Airwars assessment

Up to 20 civilians died and dozens more were wounded in airstrikes on the village of Al Tabani, according to local media – though it was unclear whether Russia or the Coalition were to blame.

Rami asssaf, @Ahmad_Zahlan and @HAMZH7711 blamed the Coalition, with @Ahmad_Zahlan reporting that white phosphorus had been used.

However, the majority of sources attributed the event to Russian forces. The Syrian Observatory for Human Rights said that it was unclear whether the planes belonged to Russia or the Coalition. According to Ahmad al Shibli, there were ten raids, while Al Hassaka Rasd put the death toll at 20 non-combatants.

Multiple sources reported that Abdul Razzaq al-Atrash and 11 members of his family died. Other victims were listed as three brothers, the sons of Hamoud Al Farhan al Darwish.

Geolocation notes

Reports of the incident mention the village of Al Tabani (قرية التبني), Western Deir Ezzor governorate. Sources mention airstrikes in the vicinity of two containers or two old structures at the Shihah junction (مفرق شيحا), or the entrance road to the village of Al Tabani, coming from al Buweitiyah (البويطية). Airwars was unable to locate Shihah junction, but the coordinates for the entrance road to Al Tabani are: 35.599386, 39.827688. Other landmarks that were mentioned, but that Airwars was unable to locate these due to limited satellite imagery, are the Al-Akeisat neighbourhood School (مدرسة حارة العكيصات) and The Electricity Company (مؤسسة الكهرباء)

Airwars assessment

As many as 20 civilians were killed, and others were wounded, according to reports, following an alleged Russian and or Coalition airstrike on a militant-occupied building in the Al-Arba’een Mountains.

Shaam News reported that seven civilians died including “four children and three women in addition in addition to others wounded.”

Step News blamed the US-led Coalition, reporting that “International Coalition aircraft launched several air strikes this afternoon targeting a residential building belonging to Turkestan fighters in Al-Arba’een Mountain area in the outskirts of Ariha in western Idlib.”

This led to the complete collapse of the building, allegedly killing more than ten people in an initial toll which included women and children from Turkestan families who were in the building.

Members of the civil defense team were allegedly digging civilians out of the rubble hours after the incident.

Similarly, AlAmawi news said that “Coalition planes launched several raids at noon today targeting al Turkistan HQ in al Araba’een mountain”.

In addition, Syrian media activist Omar madaniah said that the Coalition “bombed a building in al Arba’een mountain housing Turkistani families,” leaving “more than 20 martyrs under the rubble”.

Almasdar reported that Russian jets struck “a six-story building inhabited by Turkestan militants who used it as HQ – which also housed their families leading to the total collapse of the building.”

According to sources the extent of the damage to residential homes was great, and many civilians remained trapped under the rubble for hours.

Airwars assessment

Eighteen civilians were reported killed and many others wounded following airstrikes on the National Hospital in the besieged city of Raqqa.

According to Syrianpc the civilians were subject to both “aerial bombardment” and “artillery” whilst inside the hospital. Al Hassaka Marsad said “hundreds” were injured; due to “monitoring of the armed Kurdish units” people were not permitted to enter or exit the building, and therefore were in grave danger.

Three out of six sources blamed the US-led Coalition: all others noted the use of artillery. Airwars understands that only the Coalition have access to artillery in Raqqa.

SOUTHWEST ASIA - Lt. Gen. Paul E. Funk II, III Armored Corps Commanding General of the Combined Joint Task Force - Operation Inherent Resolve (CJTF-OIR) from Lt. Gen. Stephen J. Veiled confidence that the III Corps team from Fort Hood, Texas will be ready to continue the fight to defeat ISIS in Iraq and Syria.

"When III Corps was here last, they were instrumental in increasing the pressure on ISIS and setting conditions by Iraqi Security Forces and Syrian opposition groups," Votel said. "Their hard work to the recapturing of Fallujah and the airfield at Qayyarah-posturing ISF to begin clearing Mosul, the ISIS stronghold in Iraq."

The III Armored Corps previously led the CJTF-OIR Coalition from Sept. 2015 to Aug. 2016.

Since redeploying just over a year ago, the Soldiers of the Armed Corps have gone to the forefront of the task of preparing for the mission.

"ISIS" brutality forces us to look deep into the heart of darkness. They condone the systematic murder of women and children, the enslavement of religious minorities, and the torture and execution of prisoners, "Funk said. "As a result of the magnificent work of this strong Coalition, real change is happening. ISIS is on the run. "

Airborne Corps' support to its partners in the achievement of major milestones in the campaign to ISIS in Iraq and Syria. Iraqi Security Forces defeated ISIS in their capital of Mosul in Iraq, while Syria's Syrian Democratic Forces and the Syrian Arab Coalition steadily made progress against ISIS's global capital in Raqqah, Syria.

Townsend Lauded Coalition Partners' Efforts in Iraq and Syria over the past year. Our Iraqi partners have liberated Mosul. Our Syrian partners are more than half of Raqqah. And the Iraqis have regained control of Tal Afar and the rest of Ninewah for good measure, "said Townsend. "I think it's all about you, we're able to partner with you."

Since its establishment in June 2014, CJTF-OIR - a global Coalition of more than 72 nations and organizations - has increased the capabilities of partner forces, and significantly degraded the ability of ISIS to plan, resource and execute attacks worldwide. Reuters reported that “About 20 people, including at least 12 civilians, were killed on Monday in the northern Iraqi city of Mosul, in two air strikes that destroyed houses believed to be used by Islamic State militants, six eyewitnesses and a medical source said.” According to the international news agency, “The two strikes happened within a 10-minute gap at about 3 p.m. local time, targeting the houses of a local Islamic State commander and his son in the July 17 district of western Mosul.”

