Airwars assessment

Euphrates Post, amongst other sources, reported that “the bodies of Ramadhan Sheikh’s family were found in the rubble after being lost for nearly two months in the city of Raqqa. They’re from Jabila neighbourhood in Deir Ezzor”.

DCHRS listed eight victims, including Mr Ramadhan Sheikh, his wife and six of his children.

It is currently unclear at what point during the Raqqah campaign that the victims died. Despite this, Mohammed Ramadhan Sheikh Mohammed (60), has since been identified by a testimony with a relative of a victim that he died on the 27th of September 2017 alongside three other men. It is unclear when his wife and six children were killed. See Airwars incident CS1536 for details.

Ismail Akkush was also named in Airwars incident CS1535, with two other victims. He has also been removed from this incident.

The Amnesty and Airwars’s joint April 2019 report “War in Raqqa: Rhetoric versus Reality” (https://raqqa.amnesty.org/), stated that “An air strike killed four men who were burying their neighbour, Mohammed al-Wadi (47), who had been killed by Islamic State fighters the previous day, in another neighbour’s garden. During the war the dead were buried in parks and gardens, as it was impossible to reach the cemetery, which was outside Raqqa.” The garden belonged to Abdul Rahman al-Qantar.

The father of Abdallah al-Wadi gave a testimony to Amnesty International stating that, “My son was shot dead by Daesh (IS) fighters and the following morning four neighbours were burying him in the garden of a nearby house when an air strike killed all four of them.”

Amnesty International field notes claim that a “small impact radius missile” was fired on the vicinity.

Four civilians were reportedly injured by an airstrike, likely to be Russian, on the town of al Tamana’a in Idlib on September 27th, according to local media. Sources all blamed Russian C25 planes for the raids.

According to “Al Tamana’a the Free media office of the town”, there were more than 18 Russian raids on the town of Al-Tamana’a in half an hour. “Five aircraft took turns in the raids causing light injuries to one man and one woman.  C8 warplanes used vacuum missiles and bunker busting missiles cause destruction on homes of civilians.”

A farm was also damaged in the raid.

One source reported that helicopters were sighted at the scene.

Up to five civilians, including one woman and one child, were reported killed following airstrikes on Al Mayadin, Deir Ezzor governorate. The Coalition and Russian warplanes were blamed by local media.

According to Al Natek, Russian raids targeted the city resulting in four civilians deaths. Smart also believed the attack was carried out by Russian warplanes, asserting that four died including one woman and one child.

However Step accused the Coalition, alleging that “More than five raids by the international coalition targeted Ina’ash al Reef and the water crossing and near al Rahba castle in the city of al Mayadin”.

Nasser Khalifa Al A’yada, his wife Houria Al Jaber and his nephew Ahmad Abd al-Khalifa Al A’yada were listed as killed by the Euphrates Post. However there was some confusion, as in a subsequent Euphrates Post report no civilians casualties were mentioned. In a third Euphrates Post report, it referred to “military aircraft believed to be members of the International Alliance” as culprits. According to the source “the house of Mr. Ahmad Al Hamad Al-Aboud and Al-Zubari and Al Toub and Sa’alo on the main Deir Ezzor – al Mayadeen road” were targeted.

The shelling reportedly focused on the house of Mr. Khalif Al A`yada an the houses adjacent to it.

In addition to the charred bodies and the fall of many wounded in the neighbourhood, a petrol shop was also bombed in front of Nasser al-Khalif’s home, and a fire broke out as a result of the burning of many cars.

The Syrian Network for Human Rights, however, said that “Syrian regime forces killed several civilians from one family on September 26th in Al Mayadin”.

The incident occured at 01:30:00 local time.

A man was killed and three children were injured by an airstrike, likely to be Russian, near the village of Urum Al Kubra in the southern Aleppo countryside, local media reported.

Smart News Agency reported that the man and children were from the same family.

It should be noted that this report may refer to incident RS2534 in Reef Al-Muhandseen in which multiple sources reported a family of three civilians killed.

One source reported that “The raid wasn’t on the headquarters of the Corps  [ie failaq al sham] but on the homes of displaced civilians”.

In addition, Enabaladi reported that “a long-range missile believed to have been fired from the Russian battleships in the Mediterranean fell on the outskirts of the town of Tarmanin in the northern suburb of Idlib and repeated bombing on the same area but by the Russian warplanes, causing civilian wounded.”

Airstrikes on Douma reportedly hit civilian homes and a centre for people with special needs. The centre was destroyed, and local media reported that up to five civilians were killed. Up to a further 20 civilian were said to have been wounded. Sources were conflicted as to whether this was the work of Russia or the Assad regime.

Syrian Voice reported: “Russian warplanes targeted a centre that specialised in the rehabilitation and care of the victims of war on Tuesday [Sept 26th] in the city of Douma in the countryside of Damascus, killing two residents of the center and a member of medical staff. There were also a number of injured people, and the centre was rendered out of service”.

According to Zamanalwasl, “Russian warplanes carried out three air strikes loaded with high-explosive missiles targeting residential areas in the city of Douma. Medical sources in the city revealed that the number of wounded exceeded 20, and while there were no confirmed deaths [at the time of reporting], the civil defence teams continued to aid the wounded and inspect the places of shelling.”

However, a number of other sources attributed the strike to the regime. For example, @Ammar_alhasan tweeted: “Assad militias bombed a centre for the rehabilitation of disabled people with special needs in the city of Douma. Two people were killed and a large number were wounded”.

