Airwars assessment

Up to thirteen civilians, including six children and four women, were reported killed and at least one child was injured after US forces targeted and subsequently killed the leader of the Islamic State (ISIS), Abu Ibrahim al-Hashimi al-Qurayshi, in Atma, northwest Syria on February 3rd 2022. Local reporting was conflicted as to whether the casualties were caused by US forces or in the detonation of a suicide device. Local sources were also conflicted regarding the civilian status of the adults harmed in the incident.

Al-Qurayshi had been the leader of ISIS since his predecessor Abu Bakr al-Baghdadi was also killed in a US operation on October 26th, 2019.

Reports indicated that the operation began with Apache helicopters and drones circling the area, with heavy machine gun fire targeted at the residential building just after 1am. According to the Syrian Observatory for Human Rights, US forces “carried out an airdrop in that area, where soldiers had called, via loudspeakers, to evacuate women and children from a house”. After 15 minutes, the sound of gunfire was reported – marking the beginning of a two hour long standoff, culminating in the alleged detonation of a suicide device from inside the building.

Pentagon Press Secretary John Kirby in a statement on February 3rd, noted that there was gunfire between US forces and ‘lieutenants’ of al-Qurayshi on the second floor of the building, as well as in the area surrounding the building. He reported that al-Qurayshi was on the third floor of the building when he detonated the explosive device.

Regarding civilian harm, Kirby stated that four civilians had been killed during the raid, including three children: the wife and two children of al-Qurayshi killed on the third floor, and another child when “one of [al-Qurayshi’s] lieutenants and the lieutenant’s wife [were] firing back at our forces. They were killed and it appears as if a child was also killed on that second floor.”

None of the deaths have yet been confirmed by the US to have resulted directly from US actions, with Kirby noting: “the lives of innocents taken in this operation were caused by Abdullah and his decision of blowing himself up”. In reference to the child killed on the floor below al-Qurayshi, Kirby noted that “it’s a loss caused by Mr. Abdullah and his lieutenant”, however he also stated that the information was as yet not definitive: “we’re willing to take a look to just examine and make sure that there wasn’t any action that we might have taken that could have also caused harm to innocents”.

Syria TV and the Syrian Observatory for Human Rights (SOHR) instead noted that either one or two women had detonated the explosive device – with SOHR stating that at least one of the women was non-Syrian, and Syria TV stating that she was of Russian or Chechen origin. This was not corroborated by other sources.

In an eyewitness account, a woman living in the same building that was targeted in the raid said: “The planes came around 1am. They started shouting at us. There was a first, second and third floor. They were saying we needed to get out of the house – men, women and children – and that we would be killed if not. They fired a missile/shell while we were inside, then they fired bullets and we were inside.” The woman added: “I came out behind them but I didn’t see them on the ground. They said put your hands on your head and get on the ground and take off your hijab. I was very scared. I couldn’t tolerate it… They took the kids from me directly and they searched me and handcuffed my hands behind me.”

Graphic images were circulated in the early hours of February 3rd on social media of several young children killed in the attack. The Syrian Civil Defense (White Helmets) teams reported the death of at least 13 people, stating: “Our teams treated the injured and recovered the bodies, handed over two bodies to the forensic medicine in the city of Idlib and secured the place to protect civilians.”

The White Helmets also added that a girl and another individual were injured in the attack. In their statement they report that “our teams rushed an injured child to the hospital. The child’s entire family was killed in the operation. The teams also rushed another person to the hospital who was injured in the clashes when he approached the scene to witness what was happening.”

The Syrian Observatory for Human Rights put the initial death toll at nine.

UNICEF also confirmed the deaths of the children in the incident: “UNICEF confirms that at least six children were killed and one girl was badly injured overnight in the border town of [Atme] in the northwest of Syria due to heavy violence”.

In his statement about the incident, President Joe Biden said that they had “made a choice to minimise civilian casualties” by conducting the attack with special forces rather than by an airstrike, given the presence of al-Qurayshi’s family, including children, in the area.

The Guardian reported statements from US Officials, who said “there were moments of tension, when one of the helicopters malfunctioned and had to be landed and then destroyed, and then when the special forces team called for family members to come out of the building, knowing there were children inside”.

In a civilian casualty assessment released November 3, 2023, the Coalition classed this event as a ‘duplicate’, claiming that “This allegation is closed as a duplicate because the potentially corroborating operation is being assessed in Open Report No. 4.”

The incident occured at 01:00:00 local time.

Rudaw News reported that the attack occurred “a few days after Turkey released a footage of its fortified bases deep inside the Iraqi territory with its soldiers patrolling the Kurdistan Region’s snow-capped mountains”.

Iraq’s Security Media Cell released a statement that “The Security Media Cell condemns the Turkish drone strikes on Tuesday evening in violation of Iraqi airspace in northern Iraq, specifically in Sinjar and Makhmour.”

