Airwars assessment

One civilian male died in Raqqa’s Al Thaakan neigbourhood – though it was unclear whether Coalition artillery or an SDF mortar were to blame.

Ahmad Al Rfaai posted in the on Documentary of victims of Ar Raqqa Facebook group, saying that Haj Ahmad Lyla Salim al-Ali was his grandfather and died in his home after it was struck by a mortar on July 28th.

Raqqa is Being Slaughtered Silently blamed shelling by the SDF in the Al Thkakana/Barracks area for the man’s death, while Al Hasaka Rasd reported that he died following an artillery bombardment by “Kurdish militias” on the Barracks neighbourhood.

While Airwars understands that only the Coalition has access to artillery in Raqqa, the SDF are reportedly using mortars, meaning that they could well be responsible for the victim’s death.

In February 2019, the Coalition assessed this event to be non-credible. Their report noted: “After review of all available strike records it was determined that more likely than not civilian casualties did not occur as a result of a Coalition strike.”

Airwars assessment

One civilian male was named as killed in an alleged Coalition airstrike by multiple local sources.

According to Palmyra Revolution Coordination Committee, “Mr. Abdul Razzaq Ali Kanawi, displaced from the city of Palmyra, was killed when his house was targeted by aircraft of the international coalition in the city of Raqqa yesterday. Some of his family members are still under the rubble of the house.”

Other sources also added that Abdul Razzaq Ali al-Kannawi‘s family had not been found and were likely still trapped under the rubble.

The incident was first reported on August 1, 2017 at 9:55 pm by Raqqa24.

Airwars assessment

One civilian died after being hit by “SDF artillery” in al Soussa, according to local media. It is Airwars’ understanding however that only the Coalition had access to artillery in the near region at that time.

On October 1st, Boukamlna reported that “Nuri Rifai Al Ali Al Dagher died in Damascus yesterday [Sept 30th] from his wounds after being hit by a shell while he was working in his land in the village”.

The Syrian Observatory for Human Rights also reported the death of one civilian following an injury reportedly caused by “SDF artillery”.

According to Boukamal Mubashar, there was “artillery shelling by the SDF of ISIS positions in al Soussa” on September 30th.

‘Sunday 30 September – a Reaper destroyed an armoured truck in eastern Syria, Typhoons struck a Daesh-held building…A Reaper’s crew tracked an armoured truck as it drove at speed north-east of Abu Kamal on Sunday 30 September; a Hellfire missile scored a direct hit on the vehicle, destroying it. Typhoons struck a Daesh-occupied building on the eastern bank of the Euphrates, just across the river from Abu Kamal.’

For Sept 26th – Oct 3rd, Dutch F-16s supported ground troops during nine missions over Syria and Iraq. Weapons were deployed during four missions – in Deir Ezzor governorate, in the vicinity of Abu Kamal. ISIS weapons, a logistics warehouse and ISIS fighters were targeted.

A named male civilian was reported killed in a confirmed Coalition air or artillery strike on Hijan when it struck his home. All sources blamed the Coalition for the event.

Some sources reported that the incident was on November 24th and others on the 25th. The Syrian Network for Human Rights reported that the Coalition fired missiles on Hijan. Hajin Magazin described the shelling as “savage”.

On September 20 2021, the Combined Joint Task Force – Operation Inherent Resolve (CJTF – OIR), acknowledged the event in their monthly civilian casualty report, but stated: “After a review of all available  records it was determined that, more likely than not, civilian casualties did not occur as  a result of a Coalition action”

