Airwars assessment

Four civilians were reported killed and other injured in a confirmed Coalition strike on al Tabaqa.

According to the Euphrates Post “four people were martyred including two children and two others injured following international coalition raids on al Tabaqa.”

Raqqa is Being Slaughtered reported major destruction in the town, noting that the strikes targeted the First neighbourhood [Al Hayy al Awwal].

In November 2017 the Coalition accepted responsibility for this event. Their monthly civilian casualty report noted: “During a Coalition strike that destroyed one building being used as a Daesh headquarters, it was assessed that four civilians were unintentionally killed and two civilians unintentionally injured.”

In July 2019 the Coalition provided Airwars with the location for this incident, accurate to within a 100 metre box.

The Syrian network for Human Rights wrote that “the child Hassan Al Jaboli, age 12, died from Euphrates Shield artillery shells fired on Al Bab city in the Aleppo governorate.”

Airwars assessment

A confirmed US airstrike on a militant group reportedly linked to Al Qaeda also possibly killed or injured a number of civilians.

According to Step News, 12 or more members of new group Hai’at Tahrir al Sham were killed in a raid targeting a meeting on the edges of Sarmin.

As Step News explained, “Hai’at Tahrir al Sham was formed on 28th of the past month under the leadership of Abu Jaber al Sheikh and it includes many factions most notably Fatah al Sham Front and Nour al Din al Zanki movement, and came after the attacks carried out by the front on several factions in rural Idlib and Aleppo, notably Soukour al Sham which has recently come  under the banner of Ahrar al-Sham movement.”

While most reports said only fighters died, both LCCSY and Ara News also reported civilian casualties.

The Pentagon confirmed on February 8th that it had carried out the attack, though made no reference to civilian harm.

In its monthly civilian casualty report for October 2019 – published on December 5th of the same year – the US-led Coalition assessed this event as ‘non credible’, noting: “February 3, 2017, in Sarmin, Syria, via Airwars report. After a review of all available records it was determined that, more likely than not, civilian casualties did not occur as a result of a Coalition action. 2475/S422 37SBV948575”.

The Coalition published a location for the assessment identifying to within 100 metres the area where it had focused its review.

Airwars assessment

Up to seven civilians were killed and 28 injured in an alleged Russian airstrike on Al-Mayadeen, in the countryside of Deir Ezzor, according to local media.

The source Sharqiya Voice reported: “Russian MOD says that five planes targeted IS positions in al Mayadeen. The Sharqiya correspondent confirmed that the areas targeted were civilian with no connection to IS.”

The death toll varied across sources, Al Jazeera stated as many as seven died whilst 7al reported that there was only one death – both cited dozens of injuries.

Shariqya Voice reported that 28 were wounded in the attack.

An RT report included: “A statement issued by the Russian Defense Ministry [which] said: ‘Long-range bombers  (T-22M3) after they took off from Russian territory, and crossed the Iranian and Iraqi airspace, conducted an air strike, on terrorist sites in the city of Mayadeen, in the countryside of Deir al-Zour…The target of the air strike was huge warehouses of arms and ammunition’.

Airwars assessment

Several sources alleged that US battleships bombarded the area of Al Khabr in al-Maraqisha, Abyan governorate, on February 2nd 2017, where AQAP militants were allegedly based. There were no reported civilian or combatant casualties.

One anonymous Yemeni government official, speaking to Reuters, said that “ships fired several missiles towards the al-Maraqisha mountains, where al Qaeda elements are based. The ships are widely believed to be Americans.  We have received no information on the outcome of the shelling”.

According to the Washington Times, “government officials” told the Associated Press that the area had been shelled by US warships for five consecutive days, though no further sources corroborated this claim, except for some local language reports of US naval shelling on February 1st.  Sky News Arabic reported that “local sources” had alleged US naval strikes in the area.  According to Reuters, the “al-Maraqisha mountains are a key al-Qaeda stronghold in Southern Yemen”, after militants were driven there when Zinjibar and Jaar fell to Yemeni government forces in 2016.

US Pentagon spokesperson Captain Jeff Davies denied US involvement in the naval shelling, Reuters reported.  One source indicated that tribal sheikh Faisal Mohammed Baleedi also denied any bombing in the region, while Al Mushahid reported that an anonymous “security source” had additionally denied that shelling was taking place.

The incident occured in the morning.