The UN Assistance Mission for Iraq released a statement on twitter saying “Following airstrikes in Ninewa with civilian casualties reported, we reiterate that Iraqi sovereignty and territorial integrity must be respected at all times. Local populations must be protected, disputes should be addressed through dialogue and cooperation.” They did not directly mention Turkish involvement.

The incident occured at 22:00:00 local time.

Airwars assessment

At least one young man was killed and between six and seven civilians, including up to four children, were injured in a declared US drone strike on the Al-Mastouma Ariha road on December 3rd, 2021. Sources are conflicted as to whether the young man killed was an active or former member of the Guardians of Religion Organization, an Al Qaeda affiliate group.

In a press briefing on December 6, 2021, the Pentagon Press Secretary John Kirby told reporters “a senior leader with Hurras al-Din, which is an Al-Qaeda affiliated group, by the name of Musab Kinan was the person targeted and killed in a kinetic strike by U.S. forces near Idlib on the 3rd of December. It was a strike conducted from an MQ-9 unmanned aircraft. The initial review of the strike did indicate the potential for possible civilian casualties. They’ve [CENTCOM] launched a civilian casualty assessment report, which they have to do when they think there’s a potential and as far as I know that’s still ongoing. I don’t know what the results might be.”

Associated Press reported that at least four members of the Qasoum family were children – 16-year old Hiba Qasoum, 15-year old Batoul Qasoum, 12-year old Walid Qasoum and 10-year old Mohammad Qasoum. Fatima, 48, was also reported seriously injured in the strike alongside her husband Ahmed Qasoum who sustained light injuries. One source (@jabha_sy) reported different ages (included in brackets in victim details below).

The Middle East Eye (MEE) also reported on the Qasoum family, including an interview with father Ahmed Qasoum who told MEE that one of those injured was his 10-year old son: ““The motorcycle was going in front of me and I decided to pass it, when I got parallel to it, I felt a lot of pressure pushing the car to the left of the road….It was horrible,” Qasoum said. “We didn’t hear any sound of the explosion. The shrapnel hit the left side of the car, tearing through that side, which acted as a sort of filter for a lot of it.”

“My 10-year-old son has had a fractured skull and is now in a very serious condition in the intensive care at a hospital in Idlib. Doctors have told me that he would have nerves problems on his right side in the future,” Qasoum said, speaking to MEE via WhatsApp.”

Mr. Qasoum added that his 15-year old daughter was also seriously injured after shrapnel struck her head, and that it might take her a week to be able to walk again.

In an interview with Associated Press published December 6th, Mr. Qassoum said that he was driving 10km every day to visit the hospital where his son, Mahmoud, was being treated for his head injuries.

Step News Agency reported that the Qasoum family had been displaced from the village of Kafr Batikh after regime forces took control of the area.

@humam_isa identified the young man, “Musab Khaled Kanaan” (a first-year Turkish language student) as being one of the people killed by Coalition missile strikes on the Idlib-Al-Mastouma road, while Syrian Network for Human Rights and Shaam News referred to Musab as being a former Hurras al Din (Guardians of Religion) fighter.

A tweet from @SunaUnique reported that a drone struck a car traveling on the Al-Mastouma Ariha road, killing those inside, but didn’t specify how many were traveling in the car.

According to @Click_Syria, a drone alleged to belong to the Coalition struck a motorcycle belonging to a military official from the Guardians of Religion Organization and also hit a Santa Fe car passing by on the same road, the Ariha-Mastouma highway, injuring six people in the car. @syr_television added that the family of six people in the car were “lightly” injured. Euphrates Eye put the number killed at two and identified them both as Guardians of Religion.

Syrian Civil Defense put the number of injured civilians at five, including three women and a child.

A tweet from @FreshFM90MHZ referred to those killed and injured as being “civilians”.

A video posted by @syr_television shows the moment that the drone strike hit the motorcycle from the perspective of the car where the six family members were injured. Syrian Observatory for Human Rights identified that three missiles were involved in the attack.

@NotWoofers pointed out that this is the first time in a while in Idlib that there have been civilian casualties from a Coalition drone strike.

The Military Times reported that “the command [CENTCOM] would not say whether such operations will pause during the investigation” into civilian harm allegations.

Limited local media coverage was noted by the Middle East Eye, who reported that Hayat Tahrir al-Sham (HTS), the armed group in control of Idlib, seized the Qasoum family car after the attack “under the pretext of checking the car’s papers”, and “prevented the media from filming the damage at the scene”.

In the Department of Defense’s 2022 annual report on civilian casualties (1057 report), released April 25, 2024, the US military admitted that six civilians had been injured during this incident.

The incident occured at approximately 10:00 am local time.

