L’opération pour reprendre la poche d’Hajine dans la moyenne vallée de l’Euphrate, lancée le 10 septembre, marque actuellement un temps d’arrêt. Les forces démocratiques syriennes se réorganisent et consolident leurs positions avant de relancer leur offensive.
Poursuite des actions de sécurisation en Irak
En Irak, les opérations de sécurisation des forces de sécurité irakiennes (FSI) se poursuivent, avec un renforcement à la frontière irako-syrienne. Si Daech a perdu ses capacités militaires, l’organisation terroriste conserve une capacité de nuisance, notamment dans la région du plateau d’Hawija.

ACTIVITE DE LA FORCE
Le dispositif français déployé au Levant n’a pas évolué de manière significative.
La Task Force Wagram en appui de l’offensive contre les dernières poches de Daech présentes dans la vallée de l’Euphrate
La Task Force (TF) Wagram appuie l’offensive des forces démocratiques syriennes contre Daech dans la région d’Hajine.
Les trois canons CAESAR ont réalisé, depuis le territoire irakien, 49 missions de tir (35 éclairement, 14 destruction – bilan du 7 au 13 novembre inclus).
Depuis le début de son engagement, la Task Force Wagram a réalisé 2101 missions de tirs.
Les Task Forces Monsabert et Narvik poursuivent leurs missions de formation
La TF Monsabert poursuit sa mission d’instruction de la 6ème division irakienne. Elle conseille l’état-major de cette division et, ponctuellement, les brigades qui lui sont subordonnées. Ainsi, du 5 au 11 novembre, un groupe d’instructeurs s’est rendu au poste de commandement de la 24ème brigade pour former pour former 20 stagiaires irakiens aux techniques du combat urbain.
La TF Narvik forme et conseille les membres de l’Iraki Counter Terrorism Service (ICTS). Elle dispense actuellement des instructions au combat débarqué et au recueil de renseignement.
Les bases aériennes en Jordanie et aux EAU en appui des opérations
Au sein de la coalition, les aéronefs français basés en Jordanie et aux Émirats arabes unis poursuivent leurs actions contre Daech.
Cette semaine, les aéronefs de l’opération Chammal ont réalisé 18 sorties aériennes (bilan du 7 au 13 novembre inclus) et conduit 1 frappe, en appui des FDS en Syrie.
Bilan total de l’action du pilier appui aérien depuis le 19/09/14 :
8636 sorties / 1479 frappes / 2278 objectifs neutralises.

For November 7th-13th, the Dutch MoD reported that Dutch F-16s supported ground troops during 8 missions in the fight against ISIS. Weapons were deployed in 3 missions near Deir Ezzor governorate, Syria. Targets were ISIS warehouses and fighting positions.

Operation Roundup, which began May 1 for the defeat of ISIS in the Middle Euphrates River Valley and Iraqi- Syrian border region, has continued to gain ground and remove terrorists from the battlefield through offensive operations coupled with precision Coalition strike support.

Combined Joint Task Force – Operation Inherent Resolve and its partner forces’ operations are exerting pressure on ISIS senior leaders and associates, as well as degrading, disrupting and dismantling ISIS organizational structures throughout Iraq and Syria.

Operation Roundup will continue to target ISIS remnants as the coalition remains committed to the lasting defeat of ISIS to increase peace and stability in the region, and to protect all our homelands from ISIS’s terrorist threat.

Saturday 10 November – Typhoons destroyed a Daesh logistics facility and supposed “safe house” in eastern Syria… On Saturday 10 November, a further Typhoon patrol was directed to attack a large building in Hajin, which had been confirmed to be a Daesh logistics facility and a supposed “safe house” for their extremists. A careful check was made of the surrounding area, and then, there being no signs of civilians nearby, two Paveway IVs were guided onto the target.

