Airwars assessment

US Africa Command declared on the same day that it had conducted an airstrike on al Shabaab in the vicinity of Jilib, which it said had killed one militant. It was later claimed that a 20-year old farmer named Mohamed Moalim was killed in the strike, with the location given as Hoombooy – although in April 2020 AFRICOM insisted the victim was “an al-Shabaab operative associated with the al-Shabaab command and control network.”

According to the immediate AFRICOM press release, “Initial assessment concluded the airstrike killed one (1) terrorist. We currently assess no civilians were injured or killed as a result of this airstrike.”

State-run Sonna described the militant victim in its headline as a ‘senior al Shabaab operative’, though gave no further details.

Garowe News said the strike took place on Jilib itself, noting that “Jilib town remains one of the regions still under Al-Shabaab control in Middle Juba despite the group losing substantial control across the country.”

Two days after the attack, Somali Memo, a pro al Shabaab site, published claims of what it said was a civilian harm event: “Relatives of a civilian killed in a US drone strike the day before in the Middle Jubba region provide further details about the shelling. On Monday, on 27 January 2020, an American-operated plane bombed 20-year-old Sidi Mohamed Moalim while working on his farm in the village of Hoombooy, about 18km away from Jilib district.

“Mohammed Moalim, the father of the victim, said his son was killed in a drone strike while planting a sesame field. Photos from the bombardment show the body of the man who was killed near some trees and found only a few parts of his body. The family of the man killed in the American bombing have strongly condemned the massacre of the Somali people by the United States.”

In April 2020, in its first quarterly civilian harm report, AFRICOM explicitly rejected claims of a non combatant casualty: “After review, the allegations were assessed to be unsubstantiated. On January 27, 2020 an airstrike was executed targeting an al-Shabaab operative associated with the al-Shabaab command and control network. U.S. intelligence sources confirmed the role of the targeted individual. Strike video confirmed that the targeted individual was the only casualty of the strike. It is assessed with a high degree of confidence that no civilian casualties occurred as a result of U.S. military action.”

In coordination with the Federal Government of Somalia, U.S. Africa Command conducted an airstrike targeting an al-Shabaab terrorist in the vicinity of Jilib, Somalia, Jan. 27.
“Airstrikes extend the reach and influence of government while creating conditions for development and a better future for Somalis,” said U.S. Marine Corps Brig. Gen. Bradford Gering, deputy director of operations, U.S. Africa Command. “Reducing the influence and plans of al-Shabaab benefits Somalis as well as the broader international community.”
Initial assessment concluded the airstrike killed one (1) terrorist.
We currently assess no civilians were injured or killed as a result of this airstrike.
U.S. Africa Command will continue to work with its partners to transfer the responsibility for long-term security in Somalia to the Federal Government of Somalia and its Member States. In support of the Federal Government of Somalia, U.S. forces will use all effective and appropriate methods to assist in the protection of the Somali people, including partnered military counterterrorism operations with the Federal Government of Somalia and Somali National Army forces.

At least 200 Al Shabab militants were killed by an alleged joint operation between US drone strikes and Somali forces carried out in Hareri Gubadle, near Wabho Township in Galgaduud region. The date of the operation is unknown but was reported on March 13, 2022.

The East African reported that the Somali government announced that more than 200 Al Shabab militants, including several top officials, were killed in their base in Hareri Gubadle, near Wabho Township in Galgaduud region, about 300km north of the capital Mogadishu by targeted US drone strikes. The Yemeni classified the strike as a joint collaboration between  Somali National Army and the US military and did not provide the exact date.

Shabelle Media quoted Al-Ahram who reported that the operation managed to thwart several terrorist explosions.

20 alleged al-Shabaab militants were killed by a Somali forces and “international partner” airstrike in Hiraan region on February 22, 2023.

Asharq Al-Awsat quoted Somali state television which announced that 20 al-Shabaab militants traveling in a vehicle were killed in airstrikes carried out by Somali intelligence forces in cooperation with international allied forces.

There were no other details available as to who was involved in the airstrike and the resulting casualties.

While no sources directly implicated the US in the operation, the Somali government’s reference to “international partners” has in the past indicated US involvement.

On January 21st, 2024, US Africa Command (AFRICOM) conducted a drone strike against the Al-Shabaab militant group 35 kilometers northeast of the city of Kismayo in the Lower Juba region of Somalia, reportedly killing three militants. To date, there have been no reports of civilian casualties in connection to the strike.

Two days later, on the 23rd of January, AFRICOM released a statement on the strike: “at the request of the Federal Government of Somalia, U.S. Africa Command conducted a collective self-defense airstrike with two engagements against the Al-Shabaab terrorist group on Jan. 21”. The statement added that after an initial assessment, it was judged that “no civilians were injured or killed” by the airstrike and that three Al-Shabaab militants had been killed.

