Five civilians died in an alleged Coalition airstrike on a field hospital in Tabaqa, according to the Smart News Agency.

Smart reported that “the city was subjected to more than 13 air strikes, which led to the destruction of a field hospital, killing seven people who were wounded inside the hospital, including five civilians, two nurses and two members of Islamic State, in addition to the injury of the IS doctor Abu Jawad al-Homsi.”

‘Sunday 30 April – Typhoons attacked a group of Daesh fighters west of Raqqa, while Tornados destroyed two Daesh buildings in Mosul…Sunday 30 April saw Typhoons once more flying in support of the SDF west of Raqqa, where they struck a group of Daesh fighters along the bank of the Euphrates. The Tornados then flew over Mosul, demolishing two Daesh-held buildings which the Iraqi ground forces had encountered.’

Airwars assessment

Two local sources reported that heavy shelling with mortars, artillery and missiles hit the 17 July neighbourhood in West Mosul. The violence reportedly led to the death of Alaa Abdel Moneim Hussein al-Nuaimi – also called Abu ‘Ala – who was married and had three children. He died after a mortar landed on his house in the neighbourhood.

Airwars assessment

One civilian male was reported killed in alleged Coalition airstrikes in Al Salhabiya Al Sharqiya village in western Raqqa.

Although all three said the victim was killed as a result of air raids, only Sharqiya Voice alleged the Coalition was responsible.

It reported that Coalition airplanes provided aerial cover to the YPG Kurdish militia units as they fought ISIL fighters in the area.

In December 2018, the Coalition announced that it had classed the event as non credible due to a lack of available evidence of civilian harm: “May 21, 2017, near al Salhabiya, Syria, via Airwars report. After a review of available information and strike video it was assessed that there is insufficient evidence to find civilians were harmed in this strike.”

Airwars assessment

At least two civilians were killed in a Coalition strike along the road between Raqqa and Deir Ezzor, according to local reports.

Raqqa is Being Silently Slaughtered reported the death of a man along with two others “following a Coalition raid on the main road between Raqqa and al Mansoura.”

Radiokull reported a higher figure of 5 killed along the road, but did not identify any of them.

The Syrian Observatory meanwhile reported only the death of one man along the roadway, but also blamed the Coalition. Other accounts put the death toll at 2, including a report posted by Tabaqa Media Center which identified a second victim.

In April 2019 the Coalition announced that it had classed this allegation of civilian harm as non-credible, noting: “After review of all available strike records it was determined that more likely than not civilian casualties did not occur as a result of a Coalition strike.”

In an incident not previously tracked by Airwars, on September 29th 2017 the Coalition said it had concluded an assessment on a self-reported claim of civilian harm “near Mosul, Iraq”. According to the Coalition report, “95. May 30, 2017, near Mosul, Iraq, via self-report: After a review of available information and strike video it was assessed that there is insufficient evidence to find that civilians were harmed in this strike.”

The Coalition shared the location of this assessed strike with Airwars. The military coordinates provided were: 38SLF3037224549. This correspondents with the Zanjili neighbourhood in Mosul. This matches the location of a separate strike reported by Airwars (I561).

Airwars assessment

Up to 30 civilians died and many more were wounded in an alleged Coalition airstrike on a gathering of civilians near boats which they were going to use to ferry them across the Euphrates River as they attempted to escape Raqqa, multiple local sources reported.

The Syrian Network for Human Rights said that at least 11 non-combatants had died, while Asharqiya Voice put the number at 15 with six more missing. Other sources – all of them blaming the Coalition – put the figure at 14.

Raqqa is Being Slaughtered Silently said that 17 were killed, reporting that the vicitms died after the Coalition allegedly struck “a gathering of boats and civilians near the old bridge”.

One resident of Raqqa told the New York Times that “coalition warplanes and drones had attacked ferries transporting vegetables across the Euphrates River into Raqqa, causing the deliveries to halt.”

According to Syrian Mirror, “On Monday, 5 June 2017, the United States-led coalition against the State [IS] organized a new massacre of civilians following air strikes targeting a civilian compound near the old Raqqa bridge.

Field activists said that an International Coalition fighter targeted a gathering of civilians at a boat stand carrying civilians to the opposite bank of the Euphrates River, resulting in a massacre of 17 civilians, in addition to the injury of many more.” The Syrian Observatory, also pointing towards Coalition, put the death toll at 21. All other sources also blamed the Coalition.

A former Air Force intelligence officer told the New York Times that “as civilians were trying to flee fighting in the city of Raqqa in June 2017, scores of people boarded makeshift ferries to cross the Euphrates River. He said the task force claimed the ferries were carrying enemy fighters, and he watched on high-definition video as it hit multiple boats, killing at least 30 civilians, whose bodies drifted away in the green water.” The incident described in this interview seems to match CS920.

In their monthly civilian casualty reports, the US-led Coalition has indicated that the credibility of this civilian harm allegation is in the process of being assessed.

