Airwars assessment

22 civilians including at least 13 children were reported killed and 13 people injured following alleged Coalition airstrikes in Manbij.

The Shaam News Network reported that “Coalition planes launched raids on IS positions in Manbij and the surrounding area which led to the fall of civilian martyrs and wounded.”

The Syrian Press Centre said that “Ten civilians were killed in coalition aircraft bombing of the village of Ojkana a village near the city of Manbej in the countryside north of Aleppo, to coincide with the ongoing clashes in the area.“

They added: “The ‘democratic forces of Syria,’ launched a massive offensive supported by the international coalition on the countryside Manbej in an attempt to control the city which is under IS control, the region is witnessing battles and clashes continuing, under air cover from the international coalition, which targeted at midnight the village of Ojkana Village, near Manbej led to the death ten civilians two of whom were identified as Bahjat al Hilal and Hashem al Hilal according to Manbij coordinating committee.“

The Syrian Observatory for Human Rights reported that they were “informed that no less than 10 civilians including 5 family members were killed by aerial bombardment by the U.S led coalition warplanes in Ojana village in Menbej countryside, while no less than 13 others were wounded.”

The Manbij Coordinating Committee too said Coalition raids had killed 10 civilians from the village of Ojkana “of whom Bahjat Hilal and Hashem Hilal are known”, while Shanba Press also put the death toll at 10, but did not say who was responsible for the “air raid“.

Manbij Mother of the World reported: “a family of 23 people was killed in Ojkana which no one is talking about. It includes 12 kids and 5 women. The family of Bahjat Al Hilal, his 2 wives, his children and his grandchildren. His brother Saad al Hilal lives in Lebanon but his wife and 8 children were killed including a one and a half year old daughter.”

In its assessment of the event, Amnesty noted that “Based on the available information, Amnesty International is concerned that the strikes in Ojqana on 3 June, which appear to have been carried out by Coalition aircraft, resulted in heavy civilian casualties possibly due to a failure to adequately distinguish between civilians and military targets, resulting in an indiscriminate attack.”

The Syrian Revolution Network later named the dead.

According to the Syrian Network, “Fixed-wing international coalition forces warplanes fired a missile that targeted residential houses in Al Sakkawya village, affiliated to Manbej city in the eastern suburbs of Aleppo, which resulted in the killing of the young man Saif Al Din Mohammad Al Sheikh. The village was under the control of ISIS on the day of the incident and it is now held by the Kurdish-majority Syrian Democratic Forces.”

No other information is presently known.

In the second of their March 2020 civilian casualty reports, the US-led Coalition assessed reports that they were responsible for civilian harm in this strike as “non-credible”, stating that no Coalition actions were conducted in the geographical area at that time.

Ten named civilians were reported killed in afternoon airstrikes on the Al Mashlab neighbourhood of Raqqa.

According to the local Civil Defence, “four civilians were martyred due to successive airstrikes by coalition warplanes on Mashlab neighbourhood according to local source.” The Syrian Observatory reported 10 civilian deaths from airstrikes in Al Mashlab and elsewhere in Raqqa, though did not attribute responsibility.

Raqqa Is Being Slaughtered also reported 10 deaths, most of whom it named: “The raids targeted the following sites: The houses of Ali Bashir, Mohammad Alkajwan and Ahmed al-Huwaidi, Al-Halisat mosque and the shops of Alkajwan family.

The Syrian Network for Human Rights blamed the Assad regime, putting the death toll at 10 including one child and two women.

Al Raqqa also said the regime were responsible, as did the Pride Revolution.

A Tweet by Aleppo Now alleged the Coalition were responsible: “coalition planes target al mashlab neighbourhood in raqqa – the biggest centre for Daesh – with several raids.”

RBSS published a number of reports on “warplanes” targeting the Al Mashlab neighbourhood, but did not say who the planes belonged to.

They said that the following areas were targeted:

“1 – the hospitality areaof al Sheikh Ali Al Bashir

2 – the house of Hammoud al Kajwan

3- the house of Mr. Ahmad al Huwaidi

4- near al Kajwan shops.”

However, Raqqa News Network said that this was a Russian incident:

“Treacherous Russian warplanes launched four raids on the city of Raqqa targeting the neighborhood of al Mashlab.”

While the Coalition has confirmed carrying out strikes in the vicinity of raw on June 1st, these appear to have targeted nearby oil facilities rather than the city itself. Both the Assad regime and Russia may also have been responsible.

In the first of their March 2020 civilian casualty reports, the US-led Coalition assessed reports that they were responsible for civilian harm in this strike as “non-credible”, stating that no Coalition actions were conducted in the geographical area at that time.

As many as 15 civilians including at least three children reportedly died in Coalition airstrikes in support of a major Kurdish ground offensive against Daesh near Manbij.

Citing the Syrian Observatory, Reuters noted that “U.S.-led air strikes in support of the ground operation [reportedly] killed 15 civilians including three children near Manbij in the past 24 hours.” SOHR said the dead came from two families.

