Airwars assessment

A child was reportedly killed by alleged Russian and Coalition warplanes in the residential neighbourhood of Akhtarin, Aleppo. However, there are disputed claims as to whether the raids were carried out by Russia or the Coalition.

LCCSY and Quasion News Agency both blamed the Coalition for the airstrikes – with Quasion noting that Russia was shelling parts of Aleppo in the same vicinity with vacuum missiles around the same time. They also claimed this was an IS controlled area and that there were “reports of deaths and injuries amongst Daash as a result of the international raids”. The Syrian News Press and multiple local sources do however blame Russia.

According to local sources –The village of Turkman Bareh, Akhtreen Facebook Page – dozens of women and children were also injured in the raid on residential homes. 

In their January 2020 civilian casualty report, the US-led Coalition assessed reports that they were responsible for civilian harm in this strike as “non-credible”, stating that no Coalition actions were conducted in the geographical area at that time.

Airwars assessment

A young adult male civilian was reported killed in an afternoon airstrike by the Coalition in Raqqah. He was named on a Facebook memorial page as Mut’ib Khamees Al Jarbou’.

No further details were given of how he had died.

In its monthly civilian casualty assessment for October 2019 – published on December 5th of that year – the US-led Coalition assessed this event to be ‘non credible’, noting: “August 15, 2015, in Raqqah, Syria, via Airwars report. After a review of all available records it was assessed that no Coalition actions were conducted in the geographical area that corresponds to the report of civilian casualties. 2822/CS115 37SEV008785”.

The Coalition also provided coordinates showing the area it had assessed, accurate to within 100 metres.

The incident occured in the afternoon.

In a previously unknown incident, the US confirmed in January 2016 that its aircraft had killed two civilians in a strike at Sinjar four months earlier.

According to CENTCOM, “On Sept. 24, 2015, near Sinjar, Iraq, during strikes against an ISIL vehicle, it was assessed two civilians were killed. An assessed enemy combatant on a motorcycle was targeted for engagement. Weapons were released while the target was stopped at an intersection; however, another vehicle approached after weapons were in flight. Both the motorcycle and the vehicle were destroyed.”

In April 2017 the Coalition revised its position: “Sept. 24, 2015, near Sinjar, Iraq: Number 3 on the Jan. 29, 2016, U.S. Central Command press release it was reported that two civilians were killed during a strike on an ISIS vehicle. That was incorrect, it was assessed that one civilian was unintentionally killed.”

In July 2019, the Coalition provided Airwars with coordinates for the event, accurate to within a 100 metre box.

A young adult civilian male named as Ahmad Ibrahim al Faress was reported killed in a Coalition strike on Manbij. It is either the second reported event of the day in Manbij, or is linked to the previous incident.

The Syrian Network reported Coalition strikes on the city that day but made no mention of civilian casualties: “Fixed-wing international coalition forces warplanes fired a missile that targeted Tareaq Jarablos bridge that connects the city of Jarablos and the northern neighborhoods of Manbej city with the center of Manbej city. The bridge was partially destroyed and was rendered out of commission. Manbej city was under the control of ISIS on the day of the incident and it is now held by the Kurdish-majority Syrian Democratic Forces.”

In the second of their March 2020 civilian casualty reports, the US-led Coalition assessed reports that they were responsible for civilian harm in this strike as “non-credible”, stating that the allegation provided insufficient information on the timing and location of the strike to make a determination.

Multiple sources, including Halab Today TV and Al Amawi News, reported the death of a child and the injuring of this father in a coalition raid on the al Mashlab neighborhood east of Raqqa.

Smart News reported strikes in Raqqa targeting ISIL, which it said killed four militants. It said the death of the child and injuring of this father occurred in “a similar night time bombing.”

Raqqa Post added that the strike also “left considerable material damage.”
