Airwars assessment

One Telegram source, Mutabaa Akhbariya, reported that a US drone strike targeted alleged AQAP ammunition and weapon stores in Marib city, in Marib governorate, on the evening of July 8th 2019. There were no known associated reports of civilian harm.

Mutabaa Akhbariya stated that, according to “intelligence sources”, six people were killed and twelve wounded in the strikes, which he claimed had led to the explosion of warehouses contained heavy weapons ammunition.

@NewsyemenS also reported that a weapons shop in Marib city exploded on July 8th, causing explosions in nearby shops, but did not assign responsibility to US strikes. A local source told @NewsyemenS that at least one person had died and that two had been injured.

No other known sources reported an explosion, and there were no other known reports of US drone strikes at the time. This event has therefore been assessed as a single source allegation.

US Central Command told Airwars that there were no US military strikes in Yemen during July 2019. It is, however, possible that any undeclared strike was conducted by the CIA, or was part of a clandestine US military action.

The incident occured in the evening.

Airwars assessment

Several local language sources reported that a US drone strike targeted the house of Marib provincial governor, Sheikh Sultan Al Arada, at dawn on July 4th 2019. Others, including Yemeni government officials, instead asserted that the strike was conducted by Houthi militias with a ballistic missile. There were varying assessments of casualties resulting from the strike, though there were no known associated reports of civilian harm.

On October 4th 2019, US Central Command told New America that no new US military strikes had been conducted in Yemen since June 24th 2019. This may not however preclude this having been a CIA action, or a clandestine US military action.

Local sources told Sahaftak and Yemen Press Agency that a US drone had targeted the building while Khaled Ali Al-Arada, an alleged AQAP member and the brother of Marib governor Sultan, was present. According to some, including Sahaftak, Khaled was presenting to other AQAP leaders at the time of the strike. Some, such as Almandeb, indicated that the apparent accuracy and high destructive capacity of the missile indicated that it was of American origin. In 2017, the US had imposed sanctions on Khaled for facilitating the transport of weapons and persons in support of Al-Qaeda.

Marib and Yemeni government sources instead stated, including through a statement published on the Marib administration’s website, that a Houthi missile had targeted the building. Houthi armed forces acknowledged that missile attacks and airstrikes had been conducted against “military targets” in Marib on that morning via Masirah TV, a Houthi-run media outlet, but did not explicitly take responsibility for this particular attack. Others, including Yafa News, indicated that the Al-Ashraf tribes, who had allegedly been fighting nearby, may have been responsible.

The state news agency, Saba, reported that “the missile attack completely destroyed the Governor’s home and damaged several other adjoining houses in Wadi district in southeastern Marib”, but resulted in no casualties, according to Xinhua. Some local-language Twitter sources, such as @Abd_ulbast, also indicated that there were no casualties. Yafa News and others, however, suggested that local media had reported a “number” of “terrorist” militants killed in the strike, including Khaled Al-Arada.

Given these conflicting claims, Airwars has assessed this event to be “contested”, with reports of between zero and two militant deaths. While no civilians were reportedly harmed, one local source raised concerns that the strike had been in close proximity to the nearby Kara hospital.

The incident occured around dawn.

On October 4, 2019, United States Central Command (CENTCOM) replied to an email inquiry from New America confirming that “the last strike conducted by CENTCOM in Yemen was 24 June.” Per that statement, there were no CENTCOM strikes in Yemen in September 2019.

The lack of strikes in September makes it more than three months since the last U.S. military counterterrorism strike in Yemen, according to New America’s research. However, it is possible that the United States has conducted covert non-military strikes, and in recent years there have been a small number of strikes attributed by media reports to the United States that CENTCOM has denied conducting.

Airwars assessment

At least five alleged AQAP militants were reportedly killed by a US drone strike in Al-Jamajem area, Tayab, in the Dhi Naseem district of Bayda governorate, overnight from June 24th-25th 2019. In an email to Airwars, US Central Command later confirmed that a strike had taken place on June 24th. Since there were no other reports of a strike on that day, this event is treated as declared.

Those killed were named by multiple local sources, including Al-Masdar Online, Al-Arabiya, and Sputnik, as ‘[prominent’ AQAP leader Al-Khadhir Al-Tayyabi; Abdul Rahman Al-Tayyabi; Salem Al-Wahaishi; and Ali Abdo Al-Wahaishi; as well as an additional person partially named as Al-Mallahi.

Local sources told Al-Masdar Online that a US drone had launched three missiles on an area of a nearby hill, killing five. Security sources told Xinhua that those killed were mid-level commanders.

While almost all sources reported that the strike took place late on June 24th, several such as Middle East Online and 7adramout, instead reported the strike as having taken place early on the next day. The earliest tweet identified by Airwars for this event was at 01.26am local time on June 25th. Accounting for this, we have assessed that the strike took place overnight.

The incident occured during the night.

Airwars assessment

Four alleged AQAP militants were reportedly killed by a US drone strike in Wadi Obeidah, Marib governorate, overnight from May 6th-7th 2019.

On May 15th 2019, US Central Command told New America that no strikes had taken place since March 29th, and explicitly denying reports of a May 5th US military strike, which may refer to this event. There were no known associated reports of civilian harm.

Multiple missiles reportedly targeted a small passenger bus or truck, passing between the Al-Ramsa and Al-Hazma areas, according to local-language news outlets, including 7Hadramout, Al-Ain, and Shabwa Press. Sources indicated to AFP and others that the vehicle was heading to a farm in the governorate. A security source told Al-Ain that there were successive explosions from the scene, indicating that the bus may have been transporting weapons and ammunition.

