Airwars assessment

One 30-year-old civilian died after his motorbike was struck at Al Duweir checkpoint between al Salhiya and al Qouriya, according to local sources.

In February 2019, the Coalition conceded this death, noting: “Coalition forces had intelligence on an ISIS member traveling via motorcycle in Mayadin. Coalition aircraft struck the motorcycle. Regrettably, one civilian was unintentionally killed during the strike. ”

Only one source – Euphrates Post – pointed directly at the Coalition, reporting that the victim died after “international coalition aircraft hit him with a small missile at Al Duweir checkpoint while he was on his motorcycle returning from the city of Salhiya in the countryside Boukmal.”

Sharqiya voice and 24 DeirEzzor didn’t identify the warplane responsible for his death.

The Coalition provided Airwars with coordinates for this event accurate to within a 100 metre box.

Airwars assessment

In an event previously untracked by Airwars, the Coalition reported in its monthly civilian casualty report for September 2019 (published November 16th) that it had killed a civilian during an airstrike at Al Shaafah. The Pentagon later declared this to be a US action.

According to the OIR report, “March 1, 2018, near Al Shafah, Syria, via self-report. Coalition aircraft conducted an airstrike against a Daesh facility. Regrettably, one civilian was unintentionally killed as a result of this strike.”

The Coalition provided Airwars with the location of this event to within 100 metres. This placed the event within Al Shaafah itself.

In May 2020 in its annual report to Congress, the Pentagon declared this to be a US civilian harm event.

OPÉRATION CHAMMAL SITUATION MILITAIRE DU THEATRE Sur le théâtre irako-syrien, les opérations se poursuivent. Les objectifs demeurent de défaire les dernières poches terroristes en Syrie et de sécuriser le territoire irakien. Poursuite des combats en Syrie En Syrie, les forces démocratiques syriennes poursuivent leur effort contre les dernières poches de Daech en Syrie présentes sur les rives orientales de l’Euphrate, l’une située autour de Dashisha le long de la frontière avec l’Irak et l’autre dans la vallée de l’Euphrate à proximité d’Abou Kamal, autour de la ville d’Hajin. Poursuite des actions de sécurisation en Irak En Irak, conduisant une vingtaine d’opérations par semaine, les forces de sécurité irakiennes poursuivent la sécurisation du territoire. Ces opérations se concentrent autour des principales agglomérations, mais aussi dans le désert de l’Anbar où de nombreuses caches terroristes ont été récemment décelées et détruites. Retour progressif des réfugiés en Irak En Irak, la situation des populations civiles revient progressivement à la normale. Au cours des deux dernières semaines, principalement dans la province de Ninive, environ cent trente mille personnes déplacées ont rejoint leurs localités d’origine. ACTIVITÉ DE LA FORCE Formation au profit des forces de sécurité irakiennes En fin de semaine dernière, la Task Force Narvik a terminé un stage de quatre semaines au profit des forces de sécurité irakiennes. Their January 2017 civilian casualty reported noted “During a strike on ISIL fighters in a moving vehicle it is assessed that one civilian pedestrian was unintentionally killed by the munition’s strike blast.”

Airwars assessment

A civilian male was killed by a declared Coalition bombing of the Al Basrawo neighbourhood of Raqqa on July 13, 2017, local sources reported.

Most sources who reported the incident alleged that the US-backed SDF militias were responsible. But there was confusion: Alraqqa Ahluna initially said the victim died in an “SDF bombing”, but subsequently blamed a Coalition airstrike for his death.

Raqqa is Being Slaughtered Silently added that ‘rocket launchers’ were used, which may suggest that the SDF was responsible, as although Airwars understands it has no artillery, it does have mortars.

In a civilian casualty assessment released November 3, 2023, the Coalition classed this event as ‘credible’, admitting that “July 13, 2017, near Al Basrawo Mosque Neighborhood, Syria, via Airwars report. Regrettably, based on a thorough review of all available information, one civilian was unintentionally killed during a strike targeting ISIS fighters in an urban setting.”