Distribution of Humanitarian Relief in Rukban Successful

BAGHDAD–Thousands of tons of United Nations humanitarian aid have been safely delivered to the Rukban internally displaced persons camp near At Tanf, Syria. The Maghaweir al-Thowra, a partner of Combined Joint Task Force – Operation Inherent Resolve, provided security to ensure the safe delivery of the UN convoy.

The security provided by the MaT allowed for UN and Red Crescent aid workers to safely administer life-saving medical and humanitarian relief prior to the winter season, when mortality rates would be expected to be highest without assistance.

“The enduring defeat of ISIS will require more than a purely military solution,” said Maj. Gen. (UK) Christopher Ghika, deputy commander for CJTF-OIR. “The toxic and evil impact ISIS has had in the region will ultimately be eradicated, but that will require international assistance to ensure that innocent people like those in Rukban are not forgotten.”

CJTF-OIR and its partners continue to stand ready to enable future delivery of UN humanitarian relief to the people of Rukban until they are able to return home as we pursue our mission of an enduring defeat of ISIS.

Since October 2016 the French gunners of the Task Force (TF) Wagram have conducted 2,000 firing missions against ISIS. They are currently deployed in northwestern Iraq to support the action of Syrian troops engaged on the ground in the mid-Euphrates valley

Depuis octobre 2016 les artilleurs français de la Task Force (TF) Wagram sont pleinement engagés dans la lutte contre Daech. Après deux ans d’engagement, ils viennent de conduire leur 2 000e mission de tir pour appuyer les forces de la coalition et combattre cet ennemi commun.
Au sein de l’opération Chammal, nom du volet français de l’opération Inherent Resolve conduite par les États-Unis, environ 150 militaires sont nécessaires à la mise en œuvre des trois canons Caesar. Ils sont actuellement déployés au nord-ouest de l’Irak pour soutenir l’action des troupes syriennes engagées au sol dans la moyenne vallée de l’Euphrate.
« J’étais présent lors de l’arrivée des premiers Caesar sur Erbil en 2016, j’ai donc assisté à la première mission de tir. Cette opération est exigeante et délicate, nous œuvrons nuit et jour pour remplir notre mission. J’espère surtout pouvoir témoigner de la dernière mission de tir qui symbolisera la réussite des 77 pays, dont 4 organisations internationales, engagées au sein de la coalition » témoigne l’adjudant-chef Yann, en mission pour la deuxième fois en Irak au sein de la Strike Cell (cellule de frappe) de la coalition.
Depuis son arrivée en 2016, la TF Wagram appuie les opérations de la coalition menées contre Daech. Plus précisément, elle participe au « pilier appui » de l’opération, » qui consiste à soutenir les troupes engagées au sol contre l’organisation terroriste et à frapper ses capacités militaires. Depuis son déploiement, la TF suit les déplacements des zones d’opération au plus près des combats, et participe désormais, depuis l’Irak, à réduire la dernière emprise territoriale encore aux mains de Daech.
Lancée depuis le 19 septembre 2014, l’opération Chammal représente la participation française à l’OIR (opération Inherent Resolve) et mobilise aujourd’hui près de 1 100 militaires. À la demande du gouvernement irakien et en coordination avec les alliés de la France présents dans la région, l’opération Chammal repose sur deux piliers complémentaires : un pilier « formation» au profit d’unités de sécurité nationale irakiennes et un pilier « appui » consistant à soutenir l’action des forces locales engagées au sol contre Daech et à frapper les capacités militaires du groupe terroriste

Les 21 et 22 octobre, la Task Force Monsabert a formé des femmes de la 6ème division d’infanterie irakienne aux techniques de fouille, en vue de les préparer à leur mission de sécurisation du pèlerinage chiite d’Arbaïn, qui s’est tenu le 30 octobre à Karbala, dans le centre de l’Irak. Le commandant de la 6ème division avait souhaité s’appuyer sur l’expertise des militaires français pour effectuer un rappel des procédures de fouille adaptées aux femmes. Le personnel militaire féminin de la TF Monsabert a dispensé une instruction à trente employées civiles et militaires irakiennes. Celles-ci occupent des fonctions administratives mais devaient être déployées sur différents checkpoints afin de sécuriser le flux des millions de fidèles attendus. Durant deux jours d’enseignement théorique et pratique, il s’est agi de rappeler aux stagiaires les techniques qui avaient déjà été utilisées pour la sécurisation des élections législatives en mai dernier.

