At least two civilians, one man and one woman, were killed and others were wounded in airstrikes on the town of Palmyra in the eastern Homs countryside. According to @journalhader and the Local Coordination Committee of Syria, the airstrikes were carried out by Russian warplanes. The two air raids reportedly struck the main square and market area in the central part of Palmyra.

A civilian male named as Mohammad Khaled al Brak from the village of Arjoun near Qusair was reported killed in a ‘Coalition strike.’
A martyr’s page for Qusair reported: “Mohammad Khaled al Brak from Arjoun village in al Qusair – martyred 10/2/2017 in a raid by the treacherous coalition planes.” VDC also reported his death and attributed it to the Coalition.

A reported Coalition airstrike on a gas station at Hunaida killed four civilians, according to local reports.
Syrian PC and Smart News identically noted that “Warplanes thought to belong to the coalition targeted Abo Saleh Al-A’lwewi petrol station in Hunaida village which is under IS control which killed four civilians and wounded eight, and burned three cars.”

Local sources said that three children and a woman were killed and and five other people were injured after Coalition airstrikes targeted the Hatra region, south of Mosul.
Yaqein said its sources added that “the bombing also caused significant damage to a number of civilian houses in the affected areas.”
While all sources blamed the Coalition, Yaqein said government aircraft had also participated in the attack.
In September 2019 the Coalition announced that it had classed this allegation of civilian harm as non-credible. Their monthly civilian casualty report noted, “After a review of all available records it was determined that, more likely than not, civilian casualties did not occur as a result of a Coalition action.”

February 10, 2017, in Hatra, Iraq, via Airwars report. After a review of all available records it was determined that, more likely than not, civilian casualties did not occur as a result of a Coalition action.
Near Mosul, it reported for Febuary 9th-10th the Coalition publicly stated: “Near Mosul, four strikes, engaged an ISIL tactical unit and an ISIL mortar team; destroyed a vehicle and a VBIED; damaged eight supply routes; and suppressed 15 mortar teams.”
In a previously unreported incident, local eyewitnesses told Amnesty International researchers of an event at Tal Roman in ‘mid February’ which killed eight civilians. The description of a ‘smart missile’ indicated a Coalition action.
According to a detailed incident report shared with Airwars: “The house behind our house was hit in the middle of February [not sure of the date]. 8 people died – the whole family. They were having lunch on the terrace on the roof [in that little house thing on the roof]. It was a smart missile that hit them, and I am sure of that. Before the missiles hits, there is a whistle – not like the mortars. I went to the place 10 minutes later, and the family was in pieces, and the [small roof house] was destroyed. All I could see was pieces of their flesh – there weren’t even enough body parts to collect. The house was right next to Saffi Rahman Mosque. That mosque was destroyed in a different strike.
When we escaped, already the neighbourhood had been hit many times with strikes. There were so many attacks that you can’t even count them. The ISF started using the “bareena” rockets, which drill down into the ground.
It’s fine if they destroy the streets and the intersections, but they shouldn’t have been hitting the neighbourhoods and the houses, where the families were staying.
IS would be in the neighbourhood on their motorbikes and their cars, and then 10 minutes later they would disappear. They could move easily through the openings in the house, and they would come and go.
They were not talking to us, except to tell us that we could never leave. If you disobey them, you will face three punishments – beating, prison, or execution. They would just go through the houses as they wanted. They would stay for 5 days, or 10 days, and then change. After they leave, the airstrike would come, and the families would die.”

Four civilians were reportedly killed and seven injured in a night time Coaltion strike on al Rahiat near Raqqa.
According to Smart News “warplanes bombed, late on Thursday night, the band 17, al Assadiya farm and Al Rahiat, north of Raqqa, killing four civilians, including two women, and injuring seven others, including children, were killed, all by shelling on Rahiat.” It was the only agency to report civilian casualties.
