Airwars assessment

Ten civilians were reported killed in an alleged Coalition airstrike in the Nahdah neighbourhood of Raqqa. Initially only reported on by one source, 3 of the victims were identified: Ahmad Al Tufi, also known as Lattoufi Lattoufi (adult, male), his wife and Layal Ramzi Ahmed Al Tufi (adult, female).

During investigations of this event for the April 2019 joint Airwars and Amnesty report War in Raqqa: Rethoric versus Reality (www.raqqa.amnesty.org), Amnesty field researchers named the other victims as well and could identify the location of the strike. The report notes: “An entire family of 10 – Six children aged between 13 years and 15 months, their parents, their bed-ridden grandmother and their 14-year-old cousin – were killed when their home was destroyed by a Coalition air strike at midday on 5 September 2017.”

Based on an interview with relative Mohammad Ahmad Al Tadfi, Amnesty’s field notes report: “The family was hiding in a six-storey building (5 floors and an attic) near the Imam Nawawi mosque and the Ibn Khaldoun school, opposite the villa of Dr. Ahmad Obeid. Mohammad’s [the interviewee] brother had a flat in the semi-basement where they died. The family had been unable to leave because Mohammad’s mother was a diabetic who could not be moved easily. However, the SDF forces were very close so Mohammad went out to try to find a way to them. He left the house at around 10am on the day in question. The strike occurred at around midday.

Mohammad added: “I visited my brother barely two hours before the tragedy. I had managed to find some insulin for my mother and I rushed over to bring it to her. I was planning to return later with my wife and children.”

The incident occured around midday.

For September 2nd – 3rd the Coalition reported “Near Raqqah, 19 strikes engaged five ISIS tactical units and destroyed five fighting positions, four logistics nodes, three IEDs, two staging areas, a mortar system, a vehicle, and a command and control node.” It also reported that “On Sept. 2, near Raqqah, five strikes engaged three ISIS tactical units and suppressed two fighting positions.” And that “On Sept. 2, near Raqqah, 10 strikes engaged 10 ISIS tactical units and destroyed a fighting position.” And in addition that “On Sept. 2, near Raqqah, 11 strikes engaged 10 ISIS tactical units and destroyed five fighting positions.”
For September 3rd-4th the Coalition reported: "Near Raqqah, 21 strikes engaged nine ISIS tactical units and destroyed 13 fighting positions, two pieces of ISIS communications infrastructure, two vehicles, a VBIED, a command and control node, and a logistics node." It also reported that "On Sept. 1, near Raqqah, five strikes engaged five ISIS tactical units." And that "On Sept. 2, near Raqqah, five strikes engaged three ISIS tactical units and suppressed two fighting positions."

Airwars assessment

Seven or ten civilians, mostly women and children, were reportedly killed by an airstrike on Al Mayadin.

According to Al Haddath, Coalition aircraft “launched air raids on residential areas in the eastern city of Mayadeen”, killing seven civilians, mostly women and children from the same family. This was reiterated by pro-regime outlet Tishreen. The Syrian Coalition reported a tally of 10 people killed, injuring dozens.

The Daraa Martyrs Documentation Office identified one of the reportedly killed women as Fatima Mohammad Reza Al-Kanakri. According to the center, she “died after being hit by an air strike of the international coalition”.

The Syrian Observatory for Human Rights confirmed “several strikes” on Mayadin, but did not identify a culprit or report any civilian casualties. The observatory noted that the “warplanes” targeted two houses, which were reportedly used by ISIS as a weapon storage facility.

It is important to note that Airwars researchers have also identified public reports of civilian harm as a result of airstrikes in al Mayadin on September 25th (S1350). Still, although the civilian harm events have similarities, local sources very specifically pinpoint both incidents a day apart.

In their August 2020 civilian casualty report, the US-led Coalition assessed reports that they were responsible for civilian harm in this strike as “non-credible”, stating that no Coalition actions were conducted in the geographical area at that time.

Ten named civilians died and “a large number more” were injured in an alleged airstrike on Granij, according to local media. One sources blamed Russia, while the rest attributed blame to the US-led Coalition.