  • September 20, 2021 Release No. 20210920-03 FOR IMMEDIATE RELEASE Combined Joint Task Force – Operation Inherent Resolve Monthly Civilian Casualty Report SOUTHWEST ASIA – Since the beginning of operations in 2014, the Coalition and partner forces have liberated nearly 110,000 square kilometers (42,471 square miles) from Daesh, eliminating their self-proclaimed territorial caliphate and freeing 7.7 million people from Daesh oppression. The Coalition will continue to work with partner forces to deny Daesh any physical space and influence in the region as well as deny Daesh the resources they need to resurge. The Coalition conducted 34,991 strikes between August 2014 and the end of July 2021. During this period, based on information available, CJTF-OIR assesses at least 1,417 civilians have been unintentionally killed by Coalition actions since the beginning of Operation Inherent Resolve. We follow a rigid targeting process for all of our strikes to ensure strict adherence to the Law of Armed Conflict while attempting to avoid collateral damage. Every accidental loss of life is tragic, and it will remain our goal to take all feasible precautions to avoid putting civilians in danger in our pursuit of a ruthless enemy. In the month of July, CJTF-OIR carried over 106 open reports from previous months and received no new reports. CJTF-OIR completed two civilian-casualty allegation assessment reports. CJTF-OIR assessed both reports as non-credible. 105 reports are still open, including one that CJTF-OIR had previously closed but reopened due to the availability of new information. The results of each investigation of an allegation will fall into one of two categories, either "credible" or "non-credible." For November 24th, the Coalition publicly reported: On Nov. 24 in Syria, Coalition military forces conducted 65 strikes consisting of 86 engagements against ISIS targets.
Near Hajin, 65 strikes engaged 24 tactical units and destroyed 28 firing positions, eight vehicles, six fighting positons, four supply routes, four IED factories, two buildings, five command and control facilities, two staging areas, one vehicle borne IED, one piece of engineer equipment,  one checkpoint, one weapons cache and one AAA system.

For November 25th it reported: "On Nov. 25 in Syria, Coalition military forces conducted 14 strikes consisting of 26 engagements against ISIS targets. Near Hajin, 14 strikes engaged 12 ISIS tactical units and destroyed one vehicle, two fighting positons, two supply routes, one UAS launch site, three buildings, one command and control center and one weapons cache. "

On September 20 2021, CJTF-OIR published a strike report stating:

From Nov 21st-27th, France report that Task Force Wagram carried out 62 firing missions (35 lighting, 27 destruction) from Iraq territory. Aircraft carried out 16 sorties and two strikes.

‘CHAMMAL SITUATION MILITAIRE DU THEATRE Offensive contre les dernières poches de Daech en Syrie Dans la région d’Hajine, profitant de conditions météo défavorables, Daech a récemment lancé des offensives contre les positions des forces démocratiques syriennes (FDS). L’appui de la coalition, notamment l’engagement de l’artillerie, a permis de stopper ces offensives. Au bilan, cette action a occasionné des pertes dans les deux camps, sans faire évoluer la ligne de front. Poursuite des actions de sécurisation en Irak En Irak, les opérations des forces de sécurité irakiennes (FSI) se poursuivent, avec un effort le long de la frontière syrienne pour contrer toute tentative d’action de Daech depuis la Syrie. ACTIVITE DE LA FORCE Le dispositif français déployé au Levant n’a pas évolué. Insérée au sein du quartier général de la division, la TF se compose d’une centaine de militaires dont les expertises variées permettent de dispenser des instructions opérationnelles adaptées aux besoins émis les Irakiens. Depuis le mois d’octobre, treize stages ont ainsi été organisés, dans des domaines variés comme le secourisme de combat, la lutte contre les IED, le combat en zone urbaine, la lutte contre la menace NRBC ou encore la maintenance ou l’entraînement physique et sportif. Ils ont permis de former quelque 240 militaires irakiens, dont une majorité de cadres ayant pour vocation de devenir instructeurs à leur tour. Monsabert intervient également au profit de l’école d’artillerie irakienne : 75 cadres de cette école ont ainsi été entraînés pendant plus d’un mois. L’artillerie est une capacité de premier ordre pour l’armée irakienne qui l’emploie actuellement à la frontière irako-syrienne pour prévenir toute incursion de Daech depuis la Syrie. Composée d’une quarantaine de militaires, la TF Narvik, qui est implantée dans les faubourgs de Bagdad, forme et conseille les membres de l’Iraki Counter Terrorism Service (ICTS). Mi-octobre ont débuté cinq formations dans les domaines suivants : mise en œuvre d’armes lourdes, combat motorisé, lutte contre les engins explosifs improvisés, sauvetage au combat et tir de précision. For November 21st - 27th 2018, the Dutch MoD reported that Dutch F-16's supported ground troops in the fight against IS during 9 missions. Weapons were deployed during 3 missions above Deir Ezzor in Syria, targeting vehicles, logistical places and IS-fighters.

