Airwars assessment

Multiple sources reported on the death of one civilian as a result of an airstrike on Al Soussa.

Euphrates Post and Masar Press both stated that the civilian casualty was a result of a drone strike. Euphrates Post went on to say that the drone had targeted an ISIS vehicle – and that shrapnel from the car had caused the death of the civilian. The report also identified the non combatant victim as Awad Al-Hamid Al-Fahad.

Damascus Now and a tweet by Samidoun Press mentioned the Coalition as the culprit.

In May 2019 the Coalition announced that it had assessed this allegation of civilian harm to be non-credible, noting “After a review of all available strike records it was
determined that, more likely than not, civilian casualties did not occur as a result of a Coalition strike”

Thursday 31 May – Typhoons and Tornados destroyed two compounds in eastern Syria, used by the terrorists as a headquarters and equipment store…The focus for RAF attacks for the remainder of the week were terrorist facilities in eastern Syria towards the border with Iraq. On Thursday 31 May, flights of Tornados and Typhoons joined forces to deliver an attack with twelve Paveway IVs against two large adjoining compounds, which were being used by Daesh as a headquarters, weapons store and muster point. All twelve weapons hit and destroyed their intended targets.

Airwars assessment

According to local sources, Coalition airstrikes and artillery shelling on the town of Al Baghouz led to the deaths of up to nine civilians, including two or three children.

Coalition officials indicated to Airwars that it is likely that this incident matches one of the following concession of civilian harm. In their February 2019 press release, they noted: “Coalition aircraft engaged an ISIS staging area. Regrettably, two civilians were unintentionally killed due to their proximity to the target location”, following an allegation they received from social media.

Deir Ezzor 24 stated in a tweet that “the bombing by warplanes” took place “at dawn”. A number of sources, including Shaam News, reported that these airstrikes were accompanied by “land to land missile attacks by the international Coalition forces located in al Omar oil field”.

A Step News correspondent detailed that the artillery strikes originated from French troops who targeted “the outskirts of the town, Bagouz Fawqani, and the towns of Al-Shafa, Al-Sousse”.

The victims were identified in a tweet by Al Rased And Euphrates Post also later listed an anonymous fatal victim of the strike, along with a named married couple who  were injured.

The Coalition provided Airwars with the location of this incident, accurate to within a 100 metre box.

Airwars assessment

A single source reported that three civilians were killed after an air raid targeted the village of al Baghouz.

Sound and Picture stated that the three civilians were killed after “air strikes from a combat aircraft coming from the Iraqi side” struck the village in the countryside of Abu Kamal.

While the source was alone in saying this, several other reports made mention of Coalition airstrikes on al Baghouz in which “several members of Daesh were killed”. Baladi News said that ‘dozens’ of ISIS fighters were injured.

In January 2019, the Coalition announced that it had classed the event as non credible due to a lack of available evidence of civilian harm: “After a review of available information and strike video it was assessed that there is insufficient evidence to find civilians were harmed in this strike.”

According to local sources, two civilians were killed in an alleged Coalition airstrike on the town of Al Soussa.

Euphrates Post, Lawhat Bukmalna and Deir Ezzor 24 reported that Issa Mohammed al-Debs, an Abu Kamal local, was killed by an air raid on the Boubdran district of Al Soussa “last Sunday”.

Lawhat Bukmalna later clarified that the incident took place on May 27th. The source also stressed that one civilian was killed in the strike, along with several civilians injured.

However, Euphrates Post and Masar Press also reported the “martyrdom of a woman” in the same district of Al Soussa, on a Sunday but did not provide a name. A later report by the Syrian Network for Human Rights confirmed that both civilians were killed as “International Coalition warplanes fired missiles on al Boubadran neighborhood in al Sousa town”.

In their monthly civilian casualty reports, the US-led Coalition has indicated that the credibility of this civilian harm allegation is in the process of being assessed.

For May 23rd to 29th, France reports that task force Wagram continued its support of the offensive against the last pockets of ISIS in the Euphrates Valley, where it conducted 11 shooting missions. French aircraft carried out 20 sorties, mainly missions of intelligence gathering and aerial reconnaissance. No strikes were carried out.

Airwars assessment

Self-reporting by the US-led Coalition identified four civilians killed in a strike in the vicinity of Hajin in Deir Ezzor. Local reports at the time made no reference to civilian harm.

