Airwars and the White Helmets have launched a new project presenting White Helmets incident response data in a single and interactive repository, hosted on the Airwars website.

On February 6th 2023, a devastating earthquake hit areas of Syria and southern Turkey leaving an estimated 55,000 people dead. In northwest Syria, the White Helmets, also known as Syria Civil Defence, deployed their volunteer first responder teams – rescuing at least 2,950 people from under the rubble and recovering the bodies of more than 2,000 others.

White Helmets teams have since been working on reconstruction efforts, including by clearing roads, facilitating community access and providing essential humanitarian services. These efforts have been challenged by continued hostilities, with airstrikes hitting communities already vulnerable from both the earthquake effects and the preceding years of protracted conflict.

In an effort to capture and quantify the on-going harm in Syria, particularly in areas already made vulnerable by the known intensity of the earthquake, Airwars and the White Helmets have teamed up to combine and consolidate data.

Our findings are detailed in the latest edition of Fragments, a new quarterly publication launched by the Explosive Weapons Monitor.

A summary of our findings:

    Civilians were often killed in areas where the February 2023 earthquake had been the most intense. In the months following the earthquake, the White Helmets responded to 1,245 attacks using explosive weapons, leading to at least 167 civilian fatalities – a third of which were children. More than 80% of those fatalities were in locations where the earthquake had some of the most intense shocks in Syria. Throughout the year, artillery shelling by Syrian Regime forces led to high numbers of incidents in which civilians were killed, with the White Helmets recording more than 900 separate attacks using artillery on earthquake affected areas. One White Helmets volunteer was killed in a strike with a guided missile on a marked service vehicle, while three other volunteer responders were injured across separate attacks. Among the incidents is a May 3rd strike in Idleb conducted by US forces, on a civilian that the US now admits was misidentified as a member of Al Qaeda.

This joint project is intended to draw attention back to a conflict that gets little international attention, despite the on-going intensity of attacks on civilians. It is also intended to show the benefits and effort of collaborating on critical documentation practices, even in the most intense of battlefields.

Methodology

Data points reflected on the map are incidents provided to Airwars by the White Helmets. Each incident is an instance where first responders were called to respond to explosive weapons use. Data provided included coordinates identified by on the ground response teams, as well as descriptions of the types of operation (such as air or artillery strike), the date, and a short description of the harm caused (such as fatalities or infrastructure damage).

Attribution of the strikes was also provided by the White Helmets, based on an assessment of aircraft use and direction of flight based on areas of control. All attribution should be treated as indicative only, given the complexity of joint operations and lack of transparency around strike reporting by all belligerents. Airwars is continuing to assess each 2023 incident in line with our own casualty recording methodology, and has already published 105 cases reported in earthquake-affected areas on our website – totalling some 98 civilian deaths from alleged Russian strikes alone.

One of ten winners from nearly 600 entries for prestigious journalism prize

Airwars has won a Sigma award recognising excellence in data journalism, while the organisation’s investigative work has also been nominated three times at the forthcoming Amnesty Media Awards.

The article, titled The Year of the Shahed, was one of ten winners selected by Sigma from a total of 591 submissions by more than 300 news organisations.

The investigation involved gathering all open-source allegations of Russia’s use of the Iranian-made Shahed drone to attack Ukrainian civilians, as well as researching the European links to the specific component parts found in them. It was produced in collaboration with the German newspaper Der Spiegel after a grant by Investigative Journalism for Europe.

Commenting on the article, the Sigma prize committee said: “The increasing digitisation, mechanisation, and automatisation of warfare is a worrying trend that will likely accelerate in years to come. This story about affordable but highly effective Iranian drones (actually, pseudo-missiles) used by Russia in Ukraine is a good example of what investigative and data journalism can do to warn readers about such trends.”

“The piece combines in-depth data analysis of attack patterns, first-person accounts of their consequences, and plenty of context of both the history of this weaponry and of the way it’s operated. The story weaves the narrative with photographic and audio evidence, along with a simple but effective series of data visualizations, scrollytelling sequences, and well-executed vector 3D renderings of the drones. In summary, it’s a rich multimedia experience.”

The article was written by Sanjana Varghese, Nikolaj Houmann Mortensen, Iryna Chupryna and Rowena De Silva of Airwars, as well as Oliver Imhof and Alexander Epp of Der Spiegel. It was designed visually by Airwars’ Júlia Nueno and Azul De Monte.

Among the other projects recognised by the judges were international news organisations including the Financial Times and Bloomberg, as well as local news organisations in Nigeria, Bangladesh and elsewhere.

The full award ceremony can be viewed below and Nikolaj Houmann Mortensen will discuss the article at a panel discussion during the International Journalism Festival 2024 in Perugia, Italy on April 20, 2024.

Separately, Airwars received three nominations for the forthcoming Amnesty Media Awards. The awards celebrate vital stories related to issues of human rights, with the winners to be announced on on May 9th, 2024.

Airwars was the smallest organisation to have been nominated, with almost all other candidates major international news organisations. Only the BBC and The Guardian received more than three nominations.

Airwars and The Guardian were nominated in two categories for a joint investigation into the hidden civilian toll of British airstrikes in Iraq and Syria during the campaign against the so-called Islamic State. The two-year investigation combined months of document analysis to identify likely UK strikes, with reporting from the ground in Mosul speaking to victims.