‘Point de situation des opérations Armée française – Opérations militaires·Thursday, 13 July 2017 CHAMMAL SITUATION En Syrie, A Raqqah, la manœuvre d’encerclement menée au Sud de la ville pour couper les combattants de Daech de leurs soutiens est terminée. Dans la ville, la progression des Forces Démocratiques Syriennes se poursuit maison par maison, face à une défense de Daech faite d’actions permanentes de harcèlement, d’infiltrations et d’attaques suicides menées avec l’aide de boucliers humains. Les Forces armées syriennes se heurtent aux défense de Daech plus à l’Est et les positions se stabilisent. En Irak, Dimanche 9 juillet, le Premier ministre irakien a annoncé la libération de Mossoul. For July 12th-18th, France report 11 strikes: 7 in Syria (6 in Raqqa) and 4 in Iraq. There were 26 artillery strikes in Mosul. Since September 19th 2014 France has carried out 1322 strikes, with 2090 targets destroyed and 6812 air sorties. Additionally, they’ve carried out 1310 artillery missions.

‘OPÉRATION CHAMMAL SITUATION En Syrie, Dans la ville de Raqqah désormais encerclée, Daech défend fermement les quartiers sous son contrôle en s’appuyant sur un usage intensif de pièges dont le terrain est littéralement saturé pour ralentir la progression des forces démocratiques syriennes (FDS). Cette stratégie impose aux FDS de déminer, pas à pas, chaque rue et chaque maison, sous la menace permanente de tireurs isolés entre autres tactiques adverses. Leur progression reste donc très lente. En Irak, Alors que les opérations de sécurisation de Mossoul se poursuivent, la principale zone de combat se situe désormais à l’Ouest de la ville dans le secteur de Tall Afar. Depuis cette localité, Daech mène des actions de harcèlement par des tirs directs et indirects contre les positions des Forces de Sécurité Irakiennes (FSI) à proximité. L’effort aérien de la coalition s’y porte donc tout en s’accompagnant d’un engagement plus large sur l’ensemble des autres territoires encore sous le contrôle de l’organisation terroriste. One child died in a Coalition airstrike according to local media.

The Syrian Network for Human Rights reported “a child died on December 3rd, due to wounds sustained from International Coalition warplanes which fired missiles on Darnaj village in Deir Ez-Zour governorate eastern suburbs on December 1, 2017″.

In June 2019 the Coalition accepted responsibility for this event noting” Coalition aircraft conducted an airstrike against Daesh terrorists. Regrettably, one civilian was unintentionally killed due to their proximity to the strike.” The Coalition additionally provided Airwars with the location of this incident, accurate to within a 100 metre box. Eleven months later this was declared to have been a US action.

The Syrian Observatory for Human Rights made no mention of civilian casualties but confirmed that the SDF had gained control of Daranj.

However, two other sources (Marsad Al Sharqiya and Obaidahalabdull) reported that the victim died in the town of Granij.

Other sources reported that the SDF had taken control of Daranj.

In May 2020, in its annual civilian harm report to Congress, the Pentagon declared this to have been a US military action.

Airwars assessment

Two local sources reported that a civilian was killed in a Coalition airstrike on Al Mayadeen town.

There was initially some uncertainty about the date of the event: A Natek reported it on May 8th, while according to the Syrian Observatory for Human Rights – which published its report on May 8th – the named victim died from an injury he had sustained in a strike “a few days ago”.

In September 2019 the Coalition accepted responsibility for this incident. Its monthly civilian casualty report noted: “May 6, 2017, in Al Mayadin, Syria, via Airwars report. Coalition aircraft conducted an airstrike against a Daesh facility. Regrettably, one civilian was unintentionally killed as a result of the strike.”

In May 2020, the Pentagon declared that this had been a US action.

The local time of the incident is unknown.