Most claimed that the strike took place on May 7th. One source, Maeen Press, instead suggested a time late on the evening of May 6th. Indeed, the earliest identified tweet relating to this event was at 12.26am local time on May 7th. As such, Airwars has assessed that the strike took place at some time overnight from March 6th to March 7th.

On May 8th, an AQAP feed claimed that a militant named Habib Al-Jadawi was killed by a “Crusader” drone strike, likely referring to a recent strike, according to Dr Elisabeth Kendall (@Dr_E_Kendall). Given that this was the only known reported US strike since mid-April, it is possible that Al-Jadawi was one of those allegedly killed in this event.

Despite CENTCOM’s denial, this event may have been either a CIA or Saudi-led Coalition action.

The incident occured during the night.

Original strike reports

US Forces

On May 15, 2019, United States Central Command (CENTCOM) responded to an inquiry from New America about the number and dates of any counterterrorism strikes in Yemen in April 2019 by stating that it had conducted no strikes in April. LTC Earl Brown told New America, “The last U.S. Military strike in Yemen was on 29 March.”
CENTCOM also specifically denied conducting a May 5th strike in Marib, Yemen that had been reported as a suspected U.S. drone strike by AFP citing a “security official in the area.” As previously argued in Just Security, the proliferating number of actors armed with drones along with the difficulties of reporting from Yemen and likely covert U.S. strikes (which would not be acknowledged or carried out by CENTCOM) makes it difficult to assess whether a U.S. drone strike occurred that day or whether it was another actor.

A US drone strike reportedly killed at least two alleged AQAP members in Al Sadarah area, in the Mahliyah district of Marib governorate, on April 15th 2019, according to some local sources. There were no known associated reports of civilian harm.

The strike reportedly targeted a car travelling through the area. An eyewitness and a security source told Hadramout 24 that a drone had targeted the alleged militants, killing them instantly, in the town of Mahliyah: “A US drone raided a vehicle carrying al-Qaeda in a rural town in Ma’rib today, killing them, local residents and security sources said. An eyewitness and a security source told 24 by phone that ‘a drone bombed a vehicle carrying gunmen in the town of Mahliya, west of the city of Ma’rib, which is equally divided between the Brotherhood and the Houthis.’ A security source confirmed that at least two elements were on board, and that they were killed instantly, while the vehicle was destroyed.”

According to @NewsyemenS, the strike took place in the Al-Sadarah area of Mahliyah district.

A US Central Command spokesperson later told New America that no US military strikes were conducted in April 2019: “On May 15, 2019, United States Central Command (CENTCOM) responded to an inquiry from New America about the number and dates of any counterterrorism strikes in Yemen in April 2019 by stating that it had conducted no strikes in April. Airwars assessment

Three alleged AQAP militants, including at least one leadership figure, were reportedly killed by a US drone strike in Bayda governorate on March 30th 2019. Though most suggested that the strike took place in Sama’a district, two sources, including Xinhua, instead located the strike in the Anah or Tayeb area of Dhi Naseem district.

Sources, including Huna Al-Bayda, News Yemen, and Al-Masdar Online, named those killed as Abu Ammar Al-Hadrami, Mohammed Salem Umqaida Abu Yusuf Al-Fahtani, and Abu Abdul Ilah al-Mantheri. Xinhua suggested that others were injured in the strike. As such, Airwars has assessed that a minimum of two militants were reportedly injured.

Huna Al-Bayda described Al-Hadrami as an AQAP mufti and leader, who “issued fatwas to authorise crimes and carry out terrorist operations”. Al-Fahtani was reported by one source, Yaqeen Online, to be a Saudi national, though others suggested he was from the Ambqria area of Mudiya district, in Abyan governorate. Al-Mantheri was alleged to be from Sama’a district in Bayda; Huna Al-Bayda described him as AQAP’s emir in Mudiya district. Sources variously suggested that at least one and as many as all of those killed were leadership figures in AQAP.

According to academic Dr Elisabeth Kendall, AQAP stated that a US drone had targeted its fighters on March 30th, who were battling Islamic State in Bayda governorate at the time. While most reported that the targets were AQAP militants, some initial local-language social media responses, from accounts such as @kyanalyamani51, suggested that the strike had targeted “ISIS-funded” militants.

The US did not publicly report a strike on March 30th, though a CENTCOM spokesperson told New America that two strikes (listed by Airwars as USYEMTr196 and USYEMTr195) took place in Bayda on March 29th. Since no other sources reported strikes on the 29th, it is possible that one or both of these declared strikes were part of this event. However all local sources were quite clear that this incident occurred on Saturday March 30th. It therefore remains possible that this was either a CIA or Saudi-led Coalition action.

The local time of the incident is unknown.

A US airstrike took place in Bayda governorate on March 29th 2019, one of two on that day, a US Central Command spokesperson later told New America. In a separate press release, US Central Command stated that all six declared US military strikes in March 2019 strikes had targeted AQAP in Bayda.

There were no other known local reports of a strike on that day, nor was there any available information on casualties. A separate entry has been created for a second US action on this date (USYEMTr195).

Several sources later reported that a US strike took place in Bayda on March 30th (USYEMTr197); it is possible that this declared strike referred to this event.

Airwars assessment

A US airstrike took place in Bayda governorate on March 29th 2019, one of two on that day, a US Central Command spokesperson later told New America. In a separate press release, US Central Command stated that all six declared US military strikes in March 2019 strikes had targeted AQAP in Bayda.

There were no other known local reports of a strike on that day, nor was there any available information on casualties. A separate entry has been created for a second US action on this date (USYEMTr196).

Several sources later reported that a US strike took place in Bayda on March 30th (USYEMTr197); it is possible that this declared strike referred to this event.

The local time of the incident is unknown.