The longform reportage from Iraq, written by Emma Graham-Harrison of The Guardian and Airwars’ Joe Dyke, was nominated for Best Written Feature, while the Airwars immersive article was nominated in the digital creativity section. The entire investigation has also been nominated in the Outstanding Investigative Reporting category at the forthcoming Fetisov Awards.

Separately Airwars’ Sanjana Varghese was among four nominees in the The Gaby Rado Award for New Journalist category for her work leading the Shahed investigation.

An overview of the actions needed

On Friday November 18th, states and civil society joined together in Dublin Castle to officially endorse the long-awaited international Political Declaration on the use of explosive weapons in populated areas (EWIPA). So far, 82 states have signed onto the declaration; this is a similar number to the initial signatories to other international declarations that have created new norms and standards in warfare, such as the Safe Schools Declaration. Among the signatories to the EWIPA declaration are states such as the US, UK, Netherlands, and Belgium, all of which made sizable contributions to the coalition against ISIS in Iraq and Syria that killed an estimated 8,194–13,249 civilians.

According to Action on Armed Violence, when EWIPAs are used, over 90% of those harmed are civilians. Airwars recently put together a series of maps showing the clear and troubling connection between population density in cities and civilian deaths during urban warfare. Even beyond those who are killed immediately, the reverberating effects are often severe and pervasive, with schools, hospitals, livelihoods, and basic resources like food and water becoming inaccessible for years. This has played out in recent conflicts in cities such as Mosul and Raqqa, in which entire city parts were destroyed and have been made uninhabitable.

The Irish-led, UN backed international declaration is a groundbreaking step towards curbing the use of such weapons. It comes at the back of a decade of civil society focus and pressure on this, led by the INEW network, which Airwars is a part of. As with any political declaration, the results are only as good as the implementation. Below, we outline some of the challenges states must address as they begin the process of implementing the EWIPA declaration.

States must be frank about gaps in their current approach

The first step in understanding how to implement the declaration to limit the use of EWIPAs must be for each state to critically examine current gaps in its own approach and engage in a meaningful process to address these. This in itself might be a stumbling block for some; while states such as the US and the Netherlands have shown increasing willingness to address gaps in their approach to the protection of civilians by working with civil society and experts, others have not.

The UK for instance, still falls behind allies in terms of transparency on evidence collection around civilian harm. Under the declaration, states committed to: “Collect, share, and make publicly available disaggregated data on the direct and indirect effects on civilians and civilian objects of military operations involving the use of explosive weapons in populated areas, where feasible and appropriate”. Despite the UK representative in Dublin noting during the signing ceremony that “the UK already has policies and procedures in place to support the implementation”, this has to date not been evident when it comes to public reporting on the effects of UK military actions.

As it stands, the UK maintains that it has evidence of only a single civilian casualty from its actions in the seven year anti-ISIS campaign, for example, despite extensive military involvement. The US, by comparison, has admitted to over 1,400 civilian casualties as part of the Coalition.  When challenged, UK officials tend to emphasise that they are aware that is not a case of lower civilian casualties than in previous conflicts – but of poor evidence gathering. This position was summarised by former Armed Forces Minister, Mark Lancaster, who emphasised in 2019 that; “[I]t is not our position that there has been only a single civilian casualty as a result of our military action. What we are saying is that we have evidence of only a single, or what we believe to have been a single, civilian casualty.”

In spite of this oft-repeated recognition that the evidence gathering mechanisms of the UK are not able to accurately reflect the reality on the ground, there is, to our knowledge, no process in place to improve this approach and little willingness to engage with civil society to address this. If this is not addressed, there will be a significant gap between the rhetoric of UK leadership when it comes to EWIPA and the reality on the ground.

States must build clarity on who is responsible for implementing the EWIPA declaration on a national level

The second step states must take to implement the EWIPA declaration is to gain better internal understandings of who will be involved in its implementation. This must include those focusing specifically on EWIPA, but also those focusing on topics such as human security, the protection of civilians, humanitarian response, development, diplomacy, and all the other elements required to protect those caught in conflict from being harmed by explosive weapons.The structures behind overseas military engagements are complex, quick changing, and lines of responsibility are often murky. Yet it is only if all involved in such operations, across parliament, ministries of defence, and ministries of foreign affairs and overseas development, are dedicated to limiting the use of EWIPA, understanding their impact, and tracking civilian harm that occurs if they are used, that implementation will be effective.

States must be open to civil society inclusion in the implementation of the EWIPA declaration 

Civil society actors, many of us united under the INEW banner, played a significant role in the development of the EWIPA declaration and the advocacy that brought states to the process, a fact that was acknowledged by a large number of states at the conference in Dublin. We stand ready to support the implementation in national contexts and across international coalitions. Many civil society organisations have spent years – sometimes decades – developing protection mechanisms and civilian harm tracking mechanisms, as well as conducting research into valuable lessons on the impact of EWIPA. Civil society organisations are also often direct links to the communities affected. It is in all of our interests that these resources are effectively shared with those in power.

In those states where there is a history of poor transparency and accountability on civilian harm and civilian harm tracking, governments and their militaries must also commit to a certain level of transparency on the implementation of the EWIPA declaration. They should work with civil society actors to understand the gaps in their current approach and set up milestones for implementation.

Looking forward

The endorsing ceremony was a promising step towards recognising the immense harm that these weapons have caused in recent years – and the harm they will continue to cause as their impact reverberates through communities. If the declaration is implemented well, fewer civilians will be harmed by explosive weapons in their cities, towns, and camps.

