In coordination with the Libyan Government of National Accord (GNA), U.S. forces conducted a precision airstrike near Ubari, Libya, on March 24, killing two al-Qa’ida terrorists, including Musa Abu Dawud, a high ranking al-Qa’ida in the Lands of the Islamic Maghreb (AQIM) official.

Dawud trained AQIM recruits in Libya for attack operations in the region. He provided critical logistics support, funding and weapons to AQIM, enabling the terrorist group to threaten and attack U.S. and Western interests in the region.

U.S. Africa Command initially disclosed this strike on March 24. Now that operational reporting and the battle damage assessment is fully complete, the command is able to confirm the death of Dawud.

At this time, we assess no civilians were killed in this strike.

Counterterrorism operations in Libya are conducted in accordance with U.S. and international law. This strike was conducted under authority provided by Congress in the 2001 Authorization for the Use of Military Force and in coordination with the GNA.

Al-Qa’ida and other terrorist groups, such as ISIS, have taken advantage of under-governed spaces in Libya to establish sanctuaries for plotting, inspiring, and directing terror attacks; recruiting and facilitating the movement of foreign terrorist fighters; and raising and moving funds to support their operations. Left unaddressed, these organizations could continue to inflict casualties on the civilian populations and security forces, and plot attacks against U.S. citizens and allied interests in the region.

Military Strikes Continue Against Daesh Terrorists in Syria and Iraq

SOUTHWEST ASIA – Combined Joint Task Force – Operation Inherent Resolve and its partners continue to strike Daesh targets in designated parts of Syria and Iraq.

Ongoing operations by Iraqi Security Forces and Syrian Democratic Forces, supported by CJTF-OIR efforts, demonstrate that much work remains to defeat Daesh here. The Coalition and our partners continue to exert pressure on Daesh senior leaders and associates in order to degrade, disrupt and dismantle Daesh structures and remove the terrorists throughout Iraq and Syria. This will prevent the terrorist group’s ability to resurge and resume its capacity to threaten and destabilize the international community.

Weekly Strike Summary

Between March 16 and March 22, Coalition military forces conducted 14 strikes consisting of 19 engagements in Syria and Iraq.

On March 22 in Syria, Coalition military forces conducted three strikes consisting of six engagements against Daesh targets.

TF Wagram continues its support for security operations carried out by Iraqi security forces in the Euphrates Valley. This week, three shooting missions were carried out (two illuminance missions and interdiction mission – balance sheet from February 14 to March 20) The activity of the French Air Forces engaged in Operation Chammal focused on supporting the SDF engaged in the Euphrates Valley to reduce the last pockets of Daesh in Syria. 26 aerial sorties were made in the past week (March 14th to 20th). A strike was made in the region of Abu Kamal in Syria.

En Syrie, appuyées par la coalition, les forces démocratiques syriennes poursuivent leur effort pour réduire les dernières poches de Daech présentes sur les rives orientales de l’Euphrate.

Poursuite des actions de sécurisation en Irak

En Irak, les opérations de sécurisation se poursuivent. Dans le désert de l’Anbar, l’armée irakienne vient de terminer une opération interarmées d’envergure au cours de laquelle des caches d’armes ont été découvertes et plusieurs terroristes de Daech mis hors de combat.

ACTIVITÉ DE LA FORCE

En Irak, le rythme des actions de formation se maintient à un niveau élevé. Les Task Force Monsabert et Narvik y participent activement et directement afin d’amener l’armée irakienne vers toujours plus d’autonomie.

La TF Monsabert accompagne la 6e division irakienne

La semaine dernière, la TF Monsabert conduit actuellement plusieurs formations au profit des forces de sécurité irakiennes. Ces formations balayent un large spectre de savoir-faire : combat, lutte contre les engins explosifs improvisés, secourisme au combat et topographie.

La TF Narvik engagée dans plusieurs stages au profit de l’Iraki Counter Terrorism Service

Le 21 mars, la TF Narvik a été endeuillée par la mort accidentelle du légionnaire Bogusz Pochylski.

