On 04 Aug, Australian F/A-18 Hornets supported Iraqi forces during operations in Rawah. The Australian aircraft struck a Daesh Vehicle Borne Improvised Explosive Device (VBIED) with a guided munition.

Friday 4 August – Typhoons struck an ammunition factory and three sniper positions in Raqqa…An improvised ammunition factory had been identified in a large single-storey building in Raqqa, and this was struck with two Paveway IVs from Typhoons on Friday 4 August. The Typhoons then conducted two further strikes with Paveways against sniper positions, while a second Typhoon flight dealt with a third sniper team.

Combined Joint Task Force – Operation Inherent Resolve Monthly Civilian Casualty Report

SOUTHWEST ASIA- In the month of June, CJTF-OIR carried over 180 open reports of possible civilian casualties from previous months and received 72 new reports resulting from Coalition strikes in support of partner force operations to defeat ISIS in Iraq and Syria. Additionally, the Coalition began the assessments of 304 historical reports of possible civilian casualties received from Airwars.org. During this period, the Coalition completed the assessment of 132 reports, of which 121 were assessed to be non-credible and seven were assessed to be credible, resulting in 21 unintentional civilian deaths. Four reports were assessed to be a duplicates of previous reports. To date, based on information available, CJTF-OIR assesses that, it is more likely than not, at least 624 civilians have been unintentionally killed by Coalition strikes since the start of Operation Inherent Resolve. A total of 424 reports were still open and being assessed at the end of the month. Coalition strikes are defined as ground artillery or air strikes conducted as part of the Coalition Air Tasking Order.

CJTF-OIR takes all reports of civilian casualties seriously and assesses all reports as thoroughly as possible. Although we are unable to investigate all reports of possible civilian casualties using traditional investigative methods, such as interviewing witnesses and examining the site, the Coalition interviews pilots and other personnel involved in the targeting process, reviews strike and surveillance video if available, and analyzes information provided by government agencies, non-governmental reports, partner forces, and traditional and social media. In addition, the Coalition considers new information when it becomes available in order to ensure a thorough and continuous review process.

To date, based on data between August 2014 and June 2017, the Coalition conducted a total of 22,983 strikes that included 48,636 separate engagements. During this period, the total number of reports of possible civilian casualties was 1101. The total number of credible reports of civilian casualties during this time period was 151. The percent of engagements that resulted in a report of possible civilian casualties was 2.26%. The percent of engagements that resulted in a credible report of civilian casualties was .31%.

After a thorough review of the facts and circumstances of each civilian casualty report, CJTF-OIR assessed that the following 121 reports are non-credible. Non-credible means that at this time there is not sufficient information available to assess that, more likely than not, a Coalition strike resulted in civilian casualties.

Although the Coalition takes extraordinary efforts to strike military targets in a manner that minimizes the risk of civilian casualties, in some incidents casualties are unavoidable. Seven reports were assessed to be credible resulting in the unintentional death of 21 civilians.
A credible assessment means it is more likely than not a Coalition strike resulted in a civilian casualty. In each of the incidents below, the investigation assessed that although all feasible precautions were taken and the decision to strike complied with the law of armed conflict, unintended civilian casualties unfortunately occurred.

1. Nov. 14, 2015, near Raqqah, Syria, via self-report: During a strike on an ISIS vehicle, after reviewing post-strike video, it was assessed that three civilians were unintentionally killed and one was injured.

2. March 3, 2017, near Mosul, Iraq, via media report: During a strike on an ISIS machine gun position engaging ISF, it was assessed that five civilians, not previously observed during the engagement, were unintentionally killed.

3. May 8, 2017, near Tabqah, Syria, via self-report: During a strike on an ISIS headquarters, after reviewing post-strike video, it was assessed that one civilian, who was not observed near the target during the engagement, was unintentionally injured.

4. May 10, 2017, near Dayr Az Zawr, Syria, via self-report: During a strike on an ISIS headquarters, after reviewing post-strike video, it was assessed that one civilian was unintentionally killed.