Yet there are pitfalls each state must avoid if their implementation of the declaration is to be meaningful. They must be frank about current gaps in their system and must be willing to address them. They must gain an oversight of everyone who will play a role in the effective implementation of EWIPA. And they should work with civil society actors who have resources to share and stand ready to support implementation.

International gathering brings nearer a protocol on restricting explosive weapon use in urban areas.

States edged closer to a political declaration on the use of explosive weapons in populated areas on April 8th, after three days of crunch talks in Geneva.

More than 65 states descended on the Swiss city for key talks on the wording of a political declaration that advocates believe would save thousands of lives by restricting the use of wide area effect explosive weapons in populated areas (EWIPA). Detractors, such as the United States government, argue it would unfairly limit the freedom of their own military actions and have threatened not to sign.

While no final text was agreed upon Friday, all sides struck an optimistic tone at the end of the three-day meet – saying a deal was nearer than ever. Delegates will meet again for one day in two months before an adoption ceremony expected in the summer.

“There are clearly differences of opinion but we have seen a very positive, solution oriented approach,” the chairperson, Ambassador Michael Gaffey of Ireland, said. “We are not simply working on a formula of words in a political declaration –  we want to make a real difference and impact on the ground and foster behavioural change.”

The talks were given additional urgency by the ongoing war in Ukraine, and Russia’s extensive use of explosive weapons on its cities. Moscow did not attend the talks.

Even the United States, widely viewed as one of the most hostile states to a declaration with teeth, struck a more positive tone than in previous meets. “There are still tough drafting issues and decisions ahead, and we have to get them right. The US delegation pledges our goodwill, to help to get to a positive outcome. We look forward to doing so.”

Since 2018, Ireland has chaired consultations on the use of explosive weapons in populated areas. In the sessions since, the need for such a declaration – which is not legally binding and so does not create new legal obligations – has only become clearer.

“The draft declaration text holds the potential to make a meaningful contribution to the protection of civilians, and negotiations over the past few days have overall been constructive,” Laura Boillot of INEW, a network of NGOs pushing for the protocol, told Airwars.

“But decisions will now need to be made if the final text is going to have humanitarian effect. Most importantly it needs to establish a presumption against the use of explosive weapons with wide area effects in towns, cities and other populated areas.”

Civil society groups and international agencies made a strong case for restricting EWIPA.

Three days of consultations

During three days of focused talks, several key fissures bubbled. While states in attendance – and civil society organisations – repeatedly emphasised the shared desire to produce a tangible and meaningful political declaration that could help save civilian lives on the ground, the practicalities of the process made clear that good intentions weren’t going to be enough.

On the first day of the informal consultations on April 6th, states made general remarks – affirming their support for the proceedings as well as their national positions – after an introductory statement from Ireland, the penholder.

In these general remarks, most states tended towards re-affirming the positions they had made clear in previous negotiations. On the hawkish side, the UK, US, Israel and Canada all emphasized that their positions as militarily active states meant that they would not sign a declaration in its current form, which included strong language about avoiding the use of explosive weapons in urban areas. Throughout the week, the delegates from these countries could often be seen meeting as a bloc outside of formal proceedings.

Many of the sticking points that emerged on the first day continued to dominate both the main floor and side conversations. The predominant line of argument was between those who argued that the declaration needed only to reaffirm the importance of international humanitarian law and provide further guidance about how to do so in this context; and those who asserted that this declaration needed to strengthen existing commitments and add new ones for states around the use of explosive weapons.

The second day of discussions took a more technical turn, with the majority of interventions focused on the wording of specific clauses and paragraphs of the text.

Clause 3.3, which attracted much attention in previous consultations, was once  again hotly debated. It is one of the first clauses in Section B, the operative section – which lays out the actions that states have to comply with if they choose to sign onto the declaration.

In the current draft, Clause 3.3 says states must: “Ensure that our armed forces adopt and implement a range of policies and practices to avoid civilian harm, including by restricting or refraining from the use of explosive weapons with wide area effects in populated areas, when the effects may be expected to extend beyond a military objective.”

The bulk of the discussion around this clause was on the second sentence, as many states intervened on the use of “restricting or refraining,” with some suggesting it was strong enough while others lobbied instead for the use of “avoid”.

A split between the majority of civil society organisations and militarily-powerful states was apparent during these parts of the discussions, with NGOs and international agencies pushing for stronger language, rather than trying to place limits on what kinds of civilian harm would be protected under this new declaration.

At the end of day two INEW, one of the organisers, named nine states – Belgium, Canada, Denmark, Israel, the Republic of Korea, Sweden, Turkey, the United Kingdom and the United States – that it said had “worked to weaken declaration provisions.” The UK delegation, for example, agreed that tracking civilian harm was a ‘moral obligation,’ but then highlighted ways in which it claimed this was not feasible – arguing that live hostilities made it near impossible to monitor casualties properly.

But INEW also said that there had been a “shift in the collective tone set by states since the last round of negotiations, with more governments explicitly committed to strengthening the protection of civilians through the declaration.”

The statement said this was likely as a response to the bombing of Ukrainian towns and cities, and the Ukraine crisis loomed large over the conflict. Not only did the majority of states open their remarks with condemnation of the Russian aggression in Ukraine, many also emphasised the importance of a meaningful political declaration with specific reference to Ukrainian cities and towns such as Mariupol, Bucha and Khrarkiv.

There was also an emphasis on the value of protecting civilian objects and infrastructure, such as schools and hospitals, with states such as Mexico and the delegate for the Holy See (which holds observer state) urging specific language around the need to protect hospitals, blood transfusion centres, and environmental and religious sites.

