Airwars assessment

Four children were injured in an alleged Coalition airstrike at Wadi Hajar to the south of Mosul, as a major military offensive to clear Nineveh of Daesh continued.

According to NRN News, jets from the US-led alliance targeted the Daesh-held village which also led to civilian casualties.

Responding to a request for clarification about possible involvement given declared UK strikes near Qayyarah that day, the MoD told Airwars that “after extensive research, we can confirm that there was no UK involvement” in the alleged event.

For May 7th-8th, the Coalition reported: “Near Raqqah, four strikes engaged an ISIS tactical unit and destroyed 13 ISIS barges and two excavators. Near Tabqah, 15 strikes engaged seven ISIS tactical units and destroyed eight fighting positions and a vehicle.” It later added that “Additionally, two strikes were conducted in Syria on May 7th that closed within the last 24 hours. Near Tabqah, Syria, two strikes engaged two ISIS tactical units and destroyed a fighting position.”
For May 8th-9th: “Near Raqqah, three strikes engaged an ISIS tactical unit; destroyed five weapons storage caches and an ISIS barge. Near Tabqah, eight strikes engaged seven ISIS tactical units and destroyed five fighting positions.” It later added that “Additionally, four strikes were conducted in Syria on May 8 that closed within the last 24 hours. Near Tabqah, Syria, four strikes engaged an ISIS tactical unit; destroyed a fighting position and a mortar system; and damaged an ISIS supply route.”

Their June 2018 civilian casualty report noted: “During a strike destroyed Daesh headquarters, two civilians were unintentionally injured.”

The Coalition provided Airwars with the location of this incident, accurate to within a 100 metre box. This placed the strike at the village of Al Baghouz, only a few hundred metres from the Syrian-Iraqi border.

A single source, the Daesh-linked propaganda outlet Al A’amaq Media, reported an alleged ‘friendly fire’ event in the village of al Jakka: “An American plane carries out a raid by mistake on a position for the armed opposition on the outskirts of the village of Jakka in the northern Aleppo countryside, leading to deaths in their ranks.”

Earlier in the day Al A’amaq had reported a major assault on the Daesh-held location, claiming that “American planes and Turkish artillery are bombing the village of Jakka in the northern Aleppo countryside, while Syrian opposition forces try to storm it.”

No civilian casualties were reported in this instance.

Up to three people were reported killed – one of whom was said to be a militant leader in the Ahrar al-Sham Movement which is affiliated with the Syrian National Army – in an alleged Coalition drone strike on their car on Afrin- Azaz road in Aleppo, Syria, on December 7th, 2019, according to local sources. The combat status of two of the victims was unclear.

The identity of those killed is not clear yet. While Aramme reported those killed were civilians, Step Agency said that they included a smuggler who transported people between Turkey and Idlib, and that he was accompanied by two ISIS leaders, one of whom was wearing an explosive belt.

A report by Jesr Press said that the strike targeted “a leader of the Ahrar al-Sham Movement in the northern countryside of Aleppo, which led to the death of him and two others who were travelling in the same car.”

However, the Smart News Agency reported that “the commander-in-chief of Ahrar al-Sham, Jabir Ali Pasha, and spokesman for the National Liberation Front, Captain Naji Mustafa, denied through their official knowledge that the dead were linked to Ahrar al-Sham, noting that the military tasks carried by the dead were forged.” But a ‘National Army’ ID card was found in the targeted car and referred to ‘Abu Sa’ad Al Hoss’ as the leader who was killed.

Other sources such as the Syrian Observatory for Human Rights (SOHR) reported the three allegedly belonged to Hayat Tahrir al-Sham (HTS).

In the third of their September 2020 civilian casualty reports, the US-led Coalition assessed reports that they were responsible for civilian harm in this strike as “non-credible”, stating that no Coalition actions were conducted in the geographical area at that time.

Reports of the incident mention a vehicle being struck in the vicinity of the Qibar (قيبار) junction, while travelling between Afrin (عفرين) and A’zaz (أعزاز).  Using visual information from available sources, we have narrowed down the location of the wreckage to a field northwest of Qibar. At least one named man, whose status as a civilian or belligerent presently remains contested, was killed and a civilian was injured in alleged Coalition airstrikes (or possibly an IED attack) near the city of Ras Al-Ain in the Al Hassaka countryside on April 4th 2021. The UK declared a Reaper drone strike in the near region for that date.

Free Hasska Reporter described and included pictures of what it said was a Kia vehicle, after having been reportedly struck with “three missiles” and named the person killed as Omar Abdel-Fattah. Adar Press indicated that he may have been using another name and ” it was not able to know his real name, but he bears an identity issued by the local council of the city of Ras al-Ain.”

Instead according to Ezdina, “a civilian lost his life and another was wounded, as a result of the explosion of an explosive device, today, Sunday, in the countryside of Sere Kaniye / Ras Al-Ain.” It  also reported that “the explosive device, which was planted in a civilian vehicle, exploded.”