5. May 11, 2017, near Raqqah, Syria, via self-report: During a strike to crater roads used by ISIS VBIEDs, it was assessed that one civilian was injured when his vehicle entered the target area after the munition was released.

6. May 12, 2017, near Raqqah, Syria, via self-report: During a strike on an ISIS VBIED, after reviewing post-strike video, it was assessed that two civilians, not previously observed during the engagement, were unintentionally killed.

7. May 12, 2017, near Raqqah, Syria, via social media report: During a strike on ISIS fighters, it was assessed that 10 civilians were unintentionally killed in a building adjacent to the target.

On Aug. 2, Coalition military forces conducted 27 strikes consisting of 33 engagements against ISIS terrorists in Syria and Iraq.

In Syria, Coalition military forces conducted 21 strikes consisting of 26 engagements against ISIS targets.

*Near Abu Kamal, three strikes destroyed three ISIS oil storage tanks, three well-heads, an oil pump, and a front-end loader.

*Near Al Shadaddi, four strikes destroyed two ISIS-held buildings, a staging area, and a vehicle; and damaged an ISIS headquarters.

*Near Raqqah, 14 strikes [1 British] engaged 10 ISIS tactical units and destroyed nine fighting positions, two vehicles, a supply cache, a VBIED, a mortar position, an ISIS UAS site, and a generator.

In Iraq, Coalition military forces conducted six strikes consisting of seven engagements against ISIS targets.

*Near Al Huwayjah, one strike destroyed a VBIED facility.

*Near Al Qaim, one strike destroyed two ISIS-held buildings and a staging area.

*On Aug. 1, near Kisik, Iraq, one strike illuminated an area.

*On Aug. 1, near Tal Afar, Iraq, one strike destroyed an IED facility.

Wednesday 2 August – Typhoons destroyed a Daesh strongpoint in Raqqa…Typhoons provided further close air support to the SDF on Wednesday 2 August; they found themselves coming under sustained heavy machine-gun and sniper fire from a building in Raqqa, but were able to pinpoint the Daesh position, allowing our aircraft to attack with a Paveway IV.

OPÉRATION CHAMMAL

SITUATION

En Syrie,

Dans la ville de Raqqah, la progression des Forces Démocratiques Syriennes (FDS) se fait difficilement face à l’utilisation massive d’engins explosifs improvisés (IED) par Daech. Cependant, les avancées ont permis de poursuive un mouvement de tenaille au sud de la ville faisant se rapprocher les fronts Est et Ouest, et resserrant l’étau sur les combattants de Daech. Ces derniers poursuivent une défense dure et s’appuient sur de solides positions défensives dans la ville, pour tenter de mener des contre-attaques régulières et des actions de harcèlement.

En Irak,

Les opérations de nettoyage et de sécurisation de Mossoul se poursuivent dans une ville extrêmement polluée de pièges à base d’IED. Plus à l’ouest, dans la région de Tal Afar, Daech mène de nombreuses actions de harcèlement contre les positions des Forces de Sécurité Irakiennes (FSI).

Ailleurs en Irak, Daech poursuit ses actions de diversion et de harcèlement en particulier dans les régions de l’Anbar et d’Hawijah.

ACTIVITÉS DE LA FORCE

Cette semaine, les aéronefs ont réalisé 31 sorties aériennes dont 27 de reconnaissance armée et d’appui au sol (CAS), ainsi que 4 missions de recueil de renseignement. Une frappe a été conduite dans la région de Rawah et a permis de détruire un site de stockage de véhicules renforcés et chargés d’engin explosifs (VBIED).

La Task Force (TF) Wagram a mené de son côté 6 missions de tir d’éclairement en appui de la 15e division pour prévenir les infiltrations ennemies sur les positions irakiennes.

Le bilan global de l’activité aérienne depuis le 19 septembre 2014 s’élève 1325 frappes, 2093 objectifs détruits et 6888 sorties.
