Airwars assessment

A girl was reported killed and a man injured when an airstrike was carried on a house in Al-Oudan district, north of Rutba, Anbar province, Iraq. The airstrikes were believed to be carried out by American forces.

The other members of the family were reportedly arrested but the reason remains unknown.

In July 2019 the Coalition announced that it had assessed this allegation of civilian harm to be non-credible. Their July 2019 civilian casualty report noted: “After a review of available information it was assessed that no Coalition actions were conducted in the geographical area that corresponds to the report of civilian casualties.”

A confirmed US airstrike took place in Bayda governorate on March 25th 2019, one of two on that day, a US Central Command spokesperson later told New America. According to a later CENTCOM press release, all US strikes in March 2019 targeted AQAP in Bayda governorate.

Multiple sources reported at the time that a drone, which many alleged to be American, had targeted pro-government forces in Hazmiyah district, Bayda, on that date. However this assignation of responsibility was contested, with both UAE and Houthi forces also blamed. Those reports are accounted for in event USYEMTr190.

Since there were no other known locally reported US strikes on March 25th, Airwars has created two separate US-declared events for March 25th – which are this incident, and USYEMTr192.

Airwars assessment

A number of US drone strikes reportedly targeted pro-government fighters in Hazmiya district in Bayda governorate, on March 25th 2019, killing at least five and injuring eight others.  A few sources instead indicated that a UAE drone had conducted the strikes, and one suggested that a Houthi ballistic missile was responsible for reported casualties.  Though some claimed that a strike had targeted “citizens” at a funeral, there were no known specific reports of civilian harm.

Local language news and social media sources, including Yemen Shabab and Mareb Press, indicated that a drone (which most alleged to be American) conducted several strikes against positions of the Hazmiyah Front, one of which destroyed a weapons store. Al Masirah reported that strikes took place at dawn and noon.

Those killed in the strikes were named by Aden Gad and others as Shamakh Mohammed Salem Al-Farawi, Ahmed Mansour Al-Shanhouz, Nasser Saleh Al-Farawi, Abdul-Ghani Al-Farawi, and Dabaj Al-Salmani. One source, Alwfaq News, suggested that, according to a local source, a strike took place at 2 PM, killing seven, but did not provide names.

According to these sources, the same or a separate drone reportedly then conducted a strike during the funeral of the victims of the initial raids. Some media sources, including Mareb Press and Aden Gad, described this strike as targeting mourning “citizens”, potentially indicating that they were civilians, though no sources reported that the strike resulted in casualties. According to Alwfaq News, a second strike on the same camp, which had been evacuated, resulted in no casualties. The strikes allegedly came days after pro-government forces in Hazmiyah had repulsed an attack from Houthi militias.

A Reuters correspondent, @MohammedGhobari, tweeted that a US drone strike had targeted a weapons store, but that the five reported fatalities instead resulted from a Houthi rocket strike nearby.  Yemeni journalist @m_alsallaly, tweeted that Emirati drones had conducted all of the alleged strikes, and suggested that 90% of those targeted had previously rejected Emirati offers to establish friendly militias.

A US Central Command spokesperson later told New America that two strikes in Bayda governorate were carried out on March 25th. In a press release, CENTCOM further suggested that all strikes in March 2019 targeted AQAP militants. AQAP fighters have been previously reported to have fought beside, and integrated into, pro-government forces.

Though there were no other known reported US strikes on March 25th, given the conflicted reports of responsibility for some or all of the strikes and casualties, this event has been assessed as contested. While it is possible that one or both of the declared US strikes referred to one or more of the mentioned actions within this event; two unique incident logs have been created (USYEMTr191, USYEMTr192) to reflect those declared US strikes.

Between seven and 10 belligerents, specifically member of the Iranian forces and their loyal militias, were killed and others were wounded in alleged Israeli strikes on Al sheikh Najar and near Aleppo airport around midnight between March 27/28, 2019.

Euphrates Post reported “Israeli planes targeted midnight on Wednesday with violent raids in the vicinity of Aleppo International Airport. Local media sources said that huge explosions were heard in the vicinity of Aleppo International Airport and Sheikh Najjar area, in conjunction with the escalation of the flames.” They added that according to the forces loyal to the regime, “the Israeli aircraft targeted some sites in the industrial area in Sheikh Najjar northeast of Aleppo, and limited damage to materials only.”

A tweet from @BabakTaghvaee identified the facilities struck as “a rocket manufacturing workshop at Sheikh Najar industrial zone, near the #Aleppo International Airport. It is reported that #IRGC was producing Fajr-5C precision guided rockets for #Syria Arab Army there. #Israel Air Force’s F-16D/Is & F-15Is dropped their SDBs on the #IRGC targets near #Aleppo from 45,000 to 51,000ft altitude.”

Syrian Arab News Agency also reported that “a number of industrial sites in Sheikh Najar industrial region” were hit with strikes and that damage was material only.

While various sources reported that the damage was material only, Step News Agency posted about “the sound of ambulances in several neighborhoods in Aleppo and news of casualties and casualties in the ranks of the regime and its militias as a result of the Israeli raids that touched the vicinity of Aleppo airport just before.” Syrian Observatory gave specific information that “at least 7 of the Iranian forces and their loyal militias have been killed, as a result of Israeli strikes against ammunition depots of the Iranian forces and their loyal militias, in Sheikh Najjar Industrial Area on the outskirts of Aleppo city, and the death toll may rise because there are some injured people.”

Jerusalem Post gave information that “according to the Syrian Human Rights Center, ten people died and the city of Aleppo in Syria is in chaos due to the “Israeli strike,” Maariv initially reported. The report is in contrast to official Syrian media reports that suggest Syrian air defenses defended the area.”

The Times of Israel reported that “Acting Foreign Minister Israel Katz on Thursday appeared to confirm that Israeli warplanes struck Iranian military targets outside the northern Syrian city of Aleppo overnight. In an interview with Israel Radio, Katz said that “as far as Iran knows, it’s Israel” that carried out the strike targeting a weapons depot, and went on to say that it was a “challenging” operation to perform.”

Aljazeera added that “the blasts caused an electrical blackout in Aleppo, the country’s second-largest city and a major industrial hub that bore the brunt of years of fighting and heavy Russian and Syrian aerial bombardment on its former rebel-held areas. Other attacks hit the vicinity of al-Nairab military airport on the outskirts of Aleppo in the second such attack on the installation used by Iranian troops in less than a year.”

One adult male civilian was wounded in alleged regime or Russian artillery shelling of Al Lataminah, according to local media.

The Smart News Agency, citing activists as its source, reported: “A civilian was wounded as a result of artillery shelling on the town of Latamna, north of Hama, the source of the Russian forces camp in the neighboring city of Halfaya”.

However Halab Today reported that the regime was also shelling with artillery.

Marsad  tweeted an image of “Yasser al-Hourani”, reporting that he was wounded by the regime.

AlAlam reported that “Syrian army units responded to the violation of the agreement by the terrorist groups to reduce the escalation and destroyed the dens and fortified points in the vicinity of the town of Latamna in the northern suburb of Hama.”
