Airwars assessment

Between 13 and 33 civilians, including three women and nine children, were killed and between 30 and 60 injured in airstrikes on Daesh-occupied Mabij, according to multiple sources – though reports were conflicted as to whether the attack was the work of Russia or the Assad regime.

The IS news agency Al A’maq reported that five non-combatants died and more than 30 were wounded in eight strikes – but they did not state who was responsible.

The Shaam News Network referenced the Al A’maq report but added that activists stressed that the number of dead was 15 people, pointing out that the city was full of ambulances transporting those killed and injured. They said Russia was responsible for the raids.

According to Alaan TV, there were a series of Russian raids on several neighbourhoods in the Manbij. They referenced the official page of ‘Manbej News’ on Facebook which stated that three members of Dash were killed in a raid near the Al Amal Hospital in the city centre and added that although Russian aircraft are bombing areas under Daesh control they are only target civilians.

A media activist named Ghassan told the station that 33 civilians, including 15 children and three women, were killed and more than 60 wounded in Russian strikes targeting Al Jazeera road, the Al Sarab neighbourhood and Shoueihna road near Al Amal hospital, in addition to the area surrounding the Shari court (previously Hnaidal school), which belongs to Dash. He stressed that there were still victims stuck under the rubble.

He added that after the raids citizens were in a state of fear and panic, prompting some “families” to leave the city, but Daesh had arrested a number of people from these families after accusing the civilians who were trying to flee of creating confusion and encouraging others to leave Manbij. He added the citizens of the city had demonstrated against the presence of Daesh in recent months and “arbitrary harassment of citizens and control of their affairs”.

But the Syrian Network for Human Rights blamed shelling by the Assad regime death toll, which they put at 13, including eight children and three women.

17 victims were listed by the Violations Documentation Centre.  Six Unidentified male children were also listed.

A local Facebook page reported that Professor Ghanem Ismail Ahmed (Abu Nashwan) was killed by unspecified bombing in a house in which he had taken refuge, in Saaha neighbourhood in Old Mosul. He was a former head of the al-Thawra school, and of the Imam al-Satt Nafisa Mosque.

In December 2018, the Coalition announced that it had classed the event as non credible due to a lack of available evidence of civilian harm: “June 22, 2017 near Al Saa’a neighborhood, Mosul, Iraq via Airwars report. After a review of available information and strike video it was assessed that there is insufficient evidence to find civilians were harmed in this strike.”

Airwars assessment

A vacuum missile, allegedly fired by Russian warplanes killed eleven non-combatants and injured about 20 in the Ansari neighbourhood of Aleppo, according to reports. Several homes have destroyed. Four of those killed were brothers and sisters from one family, who died alongside their father.

The raid was one of several in neighbourhoods of Aleppo, including an alleged Russian vacuum missile strike on Bustan Al Qasar (see above) and an attack on Al Mashhad (see above).

The VDC and Syrian Network have named 11 named that killed in Ansari.

According to The Syrian Observatory for Human Rights, at least one civilian was killed and 10 injured, in dozens of alleged airstrikes by Russian warplanes. The Observatory said it expected the death toll to rise, as some people were left in a critical condition. A victim was later named by the VDC.

The Syrian Network for Human Rights reported that Russian warplanes shelled the middle of the neighbourhood with several rockets, which as well as killing one non-combatant destroyed two houses.

Airwars assessment

Two civilians, including a man and a woman, were reportedly killed by mortar fire in the village of Kasrat Afnan, south of Raqqa, however it was not clear who was responsible.

Jisr TV, Shahba Press and the Syrian Network for Human Rights reported that ISIL were responsible for the deaths whereas Al Hasaka Arabea stated that the deaths were caused by an exchange of mortar fire between ISIL and the US-backed SDF, but did not lay blame on any party.

The only remaining source – Raqqa is Being Slaughtered Silently – did not make any claims as to who was responsible.

‘Wednesday 28 June – Tornados supported Syrian Democratic Forces in Raqqa, striking two buildings defended by Daesh extremists…On Wednesday 28 June, two Tornado flights operated over Raqqa. At the north-western end of the city, at least one suicide bomber was known to be waiting inside a Daesh-held building, waiting for an opportunity to attack the SDF as they closed in. The building and the terrorists inside were struck with a Paveway IV. A second such weapon demolished a building in the east, from where heavy fire had been directed at the SDF. This successful strike allowed the SDF to resume their advance.’

19 strikes were made by French aircraft in Iraq and Syria in the last week. Most of them were carried out in the battles of Mosul and Raqqah. These strikes were aimed at groups of Daech fighters. The other strikes were carried out in Syria and targeted regrouping and refueling areas used by jihadi fighters. Task Force Wagram carried out 16 artillery strikes in Mosul.

Three civilians died in an alleged Russian airstrike in Deir ez-Zor, according to local sources.

Deir Ezzor is Being Slaughtered Silently reported that three civilians died when “Russian planes targeted al Sina’a, Huwaija Sakr and the area around the military airport with more than 15 raids since the morning after an attack was carried out by Daesh.” Baladi News also reported that “three civilians were killed on Thursday, a result of the Russian aviation targeting al Halabiya roundabout in al Salhiya area on the outskirts of the city of Deir Ezzor. According to local media sources, the warplanes launched air raids on al Sina’a neighborhood in Deir Ezzor, and Hawijah Akr area and the area around the military airport in the countryside of the province.” Tweets by Omawi and SRG also blamed Russia.

