Airwars assessment

Up to 15 civilians died in an alleged Coalition airstrike on Al Duaij, according to local media.

Al Khabour reported that “the international Coalition targeted a civilian car in the village of Al-Duaij in the town of Tal al-Jayr east of al-Shadadi, killing one civilian and wounding the others seriously.” Shaam News, Masar Press, Baladi and Syrian Press Center also blamed the Coalition.

Syria Press Center provided more detail, reporting that “the village of Al-Duaij in the southern countryside of Al-Hasakah yesterday evening was subjected to air raids from the international coalition aircraft which resulted in a massacre that killed 15 martyrs and wounded civilians from the families of Al-Sinjar and Al-Azzou.”

Hasaka Rasd named the following as killed: “children of Majid al-Sinjar, Children of Fadel Al-Ezzo“.

According to Zaman al Wasl, “the activist Mohammed al-Khader told Zaman al-Wasl that 15 people were killed and wounded as a result of aerial bombardment of the village of Duaij east of the area of ​​Tel Shayerr near the border crossing of Tal Safouk”.

Huseein Mortada, also blaming the Coalition reported that 15 civilians were “killed and injured”.

Step News agency put the death toll at 15.

Reports of the incident mention the village of Duaij (الدعيج), for which the exact location is unknown. One source mentions that the strike hit an ambulance at the Rajim Al Salibi (ﺭﺟﻢ ﺍﻟﺼﻠﻴﺒﻲ) area/checkpoint (location unknown) in the vicinity or east of the village of Tel Shayer/Tall al-Jayer (تل الجاير), for which the coordinates are: 36.033926, 41.0987592. This is near the border crossing of Tel Safouk (تل الصفوك), for which the coordinates are: 36.059924, 41.255894. Based on these coordinates, we have assessed that the village of Duaij (الدعيج) could be located in the area marked in red below

Airwars assessment

Five civilians including paramedics died and “many” more were wounded in an alleged Coalition airstrike which reportedly struck an ambulance in Rajim al Salibi, local media said. Sources said that the victims were killed as they attempted to help those who were wounded in incident S1471 (listed above) in Al Duaji.

According to Al Khabour, “during an attempt to aid the wounded [from the event in Al Duaji] and take them to a medical point in Rajim Al-Salibi, aircraft bombed the ambulance at the checkpoint (Al-Salibi). This led to the death of five civilians, who were named – see below. 

Zaman al Wasl blamed the Coalition, as did Hasaka Rasd, which also named the above victims. This source added that “the car, which helped them to cross the Al Salibi crossing was targeted again by a drone plane and so far no one has been able to reach to the bodies”.

Eldorar also attributed the event to the Coalition, reporting that “during an attempt to rescue the wounded, the Coalition forces attacked the ambulance again near the Rujm al-Sulaybi checkpoint, resulting in a second massacre that killed five paramedics and civilians.”

Baladi, also blaming the Coalition, said that “three paramedics and two drivers” died.

It was locally reported that the following six civilians died in an airstrike on Al-Sha’afa water crossing.

Most sources didn’t say who was responsible, referring to ‘raids’ and ‘bombing by aircraft.’.

However, Khafafeesh al Zalam reported that Russia carried out raids on a nearby town on November 11th, killing two civilians.

Airwars assessment

Up to seven civilians died in an airstrike on the village of Harizah, local media said – though they were unclear whether the Coalition or Russia were to blame. The US-led alliance reported no strikes in Syria that day.

According to the Syrian Observatory for Human Rights, “six civilians died in a bombing on the village of Harizah, though it was unclear whether the warplane responsible belonged to the Coalition”.

However, Eldorar reported that Russia carried out strikes “targeting the vicinity of the town of Qouriya and the village of Hariza”, killing seven non-combatants.

Euphrates Post said that “a man displaced from al-Sabha town was killed as a result of a military air strike” on the village. A later report blamed the Coalition for the death of four civilians and named them – see below.

Free Deir Ezzor Radio also blamed the Coalition.

In December 2018, the Coalition announced that it had classed the event as non credible due to a lack of available evidence of civilian harm: “Nov. 8, 2017, near Harizah village, Syria, via Airwars report. After a review of available information and strike video it was assessed that there is insufficient evidence to find civilians were harmed in this strike.”

Three civilians including one woman died in an airstrike on Abu Kamal, according to local media. Sources mostly attributed the blame to the Coalition, however most reports published during from this period reported Russian and Syrian regime raids. The Centcom Daily Summary reported there were no Coalition strikes in Syrian or Iraq on November 8th 2017. 

Palmyra Revolution Coordination, alleged that the Coalition carried out the attack. Some other sources did not apportion blame.

Smart News Agency blamed the Syrian regime.

In April 2019 the Coalition announced that it had classed this allegation of civilian harm as non-credible, noting: “After review of all available strike records it was determined that more likely than not civilian casualties did not occur as a result of a Coalition strike.”

According to sources the victims killed were internally displaced.

Three civilians including two brothers died in airstrikes on al Subha, local media said – though it was unclear who was responsible. Sources attributed blame to both Russia and the US-led Coalition.

According to Al Sharq News “intense” raids by the Coalition were occurring in the area.

According to the Syrian Network for Human Rights and Al Natek , they were killed by regime warplanes. Al Hall however blamed Russia, reporting that planes carried out “more than eight raids, killing two displaced men from the town of Mosul and injuring 13 others in additional to demolishing a large number of houses”.

DeirEzzor24 reported “the Deir Ezzor Military Council and the forces of SDF took control of the village of Subha in the eastern countryside of Deir Ezzor”.

A third victim was later named by Marsad al Sharqiya. The source said that he died as a result of shelling. He was also named by SPC, which blamed the Coalition for his death.

Airwars assessment

As many as four civilians were killed in Russian airstrikes according to local media, as well as a report by the Russian Ministry of Defence. However, one source reported “We do not know whether the bombing is Russian or Coalition”. Many other sources blamed the International Coalition for the strikes.

Some sources blamed Iraqi airstrikes, however Airwars understands this was most likely the International Coalition.

As many as 20 were reportedly wounded.

The Russian MOD reported that “Russia says it is for the third time in a row that the 6-millimeter Tulipov 6m22 launchers are still bombing the al-Bu Kamal “ ‘for the third day in a row its 6 launchers type Tulipov 6m22 are carrying out strikes on al Boukamal”.

Another source backed up this claim.

The houses of Saleh Obeid al Khalaf al Marsoumi and Riad Mohammed al-Daham al-Rahbi, were struck, and victims of the family were trapped under the rubble.

In the first of their September 2020 civilian casualty reports, the US-led Coalition assessed reports that they were responsible for civilian harm in this strike as “non-credible”, stating that the allegation provided insufficient information on the timing and location of the strike to make a determination.

The local time of the incident is unknown.