The Long War Journal published an online article, written by Bill Rodrigo and Caleb Weiss, dated January 23rd, which stated that the attack had specifically been a drone strike and observed that the attack was the first declared US drone strike in Somalia in 2024. The Long War Journal noted that “neither AFRICOM, the U.S. military command responsible for such strikes, nor Somalia itself have confirmed the exact coordinates” of the strike.

Additionally, a report from Associated Press (AP) written by Omar Faruk on January 23rd, reported that there had been “no immediate response” from Al-Shabaab concerning the strike. Furthermore, Garowe Online on January 24th, stated that the militants killed were “not notorious” but that the strike had been carried out “for defense purposes” in coordination with the Somali National Army (SNA).

At the request of the Federal Government of Somalia, U.S. Africa Command conducted a collective self-defense airstrike with two engagements against the al Shabaab terrorist group on Jan. 21.

The collective self-defense strike occurred in a remote area of Somalia, approximately 35 kilometers northeast of Kismayo.

The initial assessment is that the U.S. airstrike killed three al Shabaab terrorists and that no civilians were injured or killed.

U.S. Africa Command will continue to assess the results of this airstrike and will provide additional information as appropriate. Specific details about the units involved and assets used will not be released in order to ensure operational security.

Al Shabaab is the largest and most active al-Qaeda network in the world and has proved both its will and capability to attack U.S. forces and threaten U.S. security interests. U.S. Africa Command, alongside its partners, continues to take action to prevent this malicious terrorist group from planning and conducting attacks on civilians.

Somalia remains key to the security environment in East Africa. U.S. Africa Command's forces will continue training, advising, and equipping partner forces to give them the tools that they need to degrade al Shabaab.

Airwars assessment

Two civilian were reported killed by US ground troops near Shanta Baraako in an apparent distortion of an In These Times investigation. AFRICOM later discounted the allegation.

The In These Times report alleged that Waliyo Cali Qaasim and Abdikadir Ali were killed by Danab special forces in a counter-terrorism operation.

In a post in the Nairaland forum, the report was rewritten alleging the two were killed by “AFRICOM soldiers”.

AFRICOM responded to the allegation in its first quarterly civilian casualty report: “December 30, 2019, AFRICOM received an allegation from an online media source claiming two (2) civilians were killed as a result of a U.S. military operation in the vicinity of Shanta Baraako, Somalia, on July 12, 2019. 15 al-Shabaab militants were reportedly killed by Somali forces and “international partner” airstrikes or ground operations near Bulo Madina on November 24, 2022.

Somali National Television posted on Twitter that 15 al-Shabaab militants were killed by an operation carried out by Somali security forces with the support of airstrikes from “international security partners” near Bulo Madina. @HarunMaruf added that the 15 militants killed had survived the operation the day before and were tracked down.

@GaroweOnline pointed out that no independent sources have been able to verify the government’s casualty claims.

While no sources directly implicated the US in the operation, the Somali government’s reference to “international partners” has in the past indicated US involvement.

Two civilian women were killed and two children were injured by alleged Kenyan or United Arab Emirates or US airstrikes on Salagle in Middle Jubba on June 16, 2023.

The Horn Observer reported that two civilians, a mother and her child, were killed and two other children sustained injuries from airstrikes on Salagle.

A tweet from @YusufGarabey also reported that two people were killed by the airstrikes, attributing them to Kenyan jets and identifying both of those killed as women.

The Horn Observer also pointed out that some local sources have attributed the airstrikes to the Kenyan army or drones from the United Arab Emirates, adding that the US has been known to carry out airstrikes in the area. However, no military has taken responsibility for the airstrikes at this time.

In an alleged civilian harm event previously unrecorded by the Bureau of Investigative Journalism, a declassified AFRICOM report obtained in Spring 2019 identified a claimed event near Kismayo in October 2018.

According to Casimada, “The strike against Al-Qaeda linked Al-Shabaab group was conducted in Bulo-Haji area near the town, killing at least 3 children, a witness, who asked to be anonymous, said. He says a victim was taken into hospital.”

According to the civilian casualty assessment for the event, obtained by US investigative reporter Nick Turse, “Casimada Online released an article alleging that 3 children were killed and 1 was injured in the airstrike on 18 October 2018. The article goes on to state that the injured individual was taken to the hospital. The article does not directly accuse the U.S. of conducting the strike but the implication is clear, ‘It is unclear, who carried out the airstrike in the south of Somalia, but U.S. military often carries out drone strike against Al- Shabaab in south and central Somalia.'”

The assessment concluded that “Comparing the geographic location and timing of the of the alleged CIVCAS incident to the past missions, the alleged strike did not align with previous offensive or defensive strikes. Additionally, there were no reported munitions released on the day in question (18 October 2018).”
