L’opération Chammal, volet français de l’Opération Inherent Resolve (OIR), poursuit sa mission de lutte contre Daech et continue à appuyer, en Syrie, les Forces Démocratiques Syriennes (FDS), et en Irak les Forces de Sécurité Irakiennes (FSI).

On Monday, June 24th, two Rafales oconducted a planned strike mission in Iraq as part of Operation Inherent Resolve. This was conducted in cooperation with several other nations of the Coalition.

CHAMMAL : Frappe planifiée contre Daech menée par les Rafale au Levant

Le lundi 24 juin, deux Rafale de la Base aérienne projetée (BAP) au Levant ont réalisé une mission de frappe planifiée en territoire irakien dans le cadre de l’opération Inherent Resolve de lutte contre Daech. Retour sur la préparation et la conduite de cette opération aérienne menée en coopération avec plusieurs autres nations de la Coalition.

Planification de la mission : une étroite collaboration avec les nations engagées au sein de l’opération Inherent Resolve

De nombreux préparatifs sont nécessaires pour analyser et planifier cette frappe dans les moindres détails. Le choix de l’objectif est en premier lieu analysé et validé par le Joint operation center à Bagdad à travers un processus de ciblage très rigoureux et précis. Le dossier est ensuite transmis au centre de commandement des opérations aériennes (Combined air operations center – CAOC) au Qatar qui va planifier la frappe et attribuer les moyens aériens nécessaires pour détruire l’objectif. Dans ce cas précis des Eurofighter avec leurs pods de reconnaissance caractériseront au préalable la cible avant que des Rafale français ne la détruisent appuyés par la présence d’un Reaper au-dessus de l’objectif. L’interopérabilité et la coopération entre les parties prenantes des nations participantes sont essentielles pour la réussite de la mission qui consiste cette fois à détruire une cache utilisée par des combattants de Daech pour y stocker des armements et fabriquer des engins explosifs improvisés (Improvised explosive device).

Une fois que la décision de frapper est prise, un drone Reaper de la Coalition est envoyé sur zone pour attester de l’absence catégorique de non-combattants sur la cible avant l’engagement. Ce même appareil pourra par la suite évaluer en temps réel les résultats de cette frappe en attestant que les munitions ont bien atteint leur cible et que l’effet militaire recherché est atteint.

En parallèle un officier français positionné au CAOC occupe les fonctions de LEGAD (Legal Advisor) afin de veiller en permanence à ce que l’engagement des aéronefs à la cocarde tricolore soit réalisé conformément au cadre juridique et politique fixé par le niveau stratégique. Présent dans toutes les phases du processus il est un conseiller écouté du commandement pour l’application des règles d’engagement définies par la France, jouant par là un rôle primordial dans l’exercice de l’autorité nationale au sein de la Coalition.

Préparation de la mission au détachement chasse 

Sur la BAP, le détachement chasse se prépare à conduire cette mission d’action en profondeur sur cette cible identifiée dans le nord-est irakien. Une mission différente, mais tout aussi exigeante, de celles de Close air support effectuées plus régulièrement par les équipages des Rafale français en appui des Forces démocratiques syriennes et des Forces de sécurité irakiennes.

Tout commence en fait lorsque la cellule renseignement du détachement chasse sur la BAP reçoit le dossier d’objectif. Les spécialistes analysent le contenu de ce dernier afin d’en extraire les informations qui seront essentielles aux pilotes chargés de préparer et d’effectuer la mission : type d’objectifs, menaces sol/air, environnement….

Les mécaniciens armuriers du détachement chasse, en coordination avec la division munition de la BAP, mettent en configuration les Rafale destinés à partir en mission. Ce sont eux qui sont chargés de monter sur les pylônes d’emport les munitions qui ont été sélectionnées en fonction de la nature de l’objectif. Ils sont les premiers et les derniers spécialistes à intervenir sur les aéronefs armés.