A further source, Step News, also said that warplanes launched raids on the perimeter of a military airport – but didn’t identify the planes or provide casualty figures. Shaam News Network did not specify that these were solely Russian strikes, saying that regime and Russian warplanes carried out raids “on the clash points in the area surrounding the airport, Huwaija Sakr, Al Sina’a neighbourhood and Al Halabiya roundabout which led to the martyrdom of several civilians.”

Alamawi reported that a number of people were wounded following shelling by so-called Isl;amic State on “on Al-Kussur“.

Sources reported that up to 18 civilians, including several women and children, were killed in alleged Coalition air and artillery strikes on the Al Dar’yra neighbourhood of Raqqa, near the Al Safa Mosque.

All 18 sources reporting the incident alleged that the Coalition was responsible.

A number of the dead were buried under the rubble and, at the time of reporting, only three bodies had been recovered. LCCSY noted “The death of a mother and three of her children and a family of seven people, in addition to other martyrs whose bodies are still under the rubble and dozens of wounded in air raids on al Dari’ya district in the city of #raqqa.”

Initially, based on local sources, Airwars researchers had determined that the incident took place on July 2nd. However, after reviewing an August 2017 report by Amnesty International, the date was amended.

According to the report, a family of five, two parents and three children were hit by an airstrike in their house near Makhbas al Tayar [Tayar bakery], not far from Madrasseh al Farouq [Farouq school] and the Old Mosque on July 1st around 5pm.

Amnesty International initially identified the family as an internally displaced family from Deir Ezzor.

Despite this information regarding the family, it has since been discovered by Amnesty International field researchers that the family died when an airstrike hit a three story building – Al-Hariri building – at 5pm. They were killed alongside civilians from two other families. The victims have therefore been removed from this case. Please see case CS1144 for more details.

As stated the Amnesty and Airwars’s joint April 2019 report “War in Raqqa: Rhetoric versus Reality”, reported that “Nine people – seven children, one woman and one man – from three families were killed when a three storey house was destroyed in an air strike.”

In a survivors testimony, the mother of the al Abdullah family, Rimal, stated in an emotional interview that “My entire family was taken from me, why? My four children and my husband; everything that was dear to me. Why did they kill them? I have nothing left to live for.”

A neighbour who witnessed the strike told Amnesty International that the nearest ISIS target was some 100 metres away.

The Coalition has reported that this event is currently under review as number 276 from the cases awaiting assessment.

Attached to this civilian harm incident is a provisional reconciliation of the Pentagon's declassified assessment of this civilian harm allegation, based on matching date and locational information.

The declassified documents were obtained by Azmat Khan and the New York Times through Freedom of Information requests and lawsuits filed since March 2017, and are included alongside the corresponding press release published by the Pentagon. Airwars is currently analysing the contents of each file, and will update our own assessments accordingly.

For July 1st-2nd, the Coalition reported: “Near Raqqah, nine strikes engaged eight ISIS tactical units and destroyed seven fighting positions, a tactical vehicle, a front-end loader, a mortar system and a heavy machine gun.”

It additionally reported that “On July 1, near Raqqah, Syria, five strikes engaged three ISIS tactical units, destroyed a fighting position and a heavy machine gun, and suppressed 27 fighting positions.”

‘Saturday 1 July – A Reaper eliminated a mortar team and Typhoons dealt with a heavy machine-gun, both in Raqqa. Tornados hit three Daesh positions in Mosul…A Reaper remotely piloted aircraft patrolled over Raqqa on Saturday 1 July. A mortar was reported firing on the SDF, and the Reaper’s crew spotted its muzzle flashes from a position concealed beneath a tree. A Hellfire missile destroyed the target. Typhoons were also active over the city, where they used a Paveway IV to silence a heavy machine-gun which was holding up an SDF advance.'

Airwars assessment

Multiple sources reported that up to 16 people died in airstrikes in Aleppo city. While some blamed Russia, others said the regime or armed rebel groups were responsible.

LCCSY said one man was killed and five injured after Russian planes targeted the neighborhood with two dawn raids. Q0wyy also blamed Russia and reported that “Russian warplanes killed seven civilians and injured dozens.”

Shaam News Network also said that one person died and others were injured (no number provided) in airstrikes, but did not say who carried them out.

AlAlamnews reported that the “shelling from armed groups” led to the death of four people.

Alelam1 also blamed “armed groups” and put the death toll at 4, adding that they were “from the same family”. Aleppo Net News said three people were killed, and others wounded by a “hell canon” (a home-made mortar.)

However, Syria Mirror blamed the regime for the launching of “two missiles,” leading to the death of four people, among them women and children, and wounding others.

Two other sources – Arabic Spuntiknews (pro-regime) and Ara news – reported deaths of Syrian soldiers and opposition groups – but did not mention civilian casualties.

Besides from the eight identified victims below, another eight bodies found in Al-Mashhad neighbourhood, Aleppo, could not be identified.
