Airwars assessment

Between two and four civilians died and several others were wounded in an alleged Coalition airstrike on Hajeen, according to local media. Sources said that the strike hit the car which the victims were in.

The Syrian Network for Human Rights put the death toll at two, though most other sources said that three died. The Smart News Agency, also blaming the Coalition put the death toll at four.

On March 10, 2022 in the CJTF-OIR Civilian Casualty Report, the Coalition reported this incident to be “non-credible”, stating that “After review of all available evidence it was determined that more likely than not civilian casualties did not occur as a result of a Coalition strike.”

Airwars assessment

One civilian died and others were wounded in an airstrike on Hraitan, local sources reported – though sources were conflicted as to whether Russia or the Syrian regime were responsible.

Anadan Media Centre blamed Russia for the shelling, as didMasar Press, Shahba Press, Shebah News Agency, and several other local sources.

However, Hawra News pointed to the Syrian regime, reporting it shelled “Anadan, Hraytan, Hayan, Kafr Hamra, Mallah, Maarat Arteek, Babis, Kafr Naha, Urma Al Kubra, Ain Jara and killed seven civilians” in total.

A pro-regime news feed – SyriaWatanNews – tweeted: “Warplanes targeted the armed groups in Hraytan, killing one person and wounding others.”

Between 10 and 30 civilians were reported killed and “dozens” injured in an alleged Coalition airstrike on Al Sha’afa. Most sources stressed that many of the victims were women and children.

The Syrian Observatory for Human Rights said it had documented the deaths of 22 civilians, including 9 children and 7 women and stressed that the toll was expected to rise due to the critical situation some of the injured civilians were in.

Deir Ezzor 24 tweeted that airstrikes had targeted the “Al Kashma district” of Al Sha’afa – later mentioning that more than ten civilians were harmed by the bombardments. Most sources specifically reported that 17 or 26 civilians were killed, with Free Deir Ezzor Radio even reporting “more than 30 martyrs, mostly women and children, as a result of US air strikes at dawn today”.

One activist, who declined to be named, told Smart News reporters that the civilian casualties may be ISIS family members as “the town’s families had left more than a month ago.” This was echoed by tweets from @QSD_Jabha and @Norsforstudies, as well as a Baladi report stating that – according to so-called Islamic State itself – 30 civilians were killed in Al Sha’afa.

In its monthly civilian casualty assessment for September 2019 – published on November 15th – the alliance classed the event as ‘non credible’, asserting that “After a review of all available records it was determined that, more likely than not, civilian casualties did not occur as a result of a Coalition action.”

Coalition officials confirmed to Airwars that their review was a match for this event, and provided coordinates for the area assessed to within 100 metres.

Wednesday 28 February – Typhoons attacked two Daesh armoured vehicles in eastern Syria, and cratered a road to prevent it being used to move supplies or truck-bombs…Royal Air Force aircraft continued to fly daily armed reconnaissance patrols over eastern Syria, but the next air strikes did not occur until Wednesday 28 February. One flight of Typhoons delivered attacks with Paveway IVs against two Daesh armoured vehicles spotted by the Syrian Democratic Forces to the north-east of Abu Kamal, with one of the weapons being accurately delivered through cloud against a target which the aircrew could not themselves see. A second Typhoon flight conducted Paveway attacks on a key road in the area, cratering it to prevent the terrorists from moving equipment along it, particularly heavy truck-bombs.

For Feb 28th to March 6th, France reports 30 air sorties providing intelligence support to SDF forces engaged on the ground. No strikes were conducted. Task Force Wagram continued its support for security operations carried out by the ISF in the Euphrates Valley. This week, four shooting missions were carried out (2 interdiction missions and 2 illuminance missions.)

Five to six civilians including several children were killed in airstrikes on Al Mayadeen, outside Deir Al-Zour, local sources reported. All but one source blamed Russia for the event.

Step News said “four civilians were killed and others injured in a similar raid targeting al Jaish street and Al Haram street near al Saraya in al Mayadeen in the eastern countryside.”

