In an incident not previously tracked by Airwars, on January 25th the Coalition said it had concluded an assessment on claims of civilian harm “near Dar’iya, Raqqah” via an “international organization report”. According to the Coalition report, “69. June 8, 2017 near Dari’ya, Raqqah, Syria via international organization report. After a review of available information, it was assessed that no Coalition strikes were conducted in the geographical area that corresponds to the report of civilian casualties.”

The Coalition shared the military coordinates with Airwars: 37SDV9832877959. This corresponds with al-Qadisiyyah in Raqqa.

Airwars assessment

Local sources reported that 200 homes in Old Mosul to the west of the city were completely destroyed with many of their residents presumed dead following the intense fighting of the previous weeks.

Hossam al Din al Abbar, a member of the Ninveh Provincial Council, was quoted by several sources as saying: The civil defence teams have recovered 1,700 bodies belonging to civilians from the rubble of the houses in the city of Mosul since the launch of the military campaign to liberate the city on October 17.

There are more than 200 homes that were destroyed in the Old City on the western side of Mosul so we expect the number of civilian casualties to double as the civil defence teams begin their recovery operations.

Presently, no further details with regards to the specifics of civilian casualties were available but will be presented when the information is acquired.

Local sources reported that the Coalition carried out multiple strikes in Mayadin, though the number of civilian casualties was unclear.

According to the Syrian Observatory for Human Rights, “the international Coalition carried out strikes at 6:30 am on Friday July 21st targeting a house seized by Islamic State in Mayadin”.

Syrian PC said that the Coalition carried out two raids on “the eastern suburb of Deir al-Ghazal without reports of civilian casualties.”

Qasioun reported that Coalition strikes targeted the Saray government building and the pharyngeal area, saying that there had been civilian casualties but providing no further details.

Euphrates Post added that Al-Baaloum roundabout was targeted.

In the last week (20th-27th) France reports carrying out two strikes in Raqqah, destroying two ISIL combat positions. Task Force (TF) Wagram carried out 21 artillery strikes in Mosul. The overall record of air activity since September 19th 2014 amounts to 1,324 strikes, 2,092 targets destroyed and 6,857 sorties.

‘OPÉRATION CHAMMAL SITUATION En Syrie, Dans la ville de Raqqah, Daech continue de perdre du terrain, jour après jour, face aux Forces Démocratiques Syriennes. Les combattants terroristes continuent néanmoins de disposer de solides positions défensives dans le cœur de la ville, à partir desquelles ils mènent des contre-attaques régulières et des actions de harcèlement. En Irak, Les forces de sécurités irakiennes poursuivent leurs opérations de sécurisation de la ville de Mossoul, face à des équipes isolées de combattants qui continuent de mener des actions symboliques de harcèlement. Dans le même temps, Daech consolide ses positions autour de Tal Afar, pour tenter de résister à l’offensive prochaine de la Coalition pour libérer aussi cette ville. Un C135-FR récemment déployé a en effet réalisé de nombreuses missions en quelques jours à peine, soutenant ainsi, à son niveau, la bascule des efforts de la Coalition vers les autres bastions de Daech. Deux frappes ont été menées dans le cadre de la bataille de Raqqah, détruisant deux positions de combattants ennemies, au contact des troupes alliées engagées. De ces positions, des tireurs de Daech tenaient sous leur feu les soldats alliés à une centaine de mètres à peine. La Task Force (TF) Wagram a réalisé 21 missions de tir dont 07 de harcèlement et 14 d’éclairement. Ces missions interdisent une offensive de contre des terroristes vers Mossoul. On August 30th 2018, the Coalition said it had concluded an assessment of possible civilian harm. In the report, the Coalition wrote: “December 30, 2017, near al-Bahrah, Syria, via social media report. After a review of available information and strike video it was assessed that there is insufficient evidence to find civilians were harmed in this strike.” The Coalition shared the location of this assessed strike with Airwars: 37SFU638465. Airwars researchers assessed that the reported event has similarities with S1499 – yet our researchers have the incident as occurring on the Dec. 29, 2017. Moreover, reports stated that a civilian was found dead inside a building (his home) – Coalition coordinates are in the open.

