Airwars assessment

One senior al-Shabaab militant was injured by declared US AFRICOM airstrikes on Jilib, Somalia on May 20, 2023.

Somali National News Agency’s Twitter account @SONNALIVE first announced that “In a joint operation with international allies, the armed forces launched an airstrike on #Jilib city, the headquarters of #AlShabab terrorists. The enemy suffered losses in terms of casualties and destroyed equipment.”

The next day, AFRICOM announced that “In coordination with the Federal Government of Somalia, AFRICOM conducted an airstrike against the al-Shabaab militant network in Somalia on May 20, 2023. The strike occurred in Jilib, Somalia. Following a comprehensive battle damage assessment USAFRICOM assesses that one al-Shabaab fighter was injured as a result of the operation. The command’s assessment is that no civilians were injured or killed.”

Former al-Shabaab official Omar Mohamed Abu Ayan told Voice of America that Al-Shabaab’s head of external operations Osman Mohamed Abdi, known as Moallim Osman, was the target of the operation and appears to have survived the strike with an injury.

Somalia’s Ministry of Information said in a statement that the target Moallim oversaw bringing foreign fighters to Somalia to join al-Shabaab. Another Somali official said that he was involved in planning the al-Shabaab attack in January 2016 against an African Union military base manned by Kenyan forces in El Adde, which is the hometown of Moallim, as well as supervising al-Shabaab attacks on Kenya and their incursion into Ethiopia in 2022.

Garowe Online reported on May 26th that according to multiple sources, Moallim was in “critical and unconscious” condition, had suffered “major injuries” and that his condition was “deteriorating on an hourly basis”.

@HarunMaruf gave context that the strike occurred while the Director of Somalia’s National Intelligence and Security Agency was visiting Washington and New York, meeting with the Pentagon, FBI and CIA Officials.

Airwars assessment

On the 23rd of February, 2024 senior Al-Shabaab commanders were reportedly killed in an airstrike announced by the Somali military and conducted against bases of the militant group in Galhareeri district, central Somalia. However, the number of Al-Shabaab members killed or injured in the strike remains unknown.

An online report on the airstrike was made by Radio Dalsan who stated, on the 23rd of February, that the strike was “carried out by the Somali National Army, supported by international allies” and added that the strike had “targeted the militants’ largest bases in Galhareeri district,” killing “senior commanders”. The Radio Dalsan report further claimed that the strike was launched “when a substantial number of Al-Shabaab members were present at the targeted base”.

To date, there have been no reports of civilian harm as a result of the airstrike.

While no sources directly implicated the US in the operation, the Somali government’s reference to “international partners” has in the past indicated US involvement.

The local time of the incident is unknown.

Airwars assessment

The US conducted a confirmed airstrike on March 11th 2019 in the vicinity of Dara Salaam near Awdegle, Lower Shabelle Region, in “self-defense”.

AFRICOM stated at the time that the airstrike – which it said killed eight al Shabaab militants – “was conducted in support of Somali-led ground forces that came under attack from militants” and insisted that “At this time, it is assessed no civilians were injured or killed in this airstrike.”

However it was later claimed based on witness testimony that up to seven non combatants died in the attack.

According to Mareeg Media’s report, Al-Shabaab claimed that Somali US-backed forces instigated the attack. Al-Shabaab also claimed that one US soldier was killed and two injured in the event.

However AFRICOM denied this and stated that “all US service members are accounted for and unharmed.”

Garowe Online said that according to an allegation by Al-Shabaab, six US-trained Somali soldiers were killed during the operation: “A resident, who asked to remain anonymous, told GO that U.S. and Somali special forces using helicopters swooped into the vicinity, before engaging in a heavy gunfight with the militants. The operation which took place on Monday night also claimed the lives of six U.S.-trained Somali soldiers from Bancroft [a private security company], according to Al-Shabab statement posted on its media outlets.”

The Long War Journal noted that “Monday’s strike in Dara Salaam is the latest in a series of operations designed to “degrade” Shabaab’s military capacity… Through its Shahada News Agency, Shabaab confirmed that it engaged US and Somali troops in Dara Salaam. But Shabaab claimed to have repelled the operation in Dara Salaam and said it killed a US commander and six Somali troops, and wounded two more soldiers.”

In September 2019, TRT World Research Cente published an investigation into the attack, saying that seven civilians were killed and one injured.

“At midnight, an unmanned aerial vehicle according to the Darusalam Village Commissioner operated by the United States attacked Abshiro’s village near the vicinity of Awdheegle in the Lower Shabelle region. One of Abshiro’s sons was killed in the strike, while a second son was severely injured. Following the strikes, the next night, a likely US-Somali raid attacked a neighboring village inflicting huge damage to the livestock and properties including farmland. However, testimony capture did not permit
factual gathering regarding what occurred on that night.

