Airwars assessment

Fifteen to 16 civilians or more died in an aerial attack reportedly conducted by the US-led Coalition on Al Tawaswiya neighbourhood, Raqqah city, according to local sources.

Saeed Ahmed Al Jum’a, his family and another family of relatives were documented killed by the source Marsad Al Hassaka, amongst other reports.

According to Smart activists, “the Tawasu’iya neighborhoods, the Bedouins and the White Garden area have been hit by about 20 coalition raids and 60 artillery and missile rounds from SDF”.

All sources attributed the attack to the US-led Coalition. Airwars will amend the entry when any new information arises.

According to multiple reports, an alleged Coalition airstrike on Hawijah resulted in at least 13 civilian deaths.

Al Jazeera reported that 16 died in the incident, which it attributed to the Coalition. The Al Amaq Agency (which often distributes Islamic State propaganda) reported that 13 civilians died in a ‘Coalition strike’ while 11 were injured. Local reporter Hamid Hadeed claimed that a family of six were among the dead. Images from the impact site appear to show significant damage to a building.

Responding to a request for clarification about possible involvement given declared UK strikes in Kirkuk province that day, the MoD told Airwars that “after extensive research, we can confirm that there was no UK involvement” in the alleged event.

Between 13 and 16 civilians died and four were injured in an “unexplained” explosion in the village of Oweijal, local media said – though it was unclear whether the Coalition, the Syrian regime or Russia were to blame. Most sources blamed the Syrian regime for the strikes.

An unspecific numbers of civilians were wounded, however it was reported that the number of civilians were likely to rise due to the types of injuries.

According to the Smart News Agency, “the head of the Civil Defence in the western Aleppo countryside, Mohamed Halaq, said that the blast caused the collapse of a three-storey building on Sunday evening, killing 16 civilians, including nine children and four women, in addition to wounding for more, who rushed to a nearby field hospital.

“Halaq pointed out that they could not determine the cause of the explosion, but that it was likely the result of an international coalition raid or a missile explosion from a previous bombardment of the village.”

However, a subsequent report by Smart pointed towards the Assad regime and Russia, saying that “the Civil Defence thinks the explosion could have resulted from the remnants of previous raids by the regime and Russia.”

Radio Allkul blamed a regime surface to surface missile citing Abu al-Leith, the director of the local Civil Defence. Shaam News Network and Baladi also attributed the event to the regime.

The Syrian Observatory for Human Rights added that “information about the reasons of the explosion was conflicted as to whether it was caused by the explosion of an ammunition dump, or by shelling by regime forces using what was believed to be a ground-to-ground missile.”

Fifteen or more civilians reportedly died in an alleged Coalition night time strike on the Al Hazwana neighbourhood of Manbij, according to multiple reports.

Manbij Mother of all the World said the ‘terrible massacre’ took place near the al Karama school.

The Syrian Observatory issued an urgent call to the Coalition and its allies: “We in the Syrian Observatory for Human Rights call upon the international Coalition to be very careful in the military operation of Manbij, due to the presence of tens of thousands of civilians inside Manbij city, which –iif it continues to be targeted by inaccurate air and missile strikes– will cause tens of new massacres against civilians, of whom 104 at least were already killed [by the Coalition], including 45 children and citizen women.”

Sixteen civilians including six children and seven women died in an alleged Coalition airstrike on Al Barounda village, according to local sources.

Raqqa is Being Slaughtered Silently (RBSS) – who blamed the Coalition – initially reported the death of three non-combatants. Step News Agency also put the death toll at three – however, a subsequent report by RBSS said that the number of victims had increased to 16, with most of them displaced from Al Sukhna.

The Violations Documentation Center was among the sources blaming the Coalition. It named 13 victims. Further victims were named by other sources.

RBSS also published an image of a woman.There is no named on the photo but one of the comments says ‘May God have mercy on Umm Saddam’so’, she is Saddam’s mother. It puts the death toll at 16.

RFS also said that 16 civilians died with dozens more wounded and blamed the Coalition, reporting that civilian homes were targeted resulting in widespread destruction.

According to the Syrian Network for Human Rights, six children and six women were among the 16 killed by Coalition missiles.

Sawarim [IS propaganda] referred specifically to “US raids”.

