Combined Joint Task Force – Operation Inherent Resolve and its partners continue to strike Daesh targets in designated parts of Syria and Iraq.

Ongoing operations by Iraqi Security Forces and Syrian Democratic Forces, supported by CJTF-OIR efforts, demonstrate that much work remains to defeat Daesh here. OIR and its partners continue to remove Daesh from the battlefield and prevent the terrorist group’s ability to regroup and resume its capacity to threaten citizens of all nations.

Coalition airstrikes killed one senior Daesh leader in Syria in November, and another in December 2017, as well as killing four senior Daesh leaders in January 2018. The removal of these key terrorists disrupts Daesh’s leadership and information dissemination activities, reducing the terrorist group’s ability to plan and conduct terrorist attacks both within Syria and Iraq, and abroad.

Shaykh Abu Anas al Furati, a Daesh senior military commander, and two Daesh members were killed by a Coalition airstrike Nov. 27, 2017 near Hajin, Syria. Furati was responsible for coordinating Daesh attacks within Syria. His death further impairs Daesh command and control capabilities and reduces its ability to conduct terrorist activities in the region.

Abd al-Rahman Filipini, a Daesh military leader, was killed by a Coalition airstrike Dec. 13, 2017 near Hajin, Syria. An additional Daesh member was also killed during the strike.

Thursday 1 February – Tornados destroyed a heavy machine-gun position, whilst a Reaper struck three further terrorist positions…Several coalition aircraft, including an RAF Reaper and two Tornados, supported the SDF as they cleared a village of terrorists on 1 February. Depuis le début de sa mission, la TF Wagram, a réalisé 1615 missions de tirs.

Les bases aériennes en Jordanie et aux EAU en appui des opérations

Cette semaine, l’activité aérienne a permis d’assurer des missions de renseignement et d’appui au profit des forces de sécurité irakiennes et des forces démocratiques syriennes.

Au sein de la coalition contre Daesh, le CAOC (Combined Air Operations Center), basé au Qatar, est chargé de la planification et de la conduite des missions de l’ensemble des moyens aériens. Ce centre opérationnel, au sein duquel est inséré un détachement français, gère notamment les missions de « frappes d’opportunité », c’est-à-dire l’appui des troupes au sol réalisé par les patrouilles d’avions alliés.

Ce type de frappes n’est réalisé qu’à la suite d’un processus extrêmement normé. La demande, qui vient d’un spécialiste sur le terrain, est envoyée au CAOC qui décide de confier la mission à une des patrouilles d’avions de chasse en vol au-dessus du théâtre à cet instant. Lorsque les chasseurs français sont susceptibles d’être engagés la demande est examinée par une équipe de trois experts français: le LEGAD (Legal Adviser ou conseiller juridique) et l’expert en armement, dit « weaponeer », sont les deux piliers sur lesquels s’appuie le Red Card Holder (RCH) pour prendre la décision finale.

La tâche de ce dernier est de s’assurer que la frappe est conforme aux règles d’engagement nationales. Sans son accord, la demande d’engagement est annulée. « Au moment où la demande arrive, nous nous isolons tous les trois dans une salle spécifique », relate le lieutenant-colonel Richard, RCH au Qatar pour l’opération Chammal. Le weaponeer calcule les dégâts humains et matériels potentiellement causés par le bombardement, en fonction de l’armement utilisé. Il travaille aussi en étroite collaboration avec le LEGAD pour être sûr que les principes du droit international sont respectés.

C’est à partir de ce travail que le RCH décide d’autoriser ou de refuser la frappe. « L’objectif de la France est de ne faire aucun mort civil », précise le RCH. De même, si la demande concerne la destruction d’un pont ou d’une route, le possible impact sur les conditions de vie des populations est évalué, et la demande sera refusée si celui-ci est jugé disproportionné au regard de l’effet militaire recherché. Aux côtés des Américains, la France est le seul pays de la coalition à disposer de sa propre méthodologie pour évaluer les dégâts potentiels.

Au sein de la coalition contre Daesh, le CAOC (Combined Air Operations Center), basé au Qatar, est chargé de la planification et de la conduite des missions de l’ensemble des moyens aériens. Ce centre opérationnel, au sein duquel est inséré un détachement français, gère notamment les missions de « frappes d’opportunité », c’est-à-dire l’appui des troupes au sol réalisé par les patrouilles d’avions alliés.

Ce type de frappes n’est réalisé qu’à la suite d’un processus extrêmement normé. La demande, qui vient d’un spécialiste sur le terrain, est envoyée au CAOC qui décide de confier la mission à une des patrouilles d’avions de chasse en vol au-dessus du théâtre à cet instant. Lorsque les chasseurs français sont susceptibles d’être engagés la demande est examinée par une équipe de trois experts français: le LEGAD (Legal Adviser ou conseiller juridique) et l’expert en armement, dit « weaponeer », sont les deux piliers sur lesquels s’appuie le Red Card Holder (RCH) pour prendre la décision finale.

La tâche de ce dernier est de s’assurer que la frappe est conforme aux règles d’engagement nationales. Sans son accord, la demande d’engagement est annulée. « Au moment où la demande arrive, nous nous isolons tous les trois dans une salle spécifique », relate le lieutenant-colonel Richard, RCH au Qatar pour l’opération Chammal. Le weaponeer calcule les dégâts humains et matériels potentiellement causés par le bombardement, en fonction de l’armement utilisé. Il travaille aussi en étroite collaboration avec le LEGAD pour être sûr que les principes du droit international sont respectés.

C’est à partir de ce travail que le RCH décide d’autoriser ou de refuser la frappe. « L’objectif de la France est de ne faire aucun mort civil », précise le RCH. De même, si la demande concerne la destruction d’un pont ou d’une route, le possible impact sur les conditions de vie des populations est évalué, et la demande sera refusée si celui-ci est jugé disproportionné au regard de l’effet militaire recherché. Aux côtés des Américains, la France est le seul pays de la coalition à disposer de sa propre méthodologie pour évaluer les dégâts potentiels.

The Wagram Task Force continues its support security operations in the Euphrates Valley. This week, two firefighting missions were carried out for the benefit of the Iraqi security forces. This week, the air activity provided intelligence and support missions for the Iraqi Security Forces and Syrian Democratic Forces.