Sunday 4 November – Tornados struck four Daesh positions in eastern Syria, whilst Typhoons cratered a road to prevent terrorists moving truck-bombs against the Syrian Democratic Forces…On Sunday 4 November, a flight of Typhoon FGR4s used two Paveway IVs to crater a road near Hajin, lest Daesh attempt to move truck-bombs along it to hold up the Syrian Democratic Forces’ advance. The SDF meanwhile came up against four Daesh defensive positions in the area; these were all struck simultaneously by Paveway IVs dropped by Tornado GR4s through heavy cloud.

Operation Roundup, which began May 1 for the defeat of ISIS in the Middle Euphrates River Valley and Iraqi- Syrian border region, has continued to gain ground and remove terrorists from the battlefield through offensive operations coupled with precision Coalition strike support.

Combined Joint Task Force – Operation Inherent Resolve and its partner forces’ operations are exerting pressure on ISIS senior leaders and associates, as well as degrading, disrupting and dismantling ISIS organizational structures throughout Iraq and Syria.

‘SOUTHWEST ASIA– The Coalition has worked by, with and through partners since 2014 to defeat ISIS in designated parts of Iraq and Syria, liberating nearly 8 million Iraqis and Syrians from ISIS’s brutal rule and reducing its control of territory to approximately one percent of what it previously held.

We continue to employ thorough and deliberate targeting and strike processes to minimize the impact of our operations on civilian populations and infrastructure. This process includes thorough review and vetting of each target package prior to a strike, and another review after that strike. Our regular strike reports make our activities publicly accessible, and our monthly publication of civilian casualty reports makes our civilian casualty assessments similarly accessible to the public.

As we have demonstrated, we are willing to consider new civilian casualty allegations as well as new or compelling evidence on past allegations to establish accountability based on the best available evidence.

The Coalition conducted a total of 30,247 strikes between August 2014 and end of September 2018. During this period, based on information available, CJTF-OIR assesses at least 1114 civilians have been unintentionally killed by Coalition strikes since the start of Operation Inherent Resolve.

In the month of September, CJTF-OIR carried over 310 open reports from previous months and received one new report. The assessment of 104 civilian casualty reports has been completed. Out of the 104 completed casualty reports, none of the reports were determined to be credible and resulted in zero unintentional civilian deaths. One of the reports was determined to be duplicate report that had previously reported and the remaining 103 reports were assessed to be non-credible. A total of 207 reports are still open.

Credible Reports—None of the assessed reports were determined to be credible for September 2018.

Coalition forces work diligently to be precise in our airstrikes. The decision to strike complied with the law of armed conflict Every strike complies with international humanitarian law and rules of engagement and takes all feasible precautions during the planning and execution of airstrikes to reduce the risk of harm to non-combatants.

Combined Joint Task Force – Operation Inherent Resolve Monthly Civilian Casualty Report

‘SOUTHWEST ASIA– The Coalition has worked by, with and through partners since 2014 to defeat ISIS in designated parts of Iraq and Syria, liberating nearly 8 million Iraqis and Syrians from ISIS’s brutal rule and reducing its control of territory to approximately one percent of what it previously held.

We continue to employ thorough and deliberate targeting and strike processes to minimize the impact of our operations on civilian populations and infrastructure. This process includes thorough review and vetting of each target package prior to a strike, and another review after that strike. Our regular strike reports make our activities publicly accessible, and our monthly publication of civilian casualty reports makes our civilian casualty assessments similarly accessible to the public.