There were reports that 15 ISIL fighters were killed and as many as 50 civilians injured in the attack, which also damaged a local medical centre. Women and children were said to be among the dead and injured.

Iraq News, citing local sources, said “three women and a man from the same family were killed in the bombing, after the collapse of their house, along with the deaths of three other members of the same family, including a child aged ten.”

Among those named killed were Ryan Kavakçi; Abdul Khaliq Ghanem Sabawi, his wife, his aunt and daughter Zainab; and Hossam Hammad and his brothers. NRN also reported that “the sons of Engineer Hazem Al-Sayer, manager of the Irrigation Directorate in Mosul, were killed with their wives and children.”

Local community leader Ethel Nujaifi later criticised the Coalition for bombing Daesh in commercial and residential areas: “Targeting elements of Daash can not justify the bombing of innocent civilians in residential areas.”

In their January 2020 civilian casualty report, the US-led Coalition assessed reports that they were responsible for civilian harm in this strike as “non-credible”, stating that no Coalition actions were conducted in the geographical area at that time.

According to the source Marsad al Hassaka, “more than 20 civilians were killed in an air strike by international coalition aircraft on a house in the town of al-Soussa in the eastern suburb of Deir al-Zour. There were dozens of air strikes targeting civilian houses and large-scale destruction in the town amid attempts by the SDF to enter its neighborhoods. The SDF are meeting violent resistance from ISIS”.

Meanwhile, on October 24th, Syria’s state news agency reported: “local sources told SANA that the coalition’s warplanes raided the residential neighborhoods in al-Soussa village and its vicinity in the south eastern countryside of the province, claiming the lives of a number of civilians and injuring others.

The Coalition’s chief spokesperson later tweeted that the alliance had carried out a strike on a mosque in Al Soussa on this day.

In another post, Marsad Hassaka (again on October 24th) gave some context: “There have been dozens of raids by the international coalition aircraft since early morning and artillery shelling fired from Al-Tank oil field targeting al Sousse. Additionally, there has been artillery shelling by the French in al Baghouz to prepare the ground for the Kurdish units to invade. The area saw missile shelling fired from al Omar oil field. Kurdish units are sending dozens of fighters to storm al Sousse following a counterattack by the organization [IS] yesterday night [Oct 23rd]. Clashes are continuing and Syrian regime forces are on alert on the opposite Bank of the Euphrates (al Shamia).”

In its October 2020 monthly civilian casualty review, the US-led Coalition classed this event as ‘non credible’, asserting that “This report contains insufficient information on time, location, or details to assess its credibility.”

For Oct 24th-30th, France report that the three CAESAR guns of Task Force Wagram have conducted 6 firing missions from Iraqi territory. Aircraft carried out 18 sorties and four strikes north of Abu Kamal, Syria.

There were claims that coalition air raids resulted in the deaths of between 10 and 20 civilians in a village 110km northwest of Mosul called Aouinat.

Al Rafidain reported: “Press sources in Mosul confirmed that the bombing, which targeted the village of Aouinat killed ten civilians and destroyed at least two houses.

The forensic medicine department in the province confirmed that they had received the ten bodies; while local sources said that the outcome of the bombing exceeded twenty dead as well as a large number of injured, pointing out that the raids by international occupation forces has been going on for several days.”

Airwars assessment

Between 10 and 20 civilians were reported killed and dozens more injured in Coalition airstrikes on multiple locations in Tabaqa, according to local sources. Some reports confused this incident with a reported nearby mass casualty event at al Mansour. The Coalition later said it had killed ten civilians in the town that day.

According to Raqqa is Being Slaughtered Silently, “Warplanes launched raids on the city of al Tabaqa which targeted the gas depot and the industrial street [al Sina’a street] in the city, causing huge destruction in shops and some homes and seriously wounding many civilians.”

It went on to say that “Coalition planes targeted the building next to the garages in al Tabaqa”. The monitor put the death toll for the day at 20 non-combatants, with dozens more injured,

According to Step News, “sources close to IS reported 17 dead and dozens injured in international coalition raids on al Awwal [the first] neighbourhood in al Tabaqa west of Raqqa”. Sharqiya Voice reported that the Coalition had also carried out two raids near the hospital, as well as targeting the market. Smart News put the death toll at 15, reporting that the Coalition “launched five raids, targeting the garages areas, al Sina’a neighbourhood [the industrial zone] and the area near the obstetrics hospital”.

The Syrian Network, in its April report, described an attack on a carwash in the city: “Tuesday March 21 2017 fixed wing international coalition forces warplanes fired a number of missiles at al Manara carwash in al tabaqa city in the western suburbs of al raqqa governorate which resulted in the killing of six civilians at once including one child. The city is under the control of ISIS.”

Maysaloun school in the city was also reportedly hit – leading to confusion with the nearby al Mansour event at Badiya school on the same day. (See CS602 and CS604 for details).

In its October 2017 casualty report the Coalition noted: “3. March 21, 2017, near Al Tabaqah, Syria, via social media report: During a strike against ISIS headquarters structure, staging facility and internet café, it was assessed that 10 civilians were unintentionally killed.”

Officials said the event took place at coordinates 35°50’04.0″N 38°32’47.8″E.

Airwars assessment

Local sources reported that twenty civilians were killed and six injured, among them many children, at Tal Afar west of Mosul. All claimed that the US or the Coalition was responsible, although Iraq Air Force aircraft had also struck the town.

Iraqi Spring Media Center posted several graphic photos, picturing the aftermath of the strikes and body parts, including that of a young child.

The area had seen heavy fighting between Iraqi security forces and ISIL, and the Coalition confirmed a strike in the vicinity on the day in question.