TRT World Research Centre interviewed Abshiro, who witnessed the attack and provided the following testimony: ‘We were sleeping when the drone strike hit – around
midnight. The drone fired strikes into the village. Three of my family members died: My son, my son-inlaw and my nephew. We lost all our properties and left the area after burying the dead. Now, we are in an IDP camp [Weydow]. We have lost everything. Seven died, among them were three of my relatives. The US conducted the attack against us. What were the Americans looking for? Al-Shabaab were not with us! Many of our people and farm animals were killed in the attack. I did not have enough time to at least release my animals from being attacked – they’re our livelihood.”…

‘“A long time ago, Al Shabaab was present in the area, I think the Americans were probably searching for them. But the white man’s [the Americans] plan was misguided.
The Al-Shabaab were not that far away from us. They control the whole area including Awdheegle and Barriire. However, our village was between a disputed area between the Somali government and Al Shabaab. It was normal that Somali soldiers used to come to our village on one day, and Al Shabaab the next day. We were between them. They killed us wrongfully.”

Based on Abshiro’s testimony with the TRT World Research Centre, it suggests that the US executed an attack unlawfully against non-combatant and civilians, in an area where al-Shabaab were not present or based. If the US believed that it was targeting Al-Shabaab, then this would indicate that proper precaution was not taken, constituting an unlawful lethal action under international law.”

“TRT World Research Centre’s investigation finds evidence contrary to that of AFRICOM’s assessment that no civilians were killed in the strike. The testimony of ABSHIRO presents that 7 civilians were killed and one injured. In response to TRT World Research Centre’s allegation, AFRICOM said in an email: “U.S. Africa Command
conducted a collective self-defense airstrike in the vicinity of Dara Salaam, Lower Shabelle Region, Somalia, on March 11, 2019, in support of the Federal Government of Somalia’s continued efforts to degrade al-Shabaab. At this time, it is assessed no
civilians were injured or killed in this airstrike.”

While the TRT report itself alleged that seven civilians killed, it also noted that a local senior dignitary only reported one death, that of a woman: “Local media in Somalia reported that a joint attack was executed in Darusalaam, approximately 7 kilometers from Awdheegle district in Lower Shabelle region. Daarusalaam Village Commissioner, Mohammed Aweys Abukar, claimed that one civilian woman died in the raid. Abukar went on to add that some 6 Al-Shabaab militants were killed in the attack. On 12 March, Radio Risaala quoted Abukar saying: ‘We should be frank and truthful about everything; three missiles fired from drones, which were taking part of the attack, hit village homes. One of them killed a woman and injured a man. We do not want to lie.'”

In its second quarterly civilian casualty assessment AFRICOM stated: “On March 11, 2019 an airstrike was executed on eight al-Shabaab members in two known al-Shabaab compounds who were attacking partner forces. Pre-strike observation of the attack, partner force reporting, and U.S. intelligence confirmed the presence of al-Shabaab and that the eight individuals targeted were al-Shabaab members. It is assessed with a high degree of confidence that no civilian casualties occurred as a result of U.S. military action.”

An OCCRP investigation later looked into the collection of ISR for strike: “On February 1 and 5, 2019, a contractor-owned Gulfstream jet flew repeatedly over a small area in Lower Shabelle, about 30 kilometers west of Mogadishu. It returned to the area on March 9. The plane had a particular flight pattern — near-perfect circles — and was likely collecting data with its specialized sensors, according to experts on the subject.

On February 6 and 11, and again on March 11, U.S. airstrikes hit areas the plane apparently surveyed.”

The US military reported on the same day that it had conducted an airstrike against al Shabaab fighters in the town of Jilib. However it was locally claimed that the attack had killed three young children, whose bodies were shown on social media.

In a press release published on the evening of the attack, AFRICOM noted: “The command’s initial assessment concluded this airstrike killed one (1) terrorist and wounded one (1) terrorist. An al-Shabaab compound was destroyed in the airstrike.”

The release also noted that “U.S. Africa Command is aware of reports alleging civilian casualties resulting from this airstrike. At this time, U.S. Africa Command currently assesses no civilians were injured or killed as a result of this airstrike.”

However al Shabaab released images which it said were taken at the scene of the US strike, showing the bodies of three young boys and a destroyed structure. Morad news named the dead as Abukar Ahmad, 8 years old; Abdisamad Hussain, aged 12; and Abdullahi Mohamad, aged 13.

AllBalcad said: “The bombing, which took place at around 2pm, featured pro-al-Shabaab media showing the bodies of three children and the destruction of a house. The children were said to be between the ages of 8 and 13 and Alshabab did not say who else was injured in the bombing.”