SyrianPC news also described “widespread destruction in residential buildings.”

@syriaalive54 referenced “three martyrs, including a girl, who died after being bombed by the Russian aviation with cluster bombs on the city of the eastern Al Mayadin # countryside at dawn today.”

Several other local sources also claimed several casualties from Russian cluster bomb airstrikes at dawn.

However, one source, the Syrian Network for Human Rights, attributed the event to the Assad regime, reporting the death of “three civilians including a girl when government warplanes missiles fired on Al Mayadein city in Deir Ez-Zour governorate”.

Syrian Press Center added that the strikes “targeted the area around the Saraya building in al Mayadeen with two cluster bombs”.

Local sources reported that three civilians were killed by ‘indiscriminate’ artillery shelling on the village of al Sayeh in southern Hasaka.

In a Facebook post, An Eye on al Hassaka identified “the Kurdish units” as the culprit, referring to SDF forces. This was reiterated by most sources. In addition to the three killed civilians, Al Araby al Jadid also reported a number of injured non-combatants, stating that “mostly children and women” were among the wounded.

Al Khabour also reported on the death of three civilians as a result of an artillery shelling on the same location, but did not relate the incident to the SDF. Moreover, Marsad al Hassaka and Zamanal Wasl reported artillery strikes that “targeted indiscriminately” and caused “the destruction of a number of villages and houses” but did not make mention of civilian casualties.

It is important to note that the SDF is not known to have had access to artillery, indicating a likely Coalition action. In its October 2018 civilian harm report the Coalition apppeared to reject responsibility for the event – though tagged the incident erroneously to June 6th.

Monday 4 June – a Reaper destroyed an armed terrorist truck concealed under cover in eastern Syria…A Reaper provided further close air support to the Syrian Democratic Forces in the Euphrates valley on Monday 4 June. An armed terrorist truck was reported to be to the north of Abu Kamal, and the Reaper’s crew were able to identify the vehicle, parked under cover in an attempt to conceal it, after a thorough search. A Hellfire missile destroyed the vehicle, with a number of subsequent secondary explosions as ammunition on the vehicle caught fire.

France report that the Wagram Task Force continues to support the offensive against the last pockets of Daesh present in the Euphrates Valley. Since the launch of the offensive on May 1st, it has carried out 111 shooting missions including 16 for the past week – May 30th to June 5th. Over the past week, the aircraft of Operation Chammal have carried out 20 sorties in support of local forces engaged on the ground, mainly missions of intelligence gathering and aerial reconnaissance. No airstrikes were carried out.

For the 2nd straight week, Dutch F-16s fired weapons near Abu Kamal and Hajin in Deir Ezzor. The Dutch MoD reported that between May 30th-June 5th, aircraft targeted ISIS fighters and logistics centers in three missions. Jets supported ground troops in 9 missions, including in Nineveh, Iraq.

Local sources reported that two boys aged 16 and 17, “were killed by an aircraft believed to belong to the International Coalition.”

The Syrian Network for Human Rights noted that the airstrike took place at  “Badiya [area] of Theyban city” in the suburbs of Deir Ezzor.

Both Euphrates Post and Deir Ezzor 24 named the two boys and said both were from Al Hawaij. According to the media outlets, the two boys were on a motorcycle “on their way to to work at the crude oil burners”.

In the second of their September 2020 civilian casualty reports, the US-led Coalition assessed reports that they were responsible for civilian harm in this strike as “non-credible”, stating that no Coalition actions were conducted in the geographical area at that time.

For Sept 5th-11th, Task Force Wagram conducted four artillery shooting missions in the Euphrates Valley. Aircraft carried out 21 sorties but there were no airstrikes.

According to HNN Russian planes carried out several raids “leading to the death of three people and causing material damage”.

The Shaam News Network reported that “activists said the Russian air force targeted Marjah district with rockets, civilian houses were directly targeted, causing the fall of three martyrs and a number of injured. Civil defence teams worked to take them to medical hospitals.”

However, the Syrian Network for Human Rights blamed the Syrian regime. It also put the death toll at three.
