CJTF-OIR Strike Summary August 1 – August 31, 2019

SOUTHWEST ASIA – Combined Joint Task Force – Operation Inherent Resolve and its partners continue to target and pursue the enduring defeat of Daesh.

CJTF-OIR and partner forces have liberated nearly 110,000 square kilometers (42,471 square miles) from Daesh. As a result, 7.7 million people no longer live under Daesh oppression.  CJTF-OIR remains committed to the enduring defeat of Daesh to improve conditions for peace and stability in the region and to protect all our homelands from the Daesh terrorist threat.

Strike Summary

Between August 1 and August 31, 2019, CJTF-OIR conducted 24 strikes consisting of 28 engagements against Daesh targets in Iraq. CJTF-OIR engaged 33 Daesh tactical units, destroyed 12 tunnels, 10 fighting positions, three bed-down locations, two buildings, one vehicle, one boat, and one trench.

Between August 1 and August 31, 2019, CJTF-OIR conducted two strikes consisting of two engagements against Daesh targets in Syria. CJTF-OIR engaged six Daesh tactical units.

CHAMMAL

SITUATION MILITAIRE DU THÉÂTRE

L’opération Chammal, volet français de l’Opération Inherent Resolve, poursuit sa mission de lutte contre Daech et continue à appuyer les Forces Démocratiques Syriennes (FDS) et les Forces de Sécurité Irakiennes (FSI).

En Irak, dans le Nord-Est syrien et dans la Moyenne Vallée de l’Euphrate, la situation sécuritaire est stable. Les FSI comme les FDS y poursuivent leurs différentes opérations de ratissage et de sécurisation contre les cellules clandestines de Daech.

ACTIVITÉ DE LA FORCE

La France poursuit son engagement au sein du pilier appui de la coalition à travers la poursuite des opérations aériennes, et au sein du pilier « formation ».

Du 24 au 27 août, la Task Force (TF) Narvik a entraîné 38 officiers-élèves de la promotion 2019 de l’Iraqi Counter Terrorism Service (ICTS) aux techniques du combat au corps à corps dans le cadre de sa mission d’appui à la formation au sein de la Coalition.

C’est à la demande de l’ICTS que la TF Narvik a monté ce stage de quatre semaines au profit des futurs lieutenants des unités de contre-terrorisme qui seront engagés dans les actions les plus sensibles de la lutte contre Daech. Des sessions d’entraînement ont ainsi été mises en place pour qu’ils apprennent à neutraliser un adversaire au contact, dans un espace clos, compétence indispensable notamment en milieu urbain.

Les trois premiers jours d’entraînement ont été consacrés aux techniques pieds-poings. Le port d’un gilet pare-balles nécessite en effet la maîtrise de défenses et de frappes adaptées.

Dans un second temps, les 38 lieutenants ont été formés aux techniques de dégagement au sol et à la maîtrise d’un ennemi. Le poids des équipements utilisés en opération apparaît alors comme une opportunité pour immobiliser efficacement un adversaire au sol, mais qui nécessite des postures adaptées pour faire face au risque de chute.

Un exercice de restitution a permis de mettre en application toutes les techniques développées au cours ces trois jours d’entrainement intensifs. Dans le scénario de ce test, un bâtiment est tenu par l’ennemi et chaque stagiaire doit progresser dans les différentes pièces en neutralisant les menaces rencontrées les unes après les autres. L’intensité de cette restitution a contraint les stagiaires à mobiliser l’ensemble de leurs compétences par réflexe, et a permis de tester leurs automatismes et prises de décision sous pression. Les instructeurs Français analysent leurs réactions et préparent les axes d’amélioration à intégrer dans les entraînements à venir.

En partageant ainsi leurs savoir-faire techniques, les instructeurs français de l’opération Chammal répondent aux besoins de l’ICTS en proposant des formations et entraînements adaptés aux missions de contre-terrorisme qui participent à l’efficacité des forces spéciales irakiennes engagées en permanence dans le combat contre Daech.

Dans le cadre du pilier formation de l’opération Chammal, volet français de l’opération Inherent Resolve, les instructeurs de la TF Monsabert appuient les forces de sécurité irakiennes dans toutes les composantes de leur action.

Les instructeurs de la TF Monsabert organisent ainsi régulièrement des formations multi-domaines au profit de la 6e division d’infanterie irakienne et de l’école d’artillerie irakienne. Ces stages permettent de travailler plusieurs domaines de compétences en lien avec les besoins opérationnels du partenaire irakien.

Pour la toute première fois La Task Force (TF) Monsabert a été sollicitée par le Baghdad Operation Command (BOC) pour dispenser un stage de perfectionnement multi-domaines au profit de son unité de protection du 18 août au 6 septembre. Cet aspect « multi domaines » constitue une particularité pédagogique des instructeurs Français.

Les stagiaires de trois sections s’exercent donc à mobiliser les savoir-faire du combat en zone urbaine (combat ZUB), du secourisme au combat, du tir ou encore de la lutte contre les explosifs improvisés (IED) dans un même exercice. Entourés et conseillés par les instructeurs français, ils simulent une opération, pour laquelle les différentes actions doivent être coordonnées et s’enchaîner avec précision.

Les aéronefs français basés en Jordanie et aux Émirats arabes unis poursuivent leurs actions contre Daech, au sein de la Coalition. Cette semaine, les Rafale et l’ATL2 engagés dans l’opération Chammal ont réalisé 26 sorties aériennes.