For May 22nd-23rd, the Coalition reported: “Near Raqqah, 13 strikes engaged 11 ISIS tactical units; destroyed 15 fighting positions, two vehicles, a weapons cache; and damaged an ISIS supply route.” It later additionally added that on May 22nd “Near Raqqah, Syria, three strikes engaged two ISIS tactical units; destroyed a fighting position, a VBIED, and a front-end loader.”
For May 23rd-24th, the Coalition reported: "Near Raqqah, three strikes engaged two ISIS tactical units; destroyed three fighting positions and a mortar system." It added that on May 23rd "Near Raqqah, Syria, three strikes destroyed eight command and control nodes and destroyed a VBIED facility."

Airwars assessment

Up to 16 civilians, including several women and children, were killed and dozens more injured in airstrikes on Khasham village in Deir Ezzor governorate. However, it was not clear who was responsible with allegations lodged against the Coalition, the Russian air force and the Syrian government.

In total, five sources alleged that the Coalition was responsible, four sources said Bashar al Assad’s government was to blame, three said Russia was responsible and six sources did not reach a final conclusion apportioning blame.

A number of reliable sources – including Smart News Agency, Euphrates Post, Radio al Kul and Baladi News – reported that phosphorous munitions were used in the attack, likely to be a contributing factor to the high casualty rates.

Several sources also reported that after the initial strike, the aircraft returned and struck a house where civilians had taken cover during the original attack.

Several victims were identified by name, but many others who were killed remained unidentified, sources reported.

DeirEzzor24 reported that of the wounded, several were critically ill and suffered from amputations, burns and maiming.

Radio al Kul reported similar injuries and said the death toll was likely to rise with 15 of 50 or more injured in a life-threatening condition.

Local sources claimed that at least 7 and up to 16 civilians died in this attack. Free Deir Ezzor said that there were reports of “several civilian deaths” after “international coalition aircraft committed a new massacre by targeting Al Zawiya mosque in Hajin”.

According to the Syrian Observatory for Human Rights, a total of 16 people were killed, of whom 7 were civilians and 9 were members of ISIS.

Step News Agency put the civilian death toll at 8 and Sound and Picture at nine.
According to Syrian Unified Observatory, “16 people” died with “dozens more wounded”. This source also attributed the event to the Coalition.

The Coalition’s chief spokesman confirmed a strike on a mosque on the same day, though placed the event at either al Shaafa or al Soussa – noting in a tweet that “#ISIS continues to launch attacks from mosques. They have no regard for innocent lives and protected sites. The Coalition conducted a strike today on an ISIS fighting position in Ash Shafa mosque. The MERV will be liberated soon by #SDF”.

Hajin magazine provided some context on the recent mosque strikes: “People inside Hajin and the villages under the control of Daesh have unfortunately become the target of planes while they’re in mosques. The reason for this is that those dogs and pigs of Daesh are using mosques as headquarters. We ask you as far as possible to stay away from them. God save us from Daesh.”

For October 23rd-24th, the Coalition reported: “Near Hajin, 30 strikes engaged 16 tactical units, and destroyed 18 fighting positions, 10 supply routes, two bridges, three vehicles, two firing positions, one compound, one vehicle borne IED, one command and control center.”
For October 24th-25th: “Near Hajin, 27 strikes engaged five tactical units, destroyed 22 fighting positions, three firing positions, one weapons cache, two staging areas, three mortars, five supply routes, one IED factory, one vehicle borne IED, one bridge, one vehicle, one command and control center, and one factory.”

Wednesday 24 October – Tornados destroyed an armed truck, and two strong-points which were firing at the Syrian Democratic Forces…On Wednesday 24 October, another Tornado flight provided further close air support to the SDF in the same area [north-east of Abu Kamal]. Our aircraft struck a truck, armed with a pair of anti-aircraft guns, with a Paveway; the attack also accounted for a number of terrorists close to the vehicle. The SDF then encountered two successive Daesh strong-points, both of which engaged the SDF at short range. Despite the proximity of the SDF to the two targets, the Tornados were able to strike both of the terrorist positions with Paveway IVs.

For Oct 24th-30th, France report that the three CAESAR guns of Task Force Wagram have conducted 6 firing missions from Iraqi territory. Aircraft carried out 18 sorties and four strikes north of Abu Kamal, Syria.

For October 24th – 31st, Dutch MoD reports that Dutch F-16s supported ground troops during nine missions. Weapons were deployed in four: near Abu Kamal, Deir Ezzor governorate, Syria and near Mosul, Nineveh province, Iraq. Targets were ISIS warehouses and vehicles.
