Airwars assessment

Local sources reported that up to ten civilians were killed, including five women and four children, in an alleged Coalition airstrike on the village of Hadaj.

A tweet by @NDhoms1 was the only source stating that “10 civilians, including 8 women and children” died. All other sources specifically mentioned the death of “five women and four children” as a result of a Coalition raid. A report by Eldorar made mention of “several others” injured in the attack.

Both Alikhbaria.Sy – a pro-regime news organisation – and RT Arabic mentioned the strike on Hadaj and the above-mentioned incident in al Hammadi, CS1749, in the same report.

However, the US-led Coalition publicly reported no air or artillery strikes in Hassakah governorate for this date.

In the first of their September 2020 civilian casualty reports, the US-led Coalition assessed reports that they were responsible for civilian harm in this strike as “non-credible”, stating that no Coalition actions were conducted in the geographical area at that time.

Airwars assessment

During an exchange of small arms fire, an alleged Coalition helicopter strike hit a civilian home in the town of Al-Kashkiya, east of Deir Al-Zour. Between six and ten civilians from the same family were reported killed, including women and children.

In January 2020, the Coalition accepted responsibility for the deaths of nine civilians in the event and the injuring of two others. In May 2020, the Pentagon additionally informed Congress that this was a US-only action.

Manart Alforat 2018 posted at the time of the attack that six civilians died in the attack. @Deirezzor24 and Euphrates Post reported that seven civilians were killed, including one child and two women from the family of Ali Kalif al-Qatmir. Free Deir Ezzor Radio reported on nine civilian deaths, mostly women and children.

Meanwhile Shabab Al Latamna and Boukamalna put the death toll at ten civilians. So too did Sputnik, which added that among the dead were four children.

In a detailed description of the incident, Shabab Al Soussa reported that the attack occurred at 1am on Friday morning. Citing local sources, it described how “one of the wanted men of ISIS” was carrying and shooting his weapon, thinking that members of ISIS were trying to attack him. According to the accounts, his house and surrounding areas were then targeted which led to the killing of his relatives. 

A Coalition spokesman denied that there were civilian casualties though admitted attacking the town that day, according to Stars and Stripes: “Military officials are refuting reports that civilians were harmed in a coalition airstrike on an Islamic State-held village in eastern Syria last week, while observers have warned of diminished transparency in the anti-ISIS campaign. Syria’s state news agency and the activist group DeirEzzor 24 both said the strike on the village of Kishkiyeh had killed at least 10 people, including four children, the Associated Press reported late last week. Both blamed the U.S.-led coalition.

A U.S. military spokesman indicated there had been a Coalition strike in the area but initially rejected the allegation of noncombatant deaths. “We are aware of reports of civilian [casualty] allegations, but we have no evidence at this time indicating any civilians were harmed in this strike,” Army Col. Scott Rawlinson, a spokesman for the Coalition, said via email. “We take every reasonable precaution to minimize harm to civilians in our pursuit of an enduring defeat of ISIS.”’

In a later report, Deir Ezzor 24 reported that the Coalition had in fact paid out 80,000 euros to Al-Shaitat victims who were killed “by mistake”. “Special sources” to Deir Ezzor 24 revealed that on Sunday 27th January 2019, a delegation from the International Coalition and the SDF met with elders from Abu Hamam town in the eastern Deir Ezzor countryside at the headquarter of the Public Relations office, where they paid money to 11 people who were killed “by mistake” by the Coalition and the SDF during this incident.

According to the source, Haval Razan was among the people who attended, the highest representative of the coalition, and the link between the international coalition and the SDF. Representatives of the victims’ families who attended according to the source were: Hassan Al-Obaid Al-Ghadir, Abdelkader Al-Hassan Al-Baqes, Ammash Al-Hussein Al-Ghadir, Fahim Al-Ghadir, Jassim Al-Qatmir, Hamad Al-Ahmad Al-Amin, and Ibn Badri Al-Hamad Al-Ghadir.

Deir Ezzor 24 added that the Coalition “admitted that it had obtained false information which led to the killing of two civilians in Al-Kashkiyah town east of Deir Ezzor” and that “they reiterated the need to hold accountable those who provided the SDF and the Coalition with wrong coordinates that caused the deaths of civilians.”

The UN Commission of Inquiry cited the case in its September 2019 report:

“In addition to front-line battles, the Commission received several accounts of night raids carried out by SDF with the aerial support of helicopter gunships provided by international coalition forces, which killed and injured civilians. For example, on 4 January 2019 at approximately 1.00 a.m., a night raid in SDF-controlled Kashmah village killed up to eight civilians including five men, two women and one boy, and further injured one man and one girl.

While the exact unfolding of events is still under investigation, accounts received by the Commission suggest an exchange of fire between some villagers and SDF with the support of helicopter gunships, which led to the killing of several villagers. The local community perceived the raid as an attack on fellow tribal members, while SDF claim that they responded to fire from ISIL elements in the village. The Commission received information and supporting documentation that, on 27 January, a settlement of $80,000 was offered by SDF to the family members of the deceased.”

In its civilian casualty report for November 2019 – published on January 2nd 2020 – the Coalition eventually conceded both the attack and its consequences, noting: “January 3, 2019, in Al-Khuskieh, Syria, via Human Rights Watch Report. Coalition aircraft conducted an airstrike against Daesh fighters. Regrettably, nine civilians were unintentionally killed and two civilians were unintentionally wounded as a result of the strike. 2774 37SFU550524”.