The Syrian Observatory for Human Rights reported that ” the dead man was a civilian, not belonging to any armed faction, and he was from the region and belonged to the Adwan clan, which is why it is likely that his death was a result of clan and family disputes.”

Ida2at also identified the man killed as a civilian, stating that he died from “the explosion of a truck transporting petroleum products…as a result of a technical failure that led to the ignition of the refined fuel.” They also added that the road that the incident occurred on was “used by armed factions loyal to the “Turkish occupation”, to allegedly facilitate smuggling operations with Syrian Democratic Forces.

Syrian TV also identified both the man killed and wounded as being civilians, though harmed by an explosive device planted in the car, adding that they had “crossed illegally” coming from areas controlled by the Syrian Democratic Forces (SDF) in the countryside of Hasaka.”

Euphrates Post quoted local sources as saying “a “Kia 2700” vehicle exploded on Darbasiyah Road before entering Ras Al-Ain, killing the driver, whom it described as a member of the “National Army”, and also wounding a civilian.”

A tweet by the Violations Documentation Centre identified the man killed as being an “ISIS leader” and attributed the strike to “a drone, believed to be by the international coalition to fight ISIS led by the United States.” Rojava Network also noted what it said was the “killing of the leader of the terrorist organization ISIS, Omar Abdel Fattah, in a raid by an international coalition drone”.

Xeber 24 instead reported that “sources suggested that the targeted person was affiliated with the armed factions and organizations supported by Turkey, as the Ankara loyalists struck a large security cordon at the location of the targeting.”

According to NPA Syrian, “this [would be] the first time that the Global Coalition has targeted ISIS or al-Qaeda leaders in this region.”

The British Royal Air Force issued a statement on April 8th that “In a separate operation carried on Sunday 4 April, an RAF Reaper, armed with Hellfire missiles, identified a small group of Daesh terrorists in northern Syria, some fifty miles west of Al Hasakah. Having checked that there were no civilians nearby, the Reaper’s crew attacked the terrorists, striking the target successfully.”

According to research conducted by @obretix, a possible location for this strike is: 36.665778, 39.858190. In a separate operation carried on Sunday 4 April, an RAF Reaper, armed with Hellfire missiles, identified a small group of Daesh terrorists in northern Syria, some fifty miles west of Al Hasakah. Having checked that there were no civilians nearby, the Reaper’s crew attacked the terrorists, striking the target successfully.

Airwars assessment

A civilian was injured during a declared raid carried out by CENTCOM and partner forces in Al Shahil on January 21, 2023. Up to three alleged ISIS members were also arrested during the raid.

CENTCOM released a statement that “US Central Command forces conducted a partnered helicopter and ground assault raid in eastern Syria, Jan. 21, capturing two ISIS-Syria members, Abdallah Hamid Muslih al-Maddad AKA Abu Hamza al-Suri, an ISIS facilitator, and Husam Hamid al-Muslih al-Maddad, al-Khayr, ISIS facilitator and logistician, and one associate. One civilian received minor injuries. “The injured civilian was escorted by our partner forces to a nearby medical care facility along with an accompanying family member,” said Colonel Joe Buccino, a CENTCOM spokesperson. “He received care and was released back to his family.”

The Syrian Observatory for Human Rights reported that during an operation carried out by the Anti-Terrorism Units with the support of International Coalition aircraft, three members of ISIS were arrested when the home of the “Al-Madad” family in the town of Al Shahil was raided. SOHR added that the operation lasted two hours and consisted of the Coalition forces asking the wanted persons to surrender via loudspeaker, however when the wanted persons refused, clashes took place.

@Sharqya_reporte tweeted that the home that was raided belongs to Hamid Al-Musleh Al-Madad and that Hisham Al-Hamid Al-Musleh was arrested for unknown reasons. @HamamIssa7 added that Majid Kamel Al Musleh and the son of Subh Al-Musleh, 13 years old, were also arrested.

Halab Today TV added that Abd Hamed Al-Musleh was also arrested, and that a fourth person escaped from the raid – Hisham Al-Hamid Al-Musleh. According to Halab Today, all men arrested are cousins of Hisham, who was residing in the city of Ras Al-Ain before coming back to Al Shahil and that Hisham is a close associate of Sabahi Ibrahim al-Musleh, an alleged member of ISIS who was killed by an air strike carried out by the Coalition in October 2022 in the city of Ras al-Ain.

A tweet from @nahermedia reported that on February 19th, a Coalition helicopter released Majid Kamel Al-Musleh Al-Medad on the outskirts of the town of Al Shahil after being held for a month.

A local source told Al Araby that “the operation was accompanied by the sound of explosions in the area, without knowing whether any injuries occurred during the operation.” Eye of Euphrates identified machine guns from Coalition helicopters as used in conjunction with an SDF military convoy.

A tweet from @alsharqia24news identified the location as being in the Al-Hawi area of Al Shahil. @Rian_almasri stated that following the raid, the Coalition forces headed towards the Al-Omar oil field.