According to a Coalition report issued September 27th 2018, “May 23, 2018, near Hajin, Syria, via self-report. During a strike four civilians were unintentionally killed.” The co-ordinates for the event to within 100m were given as 34°41’26.4″N 40°51’05.5″E.

This incident was not tracked by Airwars researchers at the time. A subsequent search has identified a number of reports relating to heavy fighting in the village that day – though with no specific claims of civilian harm.

Shaam Media noted for example “The launch of six rockets from al Omar the oil field in the direction of the city of Hajin a few hours ago.” The Syrian Observatory reported “the International Coalition fired 12 missiles at least believed to be ground-to-ground, from Al-Omar Oilfield in the first round of shelling, while in the second round, they fired 8 missiles at east of the same kind, which caused material damage, without information about casualties.” It also reported clashes at Hajin and said 4 ISIS fighters had been killed in a strike.

On May 24th, Xeber News reported that “French and US troops have deployed alongside Syria’s democratic forces in the hills overlooking the town of Hajin and the headquarters of Radio Daesh in the countryside of Deir al-Zour, liberated by Syria’s democratic forces with the support and cooperation of French, US and British forces earlier.

“The correspondent of the site Xeber 24 reported  a military source from the countryside of Deir al-Zour saying that the preparation for the liberation of the town of Hijn from the hands of ISIS is underway after besieging from all sides by French and US forces along with the Syrian Democratic Forces overlooking the town. He pointed out that the level of coordination is very high between the French and US forces and Syria’s democratic forces and that coalition aircraft do not leave the skies of the region.”

Airwars assessment

A local monitor reported that a number of civilians were injured after the towns of Hajin and al Sha’afa were shelled on May 20th.

According to Sound and Vision, the “continuous bombardment by French artillery aimed at the city of Hajin and the town of al Sha’afa” harmed non-combatant civilians. The report however failed to provide any more details.

Other sources, like the Syrian Observatory for Human Rights, also reported “rocket shelling by French and American forces on sites and areas controlled by ISIS”. None of these local reports however made mention of any civilians harmed as a result of these clashes.

Deir Ezzor 24 also reported the death of ISIS fighter Abdul Sattar Fares al-Ani in the bombardment.

In the first of their September 2020 civilian casualty reports, the US-led Coalition assessed reports that they were responsible for civilian harm in the alleged Hajin strike as “non-credible”, stating that no Coalition actions were conducted in the geographical area at that time.

In the same report, the Coalition also assessed reports that they were responsible for civilian harm in the alleged al Sha’afa strike as “non-credible”, stating that the allegation provided insufficient information on the timing and location of the strike to make a determination.

Between 16th and 22nd May, France reports 34 artillery missions in the Euphrates Valley. French aircraft carried out 12 aerial sorties in support of ground troops but no strikes were conducted.

Airwars assessment

Four civilians were killed and up to 14 injured following air or artillery strikes on the Filasteen neighbourhood of al Soussa, with the Coalition believed by sources to be responsible.

A resident of Abu Kamal told Al Haal that Coalition aircraft had targeted the village with more than five raids – with one of them hitting a motorcycle market. According to the report this resulted in the deaths of four civilians and the injuring of 14. Several sources reported that al Sha’afa and Hajin were also targeted by both Coalition airstrikes and “artillery shelling by the forces of the SDF” [most likely in fact by the Coalition].

Step mentioned in its own report that civilians were wounded when an ISIS vehicle was targeted – also killing four ISIS fighters. According to Deir Ezzor Media Centre the civilians had been “nearby” when the vehicle was hit. Radio al Kull however stated that four civilians were in fact killed as they were on board the targeted vehicle as detainees. Sound and Picture was the only media outlet claiming that dozens of civilians were injured.

Euphrates Post initially reported that civilians were injured and killed by “an artillery bombardment”, but later concluded that four civilians died and a number were wounded as a result of a raid by a military aircraft in the afternoon. A later report by the news organization also provided the names and photos of the four killed civilians.

In October 2018, the US-led Coalition admitted responsibility for the deaths of four civilians in an event at al Soussa – although this was dated the previous day. The Coalition later confirmed to Airwars in February 2019 that event CS1752 is unlikely to be the confirmed incident dated the previous day, based upon the descriptions. Those conceded deaths are now recorded as CS1751a.
