A single source reported “heavy air raids by Russian warplanes on the cities of Harasta and Zamalka in the eastern Ghouta, resulting in the deaths and injuries of civilians”.

One child died and 15 other civilians – many reportedly also children – were wounded in a civilian casualty incident in Talbisah, according to local media – though it was unclear whether the casualties were caused by Russian or Syrian regime airstrikes or Syrian regime artillery.
Al Jazeera and Gulfeyes blamed Russia. According to Syria News Desk, “Russian warplanes used cluster bombs last night on neighbourhoods in the city of Talbiseh. This led to the death of a child killed and injury of 15 other people”.
But some other sources pointed towards the Syrian regime. Qasioun, Alsory-Alhor and Syriafree339 reported that the regime was carrying out heavy artillery strikes.
Syriamubashar put the death toll at two, while multiple sources said that many children were wounded in the incident.

Russia has not reported any strikes between July 29th – 31st 2016.
One to two civilians were reported killed in airstrikes on Ma`arat Al Nu`man, Idlib, on August 17th.
Shaam News reported that “two martyrs fell in Ma`arat al-Nu’man” as a result of “Assad’s and Russia’s warplanes and helicopters launch[ing] dozens of airstrikes” on a number of locations.
Meanwhile, Baladi News stated that “warplanes bombed the city of “Maarat al-Nu’man” in the southern countryside of Idlib, which led to the rise of a civilian and injured others”.
According to a post from Halfaya Media Center, “the young Tamam Hassan Hasoubi from the displaced city of Halfaya” was killed “due to the brutal bombing by the warplanes of the Russian occupation militia on the city of Maarat al-Nu’man.”
A video posted by Syrian Civil Defense shows the dust cloud caused by the airstrike and members of the civil defense team running towards the explosion and an image shows a civil defense fire truck “after it was targeted by the warplanes with a double air strike, and the volunteers survived today.”
Sources named both Russian forces and the Syrian regime in reports of the incident.

Local media reported that two children died and several more civilians were wounded in airstrikes on the Al Ferdous neighbourhood of Aleppo. Most sources blamed Russia, though one said that the Assad regime had also carried out strikes on the area.
Russia: LCCSY, @syriapost1, @ShahbaPress and @SRG_Syria all blamed Russia.
LCCSY also initially pointed to Moscow but subsequently tweeted that the regime had carried out missile strikes on “Al Fardous and Aldzmata in the city”.
Almagrib Today reported that “at least one person was killed and others injured” but didn’t identify the “warplanes” responsible.

On August 16th 2016, the Ministry of Defence of the Russian Federation reported that,"Tu-22M3 long-range bombers and Su-34 tactical bombers took off from the “Hamedan” airbase (the Islamic Republic of Iran) and carried out a concentrated airstrike on objects of the ISIS and Jabhat al-Nusra terrorist groupings in the provinces of Aleppo, Deir ez-Zor and Idlib. As a result, the strikes have eliminated 5 large ammunition depots with armament, munitions and fuel, training camps of militants near Serakab, Al-Ghab, Aleppo and Deir ez-Zor cities, 3 control centres of militants near the cities Jafra and Deir ez-Zor as well as a significant number of militants. Ammunition depots, training camps and control centres destroyed by the bombing had been used for support of militant groupings near Aleppo."
Two children died and up to nine other civilians were wounded in airstrikes on Kafr Naha, according to sources on the ground – though reports were conflicted as to whether Russia or the Assad regime were responsible.
Halab Today reported that “at least two children were wounded in cluster bomb raids”. However, Smo-sy, @HalabTodayTV and @VMb468yf3kz2F6p said that the two children were killed in the attack. Reports either blamed Russia or didn’t identify the culprit.
The Smart News Agency was among several sources reporting that nine people were wounded – some seriously – in alleged Russian strikes.
But Shahba Press, Madar Daily and LCCSY attributed the event to the regime. The report by LCCSY said that “Assad’s helicopters dropped several explosive barrels on the town of Kafr Hamra”.

One or two civilians died and three were wounded in an airstrike on Lerimon in northern Aleppo, according to local media.
The majority of sources including Shahba, Syriapost1, Alraya_n and Smart blamed Russia.
However, the Shaam News Network pointed towards “Russian and Assad’s aircraft”.

Local media reported that between one and two civilians died and up to five more were wounded in an airstrike on Al Basira bridge in Al Basira town. The majority of sources blamed the US-led Coalition for the strike, though there was also an allegation against Russia and Syrian Network for Human Rights blamed the regime without mentioning casualties. A number of other reports didn’t identify the culprit.
According to the Syrian Observatory for Human Rights, “three missiles targeted al-Basira bridge, which is considered a main bridge to carry the oil towards the eastern countryside”.
@soundandpic, @RevolutoinSyria Furat.alwehda and Qasioun blamed the Coalition for the bombing. They made no mention of civilian harm, though Qasioun said that the bridge was now “completely out of service”.
However, 7al, also pointing to the Coalition, reported an unspecified number of civilian casualties. It said that “the International Coalition aircraft targeted Al-Basira Bridge yesterday evening [Oct 18th], which resulted in it being put out of service. Additionally, houses close by were damaged and there were civilian casualties.”
But Al Jazeera attributed the strike to Russia, reporting that “10 people were killed and dozens injured today [Oct 18th] following Russian raids on the town of Al-Basira and the villages of Al-Sabha and Abreha in Deir Al-Zour countryside in eastern Syria. The Russian raids also targeted a vital bridge in the city of Tire and another in Basra, resulting in their destruction and departure from service.”
@RadioAlkul said that two civilians had died in the attack with five more wounded – though it didn’t apportion blame.
In their June 2020 civilian casualty report, the US-led Coalition assessed reports that they were responsible for civilian harm in this strike as “non-credible”, stating that no Coalition actions were conducted in the geographical area at that time.

Attached to this civilian harm incident is a provisional reconciliation of the Pentagon's declassified assessment of this civilian harm allegation, based on matching date and locational information.
The declassified documents were obtained by Azmat Khan and the New York Times through Freedom of Information requests and lawsuits filed since March 2017, and are included alongside the corresponding press release published by the Pentagon. For October 17th-18th, the Coalition reported: "Near Abu Kamal, three strikes destroyed six oil well heads, two oil tanker trucks, and an oil pump jack."
For October 18th-19th: "Near Abu Kamal, one strike destroyed two oil tanker trucks and an oil pump jack." And: " Near Dayr Az Zawr, one strike destroyed eight oil tanker trailers and an oil well head."
Two civilians, a child and an elderly woman, were reportedly killed in an alleged Russian airstrike on Jami’yat Al Hadi, Aleppo, according to local media.
All of the known sources which attributed the event to a belligerent, reported that Russian warplanes were responsible.
Shahba Press reported that the event was Russian air raids, whilst Step News Agency added that a Russian “land to land missile also fell on the town.”
Multiple sources mentioned wounded civilians, however, none suggested how many had been wounded.