In May 2020, in its annual report to Congress, the Pentagon conceded this as a US-only civilian harm event: “As of March 1, 2020, CJTF-OIR assessed that 11 reports of civilian casualties during 2019 were credible, with approximately 22 civilians killed and approximately 13 civilians injured as a result of U.S. military operations.”

Several local sources claimed 10 civilians were killed and 20 injured in alleged Coalition strikes on Mosul.

According to anti-government site Yaqen, “the international airline alliance this morning carried out several air strikes” in central Mosul which in turn killed 10 civilians and ‘substantially damaged’ a number of homes.

Meanwhile, the pro-government site Al Rassid made no mention of civilian casualties, noting only that up to 25 fighters with Daesh were killed when ‘gatherings and strongholds’ of the terror group were struck.

In their February 2020 civilian casualty report, the US-led Coalition assessed reports that they were responsible for civilian harm in this strike as “non-credible”, stating that no Coalition actions were conducted in the geographical area at that time.

Airwars assessment

Between five and ten civilians including three women died and ten others were injured in an airstrike on the Al Maari school area of Raqqa, according to local media. While the majority of sources said that this was the work of the Coalition, one report attributed the incident to the Assad regime. The Coalition later confirmed it had killed at least three civilians in the event.

Raqqa is Being Slaughtered Silently reported that a raid had targeted the Al Maari school in Raqqa city. They told Airwars that this was the same strike as one on Qitar street (listed below.) However, other sources reported this strike as a separate incident.

Step News said that the Coalition was responsible for a raid killing five civilians on Al Maari school. RFS put the death toll higher, at seven. According to Ummayya Press – which also said that seven civilians (including three women) died – “the strike had targeted the north of the city in the area of al Marri school, near a bakery.” It added: “Abu Maaz al Raqqa told al Ummaya Press that ‘the raid targeted a residential neighborhood, in an area near a bakery, where there were long queues of civilians. Seven died and a large number were wounded.

“Wali Furat al Wafa, a media activist from Raqqa, told al Ummaya Press ‘there is no truth to what some activists claims that Russia is bombing Raqqa’, asserting that ‘coalition planes are the perpetrators of this massacre, as recently it does not care about the lives of civilians, as long as it it gets to its single minded goal of Daesh.’”

Ara News also blamed the Coalition, reporting that it had stepped up raids. According to the source “twenty civilians were killed by targeting Maari neighborhood and Al Qitar street near the workers’ housing east of the city. In the aerial bombing that targeted Al Qitar street nine civilians were killed, including women and children, and about ten were wounded”.

A report by Syrian Mirror put the death toll for the strike on the Maari are as high as ten – adding that a “second massacre” then took place on Qitar street (listed below). The also blamed the Coalition. However, one report, by Syrian Press Center, said that the regime was responsible, putting the death toll at five.

In their July 2017 civilian casualty report, the Coalition noted: “During a strike on an ISIS weapons storage facility, it was assessed that three civilians were unintentionally killed when they entered the target area after the munition was released.”

In July 2019 Coalition officials confirmed that their 2017 report was referring to this incident and provided Airwars with the location, accurate to within a 100 metre box.

Airwars assessment

Between three and ten civilians died in an alleged Coalition airstrike at noon on Sabkha, according to local media.

Baladi blamed the Coalition and put the death toll at three. According to Alrafed, more than ten non-combatants died, though the source didn’t identify the warplanes responsible. Alaraby, RFS, Shaam News Network and the Syrian Observatory for Human Rights all attributed the incident to the Coalition. Syriapost1 said that in addition to the three killed, three others were wounded.

At least ten civilians were killed by strikes in Anbar province, according to local sources.

Yaqein reported that 10 civilians were killed and others injured, including women and children by both Coalition and Iraqi Air Force planes.

One additional report, posted by @amsiiraq, referred to dozens of dead and wounded, and also cited the Coalition as well as government forces for the aerial attack west of Ramadi.

Airwars assessment

At least 10 civilians were killed in alleged Coalition airstrikes on Hamra Nasser village, according to local source Ahmad al Shibli.

Al Hassaka Rasd reported that “international coalition planes carried out a massacre in Hamra Nasser killing the family of Hamoud al Ali al Issa in its entirety”.

According to RFS, “The SDF forces took control of the village of Hamra Nasser 5 km east of al-Rigga after three days of clashes with elements of Dahesh and the support of the coalition air force forces, which led to the killing of an entire family”.

In their June 2020 civilian casualty report, the US-led Coalition assessed reports that they were responsible for civilian harm in this strike as “non-credible”, stating that no Coalition actions were conducted in the geographical area at that time.

For May 24th-25h, the Coalition reported: "Near Raqqah, 15 strikes [1 British] engaged 12 ISIS tactical units; and destroyed five fighting positions, four ISIS dump trucks, four vehicles, two artillery systems, a front-end loader, and a weapons cache." It added that "Near Raqqah, Syria, May 24, four strikes engaged an ISIS tactical unit; destroyed six fighting positions, a mortar system, and a vehicle."

"Wednesday 24 May – a Reaper attacked near Raqqa, whilst Tornados prosecuted four Daesh targets in Mosul…A Reaper, conducting surveillance south-west of Raqqa on Wednesday 24 May, kept watch on a small group of terrorists and was able to conduct a successful attack with a Hellfire missile. In Mosul, when advancing Iraqi security forces found themselves facing two buildings defended by a Daesh heavy machine-gun, a sniper team and at least one individual in a suicide-bomb vest, they called for assistance from a flight of Tornados. Our aircraft delivered a very precise simultaneous attack with two Paveway IVs which destroyed both terrorist strongpoints. The Tornados then hit a third terrorist position, again with a Paveway, whilst a second flight bombed a fourth position."