The Step News Agency named Khalil Miassa Abu Mahmoud, who worked at the centre, as one of four fatalities. It referred to him as “one of the best of people – everyone loved him”, adding that “his son Abdul Rahman Abu Ali was martyred about nine months ago”.

According to the Facebook page of the Local Coordination Committees of Syria, a civil defence volunteer was one of the victims, though the source wasn’t clear whether he was killed or wounded. Moaaz alhamza also noted that the “many casualties” included civil defence volunteers.

More than 32 civilians died in alleged US-led Coalition strikes on the city of Raqqah, according to local media. Field research by Amnesty International has since confirmed many of the civilian deaths. The civilians were in the basement of a building near Maari School when the airstrike hit, causing the building to collapse on them, killing dozens.

In the first week of February, a number of local sources reported on the exhumation of bodies from “the area south of Al Ma’ari school”. More bodies were found and after a query from an Airwars researcher, RBSS stated that more than 35 civilians had been present in the building when the airstrike took place. A number of these bodies could however not be identified due to the heavy decomposition.

On February 14th RBSS reported that the bodies of four children and their father were recovered “two days ago from the building next to the school of Al-Ma’ari.” Included in the report were photos of the family’s grave and a document reading their names.

In a video by France24 Khaled Khalaf al Salama’s wife, who survived the bombardment, mentions that she has also lost her mother, sister and niece. RBSS confirmed to Airwars that they were all killed in the same airstrike.

On April 4th, local sources reported that another four bodies were taken from under the rubble “in a building next to Al-Ma’ari school”. Euphrates Post did not specify the date on which the people died, only mentioning that they were killed “during the recent campaign against the city.” Still, only 27 of the 35 civilians that were killed in the incident have been found at this same location – making it likely that the four recently exhumed persons were killed in the same bombardment.

In a May 2nd interview with Arab24, a rescuer who is standing at the location of the incident, states that “Most of the bodies we are pulling out are unidentified. There were about 200 bodies that were identified, we handed those over to their families.” Later, he addresses that in al Ma’ari area, “we have pulled out about 20-25 bodies. Some of them were identified and others remain unidentified.” Due to the heavy bombardments in the area around that time, Airwars researchers cannot determine if these bodies are related to this specific incident.

This incident was initially assessed as being related to an October 3rd incident in Raqqa (S1396b). Further research found that the bombardment was dated September 25th. Airwars researchers created this separate incident on March 1st.

Many of these details have since been confirmed to be true, following the publication of the Amnesty and Airwars’s joint April 2019 report “War in Raqqa: Rhetoric versus Reality”. The report confirmed through interviews with survivors that “At least 32 civilians – 20 children, eight women and four men – from four families were killed when an air strike destroyed a five-storey building where the displaced families were sheltering.”

Khaled Khalaf Salama’s family were from Raqqa but were IDPs from another part of the city. His wife survived however has “bad burns”.

Hana’s family were displaced from Palmira. Hana’s husband and two children survived. The family had left Palmira to go to Rukban IDP camp (near Jordan border) but their situation was terrible therefore went to Raqqa in 2016. They were in building opposite (on opposite side of main road) but a few days earlier that building was set on fire by attack by (seemingly Rafale) aircraft and so fled to building across the road, which was then bombed on 22 August. This led them to the school.

Loay’s family were also displaced from Palmira. One of his daughters – named Malak – survived however she disappeared.

Aalawi al Nazzal’s wife and four daughters was also displaced from Palmira. Their son, Mohammad – aged 12 – allegedly survived, however he disappeared. According to testimonies he had down syndrome.

Ayat, a survivor of the raid told Amnesty in a testimony that “All my children, mother, my entire family, everyone who was dear to me, they were all killed. Wasn’t this war about saving and protecting the civilians? Why did they kill innocent people.”

Eleven of the victims were named in a Airwars incident CS1571. Sources stated that they had died on 7th October in an airstrike and their bodies were – according to RBSS – “recovered from the building adjacent to Al-Ma’ari school” on February 6th.

Seven victims of the Salama family were also named in Airwars incident CS1572. Sources stated that they had died on 3rd October. Since field research was conducted by Amnesty, we now know they were victims of the 25th September airstrike on Al Ma’ari school.

Similarly Aalawi al Nazzal and his family were listed under Airwars incident CS1573, however they died in this strike. They were previously listed as killed on October 3rd.

In Airwars incident CS1615, it was reported that the news of the deaths of Shahed Maher Hamada and Yasin Maher Hamada came “midst reports of 45 or more citizens of Palmyra killed in Raqqah “during the past 24 hours”. Following a lack of clarity surround their deaths, we now know that they were killed in this incident on the 25th, rather than October 9th, alongside five other members of their family.

Najah Abderrazzaq Hammada and Abderrazzaq Ali Taha were initially listed under Airwars incident CS1611, but we have since learnt they were killed in this strike. Their names have therefore been removed from incident CS1611.

On March 10, 2022 in the CJTF-OIR Civilian Casualty Report, the Coalition reported this incident to be “non-credible”, stating that “After review of all available evidence it was determined that more likely than not civilian casualties did not occur as a result of a Coalition strike.”

For September 24th-25th, the Coalition reported: “Near Raqqah, 27 strikes engaged four ISIS tactical units and destroyed 29 fighting positions, three vehicles; and suppressed a fighting position.” It additionally reported that “On Sept. 24, near Raqqah, Syria, three strikes destroyed an IED, an ISIS fighting position and 11 vehicles.” And that “On Sept. 24, near Raqqah, Syria, one strike destroyed an ISIS fighting position.”