Airwars assessment

Up to four men were killed in Coalition airstrikes or shootings with the alleged assistance of Turkish forces in the village of Al Adwania on October 25, 2021. One of the men, Abu Hamza Al-Shuhail, was identified as an arms dealer while sources were conflicted as to whether the other men were civilians or militants.

The Euphrates Post reported that Turkish forces entered the village of Al Adwania and shot the young man Abdul Rahman Salem Al-Hammad, who died instantly from his gunshot wound. They also pointed out that Abdul had been armed and was killed instantly. Private sources contested that the forces that entered the area were Turkish, reporting that they “spoke English and not Turkish”, making it likely that the forces belonged to the Coalition.

According to Euphrates Post, this incident occurred shortly after an alleged Coalition drone killed Sabahi Al-Musleh “Abu Hamza Al-Shuhail”, identified as being a former arms dealer close to ISIS. A tweet from @DeirEzzorNow disputed this, stating that “Sabahi is not closely associated with the terrorist organization ISIS but the man was an old arms dealer… he joined the 20th Division – and sometimes he works as a smuggler towards Turkey.”

The Syrians for Truth and Justice released a report where they identified Abu Hamza as being a “a famous arms dealer in the region” who “supplied and sold massive quantities of various types of firearms to several parties in the Syrian conflict, chiefly IS”. Al-Shuhail worked with the factions of the former Free Syrian Army (FSA), Jabhat al-Nusra (al-Nusra Front)/Qaeda, and later with both IS and the SDF. He rented the farmhouse in al-Adwaniya—which is under the military control of SNA-affiliated 20th Division—and made it a headquarters for administrating his business, which included people smuggling “in coordination with SNA commanders”.

Additionally, two other people were killed by “unknown fire” when they rode a motorcycle to inspect the location of the drone strike, identified as being Sami Khalil Al-Khuzam, an electrician who worked in an agricultural vehicle repair shop from the village of Al-Marayeh in the eastern Deir Ezzor countryside, and Nawaf Khalaf Al-Hawas, a shepherd from the village of Al-Tabiya. Orient News attributed the death of Sami and Nawaf to the Turkish forces that entered the area following the airstrikes.

Eye of Euphrates referred to “at least three” people killed in addition to Abu Hamza Al-Shuhail as being his “companions” but did not specifically identify if they were militants or civilians and their reporting also seems to indicate that the drone strike killed all four victims. However, a tweet from @DeirEzzorNow specifically identifies Abu Hamza Al-Shuhail, Abdul, and Nawaf as all being from Deir Ezzor and as all being members of the 20th National Army Division (they did not mention Sami Khalil).

The report by the Syrians for Truth and Justice identified the location as being a newly constructed farm adjacent to the Syria-Turkey border in al-Adwaniya village. Following the drone strike that killed Abu Hamza, Turkish ground troops came from Turkey and encircled the area, exchanging fire and killing a gunman in the farmhouse named Abdulrahman Salem al-Hammad, who “used to work with al-Shuhail and visited the farmhouse frequently”. In addition, two other civilians “arrived in the target area about an hour and a half after the assassination operation started” and were killed. Sami al-Khuzami died when he was shot in the chest, and Nawaf al-Khalaf died when he was shot in the head, possibly by sniper fire due to the location. Both were “killed on the main street leading to the farm, about 150 meters away from the farmhouse”. Overall, the incident resulted in the death of three civilians “who maintained no relations with the arms dealer”.

On November 27th 2021, the UK government announced that they had conducted strikes in this location without giving details about who was killed: “The crew of a remotely piloted Reaper, armed with Hellfire missiles, tracked a known terrorist in northern Syria, near the city of Ras al Ayn, and at a safe moment, when the individual was alone in a field, carried out a successful attack.”

The local time of the incident is unknown.

The victims were named as:

Abdul Rahman Salem Al-Hammad
Adult male killed
Sami Khalil Al-Khuzam
Adult male killed
Nawaf Khalaf Al-Hawas

The brief recapture by al Shabaab of the strategic town of Amara on the morning of August 24th was reversed by Somali ground forces, assisted by a US airstrike. Up to 90 militants and five government soldiers were killed in the strike, according to the Somali government and state media.

Amara had been held by al Shabaab for more than a decade, until its capture by Somali government forces on August 3rd 2021 – part of a wider ground offensive in Galmudug State.

Beginning around dawn on August 24th, Shabaab had then launched a major operation to regain the town. It claimed to have killed multiple Somali government forces including elite Danab fighters. Among those reported killed was a senior commander named as Ahmed Abdi Micy. Al Shabaab also claimed to have captured more than a dozen ‘technicals.’

