Combined Joint Task Force – Operation Inherent Resolve and its partners continue to strike ISIS targets in designated parts of Syria and Iraq.

Ongoing operations by Iraqi Security Forces and Syrian Democratic Forces, supported by CJTF-OIR efforts, demonstrate that much work remains to defeat Daesh here. The Coalition and our partners continue to exert pressure on Daesh senior leaders and associates across multiple networks in order to degrade, disrupt, and dismantle Daesh structures and remove the extremist terrorists throughout Iraq and Syria. This will prevent the terrorist group’s ability to regroup and resume its capacity to threaten citizens of all nations.

Weekly Strike Summary

Between Feb. 2 and Feb. 8, 2018, Coalition military forces conducted 41 strikes consisting of 65 engagements against ISIS terrorists in Syria and Iraq.

On Feb. 8 in Syria, Coalition military forces conducted three strikes consisting of four engagements against ISIS targets.

Des infirmiers irakiens formés au secourisme de combat

Depuis le 13 janvier et pour une durée de quatre semaines, la Task Force Monsabert réalise une instruction « Advance Combat Life Saver » au profit des infirmiers irakiens du centre médical de la 6ème Division.

Le stage est essentiellement pratique et vise à faire des stagiaires de futurs instructeurs au secourisme de combat.

Au sein de la coalition contre Daesh, le CAOC (Combined Air Operations Center), basé au Qatar, est chargé de la planification et de la conduite des missions de l’ensemble des moyens aériens. Ce centre opérationnel, au sein duquel est inséré un détachement français, gère notamment les missions de « frappes d’opportunité », c’est-à-dire l’appui des troupes au sol réalisé par les patrouilles d’avions alliés.

Ce type de frappes n’est réalisé qu’à la suite d’un processus extrêmement normé. La demande, qui vient d’un spécialiste sur le terrain, est envoyée au CAOC qui décide de confier la mission à une des patrouilles d’avions de chasse en vol au-dessus du théâtre à cet instant. Lorsque les chasseurs français sont susceptibles d’être engagés la demande est examinée par une équipe de trois experts français: le LEGAD (Legal Adviser ou conseiller juridique) et l’expert en armement, dit « weaponeer », sont les deux piliers sur lesquels s’appuie le Red Card Holder (RCH) pour prendre la décision finale.

La tâche de ce dernier est de s’assurer que la frappe est conforme aux règles d’engagement nationales. Sans son accord, la demande d’engagement est annulée. « Au moment où la demande arrive, nous nous isolons tous les trois dans une salle spécifique », relate le lieutenant-colonel Richard, RCH au Qatar pour l’opération Chammal. Le weaponeer calcule les dégâts humains et matériels potentiellement causés par le bombardement, en fonction de l’armement utilisé. Il travaille aussi en étroite collaboration avec le LEGAD pour être sûr que les principes du droit international sont respectés.

C’est à partir de ce travail que le RCH décide d’autoriser ou de refuser la frappe. « L’objectif de la France est de ne faire aucun mort civil », précise le RCH. De même, si la demande concerne la destruction d’un pont ou d’une route, le possible impact sur les conditions de vie des populations est évalué, et la demande sera refusée si celui-ci est jugé disproportionné au regard de l’effet militaire recherché. Aux côtés des Américains, la France est le seul pays de la coalition à disposer de sa propre méthodologie pour évaluer les dégâts potentiels.

« Quelle que soit la réponse, l’ensemble des étapes du processus de frappes d’opportunité prend entre 10 et 15 minutes » assure le commandant Grégory, weaponeer au sein des éléments français du CAOC. Affecté depuis un an au Centre National du Ciblage (CNC), le commandant Grégory peut mettre à profit sa grande expérience dans le domaine de l’appui aérien. « Il est important que l’ensemble des protagonistes se comprennent très rapidement, et seul l’entraînement nous permet d’atteindre ce niveau d’interopérabilité entre alliés ».

Lancée depuis le 19 septembre 2014, l’opération Chammal représente la participation française à l’opération Inherent Resolve et mobilise aujourd’hui près de 1 100 militaires. A la demande du gouvernement irakien et en coordination avec les alliés de la France présents dans la région, l’opération Chammal repose sur deux piliers complémentaires : un pilier « formation » au profit des forces de sécurités irakiennes et un pilier « appui » consistant à soutenir l’action des forces locales engagées au sol contre Daech et à frapper les capacités militaires du groupe terroriste.

