition airstrike on Mosul’s Najjar neighbourhood. Officials later confirmed the deaths of 10 civilians in the event.

Iraqi Spring reported at the time that The coalition air force has targeted a home in which displaced families live in Najjar neighbourhood in Mosul resulted in 19 deaths including 17 children and women.

Iraq Now featured a video from the ISIS-controlled agency Al A’maq News, which showed significant destruction and the removal of the bodies of a number of children. As Al Jazeera noted, The [Al A’Amaq] agency aired footage of havoc in a number of buildings and said a US air strike had targeted a house inhabited by displaced people in Al-Najjar neighbourhood of Mosul, which led to widespread destruction at home and the killing or injury of civilians. For its part, the Iraqi Ministry of Defense on Sunday announced Sunday evening that international coalition aircraft had destroyed an IED laboratory belonging to ISIL in Mosul.

The reported death toll was later raised to 23 according to Al Khaleej and others. Al Araby also cited a Mosul doctor as saying that 23 civilians arrived at the hospital between the ninth and the eleventh hour, as a result of the bombing of a group of houses in an upscale neighbourhood in the centre of Mosul. Local mosques used their loudspeakers to urge people to donate blood.

Given reported British actions in the area that day, Airwars flagged the incident to the UK’s MoD which said we can confirm that there was no UK involvement in the event.

On September 29th 2017 the Coalition confirmed responsibility for the event, noting that “2. Oct. 2, 2016, near Mosul, Iraq, via Airwars report: During a strike against an ISIS headquarters structure, it was assessed that 10 civilians were unintentionally killed.” Officials gave the coordinates of the incident as 36°21’28.0″N 43°05’57.4″E.

In January 2016, the United Nations Assistance Mission in Iraq reported that it had learned of a major civilian casualty incident in Mosul on June 8th 2015, though had been unable either to verify the claim or attribute responsibility to any party:

“On 8 June, local sources reported that an airstrike in Mosul, Ninewa, caused 33 civilian casualties. The report alleged that several residential neighbourhoods in al-Zuhour district were hit, killing 20 civilians, including seven children and nine women, and wounding 13 others, mostly women. The source claimed that there were no ISIL members in the affected neighbourhoods. UNAMI/OHCHR was unable to verify the status of all the casualties nor who was responsible for the airstrikes.”

In December 2018 the Coalition announced that it had classed the event as non-credible, noting: “June 8, 2015, near Mosul, Iraq, via Airwars report. After a review of available information and strike video it was assessed that there is insufficient evidence to find civilians were harmed in this strike.”

Erem News had reported at the time (June 24th) that “A security source said on Wednesday the killing of 23 Iraqis and wounded 21 others in the bombing of the international coalition aircraft on civilian houses in the city of Mosul, 400 km north of Baghdad. The source said that the international coalition aircraft bombed civilian homes in the areas of Al Zehur and Tahrir, banks, Rifai and Hermat in Mosul, killing 23 civilians, including 10 women and eight children and injured 21 civilians, most of them older men and women and children.”