La Task Force est actuellement engagée dans cinq stages distincts au profit d’une quarantaine de stagiaires chacun, soit environ 200 soldats de l’ICTS. Ces stages concernent la lutte contre les IED, le tir de combat, le déplacement tactique en véhicule, le secourisme de combat et le tir de précision.

La Task Force Wagram en appui des opérations de sécurisation

La TF Wagram poursuit son appui aux opérations de sécurisation menées par les forces de sécurité irakiennes dans la vallée de l’Euphrate. Cette semaine, trois missions de tirs ont été réalisées (2 missions d’éclairement et une d’interdiction – bilan du 14 février au 20 mars).

Depuis le début de sa mission, la TF Wagram a réalisé 1635 missions de tirs.

Les bases aériennes en Jordanie et aux EAU en appui des opérations

Sunday 18 March – a Reaper killed two terrorists on a motorcycle in eastern Syria…On Sunday 18 March, a Reaper tracked a pair of terrorists on a motorcycle south-east of As Shadadi in eastern Syria. It became clear that they were operating as a mobile checkpoint in an attempt to exert control over the local area. The Reaper’s crew waited until the motorcycle was in open country, and despite its high speed, achieved a direct hit with a Hellfire which killed both of the Daesh extremists.

On Sunday 4 March, a Typhoon flight was tasked with the destruction of a tunnel, used by the terrorists as a weapons storage area, located in a remote area in northern Iraq, more than 15 miles south-east of Hawijah. Our aircraft destroyed the tunnel, and the weapons cache therein, with two Paveway IVs.

Combined Joint Task Force – Operation Inherent Resolve and its partners continue to strike Daesh targets in designated parts of Syria and Iraq.

Combined Joint Task Force – Operation Inherent Resolve Monthly Civilian Casualty Report

SOUTHWEST ASIA– During the month of January the Coalition and our partners continued the fight to ensure the lasting defeat of Daesh. The Coalition and our partners have liberated over 98% of the area formerly controlled by Daesh, and have liberated 7.7 million Iraqis and Syrians once held under brutal Daesh rule. However, much work still needs to be done to ensure the lasting defeat of the terrorist, criminal organization.

In January the Iraqi Security Forces demonstrated proficiency and professionalism in providing security for Iraqi Army Day and Iraqi Police Day without incident. Iraqi forces continue to take the fight to Daesh terrorists hiding among the people of Iraq. The ISF conducted multiple operations to secure their country, people and borders. The security they provide enables the international community to support non-military stabilization operations and assist in the return to normal life for the Iraqi people who have hope for a better life after Daesh.

Syrian Democratic Forces and Coalition partners continued operations to destroy remnants of Daesh in Syria. SDF’s successes and continued efforts to remove terrorists from the battlefield and deny Daesh safe haven have been a benefit to the world, preventing the regional and global spread of a hateful ideology that actively seeks to target our homes and our populations. This was demonstrated when a significant precision strike, involving exhaustive intelligence and observation to confirm Daesh concentrations and ensure no civilian casualties, killed between 145-150 Daesh terrorists in the Middle Euphrates River Valley Jan. 20.

The SDF’s presence in Syria continues to reap dividends as they detain terrorists trying to escape the region. Early in January, the SDF were instrumental in removing two of Daesh’s most violent terrorists from the battlefield as they tried to flee.

In the month of January, CJTF-OIR carried over 406 open reports of possible civilian casualties from previous months and received 195 new reports resulting from Coalition strikes (artillery or air) in support of partner force operations to defeat Daesh in Iraq and Syria.

During this period, the Coalition completed the assessment of 116 reports: 102 were assessed to be non-credible, 10 were assessed to be duplicates of previous reports, and four were assessed to be credible, resulting in 10 unintentional civilian deaths. To date, based on information available, CJTFOIR assesses at least 841 civilians have been unintentionally killed by Coalition strikes since the start of Operation Inherent Resolve. A total of 485 reports are still open.