Jour J de l’opération : une mission destinée à affaiblir les moyens militaires et logistiques de Daech

Il est 8 heures zoulou quand les Rafale s’élancent sur la piste et décollent pour rejoindre leur zone de travail. Une fois celle-ci rejointe, chaque membre d’équipage s’assure que toutes les conditions sont réunies pour que les frappes soient réalisées sur l’objectif désigné. La concentration est maximale dans le cockpit avant de procéder au largage des bombes de précision. Quelques dizaines de secondes plus tard, celles-ci atteignent leurs cibles, détruisant intégralement la cache de l’organisation terroriste, l’effet militaire recherché est atteint.

Les deux aéronefs reviennent sur la BAP après 4 heures et demie passées dans les airs. A leur retour, les pilotes sont attendus pour un compte-rendu avec l’ensemble du personnel ayant contribué à la mission. Pilotes, mécaniciens, officiers renseignements viennent prendre la température à chaud de ce retour d’opération. Ensemble ils analyseront la réalisation de la mission et les résultats de cette frappe pour améliorer plus encore les prochaines actions qu’ils auront à réaliser au Levant.

Lancée depuis le 19 septembre 2014, l’opération Chammal représente le volet français de l’Opération Inherent Resolve (OIR) au sein d’une coalition de 80 pays et organisations. A la demande du gouvernement irakien et en coordination avec les alliés de la France présents dans la région, l’opération Chammal vise, à apporter un soutien militaire aux forces locales engagées dans le combat contre Daech sur leur territoire. L’opération Chammal repose sur deux piliers complémentaires : un pilier ” appui ” destiné à appuyer les troupes engagées au sol contre Daech et à frapper les capacités militaires de Daech ; un pilier ” formation” au profit des forces de sécurité irakiennes. A ce jour, le dispositif complet de l’opération Chammal compte près de 1 000 militaires. Il comprend également plus d’une centaine de militaires projetés à Bagdad pour la formation et le conseil des états-majors et unités irakiennes.

SOUTHWEST ASIA – Combined Joint Task Force – Operation Inherent Resolve and its partners continue to target and pursue the enduring defeat of Daesh.

CJTF-OIR and partner forces have liberated nearly 110,000 square kilometers (42,471 square miles) from Daesh. As a result, 7.7 million people no longer live under Daesh oppression.  CJTF-OIR remains committed to the enduring defeat of Daesh to improve conditions for peace and stability in the region and to protect all our homelands from the Daesh terrorist threat.

Strike Summary

Between June 4 – July 1, 2019, CJTF-OIR conducted 13 strikes consisting of 27 engagements against Daesh targets in Iraq. CJTF-OIR engaged 49 Daesh tactical units, and destroyed seven tunnels, three buildings, three vehicles, two weapons caches, two caves and one bed-down location.

There were no strikes conducted in Syria between June 4 – July 1, 2019.

Between June 4 – July 1, 2019, CJTF-OIR detected one strike from other actors that crossed the Euphrates River Valley. CJTF-OIR is committed to avoiding and in every case minimizing civilian casualties; CJTF-OIR calls on all other actors in the area to observe the same precautions.

This Coalition strike release contains all strikes conducted by fighter, attack, bomber, rotary-wing, or remotely piloted aircraft, rocket propelled artillery and ground-based tactical artillery.

A strike, as defined in the Coalition release, refers to one or more kinetic engagements that occur in roughly the same geographic location to produce a single, sometimes cumulative effect in that location. For example, a single aircraft delivering a single weapon against a lone Daesh vehicle is one strike, but so is multiple aircraft delivering dozens of weapons against a group of Daesh-held buildings and weapon systems in a compound, having the cumulative effect of making that facility harder or impossible to use. Strike assessments are based on initial reports and may be refined.

CJTF-OIR does not report the number or type of aircraft employed in a strike, the number of munitions dropped in each strike, or the number of individual munition impact points against a target. The information used to compile the daily strike releases is based on ‘Z’ or Greenwich Mean Time.
