Airwars assessment

In an incident not previously tracked by Airwars, the Coalition later confirmed the death of one civilian and the injury of another in an event near As Safiyah, Syria.

Their February 2018 civilian casualty report noted, “The Coalition conducted a strike which destroyed a bridge across a canal being used by Daesh to move vehicle-borne improvised explosive devices to attack Coalition and partner forces. One civilian was unintentionally killed and one civilian was unintentionally injured when they crossed into the impact area moments before impact.”

The Coalition provided Airwars with the location of this incident, accurate to within a 100 metre box.

Airwars assessment

A major US airstrike on an al Nusra Front headquarters – a unilateral action – killed a significant number of militants. However, up to 26 Free Syrian Army prisoners held in the building were also reported killed, along with three children.

The US admitted responsibility for just one civilian death three years later.

Fatah al Sham blamed the international Coalition at the time, with spokesman Abu Anas al-Shami saying in a statement: “The headquarters targeted by the international coalition a short time ago are a main headquarters for that area and contains a number branch offices, leading to the killing of the brothers.”

Given that the target was al Nusra, this was thought most likely to be a unilateral US action. The Coalition’s spokesman Colonel John Dorrian later confirmed that the attack “was a US strike.”

As the Pentagon’s own spokesman Peter Cook also noted: ““Al-Qaida’s foreign terrorist fighter network used this headquarters as a gathering place, and their leaders directed terrorist operations out of this location. As you know, al-Qaida remains committed to carrying out terrorist attacks against the United States, our interests, and our allies and friends. We will continue to take actions to deny any safe haven for al-Qaida in Syria. We will not allow al-Qaida to grow its capacity to attack the United States or our allies around the world, and these strikes demonstrate that commitment.”

AFP cited the Syrian Observatory as saying that “Among the dead were leading members of the group formerly known as al-Nusra Front, who had been holding a meeting.” Almost all sources also reported civilian fatalities.

Idlib Media Centre reported “Civilian martyrs and wounded including prisoners, due to Coalition warplanes shelling a Fatah Al-Sham building in Samara.” Shaam News reported that the strikes “killed around 40 – the majority of whom are prisoners who were detained by Fatah Al-Sham.” Qasioun said the attack occurred at 3.55pm and injured “dozens.”

According to Al Khaleej, “44 were killed including 26 prisoners of the Free Syrian Army, 15 members of Fatah Al-Sham and three children and it’s not known whether the children were prisoners, or children of Fatah Al-Sham members.”

A local activist told Airwars the following: “Al-Nusra Front still denies the existence of civilian [prisoners] in its headquarters. But families were able to recognise a number of the bodies who were previous detainees and missing people, which confirms that the headquarters was transformed into a prison recently.” One of those victims – 10 year old Haytham – was reportedly being held on theft charges when he was killed.

However Al Souria insisted that the facility was not a prison, and that more than 20 members of Al Nusra were instead killed.

Syrian Revolution has named the four prisoners as killed. In addition, a local activist provided Airwars with five additional names of reported civilian fatalities.

On March 4th 2017 the Coalition claimed it did not have enough information to determine whether civilians died in the raid, noting: “Jan. 3, 2017, Sarmada, Syria, via social media report: The report contained insufficient information on the time, location and details of strike to assess its credibility.”

However in January 2020, the Coalition conceded one civilian death in the event, noting: “January 3, 2017, in Sarmada, Syria, via media report. US aircraft conducted an airstrike against an Al Qaida facility. Regrettably, one civilian was unintentionally killed as a result of the strike. 306/CS425 37SBA952069”.

In May 2020, the Pentagon also included this event in its annual civilian harm report to Congress.

‘Wednesday 5 July – Typhoons hit seven Daesh strongpoints in Mosul, Tornados eliminated a sniper team in Raqqa…Typhoons continued to support the Iraqi troops in west Mosul on Wednesday 5 July. Exceptionally careful coordination was needed given the very short distances between the Iraqi forces and the Daesh positions, but the two Typhoons were able to destroy seven strongpoints, including two with medium machine-guns, each struck by a Paveway IV. Tornados kept watch over the latest SDF advances in Raqqa, and used a Paveway IV to deal with a sniper team.’

In the past week, June 29th – July 4th, France reports 4 airstrikes in Mosul and 4 in Raqqa, all in support of the troops on the ground.

