An alleged Coalition night time airstrike killed “a number of civilians” and injured others, according to local media.

Several sources including the Syrian Network for Human Rights (SN4HR) reported the deaths of two civilian brothers. According to sources including Zaman Al Wasl, Al Soussa News, Al Shaafa News and the Syrian Unified Observatory, the injured belonged to the same family as the brothers.

Al Watan News reported that more civilians were trapped under the rubble of destroyed houses in the village. However Al Sha’afa News, while noting the deaths of the brothers, said that other family members were only lightly injured.

Friday 16 November – Typhoons destroyed an armed truck and a concealed truck bomb in eastern Syria… The following day [Nov 16th], a Daesh armed truck was reported to be firing to the north of Hajin; Typhoons responded, and destroyed it with a direct hit from a Paveway IV. The Typhoons were then directed to a ruined building, next to a road, within which the terrorists had been spotted hiding a truck-bomb. A second Paveway was used against this target, producing a large explosion which confirmed that the truck-bomb had been successfully detonated before any civilians or SDF had been placed in danger.

Airwars assessment

Alleged Coalition airstrikes targeted Al Kashma and Al Sha’afa in what was described as “a new massacre of dozens of civilians” according to local media. Between 20 and 50 civilians were reported to have died as a result of “25 raids” on both locations on November 13th. According to Orient News, both Al Kashma and Al Sha’afa were under IS control at the time but included a large number of displaced families.

There were varying reports on the number of civilians; the official Al Sha’afa Facebook page claimed all casualties resulting these strikes were civilian, whereas The Euphrates Exiles Facebook claimed all casualties were ISIS members and their families.

The majority of sources reported on 35 civilian fatalities, of whom most were reported to be women and children.

The death toll was estimated to be higher by @Kalmuqdad Qasioun, placing it at 50 civilian deaths.

According to Jisr TV, “British General Christopher Ghika, deputy commander of the Joint Task Force of the US-led International Alliance Against State Regime, said they were investigating allegations of civilian deaths in raids by the Syrian alliance in Deir al-Zour.”

The statement was made in video conference at the Pentagon, which reviewed operations against state organization in Syria and Iraq on Tuesday. According to the official transcript, when asked about 20 civilian deaths General Ghika commented: “I think that we have to be particularly aware of people who put stories like this into the information space, knowing that they’re not true. And then we all run off on them. So these are unsubstantiated at this stage. We will investigate them, as we investigate every allegation of civilian casualties.”

In its October 2020 monthly civilian casualty review, the US-led Coalition classed this event as ‘non credible’, asserting that “This report contains insufficient information on time, location, or details to assess its credibility.”

The local time of the incident is unknown.

Airwars assessment

The Step News Agency reported that the Coalition “bombed the eastern suburb of Deir Ezzor with white phosphorus last night [Nov 10th]. It also renewed  shelling of Hajin city and the town of al-Sousse”. It added that deaths were reported, but didn’t give numbers.

Al Khabar also claimed that white phosphorous was used, asserting that “the bombing left extensive destruction in affected neighbourhoods where the National Hospital remained the only building not destroyed.”

The Coalition accused unspecified forces (presumably Syrian regime) of conducting a significant number of additional strikes on the Hajin Pocket at this time.

In its October 2020 monthly civilian casualty review, the US-led Coalition classed this event as ‘non credible’, asserting that “After a review of all available records it was assessed that no Coalition actions were conducted in the geographical area that corresponds to the report of civilian casualties.”

The local time of the incident is unknown.

Airwars assessment

Multiple local sources named three children as killed and “many” more civilians wounded in an alleged Coalition air or artillery strike on Al Shaafa on November 3, 2018. Some sources reported that the airstrike targeted a house in a residential neighbourhood.

Euphrates Post for example reported: “The killing of three children, the children of Imad Mahmoud al-Haj Al Hussein from the city of Mohsen after international Coalition air raids targeted the town of Al-Sha’afa in the countryside of  the city of Abu Kamal yesterday.”

According to the Syrian Network, the victim family was originally from al Mouhasan city.

Syrian United Observatory mentioned “shelling” of the town – suggesting that artillery may have been responsible.

SANA also mentioned that “many civilians were injured” in the event.

In a civilian casualty assessment released November 3rd 2023, the Coalition classed this event as ‘non credible’, claiming that ” Based on pre-strike intelligence and surveillance, and post-strike battle damage assessment, it was determined that civilian casualties did not occur because of a Coalition strike.”

The local time of the incident is unknown.

An alleged fourth problem Coalition airstrike in the governorate of Deir Ezzor over a 48 hour period allegedly hit a ‘Qur’anic institute’ (a place in which the Qur’an is taught) in Hajin, in what some local sources described as another “horrific massacre”.

Various sources reported that the airstrike killed six civilians and wounded several others. Eldorar for example reported that “According to sources speaking to Eldorar,  aircraft of the International Coalition targeted a Qur’an memorization school in the city of Hajin east of Deir al-Zour evening; resulting in the death of six civilians immediately, mostly children and women, and the wounding of others.”

Marsad al Hassakah reported that “six Syrian and Iraqi [civilians] died on October 19th, as a result of strikes targeting a Qur’an institute (Mosque) and surrounding houses in the town of Sousse, while 11 members of the [ISIS] organization were killed in the same strikes – with the number of martyrs and dead still rising because of those wounded.”

According to the Syrian Network for Human Rights, the strike occurred at 12.00 and killed 6 civilians, including at least 3 children and 1 woman, all of whom were said to be Iraqi refugees.

Horrya News claimed that “dozens” were wounded in the event.

In its December 2020 monthly civilian casualty report, the Coalition assessed this event as ‘non credible’, claiming that it had conducted no strikes in the geographical area which corresponded with civilian harm claims.

The incident occured around midday.