‘Tuesday 9 May – A Reaper intervened during a public execution staged by Daesh in Abu Kamal, Syria, killing a Daesh guard and dispersing the crowd gathered to witness the atrocity… The RAF is continuing to support Iraqi forces in their effort to liberate western Mosul. While the operating environment in the city is very challenging, particularly given the closely-packed buildings, very narrow streets, and the density of the urban population, our aircrew have continued to deliver precision strikes in close support of Iraqi troops on the ground. Daesh’s current tactics, including the illegal use of civilians as human shields, and fighting from sites such as schools, hospitals, religious sites and civilian neighbourhoods, increases the risk to innocent life. While no military operations come without risk, particularly in dense urban environments and against such inhuman Daesh tactics, the RAF continues to take all steps necessary to minimise civilian casualties. An RAF Reaper remotely piloted aircraft observed a group of Daesh fighters in Abu Kamal, eastern Syria, mustering a large crowd of civilians in one of the town’s main streets on Tuesday 9 May. When a van then unloaded two shackled prisoners in front of the crowd, it became clear that Daesh were organising a public execution. Given the large number of civilians present, the Reaper’s crew could not target directly the Daesh fighters about to carry out the murders. However, two armed extremists were stationed as sentries on the roof of a building overlooking the scene. A Hellfire missile was fired immediately, and scored a direct hit which not only killed one of the sentries but also brought the execution to an immediate halt, as the Daesh fighters fled the scene, and the crowd of civilians dispersed.’

Airwars assessment

In an event previously untracked by Airwars, the Coalition reported in its monthly civilian casualty report for September 2019 (published November 16th) that it had killed a civilian during an airstrike near Al Shaafah. The Pentagon later declared this to have been a US action.

According to the OIR report, “December 12, 2018, near Al Shafah, Syria, via self-report. Coalition aircraft conducted an airstrike against a Daesh facility. Regrettably, one civilian was unintentionally killed as a result of this strike.”

The Coalition provided Airwars with the location of this event to within 100 metres. The coordinates placed the event in the centre of al Soussa town.

In its annual civilian harm report to Congress published on May 6th 2020, the Pentagon declared this to have been a US incident.

Near Hajin, 25 strikes engaged 11 ISIS tactical units, and destroyed 18 fighting positions, four staging areas, five supply routes, three petroleum oil and lubricant facilities, two financial nodes, one improvised explosive device facility and damaged three fighting positions.
Near Abu Kamal, one strike destroyed one fighting position.

Wednesday 12 December – a Reaper hit four terrorist targets in Hajin, including a truck being loaded with weapons, whilst Tornados destroyed a Daesh operating base within the town…Reaper support to the SDF continued into Wednesday 12 December. Several terrorists were spotted in a treeline, and successfully targeted with a GBU-12. The Reaper’s crew then observed extremists loading a truck with weapons and ammunition; they and the vehicle were struck with a Hellfire missile. Two more Hellfire attacks were carried out during the patrol, one hitting a group of terrorists firing at the SDF, the other striking a number of terrorists as they held a meeting behind the front line. Tornados were also active over Hajin, as the SDF advanced ever further into the town, and they carried out a successful attack with three Paveway IVs against a Daesh operating base.

In de strijd tegen ISIS ondersteunden Nederlandse F-16’s grondtroepen tijdens 9 missies. Bij 8 werden wapens ingezet. Een overzicht van Defensieoperaties in de week van 12 t/m 18 december. De toestellen kwamen in actie boven de Syrische provincie Deir al Zour bij Abu Kamal. Hierbij zijn voertuigen, logistieke opslagplaatsen en strijders van ISIS aangevallen. Up to five civilians were reported killed in an alleged Coalition drone strike on Kasret al Sheikh Kom’a.

According to Raqqa is Being Slaughtered, the attack “targeted a car belonging to a leader in Daesh whose name is Hussein Abu Zeid. He was on crutches.” Shaam News said five civilians died in the attack. According to the Syrian Network “an international coalition forces drone fired missiles at Kasrat al Sheikh village located in the southern suburbs of al Raqqa governorate and is under the control of ISIS which resulted in the killing of five civilians at once including one female child and one woman.”

In April 2019, the Coalition accepted responsibility for this event, noting: “Coalition aircraft conducted a strike on Daesh terrorists in a vehicle. Regrettably, one civilian was unintentionally killed and another unintentionally wounded due to their proximity to the strike.”

In July 2019, the Coalition provided Airwars with the location of this incident, accurate to within a 100 metre box.