Speaking at the end of the latest talks, Ambassador Gaffey said Ireland and organisers would review the submissions from all parties before a month or two of further work on the text. He said states and NGOs would then hold a final one-day consultation in a couple of months, before a political adoption ceremony where states would declare their support for the text.

As Alma Taslidžan Al-Osta, of Humanity and Inclusion, noted in her own concluding remarks to delegates: “Eleven years in Syria, seven years in Yemen and over a month in Ukraine have taught us that explosive weapons with wide area effects should not be used in towns, cities and populated areas. The status quo is no longer an option.”

Crunch talks in Geneva aim to hammer out protocol on explosive weapons in urban areas

The shadow of the Ukraine conflict loomed large over the first day of the informal UN-backed consultations on a political declaration on restricting the use of wide area effect explosive weapons in populated areas (EWIPA), currently underway in Geneva.

Delegates from more than 65 nations have gathered to fine tune the language of the political declaration, along with more than 15 civil society organisations including Airwars. The chairperson, Michael Gaffey of Ireland, opened the proceedings by calling for a minute of silence for Ukraine.

While there are two days of discussion left before proceedings close on Friday evening, many of the most pressing issues arose in proceedings on Wednesday – particularly as states laid out their own positions during opening remarks. Here are five key themes from the first day of EWIPA negotiations.

1. The conflict in Ukraine adds a sense of urgency

The first statement was made by the Ukrainian delegate, who noted that “our cities and towns have been turned into dead ash because of the use of these explosive weapons” – highlighting a new sense of urgency and relevance which the negotiations have taken on.

Every delegate who spoke made reference to the Ukraine conflict, with many emphasising that the violent and horrific violence against Ukrainian civilians must move states to act more effectively. The French delegate noted that Russia did not attend the proceedings, while the Japanese delegation emphasised the importance of documenting civilian harm in Ukraine.

Many other states called on Russia to cease its aggression and indiscriminate bombing of civilians and it was noted multiple times that Russia’s campaign has targeted and destroyed civilian neighbourhoods using wide area effect explosive weapons – referring to the scenes of destruction in Kherson, Mariupol, and Kharkiv.

2.  The gap between ‘IHL is enough’ and ‘IHL does not go far enough’

Broadly the delegates and countries fall into two groups – those that believe international humanitarian law (IHL) is enough to protect civilians under attack in urban areas – and those that argue more is needed to protect civilians.

States such as the USA, UK, France and Israel argued that any political declaration could not introduce new legal requirements (which it cannot) and that the requirements currently set out under IHL should be sufficient protection for civilians. Currently, these frameworks emphasise for example that deliberately attacking civilians and civilian infrastructure constitutes a violation of IHL – and that any military actions must be both proportionate, and distinguish between civilians and combatants.

Those backing strong wording to the political declaration text – from Ireland to the ICRC – insist that adherence to IHL alone is not doing enough to protect civilians during much urban fighting.

The US nevertheless called on those states gathered not to produce an “unrealistic impression” that civilians would not be harmed in conflict, while emphasising that explosive weapons are “considered a legitimate and lawful means of warfare when used in accordance with IHL.”

But other states, as well as civil society organisations such as Human Rights Watch, emphasised that any resolution which merely restated the value of IHL – and how states must abide by it – would effectively be useless, as it would be an iteration of what states have already committed to.

States such as Finland and Sweden remarked that there are gaps within IHL around EWIPA , and mere compliance with IHL is not enough to protect civilians.  This has been an ongoing fissure during previous consultations, and continues to be a major fault line.

3.  Reverberating effects

The particularities of the language used in the eventual political declaration are at the heart of the ongoing consultations in Geneva – with discussions about whether to “avoid” or “restrict” the use of explosive weapons in populated areas already a key sticking point.

An additional area of tension appears to the so-called “reverberating effects” of EWIPA, which are essentially the long-term effects.

An example of a reverberating effect would be the destruction of a bridge. If destroyed, it has the immediate effect of removing a crucial piece of civilian infrastructure. But even after the conflict finishes the destruction could also mean that people can’t travel across a certain river, making it harder to access other kinds of civilian infrastructure such as hospitals or schools.

These long-term impacts were the subject of much discussion on Wednesday – with some states, such as the US, Israel, and the UK all noting that ‘reverberating effects’ is neither a legal term nor – they claimed – a widely accepted term with a clear definition. The US also said it would not accept a ‘novel’ term such as reverberating effects in the eventual political declaration.

However, civil society organisations such as PAX and observer states such as the Vatican suggested that it would be difficult to meaningfully understand the full implications of how civilian populations were impacted without incorporating ‘reverberating’ effects.

4. Focus on the humanitarian impacts

The Holy See opened its own remarks by noting that it believes conventional weapons should be named “weapons of mass displacement,” a nod to the ongoing long term effects that explosive weapons can have. The Danish Refugee Council also noted that the use of EWIPA can contribute to displacement, and in time, continuously produce forms of renewed displacement.

Some other states such as Uruguay emphasised the need to collect and monitor the impacts of EWIPA on specific groups – such as those with disabilities, or those who face discrimination because of their gender. Organisations such as CIVIC, PAX and Humanity and Inclusion also spoke about the psychological and mental effects of the use of explosive weapons, notably the need for a survivor-centric approach to any kind of political declaration.

