Airwars assessment

On April 3rd 2022, three to seven civilians were killed and 30 to 42 injured, including two to three children, possibly aged between 3, 5 and 17, when alleged Russian forces shelled Heroiv Stalinhradu Avenue in the Slodifskyi district of Kharkiv.

The Kharkiv Regional Prosecutor’s Office announced that they were investigating an incident in the Slobidskyi district where preliminary findings show that seven people were killed and 34 people were injured, including three children.

Police.Kharkov put the number of dead at four and Kharkiv volunteer Nataliya Popova reported on Facebook that three people were killed and 31 others were injured. A tweet from @maria_avdv identified 42 people as being wounded in the shelling, including two children.

Kharkiv Life reported on Telegram that one taxi driver was among the dead, but also reported that the taxi driver was just injured.

Radiosvoboda quoted Oleg Sinegubov, head of the Kharkiv Regional State Administration who said that according to data they had gathered, 23 of those injured were in a serious condition, including three children ages three, five and seventeen who were hurt in the attack.

Ten houses and a tram depot was reported to be damaged.

The attack was reported to have taken place at 6pm according to Helsinki.org.ua.

Police.Kharkov reported via Telegram that all victims were civilians, and were taken to Kharkiv Hospital. Photos posted on local telegram channels suggested that the area was hit by rocket artillery, with some photos showing some of the artillery and weapons debris having landed in a children’s playground. Bellingcat reported that at the playground specifically, two people were killed by what they claimed was a cluster munition attack, and the images associated with this incident seem to corroborate these findings.

Between four and six civilians, including an elderly woman, were killed and at least two others, including a child, were wounded by alleged Russian or Ukrainian shelling of Kozacha Lopan in Kharkiv on March 17, 2022.

The head of the Dergachev community Vyacheslav Zadorenko announced on Facebook that Russian forces used cluster bombs and “as a result, at least six people were killed, data on the number of injured are being investigated. The invaders bombed the railway station, shops, pharmacies and other civilian buildings in the center of the village. At the same time, the military infrastructure that the invaders placed in Kazachya, as well as the Russian military, were not damaged.” Various local sources quoted Zadorenko and provided similar information.

Russian sources including Russian state-run RIA Novosti attributed the bombing to Ukrainian forces, accusing Ukraine of bombing “civilian objects, including at the point of issue of humanitarian aid,” resulting in the death of four civilians and the injury of at least two others. Quoting a “representative of the local provisional administration,” the Russian source reported that the shelling occurred around noon and involved 52 mm artillery guns. Discussing the victims, a local resident told RIA that a teenage girl was wounded when she was “returning home with their grandmother with food products. The grandmother was killed on the spot, the girl’s leg was torn off.”

  • The armed forces of Ukraine from heavy guns fired at the border village of Kazachya Lopan, Kharkiv region. They beat exclusively on civilian objects, including at the point of issue of humanitarian aid. At that moment, another batch of food and basic necessities was distributed to people. As a result, four civilians were killed and several others were injured.

An elderly woman died on the spot, and the girl was seriously injured, the LPR reported. Some residents managed to leave their homes when everything calmed down. They traveled on foot to the Russian border to take cover from shelling.

  • Ukrainian security forces shelled the recently liberated village of Kozachya Lopan in Kharkiv region. According to the RIA Novosti news agency, the first shells fell around noon. It was at this time that at least a thousand people gathered in the square to receive Russian humanitarian aid. According to preliminary information, four people were killed and at least two wounded. The victims, including a 12-year-old girl, were evacuated to Russia.

On March 17 2022, shortly before 14:00, a missile allegedly fired by a Russia BM-21 Grad multiple rocket launcher system hit Barabashovo market on Akademika Pavlova Street in Kharkiv, killing one rescue worker and injuring another rescue worker and a woman. One Telegram channel with a clear pro-Russian stance source accused the Ukrainian military of intentionally setting the fire.

A state rescuer was killed by injuries sustained in a secondary strike on the location during rescue efforts in a double tap strike. Pravda News reported that multiple trading pavilions within the market complex were on fire and two surrounding residential buildings were partially damaged in the blaze. A Telegram post from Truexa News subsequently reported that shrapnel flew into a nearby house damaging the garden and part of the house and injuring one woman.

According to operational information from the State Emergency Service, reported by Pravda news, while working to extinguish the fire another missile hit in which two of the rescuers were injured by shrapnel. Both were taken to hospital but the member of the rescue crew sadly did not survive his injuries. Double tap strikes are commonly perceived as infringing on the Principle of Distinction as defined by International Humanitarian Law.

The Emergency Services reported that 21 units of the fire and rescue teams attended the fire with approximately 100 personnel working to extinguish the fire resulting from the missile attack. A Telegram post by Truexa News noted that the fire was finally extinguished after 17 hours, with trading pavilions and two residential buildings partially damaged, and that all efforts had been made to prevent the spread of the fire.