Mareeg reported: “But the strike has killed at least 3 children under the age of 13, and destroyed their wooden house in the town.

The children were playing outside their home when they were struck by a heavy metal fragment from the munition and then, all died on scene, a witness, who asked to be anonymous said.”

Halgan Media and other sources said it was a drone strike.

In it fourth quarter civilian casualty assessment AFRIOM said: “After review, the reports were assessed as unsubstantiated. Contrary to the reports stating the airstrike targeted a residence killing three children, the airstrike was executed on July 29, 2020 against two al-Shabaab members on a known al-Shabaab compound used as a senior al-Shabaab leadership meeting place. U.S. intelligence confirmed that the compound was only accessible to al-Shabaab members, and the casualties of the strike were al-Shabaab members. It is assessed with a high degree of confidence that no civilian casualties occurred as a result of U.S. military action. One source also used one photo that was previously published in 2015.”

Airwars found that one picture used by Goobjoog had indeed been used before.

The incident occured at approximately 2:00 pm local time.

As with any allegation of civilian casualties we receive, U.S. Africa Command reviews reasonably available information it has about the incident. U.S. Africa Command complies with the law of armed conflict and takes all feasible precautions to minimize risk to civilians.

Six alleged al-Shabaab members were killed by declared US airstrikes on the small town of Awdal 248 km northeast of Mogadishu near Cadale, Middle Shabelle, on December 23, 2022.

AFRICOM released a statement the same day that “At the request of the Federal Government of Somalia, U.S. Africa Command conducted a self-defense strike, Dec. 23, in support of Somali National Army engagements against al-Shabaab 248 km northeast of Mogadishu near Cadale, Somalia. The command’s initial assessment is the strike killed six al-Shabaab terrorists and that no civilians were injured or killed.”

Globe Echo News reported on the day before the strike, December 22nd, that the Middle Shabelle region had been completely liberated from al-Shabaab.

No other independent details were available from foreign or local media.

This incident was the third strike carried out and announced by AFRICOM in 10 days, and all of them occurred in the same area near Cadale.

At the request of the Federal Government of Somalia, U.S. Africa Command conducted a self-defense strike, Dec. 23, in support of Somali National Army engagements against al-Shabaab 248 km northeast of Mogadishu near Cadale, Somalia.


The command's initial assessment is the strike killed six al-Shabaab terrorists and that no civilians were injured or killed.

The Federal Government of Somalia and U.S. Africa Command takes great measures to prevent civilian casualties. Protecting civilians remains a vital part of the command's operations to promote greater security for all Africans.

Al-Shabaab is the largest and most deadly al-Qaeda network in the world and has proven both its will and capability to attack Somali, East African, and American civilians. U.S. kinetic actions against al-Shabaab in Somalia are conducted in support of the Federal Government of Somalia's ongoing campaign to disrupt terrorist operations in their country.

Somalia remains key to the stability and security in all of East Africa. U.S. Africa Command's forces will continue training, advising, and equipping partner forces to give them the tools that they need to defeat al-Shabaab.

U.S. Africa Command will continue to assess the results of these operations and will provide additional information as appropriate. Specific details about the units involved and assets used will not be released in order to ensure operations security.

AFRICOM released a statement that “At the request of the Federal Government of Somalia, U.S. Africa Command conducted a collective self-defense airstrike in a remote area near Cali Heele, approximately 244 kilometers North East of Mogadishu, Somalia against al-Shabaab terrorists on August 15. The airstrike was in support of Somali National Army forces who were engaged by the terrorist organization. Working with the Somali National Army, U.S. Africa Command’s initial assessment is that the U.S. airstrike killed 5 al-Shabaab terrorists and that no civilians were injured or killed.”

The Somali government added that the strikes also destroyed a militant hideout.

According to @HarunMaruf, Somali state media reported a similar casualty figure, which was supposedly one of the first times that the Somali state and the US reported similar casualty counts.

The airstrike was in support of Somali National Army forces who were engaged by the terrorist organization.

Working with the Somali National Army, U.S. Africa Command's initial assessment is that the U.S. airstrike killed 5 al-Shabaab terrorists and that no civilians were injured or killed.

U.S. Africa Command takes great measures to prevent civilian casualties. Protecting civilians remains a vital part of the command's operations to promote a more secure and stable Africa.

Al-Shabaab is the largest and most kinetically active al-Qaeda network in the world and has proved both its will and capability to attack partner and U.S. forces and threaten U.S. security interests.

Somalia remains key to the security environment in East Africa. U.S. Africa Command's forces will continue training, advising, and equipping partner forces to give them the tools that they need to degrade al-Shabaab.

According to a local source, heavy fighting near the port of Bari in Puntland killed two people and injured five others, including civilians. AFRICOM later declared that “no U.S. military strike took place on the alleged date or location.”