 5. The impact of non-state actors 

While the political declaration is primarily a matter between states, the UK, Israel, the US and others asked that the considerations around EWIPA must also extend to non-state actors, such as armed groups, in the interest of maintaining what they termed a balanced account of how explosive weapons are actually used in populated areas.

As tensions mount over risks to civilians from Russia’s intervention in Ukraine, Airwars examines lessons from Moscow's seven year Syria war.

On February 21st Russian President Vladimir Putin announced he would recognise the independence of two separatist regions inside Ukraine, with Russian troops reportedly moving there – steps widely seen as edging towards a full conflict. If Russia does, as has been predicted, invade part or all of Ukraine in the coming days, there are reasons to believe it will be a particularly bloody conflict for civilians – as well as an opaque one.

Russian actions in Syria, which Airwars has tracked since they began in 2015, suggests the country’s military does little to mitigate civilian harm. And should any conflict intensify in Ukraine, local and international civilian harm monitoring is likely to be deeply challenged, an Airwars assessment has found.

Russia in Syria: bleak record on civilian harm

Moscow’s record in Syria offers insights into what to expect from any Russian intervention in Ukraine.

Since the first of tens of thousands of airstrikes in support of President Bashar Al-Assad’s government in September 2015, Airwars has recorded 4,621 incidents in which Russia is alleged to have caused civilian deaths or injuries.

From these, Airwars currently estimates that a minimum of at least 4,172 civilians have been killed by Russia alone – with at least 16,000 additional claimed civilian deaths occurring in events contested between both Russian and Syrian regime actions.

Overall, Russia has been linked to as many as 23,400 alleged civilian deaths in Syria. And more than 41,000 civilians have also allegedly been injured.

Russian involvement in Syria has been characterised by a heavy reliance on unguided munitions, including cluster bombs and thermobaric missiles. Videos uploaded by the Russian Ministry of Defence in the early years of the conflict demonstrated the low levels of accuracy achieved when using unguided munitions.

Moscow has also faced persistent and well-substantiated allegations that it deliberately targets health workers and medical facilities throughout Syria. Amnesty International has called this a “strategy of war” to push back rebels. Markets, civilian-only neighbourhoods and even refugee camps have also reportedly been targeted by Russian strikes.

More recently, Russia has been criticised for targeting civilian infrastructure, such as poultry farms and water treatment facilities in Idlib, which is the last opposition-held region in Syria. Rights groups say this may amount to war crimes. And Human Rights Watch has already raised concerns about the shelling of residential areas in Ukraine by Russian-backed groups, a tactic Russia has been repeatedly accused of pursuing in Syria.

Denial of casualties

Russia is far from the only foreign power that has killed civilians in Syria’s decade-long war – in fact four of the five permanent United Nations Security Council members continue to bomb the country.

Yet while there are deep flaws in the civilian harm policies applied by the United States, Britain, France and others, they do at least have known policies.

To date, Russia has not publicly accepted responsibility for a single civilian death during six and a half years of war in Syria. It is currently unclear if Russia has any comprehensive mechanisms in place for either preventing civilian harm from its air and artillery strikes, or for accounting for civilian casualties. Extensive reports of Moscow’s deliberate targeting of civilian infrastructure and hospitals suggests the opposite.

Airwars has tried multiple times to engage with Russian authorities on civilian harm concerns, with no success. In 2018 President Putin was asked by Fox News about civilians killed by Russian airstrikes.  “You know, when there [is] warfare going on — and this is the worst thing that can happen [for] humankind – [victims] are inevitable, and there will always be a question of who’s to blame. I think it is the terrorist groups who are to blame who destabilized the situation in the country,” he noted.

Ukraine casualties: a challenge to track

Should war again come to Ukraine, a comprehensive review by Airwars suggests that ensuing civilian casualties risk being poorly documented.

A relatively low level conflict began in 2014, when Russia seized the Crimea Peninsula, and pro-Russian separatists later took over parts of the eastern Donbas region – areas internationally recognised as being within Ukraine’s borders.

Since then, even while fighting has continued at a low intensity, the quality of data about civilians killed and injured on both sides has remained poor. While the Office of the United Nations High Commissioner for Human Rights releases regular reports on human rights in Ukraine, it is not a comprehensive dataset. Estimates of civilian casualties are fragmented, and also do not focus on civilian harm resulting from both sides. The UN Human Rights Monitoring Mission in Ukraine (HRMMU) also documents and reports periodically on casualties. Its most recent report covers the period from February 1st – July 31st 2021.

Every Casualty Counts has also published a helpful update on Ukraine resources – including Summary versions in both Ukrainian and Russian of its important Standards for Casualty Recording.

Currently, official Ukrainian government sources only provide data on military casualties. Unfortunately, Ukrainian media and international organisations often then rely on UN and OSCE data in their reporting on civilian harm.

The Ukrainian Helsinki Human Rights Union – a network of 28 human rights NGOs in Ukraine – has been identifying and recording information on all casualties of the hybrid armed conflict in Ukraine since January 2014. This includes both Russian and Ukrainian military personnel and civilians. The data is available online in database and map format, at The Memorial Map.

The civilian death toll of the conflict since 2014 remains somewhat opaque. International media reports suggest that at least 10,000 people may have died to date, with some estimates as high as 50,000. Yet the latest OHCHR report counted only 3,092 civilian deaths up until July 31st 2021.

