A single source, the Smart News Agency, said: “Our reporter, quoting a local source, said that the warplanes likely belonging to Russia struck the western district of the eastern city of Palmyra with a rocket killing of a civilian and wounding two members of IS”.

In a further incident not previously tracked by Airwars, the Coalition said in its July report that an allegation on social media of civilian casualties at Old Mosul had been assessed as Not Credible.
According to the report “Feb. 19, 2017, near Mosul, Iraq, via social media report: No Coalition strikes were conducted on that day in the geographic area of the reported civilian casualties. The closest strike to the report of possible civilian casualties was approximately a kilometer away. After a review of available information and strike video it was assessed that there is insufficient information available to determine if civilians were present or harmed in strikes in that area.”
Coalition officials said the alleged event took place in the vicinity of 36.343614, 43.122010 near the al Noree al Kaber mosque in Old Mosul. Airwars has been unable to identify any social media report for the day relating to such an incident.

One civilian was injured following an alleged Coalition drone strike on a vehicle on the road of Darkoush al jamiliya, according to local sources. Some sources suggested that this was a militant car.
Idlib Media Center, reported that “a civilian was wounded after his car was targeted by a coalition drone”.
Al amawi, Jisr media and Step all said that a drone targeted a car injuring one civilian, though they didn’t say who was responsible.
Ara news reported: “the field activist, Ahmed Saeed, from Idlib countryside told ARA News that international coalition aircraft targeted carried out two raids on a military vehicle belonging to Tahrir al Sahm on the road between the village of Jamilla and the town Darkoush.”
Both SNN and Syrian Press Center also attributed the incident to the Coalition, reporting no deaths but the injury of one non-combatant.

The Coalition didn’t publicly report any strikes in Idlib governorate for February 18th-20th.
One civilian died and two others were injured in an alleged Coalition airstrike on the villages of Khatouniya and al Salhabiya, according to a single source.
Smart reported that “a local source said Coalition aircraft bombed the villages of Khatouniya and Salhabiya in the western Raqqa countryside which resulted in the killing of one civilian and injuring two shepherds in the area one of them is in a serious condition.”

For February 18th-19th, the Coalition reported: “Near Ar Raqqah, 10 strikes engaged seven ISIS tactical units and destroyed four oil storage tanks, three fighting positions, two ISIS-held buildings, two vehicles, a weapons cache, an oil refinement still and a communications station.” For February 19th-20th, they reported: “Near Ar Raqqah, eight strikes engaged five ISIS tactical units and destroyed two ISIS headquarters, a vehicle, a command and control node, a VBIED, a VBIED facility, an artillery system, and a tunnel.”
In an incident previously untracked by Airwars, the Coalition stated in April that its aircraft had not been involved in a civilian casualty event alleged by an NGO.

For February 18th-19th, the Coalition reported: “Near Al Bab, three strikes engaged three ISIS tactical units and destroyed a fighting position and a vehicle.”
Up to seven civilians – of whom four were named – died and as many as eight others were wounded in an air or artillery strike on Nasib, according to local media. While most sources blamed Russia, there were also several allegations against the Assad regime.
According to Ara, “Russian warplanes targeted the vicinity of the hospital with several air raids using high-explosive space rockets. This destroyed the hospital building and was followed by artillery shelling targeting the the building directly. The hospital was completely put out of service”.
LCCSY put the death toll at four, including a woman, a young man and two children – and blamed Russian raids for the civilian harm.
However, according to the Syrian Network for Human Rights, Syrian warplanes were responsible for the event.
A number of other sources blamed both Russia and the regime. For example, the Smart News Agency referenced “artillery shelling by regime forces and air raids likely conducted by Russian warplanes, focusing on the perimeter of the hospital, killing four civilians and wounding eight others”.
The Syrian Observatory for Human Rights gave the highest death count (of seven, including three women), but didn’t name the culprit.

Between three and 13 civilians died in an alleged Russian airstrike on Tal Maez, according to sources on the ground.
According to the Syrian Network for Human Rights, “four civilians, including two children and a woman, died when suspected Russian warplanes missiles fired on Tal al Mo’ez village in Aleppo governorate eastern suburbs, February 19, 2017.”
On February 19th, LCCSY reported “13 martyrs from #Aleppo, [and that] most of them passed away in the Russian airstrikes on #Tal_Maez.”.
The Violations Documentation Centre listed three unidentified adult males as killed by “Russian troops”.