According to Deir Ezzor 24, six non-combatants died when the Coalition “attacked the house of Elias Khader Al-Abdullah in the Al-Samra neighbourhood of the town of Granij. The deaths occurred during a raid targeting a house which IS were in. It led to the martyrdom of Elias and the death of many members of the organisation [ISIS].”

The source said that the death count was likely to rise due to “a large number of wounded”, adding that “the bombing caused the complete destruction of many houses”.

Step News Agency, also blaming the Coalition, reported that “the residents of the neighbourhood came to the aid of women who were wounded in the raid. The plane then returned and targeted the ambulance, killing all of them and wounding two others. The search continues under the rubble of survivors.”

VDC-SY was the only source that blamed Russian troops.

In an incident not previously tracked by Airwars, the Coalition later confirmed the deaths of ten civilians near Al Tabqah, Syria.

Their October 2017 report noted: “During a Coalition strike that engaged an ISIS tactical unit and destroyed an ISIS-held building, it was assessed that 10 civilians were unintentionally killed.”

This confirmed strike might relate to the strikes reported by Airwars that day (S522; S523 or S523a).

In July 2019 the Coalition provided Airwars with the location for this incident, accurate to within a 100 metre box.

Up to 10 civilians including a family of four died following air raids on Bokros, according to sources on the ground. The Syrian regime, Russia and the Coalition were all blamed.

According to Shaam News, “In the town of Bokros Coalition aircraft attacked houses belonging to civilians, which led to the death of four people, including two boys and a girl, in addition to the fall of the number of wounded.”

The Syrian Observatory blamed unspecified warplanes for the attack, while Smart News held the Assad regime responsible. Eldorar and Syria News Desk blamed Russia. According to the latter, “four civilians, including two children, were killed and seven others wounded, after Russian aviation raids targeting four residential sites in Bokros, which also led to the complete destruction of three houses and significant material damage to another four.”

Deirezzor24 put the death toll at 10 and also blamed Russia.

In their May 2020 civilian casualty report, the US-led Coalition assessed reports that they were responsible for civilian harm in this strike as “non-credible”, stating that no Coalition actions were conducted in the geographical area at that time.

According to various reports, 10 people were killed and 20 injured following an alleged Coalition strike at Qayyarah targeting by mistake civilians houses.

Al Qayyarah Now – which described the strike as accidental – said children were among the dead. The Arabi Asad blog said two families died. Other local reports described heavy shelling of the town, which was reportedly captured from ISIL two days later.

In the second of their March 2020 civilian casualty reports, the US-led Coalition assessed reports that they were responsible for civilian harm in this strike as “non-credible”, stating that the allegation provided insufficient information on the timing and location of the strike to make a determination.

In this incident, described as a “massacre”, alleged Russian cluster bombs killed between seven and ten civilians, including up to five children and one woman, and wounded up to dozens, as the village of Khan al-Subul, Idlib, was struck, local media reported.

Step News Agency reported how “the first massacre took place in the town of Khan al-Subul, killing more than 10 civilians, most of them women and children, in addition to tens of wounded (as a preliminary result), after targeting more than 4 cluster rockets.”

Other sources, such as the Syrian Network for Human Rights (SN4HR) said that the strike caused “at least seven civilians, including five children and a woman”. The Syrian Civil Defense, who put the death toll at nine, said that among these were three children.

The number of wounded spanned from “several” to “dozens”, the latter reported by Hadi Abdullah, who added that most of the wounded were children and women.

The majority of the known sources reported the cluster bombs were fired from four ballistic missiles. Orient news, for example, reported how “Russia committed a massacre of civilians in the town of Khan al-Sabil in rural Idlib during the targeting of the town with four long-range ballistic missiles.”

SN4HR published a photo of one of the long-range missiles that reportedly had been used.

All known sources pointed unanimously to Russia as the culprit.

Airwars assessment

Four civilian men – three from the same family – were named as killed by ‘Coalition air force shelling’ near Shadadi, after earlier reports of aircraft from the western alliance circling over the town. The death toll was later raised to 10 by some sources.

According to Qasioun the deaths occured after Coalition aircraft struck the Kabiba oil wells: “Several fuel tanks owned by civilians were left burning.”