Two civilians were reportedly killed when Coalition forces and special forces from the SDF carried out a landing operation in Dhiban, “targeting a house inhabited by people who are not residents of the town”.

Deir Ezzor reported that “a number of wanted persons were killed and a number of others managed to escape. Others were also arrested” and added that “In addition, two civilians were killed: (Ghiath Latif Al-Fawzi Al-Hafl – Majed Mahmoud Al-Hafl) after they went out to explore what happened.” According to Halab Today TV, the victims were from the same family.

While most sources are unclear about the cause of death, the Syrian Human Rights Committee claimed that the victims were shot by SDF forces.

In their January 2020 civilian casualty report, the US-led Coalition assessed reports that they were responsible for civilian harm in this strike as “non-credible”, stating that the allegation provided insufficient information on the timing and location of the strike to make a determination.

One civilian was reported killed in alleged joint SDF and US led coalition operation in Al Shuhail in Deir Ezzor on May 22nd, 2020 according to local sources.

Euphrates Post reported that “Muhammad Al-Ouda Al-Khaled Al-Addad from the city of Al-Shuhail, was killed during a security operation carried out by SDF supported by the international coalition forces and helicopters in the Al-Shabaka neighborhood, in the city of Al-Shuhail.”

The Syrian Network for Human Rights reported that the victim was shot by SDF. “Muhammad Al-Ouda Khaled al Addad from al Shabaka neighborhood in al Shuhail city in the eastern suburbs of Deir Ez-Zour governorate was shot dead by Syrian Democratic Forces personnel during a raid in the neighborhood on May 22nd.”

Suriye.u.a.d blamed the coalition reporting “the death of the civilian Muhammad Al-Oudah Al-Khaled during the airdrop of an international coalition in the city of Al-Shuhail, east of Deir Ezzor.”

Deirezzor24 blamed both forces saying that “International coalition forces, accompanied by SDF forces, just carried out an airdrop operation on a house in the Shabakah neighborhood in the town of Al-Shuhail, east of Deir Ezzor, according to the reporter of Deir Ezzor Network 24. Our correspondent said that the operation targeted the house of Ahmad Al-Oudah Al-Khaled, and its results are not known yet, as displaced persons from Al-Baghouz and Al-Bukamal countryside live in the mentioned area.

In the third of their September 2020 civilian casualty reports, the US-led Coalition assessed reports that they were responsible for civilian harm in this strike as “non-credible”, stating that no Coalition actions were conducted in the geographical area at that time.

One civilian, named in local sources as Ibrahim Khalif Ali Al-Ammar, aged 52, was reportedly killed during a Syrian Democratic Forces and US-led Coalition raid on the village of Al-Dahla, in the countryside of Deir Ezzor, at dawn on February 22nd 2022. According to local sources, he was shot at dawn when his house was raided.

The US-led Coalition was reportedly providing “aircraft” support. SANA reported that they carried out an airdrop operation.

Euphrates reported that Mr. Al-Ammar worked in the fertilizer and grain trade.

@DeirEzzorNow tweeted that “the raid took place without helicopters, as forces from HAT and the coalition raided the house of Ibrahim Al-Khalif Al-Ammar, and the goal is to arrest his brother Hassan, who was said to be an arms dealer, as they live in two adjacent houses in one yard.” They reported that his brother was arrested during the operation.

Another local source tweeted that the town was raided at night, “with a patrol of twelve cars.” Ath Press added that the raid was carried out by members of the “Miliary Council in Deir Ezzor”, led by Ahmwd Al-Khabeel… came with the aim of putting pressure on Al-Ammar and his brother with the aim of blackmailing them and forcing them to pay the money as a kind of royalty, and after he refused several times the raid took place.

The Syrian Observatory for Human Rights did not mention the detail about Mr. Al-Ammar’s brother and instead said that he was trying to be arrested during the raid, and that because he refused to surrender, he was arrested and shot dead.

Shaam reported that “activists in the Furat Post network said that SDF members shot Ibrahim Khalif Ali Al-Ammar, after he tried to prevent them from entering his house because of the presence of women and children.”

The incident occured around dawn.