Overall casualty tolls include widespread reports of ongoing civilian harm in the Russian-backed separatist regions, resulting from Ukrainian actions. These have come via Donetsk Public Republic (DPR) Ombudsman on Human Rights reports; and Luhansk Public Republic (LPR) Ministry of Foreign Affairs updates. The latest aggregated data from DPR/LPR official sources was reported in November 2021 with estimates of nearly 9,000 civilians killed within DRP/LPR territory since April 2014.

Urban casualties

With dire predictions that tens of thousands of civilians could be killed in a full-scale conflict between Russia and Ukraine – particularly with its likely focus on urban areas – this would quickly overwhelm the capacities of casualty monitors at the United Nations and OSCE, as well as within Donbas, Airwars believes.

Other recent city battles – such as Mosul, Raqqa, Gaza and Tripoli – have seen sometimes extreme civilian casualties, even where some belligerents attempted to reduce harm.

John Spencer, chair of Urban Warfare Studies at West Point’s Modern War Institute, said he was concerned about large numbers of civilians potentially being killed in urban environments.

“Basically any possible Russian invasion route that has been discussed goes through heavily populated areas,” Spencer told Airwars.

“Hitting any target, no matter how important, in heavily populated neighbourhoods is likely to result in civilian harm”

At least 17 nations have intervened militarily in Syria in recent years. In their own words, Syrians describe the often devastating consequences for civilians.

In 1996, the US Secretary of State Madeleine Albright was asked by reporter Lesley Stahl about sanctions against Saddam Hussein’s Iraq: “We have heard that a half million children have died. I mean, that’s more children than died in Hiroshima. And, you know, is the price worth it?” Stahl asked. The Secretary of State responded: “I think this is a very hard choice, but the price–we think the price is worth it.”

Airwars data collected from local sources indicates that since 2014, at least 15,000 civilians were likely killed as a result of airstrikes and shelling from at least 17 foreign powers fighting within Syria, including members of the US-led Coalition; Russia; Iran; Turkey; and Israel. Thousands more have been injured. Here the Airwars Syria team asks: has the price paid by civilians been worth it?

For some Syrians, the intervention of so many foreign powers in Syria has its origins in the Assad government’s mishandling of mass demonstrations in the early days of a national uprising. Jala, a Syrian woman now living in London, told Airwars “Had the crisis been managed correctly by the Syrian regime back in 2011, and had the regime focused on a political solution and refrained from using power against its own people and from deploying the army in Dara’a, the intervening powers wouldn’t have found a pretext, and we wouldn’t be talking about the intervention now.”

Reasons for the intervention of so many foreign powers in Syria vary widely. For Russia, assistance to the Assad government has helped deliver long dreamt of access to a Mediterranean port. For Iran, its costly efforts to ensure the survival of the Syrian regime while seeking to promote a regional anti-Israel axis have been paramount. For the United States and its Coalition allies, a desire to defeat the terrorist group Islamic State has more recently been supplemented by a desire to counter Iranian and Russian plans for Syria. President Erdogan of Turkey has used the chaos of Syria’s wars to impose a buffer zone in northern Syria and disrupt Kurdish efforts to carve out a new state. And Israel, although not involved in the ground conflict, has nevertheless conducted hundreds of airstrikes against both Iranian and Hezbollah forces within Syria in recent years.

With so many foreign powers and their proxy actors fighting within Syria, this chart by analyst Charles Lister from 2016 indicates the sheer complexity of the situation.

The US-led Coalition and civilian harm

Without the intervention of so many foreign powers in Syria, the recent history of the nation would have looked very different. Starved of Russian and Iranian support, the Assad government would most likely have been overrun by rebel forces. ISIS would also likely have surged, using the vast arsenal of weapons it had captured in Iraq during 2014 to occupy more and more Syrian territory.

So did the international intervention save the Syrian peoples? Or instead has it elongated and exacerbated the conflict, and consequently the suffering of civilians?

Following an earlier military intervention in Syria by Iran in support of the Assad government, six years ago this week the US-led Coalition launched its first airstrikes in Syria on September 23rd 2014, targeting both the so-called Islamic State that now controlled vast swathes of Syria; and also al-Qaeda’s local Syrian faction. Dozens of strikes by US, Saudi, Emirati and Jordanian aircraft that day – as well as Tomahawk missiles fired from US warships – led to the Coalition’s first reported massacre of civilians in Syria in Kafar Dryan. The Coalition still denies civilian casualties in that attack.

According to Airwars data gathered from local sources on the ground since 2014, the long running Coalition campaign against ISIS in Syria has so far likely killed at least 5,658 civilians, a high proportion of whom were women and children. Almost four thousand more civilians have reportedly been injured. The alliance itself presently concedes 671 non combatants killed by its actions.

Hasan Al-Kassab is an activist from Raqqa, who worked in the research unit of the Euphrates Project which funds many reconstruction and body retrieval projects in Raqqa. Hasan told Airwars that he lost two of his uncles during the Coalition’s Raqqa campaign in 2017. One uncle, Abdul Latif Hasan Al-kassab, was taking water from the Euphrates river when a Coalition airstrike targeted the area on June 25th 2017. His uncle was immediately killed along with two other civilians. His other uncle died when another Coalition airstrike targeted a building in Raqqa days before the city was liberated. “There is no mechanism to contact the Coalition who I believe is responsible for the death of my two uncles to investigate their death,” says Hasan today.

Additionally, Hasan told Airwars that the Initial Response Team in Raqqa has so far found 28 mass graves in Raqqa, containing more than 6,000 bodies, with two thirds of them believed to be civilians.