The Coalition conducted a total of 29,070 strikes between August 2014 and January 2018. During this period, the total number of reports of possible civilian casualties was 2,015. The total number of credible reports of civilian casualties during this time period was 218.

After a thorough review of the facts and circumstances of each civilian casualty report, CJTF-OIR assessed the following 102 reports as non-credible: at this time there is insufficient information to assess that, more likely than not, a Coalition strike resulted in civilian casualties.

A finding of non-credible in many cases indicates a lack of evidence. “Non-credible” is not intended to deny the possibility that a CIVCAS incident occurred, nor is it intended as a comment on the credibility on the source of the allegation.

Although the Coalition takes extraordinary efforts to strike military targets in a manner that minimizes the risk of civilian casualties, in some incidents casualties are unavoidable. Four reports were assessed to be credible resulting in the unintentional death of 10 civilians. The Coalition also added one unintentional civilian deaths from past reports previously excluded from the count.

A credible assessment means it is more likely than not a Coalition strike resulted in a civilian casualty. In each of the incidents below, the investigation assessed that although all feasible precautions were taken and the decision to strike complied with the law of armed conflict, unintended civilian casualties unfortunately occurred.

1. Oct. 16, 2016 near Al Baghouz desert, Syria via Airwars report. During a coalition attack that destroyed Daesh controlled trucks and fuel tankers it was assessed that five civilians were unintentionally killed.

2. Sept. 9, 2017 near Abu Kamal, Syria via social media report. During a Coalition strike that destroyed Daesh weapons facility and headquarters one civilian was unintentionally killed and three were unintentionally injured.

3. Sept. 22, 2017 near As Safiyah, Syria via self-report. The Coalition conducted a strike which destroyed a bridge across a canal being used by Daesh to move vehicle-borne improvised explosive devices to attack Coalition and partner forces. One civilian was unintentionally killed and one civilian was unintentionally injured when they crossed into the impact area moments before impact.

4. Nov. 2, 2017 near Barhouz, Syria via self-report. During a Coalition strike which destroyed Daesh bed-down location and killed five Daesh members it was assessed three civilians were unintentionally killed.

Combined Joint Task Force – Operation Inherent Resolve and its partners continue to strike Daesh targets in designated parts of Syria and Iraq.

Ongoing operations by Iraqi Security Forces and Syrian Democratic Forces, supported by CJTF-OIR efforts, demonstrate that much work remains to defeat Daesh here. The Coalition and our partners continue to exert pressure on Daesh senior leaders and associates across multiple networks in order to degrade, disrupt, and dismantle Daesh structures and remove the extremist terrorists throughout Iraq and Syria. This will prevent the terrorist group’s ability to regroup and resume its capacity to threaten citizens of all nations.

Between Feb 7th-13th, France reports 26 air sorties, during which two strikes were made in the Abu Kamal sector in support of the SDF fighting the last pockets of ISIS in the Euphrates Valley. .The Wagram Task Force continues its support for security operations in the Euphrates Valley. This week a fire mission was carried out for the benefit of the Iraqi security forces.

La Task Force Wagram en appui des opérations de sécurisation
La Task Force Wagram poursuit son appui aux opérations de sécurisation menées dans la vallée de l’Euphrate. Cette semaine (bilan du 7 au 13 février), une mission de tirs d’interdiction a été réalisée au profit des forces de sécurité irakiennes.
Depuis le début de sa mission, la TF Wagram a réalisé 1618 missions de tirs.
Les bases aériennes en Jordanie et aux EAU en appui des opérations
Cette semaine, l’activité aérienne a permis d’assurer des missions de renseignement et d’appui au profit des forces de sécurité irakiennes et des forces démocratiques syriennes.
Elle a donné lieu à 26 sorties aériennes (bilan du 7 au 13 février) au cours desquelles deux frappes ont été réalisées dans le secteur d’Abu Kamal en appui des forces démocratiques syriennes combattant les dernières poches de Daech dans la vallée de l’Euphrate.
Bilan total depuis le 19/09/14 :
7762 sorties / 1437 frappes / 2225 objectifs neutralisés.
