Airwars assessment

Sixteen named civilians including eight children and five died in an alleged Coalition airstrike near the Al A’jrawi roundabout in Tabaqa, according to local media.

In January 2019, the Coalition accepted responsibility for the event, noting: “ Coalition aircraft engaged with what was positively identified as an ISIS defensive position on the balcony of a house, containing five ISIS combatants. Regrettably, unknown to Coalition observers, 16 civilians were inside the house, and were unintentionally killed when it collapsed as a result of the second strike.”

The Smart News Agency, reported that likely Coalition airstrikes killed seven civilians, including three children and a woman, and injured 12 others. It said that the strikes occurred “on the Zoueikat neighborhood and near the town’s roundabout.”

According to Mohab Naser, “Coalition planes committed a terrible massacre a few days ago in All Tabaqa after targeting a residential home with three families inside it north of aAl A’jrawi roundabout in the city, which led to the deaths of 16 martyrs most of them women and children. Their bodies are still under the rubble.”

The Syrian Network for Human Rights said that 15 members of the same family including eight children and five women were killed by “Coalition missiles”.

Raqqa is Being Slaughtered Silently named 16 victims.

In September 2017, Human Rights Watch published a field study of the event. It said the attack occurred at coordinates 35.820467, 38.537615 at 11pm-11:30pm on April 25th or 26th, and added the following:

“Local residents told Human Rights Watch that there was heavy fighting between SDF and ISIS on April 25 and 26 in the area around the al-‘Ajrawi roundabout located at the southern entry of Tabqa.They said that ISIS fighters were moving through the streets and using at least one house in the neighborhood to attack the advancing SDF forces. Around 11:30 p.m. on April 25 or 26, they said, an airstrike hit a residential house where the al-Jasem family was hiding. The al-Jasem house was located across the street from the house ISIS was using. The witnesses said they were hiding in their homes at the time of the strike so they were not able to say whether ISIS was present on top of or near the al-Jasem home. Human Rights Watch visited the site. The damage to the house is consistent with damage from an airstrike.

By the following morning, SDF were in control of the area. Local residents said that they collected the bodies of sixteen civilians, including nine children, from the targeted house several days after the attack. They provided Human Rights Watch with the names of the casualties and showed Human Rights Watch the place where they were buried.

In response to questions from Human Rights Watch, the CJTF press desk said that coalition forces conducted precision strikes in the vicinity of the location provided. On September 18 the press desk said that the CJTF was still assessing whether the strike resulted in civilian casualties.

The Coalition provided Airwars with the location of this incident, accurate to within a 100 metre box.

Local and medical sources said that 13 civilians were killed and up to six more injured after Coalition planes struck their homes in the centre of Mosul, while three more civilians died after a shop was reportedly struck by the Coalition in the west of the city.

This report relates to the west Mosul allegation.

According to several reports, including Hathalyoum, an airstrikes by the Coalition in west Mosul “led to the martyrdom of three civilians who were very close to the place of the bombing.” NINA reported one local as saying some residents were trying to flee the city “for fear of being subjected to bombardment again“ after reports of a heavy aerial assault on the city that day.

In its monthly civilian harm assessment report for November 2019 – published on January 2nd 2020 – the Coalition classed this event as ‘non credible’ while breaking it down into two incidents, noting:

Airwars assessment

An alleged Coalition targeted strike on a secret ISIL medical facility reportedly killed 16 doctors, seven Daesh fighters and an unspecified number of patients according to a single source.

According to NINA, “the international Coalition carried out airstrikes in eastern Mosul which targeted a secret hospital for Daesh elements. The attack killed 16 Daesh doctors including Iraqis and Syrians, in addition to killing 7 ISIL members and their patients who were asleep at the hospital – which was in a big house.”

In their February 2020 civilian casualty report, the US-led Coalition assessed reports that they were responsible for civilian harm in this strike as “non-credible”, stating that no Coalition actions were conducted in the geographical area at that time.

Local sources said that up 16 persons were killed and ten others injured after Coalition airstrikes targeted the ‘Aeklat’ flour mill at the right side of Mosul.

Iraqi Spring reported that the raids took place close to Sham Gate. Ajel Al Mosul said that the “airstrike that targeted a house in a flour mill at the right side left 14 martyrs and injured civilians with no links to Daesh.

In a later post, Ajel Al Mosul reported that the strikes had targeted “the lab, an administration building and a house in the lab.”

Airwars assessment

Fourteen civilians died in an alleged Coalition airstrike on an internet cafe al Al Jazra junction in Raqqa, according to local sources. Another four reportedly died nearby.

All reports pointed towards the Coalition and named the internet cafe as Al-Hason Net.

According to Raqqa is Being Slaughtered Silently (RBSS), on June 8th the Coalition carried out “nearly 20 raids using white phosphorous targeting the al Sabahiya and al Jazra neighbourhoods.” RBSS also noted that al-Sabhiyaa mosque was struck in one of the raids. It said that the strike on Al-Hason Net killed 14 non-combatants, a figure also given by other sources, including Raqqa Post, RaqqaSL, Q_Alenzy and the journalist Mohab Naser.

At least two more deaths were reported nearby, with RBSS noting that “one of the raids targeted the commercial Al-Jazra junction corner of the 16th Street and caused the occurrence of a number of martyrs and wounded, we have not been aware of the numbers or names so far and the destruction of more than eight shops in the region.”

Syrianpc also reported the use of white phosphorous, saying that “between Thursday evening until Friday dawn the Coalition carried out more than 25 air raids focused on the neighbourhoods of the eastern and western city using white phosphorus, which is banned internationally.”

Up to 16 civilians died and up to 64 were wounded in alleged Coalition air and artillery strikes in Raqqa between August 23rd and 24th, local media reported. It should be noted that these are general numbers and may encompass other casualty events; moreover, locations of these deaths in Raqqa are currently unclear.

Euphrates Post reported “more than 15 martyrs and dozens injured following 70 air raids and dozens of artillery shells by SDF militias targeting the neighbourhoods of the city of Raqqa in the past 48 hours.”

Airwars understands that only the Coalition has access to artillery in Raqqa. According to the Shaam News Network on August 24th, the Coalition carried out 77 air strikes in Raqqa during the past 24 hours.

Wednesday 23 August – Typhoons attacked two terrorist positions in Raqqa, whilst Tornados and Typhoons hit an armed truck and terrorists on foot in and around Tal Afar…On Wednesday 23 August, a Typhoon flight used Paveway IVs to destroy two defensive positions in Raqqa, from which Daesh extremists were firing on the Syrian Democratic Forces.

Airwars assessment

Multiple civilians were reported killed as a result of air raids launched by the coalition south of Mosul. The National Iraqi News Agency cited forensic sources as saying that 16 people, including six women and children, were killed.

Other media reported that up to “22 Daesh militants” were also killed in coalition airstrikes in the vicinity, including 13 at Al Qayyarah.

Seven coalition airstrikes, including by Canada, are confirmed for November 17th-19th. According to CENTCOM: “Seven airstrikes near Mosul struck five ISIL tactical units, damaged an IED factory and destroyed an ISIL mortar position, three ISIL vehicles, an ISIL occupied building, an ISIL artillery piece and ISIL artillery mover.”