According to the Local Civil Defence of Syria, “International Coalition warplanes targeted and destroyed the bridge of Aon Dadat village that connects between the cities of Jarablus and Manbej. The planes also targeted Hawatma village in Manbej city and 6 people from the same family were martyred.”

The Syrian Network also said that al-Hawatmah was hit, reporting that “Fixed-wing international coalition forces warplanes fired a missile that targeted residential houses in Al Hwatma neighborhood, which resulted in the killing of three individuals including a female child. Additionally, three others were wounded. Manbej city was under the control of ISIS on the day of the incident and it is now held by the Kurdish-majority Syrian Democratic Forces.

The Coalition claimed to be unaware of civilian casualty allegations when approached by the Independent. A spokesperson told the paper: “We will review any information we have about the incident, including information provided by third parties, such as the proximity of the location to CJTF air strikes, and any other relevant information presented,” a spokesperson for Operation Inherent Resolve said. If the information supporting the allegation is determined to be credible, we will then determine the next appropriate step.”

In a later report, the Syrian Network noted: “International coalition forces launched a number of airstrikes on Manbij city and its suburbs to assist Syrian Democratic Forces as it advanced against ISIS. Some of these strikes didn’t distinguish between civilians and fighters, while other airstrike didn’t respect the principle of proportionality.The international coalition airstrikes resulted in the killing [in total] of 38 civilians including 16 children and six women.”

On July 7th, 2017 the Coalition admitted responsibility for the incident, reporting: “May 31, 2016, near Manbij, Syria, via Airwars report: During a strike on an ISIS headquarters, it was assessed that eight civilians, who were not observed near the target during the engagement, were unintentionally killed.”

In July 2019, the Coalition provided Airwars with the location for this incident, accurate to within a 100 metre box.

A fierce battle for the town of Kaljibrin left up to 39 civilians dead – with both Daesh and the Coalition blamed for the fatalities.

So-called Islamic State launched a major assault on Kaljibrin, later releasing a video in which it boasted of capturing weapons there. However Coaltion aircraft then reportedly struck at Daesh forces in the town, also hitting residential areas.

Local source Abu Firas al Halabi reported that “16 martyrs occurred including women and children in the village of Kaljabreen, northern Aleppo, after it was targeted by rockets by Daesh yesterday evening and this morning before it gained control of it.”

However, others reported that Coalition airstrikes then killed up to 39 civilians, “most of them women and children.”

A report from the Syrian Observatory later noted: “Casualties have risen since yesterday in the northern countryside of Aleppo, Mare’ and Kaljibrin to at least 68 dead, including 41 or more fighters from rebel and Islamic Factions killed in shellings, bombings and clashes against so-called Islamic State; as well as 27 civilian citizens – including 7 children at least and 5 women – were killed during the military operations which took place in the town of Kaljibrin north of Mare’ city. The fate of another 10 people is still unknown. It is unclear whether they were killed, or were able to flee to areas nearby.”

In a video, Halab Today TV reported testimony from an eye witness (at 0’21”): “on Thursday 26/5/2016 we woke up to noises of clashes in the village which was taking place between IS and the FSA which led to IS gaining control of the village completely.. The next morning coalition planes launched a raid on the village which led to the death of more than 50 martyrs, all of them civilians and most of them women and children and men.”

And then at 1’14”: “after IS withdrew from the village, Russian planes also launched a raid on the village which killed one child and injured two others“.

Syrian Network also blamed the Coalition, citing its own eyewitness: “We were at the cemetery burying the young man who is the son of Ali Marndi where he was killed by ISIS’s bullets when international coalition forces warplanes fired three missiles. One of the missiles fell a few meters away from me. I felt the big explosion of the missile and then headed home which is located 50 meters away from the cemetery to find that it was reduced to ruins over the dead bodies of my family. I pulled out three of my nephews and was able to rescue them. I also was able to save two of my sisters, but I lost my dad and 11 others of my family including children. Also, the head of the village council was killed, and his name was Faraj Shikhou.” The Network has named the following 28 fatalities

In its August 2017 monthly report, the Coalition said it had classed the event as non credible based on insufficient evidence of civilian harm: “May 27, 2016, near Khan Jibran, Syria, via Airwars report: After a review of available information and strike video it was assessed that there is insufficient evidence to find that civilians were harmed in this strike.”

Airwars assessment

Shaam News reported that an ‘entire family‘ was injured in an alleged Coalition evening airstrike on Al Mayadeen.

No additional details are presently known.

Responding to a request for clarification about possible involvement given declared UK strikes in Deir Ezzor that day, the MoD told Airwars that “after extensive research, we can confirm that there was no UK involvement” in the alleged event.

In the first of their March 2020 civilian casualty reports, the US-led Coalition assessed reports that they were responsible for civilian harm in this strike as “non-credible”, stating that no Coalition actions were conducted in the geographical area at that time.