Zain Al-Abidin Al-A’kedi, an activist from Deir Ezzor living in northern Syria, told Airwars that he believes that the Coalition’s intervention against ISIS in Syria was necessary, but had come too late. “The wasted time led to an increase in the number of deaths and casualties by ISIS and the US-led Coalition airstrikes, in addition to huge damage in the cities and towns,” Zain said.

Firas Hanosh, an activist from Raqqa and a former doctor with Medecins Sans Frontières in one of Raqqa’s field hospitals, also believes that the US-led Coalition intervention in Syria was necessary, because local forces were unable to defeat ISIS. However, he argues that the Coalition’s choice of the mainly Kurdish Syrian Democratic Forces as its ground proxy was a mistake. “The US-led Coalition didn’t choose the right partner on the ground (SDF) , which is racist against the Arab civilians.” Firas told Airwars that it is unsafe for him to return to his ravaged home city. He says he is also worried about being arrested by the SDF, because of his work as an activist monitoring the situation in Raqqa.

Wary of intervening on the ground in Syria or getting involved in the civil war, the US still needed to combat ISIS. It therefore turned to the Kurds – initially helping the newly formed SDF to drive out ISIS from its own areas. “Without the Coalition’s intervention forces, we would have lost Kobane, Qamishli and other Kurdish areas.” Dlshad, a Syrian cyber security engineer now living in Washington DC ,said. However, as the SDF then advanced against ISIS in primarily Arabic-population territory, tensions rose.

Other Syrians believe the US and its allies had hidden motives. Jala, a Syrian woman now living in London, believes that the US intervention in Syria, though declared to be against ISIS, was in fact aimed at controlling the oil fields of North East Syria. President Trump has done little to dispel this view, and US troops today occupy many of Syria’s oil fields.

Assad’s allies: Russia and Iran in Syria

Even as the US-led Coalition was ramping up its attacks against ISIS in Syria, the regime was losing badly on the ground to rebel forces. Reports estimated that despite Iranian and Hezbollah support, Bashar al-Assad held only 25% of Syria by late 2015. Assad asked for support from his Russian allies – leading to Moscow’s largest foreign intervention since its disastrous Afghanistan campaign of 1979-1989. The outcome in Syria would prove to be very different.

The first Russian airstrikes in Syria took place on September 30th 2015, targeting the towns of Za`faranah, Talbisah and Ar-Rastan in Homs; and Al Makrmeya and Jisr al Shughour in Idlib. From the first day, the effects on civilians were devastating. At least 43 civilians reportedly died in Russia’s initial airstrikes – with more than 150 more injured.

Accused of indifference to civilian harm from its actions in Syria – and even the deliberate targeting of communities – Moscow has yet to admit to a single civilian death in five years of war. Airwars monitoring has so far recorded 4,487 locally reported problem airstrikes by Russia in partnership with the Assad government from 2015 to 2020 – which between them reportedly led to the deaths of as many as 22,000 non combatants, and the injuring of up to 40,000 more.

“The Russian intervention in Syria is not new,” argues Dlshad, a cyber security engineer now living in Washington DC: “I come from Rmeilan city which is rich with oil, and the Russians have been in the city for a long time.” That said, Dlshad believes the Russian intervention both extended the life of Bashar Al-Assad’s regime – and in some cases curbed his actions. He argues for example that Assad would have been more brutal against his own people without Russian control.

“The Russian military involvement changed the military equation,” argues Abdulkarim Ekzayez, a Research Associate at the Department of War Studies at King’s College, University of London and himself a Syrian: “Large-scale aerial attacks on vital infrastructure such as hospitals, schools and bakeries have weakened the resilience of the targeted communities in opposition held areas. Consequently the regime was able to take control over most of the opposition pockets in central and southern Syria, pushing all opposition factions into the north west with clearly defined contact lines between the two warring parties.”

Mohammed Al Fares, the nom de plume of a humanitarian worker living in Idlib, believes that the Russians have followed a systematic plan to target civilians in Syria – something the US-led Coalition tried to avoid, he says. However, Jala believes that none of the actors in the Syrian conflict cared deeply about civilians, including Syrian fighters on the ground because they focused only on achieving military gains and not on civilians.

The other key ally of the Assad government, Iran, has taken a different approach. Years of sanctions have left it with a poorly equipped air force. Instead Tehran’s efforts in Syria focused on its domestic rocket and drone programmes, in turn channelling them to both Hezbollah and to the Syrian regime.

In addition, Iranian ground forces have played a key role in the fighting. The Quds Brigade is known to be involved at a senior level in the Syrian conflict and even in changing the structure of the Syrian army. The Syrian 4th Brigade is close to Iran for example, while the 5th Brigade has closer links to Russian forces.

Unilateral interventions in Syria

With a weak government in Damascus, multiple foreign powers have for years conducted unilateral actions in Syria in support of their own national interests. The United States has long targeted al Qaeda-linked fighters in western Syria for example; while the British conducted a controversial targeted killing of a UK citizen in 2015. Two nations in particular have fought lengthy unilateral campaigns.

Turkey has launched several massive operations in North East Syria, alongside its earlier targeting of ISIS in Idlib. In January 2018, Ankara launched Operation Olive Branch in Afrin, and later Operation Peace Spring in October 2019.

Overall, hundreds of Syrian civilians have been locally reported killed by Turkish actions – both against Kurdish forces, and ISIS-occupied areas such as al Bab.

Syrians interviewed for this article were strongly opposed to Turkey’s interventions. “There was no threat against Turkey. Why did Turkey intervene? Turkey is racist against the Kurds and that’s it,” claimed Dlshad.