As we have demonstrated, we are willing to consider new civilian casualty allegations as well as new or compelling evidence on past allegations to establish accountability based on the best available evidence.

The Coalition conducted a total of 30,247 strikes between August 2014 and end of September 2018. During this period, based on information available, CJTF-OIR assesses at least 1114 civilians have been unintentionally killed by Coalition strikes since the start of Operation Inherent Resolve.

In the month of September, CJTF-OIR carried over 310 open reports from previous months and received one new report. The assessment of 104 civilian casualty reports has been completed. Out of the 104 completed casualty reports, none of the reports were determined to be credible and resulted in zero unintentional civilian deaths. One of the reports was determined to be duplicate report that had previously reported and the remaining 103 reports were assessed to be non-credible. A total of 207 reports are still open.

Credible Reports—None of the assessed reports were determined to be credible for September 2018.

Coalition forces work diligently to be precise in our airstrikes. The decision to strike complied with the law of armed conflict Every strike complies with international humanitarian law and rules of engagement and takes all feasible precautions during the planning and execution of airstrikes to reduce the risk of harm to non-combatants.
Duplicate Reports— One report was assessed to be duplicate of another report that have been or are currently being assessed this month.

‘Monday 29 October – a Reaper destroyed a booby-trapped large fuel tank in eastern Syria…Royal Air Force aircraft have continued to provide close air support to the Syrian Democratic Forces attacking the one significant remaining area held by Daesh in eastern Syria. A Reaper remotely piloted aircraft responded to reports of a terrorist team planting improvised explosive devices north of Hajin on Monday 29 October; its crew were able to spot evidence of their activity around a large fuel tank positioned next to a road. Having checked that there were no signs of any civilians in the immediate area who might be placed at risk, the Reaper’s crew fired a single Hellfire missile, which safely destroyed the booby-trapped fuel tank.

SOUTHWEST ASIA – Combined Joint Task Force – Operation Inherent Resolve and its partners continue to pursue the lasting defeat of ISIS in designated parts of Iraq and Syria.

Operation Roundup, which began May 1 for the defeat of ISIS in the Middle Euphrates River Valley and Iraqi- Syrian border region, has continued to gain ground and remove terrorists from the battlefield through offensive operations coupled with precision Coalition strike support.

Friday 26 October – Tornados bombed a further two strong-points with which the Syrian Democratic Forces were engaged in a firefight…Despite very challenging weather, Tornados again supported the SDF north-east of Abu Kamal on Friday 26 October. The SDF reported being in close combat with Daesh positioned in two strong-points. The Tornados had to bomb through cloud, unable to see either the target or the friendly forces close by, but the SDF reported both targets to have been hit accurately by the Paveway IVs.

On Oct. 20 in Syria, coalition military forces conducted 10 strikes consisting of nine engagements against ISIS targets.

Operation Roundup targets ISIS remnants

SOUTHWEST ASIA – Combined Joint Task Force – Operation Inherent Resolve and its partners continue to pursue the lasting defeat of ISIS in designated parts of Iraq and Syria.

Operation Roundup, which began May 1 for the defeat of ISIS in the Middle Euphrates River Valley and Iraqi- Syrian border region, has continued to gain ground and remove terrorists from the battlefield through offensive operations coupled with precision Coalition strike support.

Combined Joint Task Force – Operation Inherent Resolve and its partner forces’ operations are exerting pressure on ISIS senior leaders and associates, as well as degrading, disrupting and dismantling ISIS organizational structures throughout Iraq and Syria.

Coalition Strikes Facilities Used by Daesh

SOUTHWEST ASIA – On Oct. 22 a Coalition strike destroyed several buildings used by Daesh to launch attacks against Syrian Democratic Force partners in As Susah, Syria. One of those facilities used by Daesh was a mosque that was being used as a defensive fighting position and command center. The strike killed several Daesh as they were actively firing on coalition partner forces, which eliminated another Daesh capability from the battlefield.