‘Point de situation des opérations ARMÉE FRANÇAISE – OPÉRATIONS MILITAIRES·WEDNESDAY, 5 JULY 2017 OPÉRATION CHAMMAL SITUATION En Syrie, A Raqqah, les combats pour le contrôle de la ville se poursuivent. Daech concentre sa défense sur les zones les plus urbanisées selon une stratégie qui a déjà été observée à Mossoul : piégeage, tunnels, fortifications sont en place et rendent la progression des Forces Démocratiques Syriennes difficile et dangereuse. Les FDS progressent néanmoins de l’Est vers l’Ouest de la ville, profitant de brèches dans le mur d’enceinte pour entrer dans la Médina. Elles poursuivent également leur manœuvre d’encerclement au Sud de la ville pour réduire les soutiens de Daech, notamment en provenance du Sud-Ouest. Les Forces pro-régime sont à une vingtaine de km au Sud de Tabqa. En Irak, A Mossoul, Daech perd du terrain chaque jour dans la Médina et s’acharne à défendre le dernier kilomètre carré encore tenu. Sa liberté de circulation dans la région environnante est également compromise. L’organisation terroriste essaie de se recentrer vers Tal Afar à l’Ouest, et Hawijah plus au sud de Mossoul, deux secteurs fortement défendus et encore sous son contrôle. Daech a néanmoins la capacité de réactiver des cellules dormantes qu’elle concentre au moment opportun contre les forces de sécurité. Ceci démontre que la prudence reste de mise quant à la reprise de Mossoul même si l’optimisme des forces locales domine. MOSSOUL Cette bataille s’inscrit bien dans une stratégie coordonnée entre la Coalition et le pays hôte. Cette stratégie comportait une première phase de préparation de la bataille afin d’accompagner la montée des forces de sécurité vers Mossoul et d’encercler la ville pour couper tout renfort ou soutien extérieurs au profit des terroristes retranchés. 300 frappes aériennes françaises ont accompagné pendant plusieurs mois cette première étape de préparation et de renseignement (Shapping). Dans la deuxième phase, avec l’engagement des canons CAESAR et du Groupe aéronaval, 300 autres frappes aériennes, auxquelles s’ajoutent près de 1200 missions d’artillerie, ont permis d’appuyer les forces de sécurité engagées pour la libération de la ville. Les 600 frappes aériennes délivrées dans la région représentent donc une partie conséquente de l’effort français réalisé depuis trois ans, lequel s’élève début juillet à plus de 1 300 frappes. Avant de débuter une éventuelle troisième phase pour Mossoul et ses habitants, de longues opérations de déminage et de sécurisation devront néanmoins être menées pour neutraliser les pièges dont Daech a saturé la ville et éliminer les cellules dormantes. ACTIVITÉS DE LA FORCE Cette semaine, les aéronefs ont réalisé 35 sorties aériennes dont 31 de reconnaissance armée et d’appui au sol (CAS), ainsi que 04 missions de recueil de renseignement. 04 frappes ont été réalisées à Mossoul et 04 autres à Raqqah, toutes en appui des troupes au sol. La Task Force (TF) Wagram a mené de son côté 14 missions de tir dont 13 de harcèlement et 01 d’éclairement. Le bilan global depuis le 19 septembre 2014 s’élève 1307 frappes, 2072 objectifs et 6754 sorties. OPÉRATIONNELS ENSEMBLE : LE SOUTIEN INTERARMÉES EN OPÉRATIONS Pour réussir ces opérations, il faut réaliser les « 12 travaux de la logistique » et être « opérationnels ensemble ». 1 200 militaires sont déployés dans le cadre de CHAMMAL sur cinq pays. 16% seulement de cet effectif contribue à soutenir le personnel comme les matériels dengagés. La logistique en opérations recouvre douze domaines spécialisés : 07 sont principalement dédiés au profit du personnel, 05 le sont au profit des matériels. Dans le domaine de l’acheminement, en trois ans, 24 000 passagers ont transité par voie aérienne vers le théâtre. 15 000 tonnes de matériels ont été projetées de France, la moitié par voie aérienne et l’autre par voie maritime, avec une recherche permanente d’équilibre entre la nécessaire réactivité et les coûts induits. Dans le domaine du soutien carburant, 12 000 pleins (avitaillement) ont été réalisés au sol, 14 000 en vol (ravitaillements) au profit de l’ensemble des aéronefs français engagés. Ces forces sont parfaitement interopérables grâce aux réseaux classifiés établis entre 700 ordinateurs reliés sur le théâtre et avec la métropole, par le biais de 50 stations satellitaires.’

Airwars assessment

At least 11 civilians across three families, including several women and children, were killed and several others were injured in alleged Coalition airstrikes on the ISIL-controlled village of Al Zaynat, to the south of Markada, local sources reported.

According to Syrian PC “Media sources in Al-Hasakah, including Al-Khabour, said that the Coalition air force carried out air strikes on the village of Al-Zayanat in the southern Al-Hasakah countryside, which killed civilian martyrs, including women and children, a number of wounded and destroyed houses of civilian property.”

Al Hasaka Arabea identified 10 of the victims. Al Khabour also identified a victim bringing the death toll to 11. Fatima Abdullah al Hawash was also named as a casualty by the source, but it is believed she is one of the 10 individuals identified earlier.

All 14 sources who reported the incident alleged that the Coalition was responsible.