Radio Shabelle initially said that an airstrike by an unknown party had contributed to the violence – though did not blame it directly for the casualties.

“It is not clear what led to the shelling, and it is not yet known who carried out the airstrike. There was no immediate comment from the Puntland government regarding the shelling,” noted Radio Shabelle.

“There was fighting for several hours between Puntland forces and a militia guarding a migrant group operating there. Reports indicate that Puntland forces with armored vehicles attacked the militants who were based in the Marero area of ​​Bari region.

“At least two people were killed in the fighting, while five others were wounded, including civilians.”

Halgan Media – when tweeting a link to the Radio Shabelle story – claimed the strike on a location it gave as Iskashubun – had been conducted by US forces.

However in April 2020 US Africa Command explicitly denied responsibility, noting: “January 21, 2020, AFRICOM received a report from a foreign non-government organization claiming two (2) civilians were killed and five (5) injured as a result of a U.S. airstrike in the vicinity of Iskashubun, Somalia, on July 3, 2019. After review, the allegation was assessed to be unsubstantiated because no U.S. military strike took place on the alleged date or location.”

Reports of the incident gave conflicting accounts on the location where civilians were killed. Radio Shabelle reported that various places in Bari, northern Puntland, were bombed. There was heavy fighting in the Mareero area, the outskirts of the port town Bossaso, for which the coordinates are: 11.33052, 49.29675. At the same time it said that shelling took place in Iskushuban district. Halgan Media, only pointed to the town of Iskushuban as the location of a strike. The coordinates for the town of Iskushuban are: 10.28178, 50.23009. It is unclear where in Bari the civilians were killed and injured. The generic coordinates for the Bari region are: 10.170363, 49.847404. Due to limited information and satellite imagery available to Airwars, we were unable to verify the location further.

At least 60 Al-Shabaab militants were reported killed in a declared US airstrike in support of Somali ground actions, at Fiidow village in Hiiraan on February 22, 2022.

Somali National Television reported that “over 60 Al Shabab terrorists were killed in a planned security operation conducted by #Somali National Army with support of airstrikes of Somalia’s security partners in Fiidow village of #Hiiraan region on Tuesday, SNA chief Ge. Odawa Yusuf confirmed to State Media.” The location and casualties were also confirmed by a government spokeswoman.

According to Mareeg, the Somali military stated that they had killed 60 militants, including their commander, whose name has not been released, in addition to also destroying the group’s safe houses, a so-called mobile court and explosive centers in Hiran region.”

The Somali Guardian also reported that militants claimed seven Somali government soldiers had been killed in an ambush carried out by Al-Shabaab.

The New York Times reported that the strike was carried out with an MQ-9 Reaper and followed an attack on allied Somali forces in Duduble, about 40 miles northwest of Mogadishu.

The New York Times also added details about the decision to carry out the strike, which “as in four previous attacks since President Biden took office, White House approval was not needed because the Africa Command has the authority to conduct strikes in support of allied forces under what the military calls collective self-defense.” However, “There were no U.S. forces accompanying Somali forces during this operation, an Africa Command spokesman said. Instead, U.S. forces were advising and assisting the Somali forces’ mission from a remote location, but the official did not say where that was.”

AFRICOM released a statement a day after the incident declaring that “In coordination with the Federal Government of Somalia, U.S. Africa Command conducted an airstrike against al-Shabaab terrorists after they attacked partner forces in a remote location near Duduble, Somalia, February 22.” While it stated that a battle-damage assessment was still pending, “the command’s initial assessment is that no civilians were injured or killed as a result of this airstrike.”

AFRICOM cited both self defence, and the 2001 Authorization for the Use of Military Force (AUMF) as justification for the strike.

This incident marked the first declared US strike in Somalia by AFRICOM since August 2021. Five days before the action, AFRICOM commander General Townsend had visited US forces in Somalia – as unnamed senior US defense officials briefed Stars and Stripes that ‘U.S.-backed forces in Somalia are now outgunned by Africa’s largest terrorist group, raising concerns that a 2021 decision to pull out American troops and curtail airstrikes has helped the militants’ insurgency expand’.

In coordination with the Federal Government of Somalia, U.S. Africa Command conducted an airstrike against al-Shabaab terrorists after they attacked partner forces in a remote location near Duduble, Somalia, February 22.

U.S. forces are authorized to conduct strikes in support of combatant commander-designated partner forces under the 2001 Authorization of Use for Military Force.

A battle-damage assessment is still pending. The command’s initial assessment is that no civilians were injured or killed as a result of this airstrike.

The Federal Government of Somalia and U.S. Africa Command forces take great measures to prevent civilian casualties. These efforts contrast with the indiscriminate attacks that al-Shabaab regularly conducts against the civilian population.
