Airwars assessment

Between six and eight civilians including a child and two women died and as many as dozens more were wounded in multiple airstrikes on Khan Sheikhoun, according to local media. Sources were conflicted as to whether Russia or the Syrian regime were to blame.

The lowest death count was given as one by Halab Today TV – though most other sources said that at least six people died. It blamed Russia.

RFS Media Office reported that “according to sources, the Russian air force fired several rockets on the city of Khan Sheikhoun in the southern countryside of Idlib, causing the deaths of six civilians and wounding a number more”.

However, a number of other sources attributed the event to the regime.

Alsouria, for example, said that “Assad military aircraft targeted the residential neighborhoods of Khan Sheikhoun in the Idlib countryside with nine air raids this afternoon [Oct 24th], including five raids with high-impact space parachutes, causing extensive damage and a large number of casualties.”

JBC news also blamed the regime, referring to a “massacre” caused by six raids, while the Syrian Network for Human Rights also reported a “government bombardment”.

According to @ZedHmod, the regime conducted “more than 12 air strikes, including three raids on a popular market”.

A number of reports didn’t apportion blame. Among these were the Syrian Observatory for Human Rights – who said that the seven killed included a child and two women – and Shahba Press, who put the death toll as eight with dozens more injured.

On 20th October 2016, the Ministry of Defence of the Russian Federation reported on the decisions made aimed towards stabilising the situation in Aleppo.

""Today, strikes by the Russian Aerospace Forces and the Syrian Air Force are finished at 10:00 (MSK) in the area of Aleppo. Early termination of the airstrikes is essential for holding a “humanitarian pause” on October 20, 2016”, said General of the Army Sergei Shoigu. According to him, it will allow to guarantee security of civilians leaving the city through 6 humanitarian corridors and to prepare casualty and medical evacuation from the eastern part of Aleppo.
“We apply to the leadership of countries influencing on armed formations active in the eastern part of Aleppo with a proposal to convince their leaders to stop warfare and leave the city,” stated the Minister of Defence.
According to General of the Army Sergei Shoigu, by the start of the “humanitarian pause” the Syrian troops will have been withdrawn to the distance safe for insurgents to leave the city with weapons through two special corridors: one – along the Kastello road, second – in the area of Suk al-Hai market."

Two civilians died in a strike on farmland near Khan Sheikhoun in Idlib, according to sources on the ground – though reports were conflicted as to whether Russia or the Syrian regime were to blame.

Step News Agency, LCCSY, @Sy_Reporter and Shahba Press all blamed Russia – and put the number of civilians killed at two. However, many other sources reported that the regime had carried out strikes on the area.

According to Rozanafm, “Syrian warplanes launched successive air raids on the town of Ma’ar Shmareen east of the city of Maarat al-Nu’man after midnight, which also led to the deaths of seven people from one family and the destruction of a number of civilian houses. The air force also launched several air raids on the villages of Sheikh Mustafa, Nukir, Wahish, Hamediyah, Sarmin and Sarakin towns and the outskirts of Khan Sheikhoun, resulting in the death of a child in the village of Naquir and minor injuries in other areas.”

Al Jazeera also pointed to Assad, reporting that “rescue teams recovered the victims and wounded from the rubble and transported them to the field hospitals, while the regime raided the cities of Khan Sheikhoun and Srin and the villages of Sida and Hamidiyah and Sheikh Mustafa south of Idlib”.

@FREE_TV_SYRIA added that “Assad sub-machine guns launch heavy machine-gun raids on the town of Khan Sheikhoun in the southern countryside of Idlib”.

Most sources reported that the warplane struck a civilian car with heavy machine guns. The majority of sources pointed towards the Syrian regime, though Russian actions were also reported, meaning that its involvement can’t be ruled out.

According to Syria News Desk, “two more civilians were killed as a result of regime planes targeting their car with heavy machine guns in the village of Babuleen”.

SMO-SY Syria reported that “Assad and the Russian occupation forces carried out three massacres in the village of Idlib in the town of Jisr al-Shughur, killing seven people and seven more in the town of Marashmarin. In the third event, nine people were killed in Babouleen.”

Up to seven people from the same family including between two and five children and up to two died and more were wounded in an airstrike on Ma’ar Shmareen village, according to local media – though sources were conflicted as to whether this was the work of Russia or the Syrian regime.

The lowest death count was given as two by @spm_syria, who blamed the regime.

Halab Today attributed the event to Russia, reporting that seven people from one family including two children and a woman died. @RevolutionSyria also pointed to Russia.

But a number of other sources attributed the event to the Syrian regime.

According to Syria News Desk, “a man and his wife and five of their children were killed and two other children were injured, overnight, as a result of regime warplanes carrying out two raids with heavy machine guns the village of Maar Shmareen, south east of Maarat al Numan”.

@Hasan_Jneed tweeted images showing “the work of civil defence teams during the rescue operation of a strike which killed seven people from one family, including five children”.

The Syrian Observatory for Human Rights joined a number of reports in not identifying the culprit; it put the death toll at five from one family including two women.

Three civilians, a mother and her two children, were reported killed in an alleged Russian or Assad regime airstrike on Jarjanaz.

Shahba reported: “Two children were killed with their mom in a Russian warplanes shelling in Jarjanaz and others wounded.” Halab Today TV published a similar report.

All of the other sources reported that a woman and her two children were killed in the strike.

LCCSY, for example, wrote: “a woman and two children were martyred and dozens of others wounded due to Russian airstrikes with highly explosive rockets on Jarjanaz town east of Maarat Al Numan.”

However, Qasioun blamed the regime for the three deaths.

Anasanas84 tweeted that a man was found alive under the rubble, but his wife and two children died in the attack. The source added that the victims were displaced from Soran in Hama.

Airwars assessment

According to local media, an airstrike on Heesh village near Idlib killed a family of four: a father, mother and two children – though reports were conflicted as to whether Russia or the Assad regime were to blame. One report claimed that there were five deaths.

According to the Shaam News Network, the strikes hit a home for displaced people which led to the death of the family.

Ara News said that five people from the same family had died – and blamed Russia.

The local time of the incident is unknown.