‘Monday 5 June – Typhoons struck a Daesh-held building in eastern Raqqa, whilst Tornados hit two terrorist firing points in a building in Mosul…On Monday 5 June, two Typhoons, supporting Syrian Democratic Forces close to Raqqa, used a Paveway IV to strike a Daesh-held building in the east of the city itself. Tornados meanwhile continued operations over Mosul, and employed a pair of Brimstone missiles to deliver pinpoint attacks on two firing positions located in a large multi-storey building, where the terrorists had stationed a recoilless anti-tank gun and a machine-gun.’

2459/5000 'CHAMMAL ASSESSMENT OF SITUATION In Syria, on June 4, under pressure from the Syrian Democratic Forces (SDF), the terrorist organization abandoned the Baath Dam on the Euphrates (between Tabqah and Raqqah). It has carried out 58 firing missions in support of Iraqi units. The activity was particularly marked by the defense of the rear areas of the Iraqi Security Forces (ISF) because of the harassing actions of Daesh. For example, on 1 June, the force fired counter-battery fire to prevent mortars from attacking Iraqi units before destroying a defensive position of the terrorist fighters and then a command post.

ACTIVITÉS DE LA FORCE CHAMMAL Appui aérien au Levant Cette semaine, les aéronefs de l’opération Chammal ont réalisé 36 sorties aériennes dont 32 de reconnaissance armée ou d’appui au sol (CAS) et 4 de recueil de renseignements. 8 frappes ont été réalisées par les avions français en Irak et en Syrie. Elles ont toutes été conduites en appui des opérations au sol dans le cadre des opérations contre Daech à Mossoul et Raqqah Les appuis deviennent de plus en plus complexes à réaliser dans Mossoul compte tenu des combats qui se déroulent dans des zones fortement urbanisées et aux ruelles étroites et resserrées. Appui feu – TF Wagram La Task Force (TF) Wagram a poursuivi cette semaine ses missions en appui de la 15e division irakienne en charge la sécurisation des abords Nord-Ouest de la ville de Mossoul et notamment du secteur de Badush. Elle a réalisé 58 missions de tir en appui des unités irakiennes. L’activité a été plus particulièrement marquée par la défense des zones arrière des Forces de Sécurité Irakiennes (FSI) en raison des actions de harcèlement de Daech. Ainsi, le 1er juin, la force a effectué des tirs de contre-batterie pour empêcher des mortiers de prendre à partie les unités irakiennes avant de détruire une position défensive des combattants terroristes puis un poste de commandement.’

Airwars assessment

Twenty-one civilians reportedly died and 19 more were wounded in Coalition airstrikes and/or artillery shelling by unidentified parties in Raqqa, local media said.

The IS media agency, A’maq, published videos reportedly showing the shelling and aftermath of US strikes using white phosphorous on “neighbourhoods and markets” in the city. The videos are however no longer available.

According to Baladi, “the International Alliance renewed its shelling of the city of Raqqa with white phosphorus, on Friday, while the militias of the Syrian Democratic Forces broke into the Romaniya neighbourhood after taking control of the entire neighbourhood of Al-Sahahia west of the city.”

Other sources blamed artillery. Raqqa is Being Slaughtered Silently put the civilian death toll at 21, while Ahmad al Shibli said an additional 19 were wounded – most of them women and children – “following American artillery shelling”.

Al Raqqa Truth reported that artillery shells fell on the “al Panorama area near al Safa mosque”.

Airwars assessment

Three civilians including one child and one woman died in a Coalition air or artillery strike or SDF ground action on a home in the Mukhalafat area, south of al Nour mosque, in Raqqa, local media reported.

According to ALRaggaTruth, Mousa Mohammed Shaikhani‘s house was destroyed by “rocket-propelled grenades”. He died in the strike along with two other named civilians.

The Syrian Network for Human Rights was among other sources putting the death toll at three including one girl and one woman and blaming “SDF missiles”.

Raqqa is Being Slaughtered Silently published graphic images showing casualties and destruction of Raqqa on June 16th, though the pictures were not necessarily specific to this incident.

In February 2019, the Coalition assessed this event to be non-credible. Their report noted: “After review of all available strike records it was determined that more likely than not civilian casualties did not occur as a result of a Coalition strike.”

Friday 16 June – Typhoons bombed two Daesh positions in Raqqa, while Tornados and Typhoons attacked five positions in Mosul…Typhoons were again in action over Raqqa on Friday 16 June, when they bombed two further Daesh positions. Typhoons and Tornados, flying as mixed pairs, employed one Brimstone missile and four Paveway IVs to eliminate two machine-gun teams and three other Daesh strongpoints.’

For June 14th-20th, 19 strikes were made by French aircraft in Iraq and Syria. Most of them were carried out during the Battle of Mosul, in support of the Iraqi fighters engaged in the fighting to drive ISIL out of its positions in the North of the Medina. The other strikes were carried out in support of the fighting for the capture of Raqqah, and against flows of arms and fighters in Iraq and Syria.