Airwars assessment

In the Amnesty and Airwars’s joint April 2019 report “War in Raqqa: Rhetoric versus Reality”, one civilian was reportedly killed in alleged Coalition airstrikes in Raqqa. Although Airwars assesses single sourced incidents as “weak”, researchers have assessed this incident “fair” due to the depth of material provided by Amnesty.

According to the report “Fadi Qahir Mohammeda al-Nashif, 23, a lorry driver, was killed in an airstrike while driving on the northern outskirt of Raqqa.”

His mother, Umm Fadi, gave a testimony to Amnesty stating that “My son was killed while driving his truck. An air strike hit his truck. He had just got married.”

In their monthly civilian casualty reports, the US-led Coalition has indicated that the credibility of this civilian harm allegation is in the process of being assessed.

Airwars assessment

A man was killed when the car he was in was hit by an airstrike, according to local sources.

RBSS reported that a man named Suleiman Al Ahmad al Ghannam was killed “after his injury in an air raid launched by the international coalition on the village of Lakta in the northern Raqqa countryside.” Al Natek offered an identical account, possibly taken from RBSS.

In a later statement issued by writers in Raqqa, it was reported that “Suleiman al Ghannam had volunteered to take people with his van from areas under the control of Kurdish forces to the main road that connects Raqqa to Tal Abiyad. The front of his van was targeted by a missile from a warplane which hit the front of the vehicle, killing all sitting in the front while passengers sitting in the back including women and children survived.”

The statement – signed by more than 100 writers and journalists from the Raqqa area – called on the Coalition to ‘stop targeting civilians in the province of Raqqa and in all other areas, and open transparent investigation incidents into shelling of civilian sites by the international coalition and to hold accountable anyone found responsible.”

One civilian died in an alleged Coalition airstrike on a house in Shoa’ib Al-Zaker, according to a single source.

According to Q_Alenzy, “Coalition warplanes targeted a building in Shoa’ib Al-Zaker and destroyed it completely but there were no reports of casualties.” Only one known source, Newsjorf, documented a civilian casualty, reporting that “one person was killed when a Coalition warplane raided his house in Shoa’ib Al-Zaker in the western countryside of Raqqa.”

Raqqa is Being Slaughtered Silently, Syrianpc and Smart news agency all reported a raid by a warplane (sources didn’t identify the culprit), but did not mention civilian casualties.

Thursday 20 April – Typhoons supported Syrian Democratic Forces, striking a Daesh-held building north-west of Raqqa, and a mortar team hiding in a tunnel in the east of the country… The RAF is continuing to support Iraqi forces in their effort to liberate western Mosul. While the operating environment in the city is very challenging, particularly given the closely-packed buildings, very narrow streets, and the density of the urban population, our aircrew have continued to deliver precision strikes in close support of Iraqi troops on the ground. Daesh’s current tactics, including the illegal use of civilians as human shields, and fighting from sites such as schools, hospitals, religious sites and civilian neighbourhoods, increases the risk to innocent life. While no military operations come without risk, particularly in dense urban environments and against such inhuman Daesh tactics, the RAF continues to take all steps necessary to minimise civilian causalities. The RAF assisted Syrian Democratic Forces (SDF) on Thursday 20 April. A pair of Typhoons struck a Daesh-held building to the north-west of Raqqa. The Typhoons then hit a Daesh mortar team hiding in a tunnel in the east of the country.’