2 trainingsteams verzorgen een basis-infanterieopleiding voor de manschappen en daarnaast een leiderschapstraining voor de kaderleden. Dat gebeurde in 2 opleidingscentra van Peshmerga. Zij kregen les in basisvaardigheden, kaartlezen en het verrichten van medische handelingen. Degenen die de training afrondden, ontvingen een certificaat.

In het westen van Irak werkt een chirurgisch team in het Amerikaanse Role 2-hospitaal. De Nederlandse medici werken daar nauw samen met een Brits team.

TAMPA, Fla. – U.S. forces conducted eight air strikes in Yemen in December 2017 and 10 air strikes in January targeting both Al Qaeda in the Arabian Peninsula and ISIS-Yemen.

One air strike resulted in the death of AQAP external operations facilitator Miqdad al Sana’ani Dec. 15, 2017, in al-Bayda governorate. Another strike killed Habib al-Sana’ani, AQAP deputy arms facilitator Dec. 19, 2017, in Marib governorate. Habib al-Sana’ani was an intermediary with ties to senior AQAP leadership and responsible for facilitating the movement of weapons, explosives and finances into Yemen.

U.S. forces continue sustained counterterrorism operations against AQAP and ISIS-Y in coordination with the government of Yemen to degrade these groups’ ability to hold territory and coordinate external attacks.

“Every strike advances the defeat of violent extremist organizations, and protects the United States and partner nations from attack at home and abroad,” said Lt. Col. Earl Brown, a U.S. Central Command spokesperson.

Les FDS ont profité de cette pause pour renforcer leur manœuvre d’encerclement autour de la ville d’Hajin, permettant d’isoler davantage ce point d’appui de Daech sur l’Euphrate.

Poursuite des actions de sécurisation

En Irak, les opérations de sécurisation se poursuivent. Les forces de sécurité irakiennes (FSI) n’y rencontrent qu’une faible résistance de Daech mais continuent toujours de découvrir de nombreuses caches d’armes.

Retour des déplacés

En Irak, les autorités irakiennes ont annoncé le retour en un mois d’environ 460 000 déplacés dans leur ancien lieu d’habitation, plus haut chiffre depuis le déclenchement du conflit en 2014.

The fight to defeat Daesh is far from over, the Defence Secretary warned today in Rome as he met with counterparts at the Counter Deash Ministerial to review the success of the campaign, reaffirm the UK’s commitment to defeat Daesh, and discuss the future role of the Global Coalition.

Defence Secretary Gavin Williamson said:

“The UK will not be complacent when it comes to terrorism – a point I reaffirmed with my Global Coalition counterparts today. We pledged to continue to fight terrorists until their poisonous global network is totally destroyed. Despite Daesh’s diminishing territory, it is hell-bent on directing and inspiring terrorist attacks worldwide – threatening our security at home and abroad. The threat they pose is evolving and intensifying but our resolve to defeat them will not fade.”

As demonstration of this, the RAF have struck 22 times in the past three weeks, destroying Daesh drone operators, terrorist compounds, observation points, heavy machine-gun teams and pockets of fighters engaged in close quarter, street fighting with Syrian Democratic Forces (SDF).

As the SDF drive the final pockets of Daesh fighters from Syria, RAF fast jets and remotely piloted Reaper aircraft provided close air support. On 22 January, a Reaper conducted three attacks against Daesh extremists fighting on foot and holding a building north of Abu Kamal.

We pledged to continue to fight terrorists until their poisonous global network is totally destroyed. Despite Daesh’s diminishing territory, it is hell-bent on directing and inspiring terrorist attacks worldwide – threatening our security at home and abroad. The threat they pose is evolving and intensifying but our resolve to defeat them will not fade.”

As demonstration of this, the RAF have struck 22 times in the past three weeks, destroying Daesh drone operators, terrorist compounds, observation points, heavy machine-gun teams and pockets of fighters engaged in close quarter, street fighting with Syrian Democratic Forces (SDF).

As the SDF drive the final pockets of Daesh fighters from Syria, RAF fast jets and remotely piloted Reaper aircraft provided close air support. On 22 January, a Reaper conducted three attacks against Daesh extremists fighting on foot and holding a building north of Abu Kamal.