While the Coalition did not publicly declare strikes in the governorate at the time, a later assessment of this claim asserted that “After a review of available information and strike video it was assessed that there is insufficient evidence to find civilians were harmed in this strike.”

This indicated that the Coalition had in fact struck at Markada on this date.

Airwars assessment

Three to six civilians died in airstrikes on al Subha village, local media reported, though it was unclear whether the Coalition or Russia or the Syrian regime were responsible.

According to the Syrian Observatory for Human Rights, “five people were martyred and three of them were charred, as a result of shelling by aircraft. It’s not known whether it was Russian or affiliated with the International coalition”.

Ahmad al Shibli blamed the Coalition and put the death toll at six.

Euphrates Post reported that warplanes carried out strikes on “civilian houses in the vicinity of Al-Iman Mosque and the school in al-Subha town.” It said four civilians died and named two. In a later report, however, Euphrates Post pointed towards Russia and named a further (child) victim.

A report by the Syrian Network for Human Rights blamed the Syrian regime for firing missiles on Al-Iman Mosque.

However, in confused reporting, SN4HR later said that the Coalition had struck a high school for girls in al Subha.

For July 12th-18th, France report 11 strikes: 7 in Syria (6 in Raqqa) and 4 in Iraq. There were 26 artillery strikes in Mosul. Since September 19th 2014 France has carried out 1322 strikes, with 2090 targets destroyed and 6812 air sorties. Additionally, they’ve carried out 1310 artillery missions.

‘OPÉRATION CHAMMAL SITUATION En Syrie, Dans la ville de Raqqah désormais encerclée, Daech défend fermement les quartiers sous son contrôle en s’appuyant sur un usage intensif de pièges dont le terrain est littéralement saturé pour ralentir la progression des forces démocratiques syriennes (FDS). Cette stratégie impose aux FDS de déminer, pas à pas, chaque rue et chaque maison, sous la menace permanente de tireurs isolés entre autres tactiques adverses. Leur progression reste donc très lente. En Irak, Alors que les opérations de sécurisation de Mossoul se poursuivent, la principale zone de combat se situe désormais à l’Ouest de la ville dans le secteur de Tall Afar. Friday 21 July – Tornados destroyed an observation and sniper post in Raqqa, whilst Tornados and Typhoons hit an anti-aircraft machine gun in the west of Iraq, and an armed truck in the north…Update: air strikes against Daesh – GOV.UK On Friday 21 July, a pair of Tornados bombed the top of a grain silo in Raqqa, where a group of Daesh were stationed in a combined observation and sniper post. In western Iraq, a mixed Tornado and Typhoon pair used a Brimstone missile to eliminate an anti-aircraft machine gun that was concealed under cover, south-east of Rawah. Our aircraft then flew north-east to an area south of Qayyarah, where a coalition surveillance aircraft was keeping watch on a truck armed with a recoilless anti-tank gun. This was destroyed using a Brimstone.

Airwars assessment

A number of civilians were reportedly injured following an alleged Coalition airstrike in Abu Kamal in eastern Deir Ezzor, local sources reported.

The strike reportedly targeted an ISIL vehicle in Al Bareed Street near the home of Mujheem al Dandal, injuring those nearby.

Only one of the four sources alleged that the Coalition was responsible for the airstrike, meanwhile the remaining three sources did not make any claims with regards to who was to blame.

‘Wednesday 26 July – a Reaper destroyed a terrorist truck in eastern Syria..A Royal Air Force Reaper flew an armed reconnaissance mission over eastern Syria on Wednesday 26 July. A group of armed terrorists were observed boarding a truck, and the Reaper’s crew tracked the vehicle as it headed west along a desert road, some 20 miles south-south-east of Hasakah, before engaging with a Hellfire missile once it was in an isolated location. The missile scored a direct hit which destroyed the truck.’

Two civilians were wounded in an airstrike on Al A’shara, according to local media – though reports were conflicted as to whether this was the work of the US-led Coalition or Russia.

According to sources, the residential neighbourhood was struck with cluster bombs – believed to be Russian.

Fresh Syria pointed at the Coalition, while Euphrates Post – who was among some other sources in not identifying the culprit – named the two victims.

However, @alhdth2, Jisrtv, @MasarPressNet all blamed Russian cluster bombs.

A single source suggested there were civilian casualties from the incipient, however no specific numbers were reported.

There are no other details at this time.

‘Monday 31 July – Typhoons attacked a Daesh defensive position and two sniper teams in Raqqa…Royal Air Force Tornado, Typhoon and Reaper aircraft have continued to fly daily armed reconnaissance missions against Daesh over Syria and Iraq, and have delivered a number of air strikes against terrorist targets in Raqqa. On Monday 31 July, two flights of Typhoons, based at RAF Akrotiri, delivered successful attacks with Paveway IV guided bombs against a defensive position from which Daesh were firing on the Syrian Democratic Forces (SDF), and against two sniper teams.’