As the second coalition strike on an active Daesh fighting position originating from a mosque in less than a week, Daesh demonstrates desperation and the willingness to misuse protected structures to launch military attacks against SDF and Coalition forces. After monitoring to reduce the risk to civilians, the Coalition precision strike targeted and destroyed the buildings adapted by Daesh terrorists as command centers and fighting positions when only their fighters were present.

Daesh continues to violate the Law of Armed Conflict and misuse religious sites. Coalition strikes will continue to target Daesh in the Middle Euphrates River Valley, as the Coalition and SDF advance to defeat Daesh in their self-proclaimed caliphate.

For October 10-16th, France report that the three CAESAR guns of Task Force Wagram carried out, from Iraqi territory, 28 firing missions (lighting, smoke, harassment, destruction). Aircraft made 18 sorties and carried out two airstrikes, north of Abu Kamal in Syria. Totals for Iraq and Syria since Sept 19th 2014: 8564 sorties, 1464 strikes, 2256 targets ‘neutralised’.

L’opération pour reprendre la poche d’Hajine dans la moyenne vallée de l’Euphrate, lancée le 10 septembre, se poursuit. La progression est rendue difficile car Daech, qui a organisé sa défense, notamment grâce à de très nombreux engins explosifs improvisés, profite des conditions météo actuelles. Celles-ci réduisent les capacités de frappe aérienne de la coalition.
Poursuite des actions de sécurisation en Irak
En Irak, les opérations de sécurisation des forces de sécurité irakiennes (FSI) se poursuivent.

ACTIVITE DE LA FORCE
Le dispositif français déployé au Levant n’a pas évolué en volume. Les TF Wagram, Monsabert et Narvik ont été relevées.
La Task Force Wagram en appui de l’offensive contre les dernières poches de Daech présentes dans la vallée de l’Euphrate
La Task Force Wagram appuie l’offensive des forces démocratiques syriennes contre Daech dans la région d’Hajine.
Cette semaine, compte tenu des conditions météo, c’est l’appui sol-sol qui a été privilégié. Les trois canons CAESAR de la TF Wagram ont ainsi réalisé, depuis le territoire irakien, 28 missions de tir (éclairement, fumigène, harcèlement, destruction – bilan du 10 au 16 octobre inclus).
Depuis le début de son engagement, la Task Force Wagram a réalisé 1975 missions de tirs.
Les bases aériennes en Jordanie et aux EAU en appui des opérations
Au sein de la coalition, les aéronefs français basés en Jordanie et aux Émirats arabes unis poursuivent leurs actions contre Daech.
Cette semaine, les aéronefs de l’opération Chammal ont réalisé 18 sorties aériennes (bilan du 10 au 16 octobre inclus) et conduit deux frappes en appui des FDS au nord d’Abou Kamal en Syrie.

Bilan total de l’action du pilier appui aérien depuis le 19/09/14 :
8564 sorties / 1464 frappes / 2256 objectifs neutralisés.
Formation des militaires Irakiens : lutte contre les engins explosifs improvisés (IED)
Trois militaires français servent aux côtés de trois Britanniques et d’un Néerlandais au sein d’un laboratoire d’exploitation contre-IED de premier niveau à Besmayah, ville située à une vingtaine de kilomètres à l’est de Bagdad. Leur tâche consiste à analyser les IED découverts par l’armée irakienne. Ils réalisent également des actions de formation au profit des militaires irakiens.
Un lieutenant irakien a ainsi été formé aux techniques permettant, après avoir découvert des engins explosifs improvisés, d’en tirer des informations sur les savoir-faire de l’ennemi. Une sensibilisation a été dispensée au personnel de la police fédérale qui est confrontée, au quotidien, à la découverte d’engins explosifs improvisés.
L’exploitation des IED découverts par les forces de sécurité irakiennes permet d’obtenir des renseignements utiles pour démanteler les réseaux terroristes comme pour adapter la protection des forces partenaires.