Preliminary data cited in a report on Facebook from the Main Directorate of the State Emergency Service in the Kharkiv region suggests that the shelling occurred from a Grad multiple launch rocket systems. The Armed Conflict Location and Event Data Project also reported that the fire was a result of shelling from a Russian BM-21 Grad, a Soviet design multiple rocket launcher. However, Russian sources on Telegram channel Perviy Kharkovskyi claimed that the fire had been started by the Ukrainian Army.

According to the Kharkiv Human Rights Group, the shelling of Derhachi occurred from 23:00 on March 13th, 2022 to the morning of March 14th, 2022.

Suspline Kharkiv reported that at least two civilians were killed and a woman with serious injuries was sent to Derhachi Central Hospital as a result of the shelling. The head of the Kharkiv police investigation department, Serhiy Bolvinov, cited by Kharkiv Today, reported that a schoolgirl died when her family’s private house was hit directly during the shelling.

According to Bolvinov, the schoolgirl was reportedly killed when she had “gone to another room to get toys for small children and at that moment a shell hit their house in [Derhachi].” The Kharkiv Human Rights Group and Ukrainian Helsinki Human Rights Union stated that there were parents and two other children in the house who managed to escape and were not wounded. Comments.ua described the damage to the family’s home as “partially destroyed, the ceiling collapsed in some places, walls were destroyed and windows were broken.”

Though most sources, including Serhiy Bolvinov cited by Kharkiv Times, identified the victim as a 15-year old schoolgirl, “born in 2007”, local sources @Truexanewsua and eyewitness reports cited by Obozrevatel describe the victim as 13-years old. One source, @objectiv, alleged via Twitter that the schoolgirl had been killed “by gunfire”.

The Kharkiv Human Rights Group reported that the shelling was carried out using cluster bombs. All sources alleged Russian responsibility for the strike.

Mayor Vyacheslav Zadorenko, cited by Suspline Kharkiv, reported the complete destruction of private houses and the damaging of the buildings of the Department of Education, Youth and Sports and the Interdistrict Department of the State Executive Service. Andrey Malyy reported via Facebook that the Papa Carlo door factory was “set on fire” due to the bombing of Derhachi.

An elderly woman was killed by alleged Russian cluster bomb airstrikes on the village of Selektsiyne on March 10, 2022.

Suspilne Media reported that the Russian military carried out an airstrike with cluster bombs in the village of Selektsiyne that resulted in the death of a 73 year old woman.

Serhii Bolvinov, Head of the Investigative Department of the National Security Service in the Kharkiv posted on Facebook that investigators who found the body of the woman killed also found tracks on the ground from projectiles and damage to metal structures.

Following the strike, the Office of the Prosecutor General announced that they were opening criminal proceedings based on the violation of the laws and customs of war, and murder.

On March 7th, at 9:30 am, Russian troops allegedly begun shelling the town of Dergachi with artillery, specifically cluster munitions. There were also reports that the troops shot at the town. Vyacheslav Zadorenko, chairman of the Dergachi commune, reported that the munitions hit Dergachi Lyceum No. 3, and other residential parts, killing at least three people and injuring 15. The chairman revealed that the injured were taken to Dergachyoy Central Hospital. News sources like Suspilne and Kharkiv Today quoted Zadorenko’s statement.

The chairman revealed that one of the 15 injured was a four year old child and also referenced information that one of the three dead was killed on Kashtanova Street. Suspilne quoted his observations that “the roof of the lyceum was damaged, windows were broken and there were traces of shots in the school yard”. The pictures in media sources and his Facebook corroborate this account. The school can be seen with windows broken.

The shelling further damaged the town’s power grid infrastructure, leaving residents without access to electricity and its gas supply. Emergency Services allegedly handled the issue of the gas.

Three twitter handles, expressing sympathies towards Russia, tweeted the same response to these allegations “Unfortunately the evacuation of Kharkiv has been disrupted by the Ukroreich. There is firing from residential areas right now along the ring road towards Saltovka np Dergachi. The Ukronazis are firing 120 mm, 152 mm artillery and MLRS. No evacuation in such a situation is out of the question”.

On March 4th 2022, one civilian, a 41 year old man, was reportedly injured by a cluster munition while buying groceries on Zaliznychna Street, in the Mala-Danylivka district of Kharkiv, according to Amnesty International’s report, the ACLED dataset, and Kharkiv Life Telegram channel.

The injured man told Amnesty International “We found some food, and we stood outside the food shop and I heard a great sound. I turned myself and I saw a lot of little fire. It was the height of my knees, 50 metres from me. I fell down, and my wife too, and I felt something hit my right leg… I pulled down my trousers and saw lots of blood.”

According to Amnesty, “Surgeons later removed three fragments from his right groin, calf, and foot. Amnesty International’s Crisis Response weapons investigator examined the physical evidence in person, and confirmed the largest fragment was from either a 9N210 or 9N235 cluster munition.”