According to Reuters, “Residents of Amara in the Galmudug region said the morning assault started with a suicide bomb attack which targeted government special force units, known as Danab and Darawish… Asmail Nur, another resident, confirmed the attack and said al Shabaab captured 11 armoured vehicles and burned seven others.”

At 10.52am according to Sonna state media, an airstrike targeted Shabaab forces just outside Amara, as part of a successful government counter offensive. “This strike was successful and killed several al-Shabaab terrorists,” Sonna reported. As many as 90 Shabaab militants were alleged killed in the overall fighting.

Harun Maruf (@HarunMaruf), a journalist for Voice of America, tweeted that “Somali army reports killing 62 Al-Shabaab fighters following Tuesday’s militant attack on Amaara, and subsequent air strike. State media reported 5 soldiers also died. Meanwhile, Al-Shabaab displays battle wagons and trucks it claims seized from Govt forces in Amaara.”

AFRICOM itself finally declared the strike that evening, though made no mention of specific casualties – either civilian or militant. Its official statement asserted that the strike had been ” a collective self-defense strike against al-Shabaab fighters engaged in active combat with our Somali partners in the vicinity of Cammaara, Somalia, on Aug. 24. U.S. forces are authorized to conduct strikes in support of combatant commander-designated partner forces under the 2001 Authorization of Use for Military Force.”

The incident occured at 10:52:00 local time.

Original strike reports

US Forces

In coordination with the Federal Government of Somalia, U.S. Africa Command conducted a collective self-defense strike against al-Shabaab fighters engaged in active combat with our Somali partners in the vicinity of Cammaara, Somalia, on Aug. 24.

U.S. forces are authorized to conduct strikes in support of combatant commander-designated partner forces under the 2001 Authorization of Use for Military Force.

A battle-damage assessment is still pending due to the ongoing engagement between al-Shabaab and Somali forces. The command’s initial assessment is that no civilians were injured or killed as a result of this airstrike.

The Federal Government of Somalia and U.S. Africa Command forces take great measures to prevent civilian casualties. These efforts contrast with the indiscriminate attacks that al-Shabaab regularly conducts against the civilian population.

The Federal Government of Somalia and the U.S. remain committed to fighting al-Shabaab to prevent the deaths of innocent civilians. Violent extremist organizations like al-Shabaab present long-term threats to the U.S. and regional interests.

Airwars assessment

In its latest actions in support of Somali ground forces, AFRICOM confirmed that it had conducted airstrikes on al Shabaab positions “in the vicinity of Qeycad” on August 1st.

Statements published by both the Somali Ministry of Information and Galmudug State referred to two separate strikes, which Airwars is therefore treating as separate events.

Galmudug State reported the following: “A strike targeted a military base housing al Shabaab militants between Qay’ad and Hareri-dere.”

Separately, the MOI stated that “At 1022 a.m. & 1101 a.m. air strikes occurred b/w Bacadweyne & Camara towns near Wisil town in #Galmudug State in support of a #Danab operation resulting in zero civilian casualties”. It went on to add that “The airstrikes destroyed a large al-Shabab firing position engaging Danab and SNA forces as they approached”. Airwars has treated the action between Bacadweyne and Camara as a separate event (USSOM339).

The US actions – the third and fourth in just eleven days – were once again in support of Somali ground forces fighting al Shabaab for control of towns and villages around Qeycad. According to AFRICOM, “There were no U.S. forces accompanying Somali forces during this operation. U.S. forces were conducting a remote advise and assist mission in support of designated Somali partner forces.”

AFRICOM also asserted that the command’s “initial assessment is that no civilians were injured or killed given the remote nature of where this engagement occurred.” There were also no known local reports of civilian harm.

Pro al Shabaab source Somali Memo tweeted on the Sunday morning that “Forces of the Islamic State of Mudug strongly defend Qeycad after air and ground attacks,” with a more detailed online report asserting that “Reports from the outskirts of Ba’adweyne area say that heavy fighting broke out in the early hours of today near Qeycad village. The fighting came after US-trained militias attacked the defenses of the Islamic State of Mudug between Ba’adweyne and Qeycad. Sources say that after an hour of fighting, the Ashamud militia were defeated and later returned to their base in Ba’adweyne. The report added that US drones had taken part in the airstrikes, but no casualties were reported.”

Somaliweyn also claimed that al Shabaab had attempted to retaliate against the US strikes: “Two rockets were reportedly fired at a fighter jet on the outskirts of Qaycad in Mudug region, where Somali government and Galmudug forces are also conducting operations.”

An image published by Radio Muqdisho on the day appeared to show an airstrike in progress.

In a followup statement, Sonna state media claimed the following day that the Somali National Army backed by Galmudug State forces had killed 200 Al-Shabaab militants in their ongoing military operations in Mudug region, destroying what were described as 16 “terrorist bases” and capturing four towns and eight villages.

The incident occured in the morning.