H.J, a female architect from Damascus who asked not to be fully named for safety reasons, argued: “Syrians thought that Erdogan was helping the Syrian cause, but he eventually used it as a bargaining chip with Europe; causing destruction and division between Arabs and Kurds, and turning Syrian youth into mercenaries”.

Israel’s own unilateral aerial campaign in Syria has proved devastating against both Iranian and Hezbollah forces. In early 2019, a senior Israeli commander declared that the Israel Defence Forces (IDF) had dropped more than 2,000 bombs on Syria during the previous year, while Prime Minister Binyamin Netenyahu said that “the IDF has attacked hundreds of times Iranian and Hezbollah targets.”

Despite the significant scale of Israel’s intervention, international attention has been limited. This may in part be due to the low levels of reported civilian harm from Israeli strikes in Syria compared with other foreign powers. Since 2019, Airwars monitoring indicates that between 13 and 22 civilians were killed and over 40 injured in nine Israeli airstrikes of concern. With its focus in Syria almost exclusively on military targets, Israel appears to have limited the widescale civilian harm seen in the actions of others.

According to Mohammed Al Fares, a Syrian spoken to for this article, “It is good that Israel is destroying the regime’s military installations. However, they are doing it because they don’t want Iran to get an upper hand in Syria, not for the sake of the Syrian people.”

The reverberating effects of foreign intervention

Years of conflict in Syria, combined with external intervention by at least 17 foreign powers, have changed the face of the country for ever. According to the UNHCR, there are 6.2 million people, including 2.5 million children, currently internally displaced within Syria, the largest such population in the world. Beyond Syria’s borders, the total number of registered Syrian refugees has so far reached 5.5 million.

The direct links between external interventions and the displacement of civilians can be challenging to unpack.

In North East Syria for example actions by rebels; by ISIS; and later by Turkish forces, saw more than 215,000 people driven from their homes. While many have returned, an estimated 100,000 remain displaced.

Similarly, Syrian Arab Army operations supported from the air by Russia have proved highly disruptive. During the last major campaign between December 2019 and March 2020 in North West Syria, the UN reported a new displacement of more than 960,000 people, including more than 575,000 children.

Humanitarian worker Mohammed Al Fares, himself an IDP, told Airwars about his own experience. “When you are forced outside your residence, you die slowly. You lose everything, your home, your land, your job and your money. You try to start over and build a new life, but it is difficult.”

The destruction of Syria’s infrastructure over the past nine years has also been extreme – much of it the result of foreign actions. Among the most brutal examples have been Aleppo and Raqqa – the first significantly at the hands of Russian forces; the latter mostly as a result of  the US-led Coalition’s targeting of ISIS. According to ReliefWeb: “About a third of homes in Syria were thought to have been damaged or destroyed by 2017. In 2018, the UN estimated the cost of material destruction in Syria at $120 billion.”

Hasan Al-Kassab told Airwars that eleven bridges in Raqqa were destroyed including Raqqa’s New Bridge during the Coalition’s 2017 campaign, and that civilians are only slowly starting to return because of a lack of basic services. For example, 60% of Raqqa is still without electricity.

East Aleppo, which witnessed brutal bombing by the Assad government supported by its Russian ally, experienced a similar fate. Battles which began in  2012 reached their climax in November 2016, when SAA troops began a decisive campaign that ended a month later with the retaking of the city. This caused very significant damage to Aleppo.

H.J, the architect from Damascus, believes that the destruction in Syria has been systemic and not just ‘collateral damage’ as militaries claim. “The destruction caused by all different actors is called many things, of which: Urbicide/ Identicide. That is, to commit a massacre against the urban environment; to target relationships that connect people and places, erasing their identities. Nowadays, one third of Syria is destroyed, and about 80% of Syria’s Night lights are gone.”

Significant opposition remains from many countries to the reconstruction process in Syria while Bashar al-Assad remains in power. However, the US is implementing small scale rebuilding activities in areas under SDF control, focusing on basic services like water, electricity and rubble removal that don’t reach the level of reconstruction. At the same time, with Russia and Iran unable significantly to support the regime financially as it seeks to rebuild Syria, limited scale investments risk lining the pockets of warlords, profiteers and cronies.

A price worth paying?

Mohammed Al Fares believes that overall, external intervention by so many foreign powers has had a negative impact on the course of the Syrian revolution, and on the general situation in the country. “Syrians had been in a state of solidarity with each other when the revolution started and [they eventually] controlled about 70% of Syria. External intervention including money channelling, divided the Syrians and brought into the decision making people who were not fit to lead. This in turn made the revolution very political until it lost its momentum. However, the revolution continues with its youth, women, elders and children despite all the obstacles it faces”

However others see more subtlety. According to Hasan Al-Kassab from Raqqa: “We can’t put all the interventions in the same basket. The Coalition intervened to eliminate ISIS, Russia intervened to oppress the people and legitimise the regime against the civilians, while Turkey intervened to fight the PKK and secure its borders. However every intervention is still an occupation, because there is no mechanism to give oversight to the people. They built military bases and disturbed the fabric of the Syrian people.”

From her side, H.J, the female architect from Damascus, argues that after the regime started killing civilians in 2012, the Syrian people tolerated even ‘allying with the devil’ to oust Bashar Al-Assad. ‘’I didn’t personally support this opinion, but we needed any offerings, we naively thought that the world would help us without anything in return. We were wrong, and all interventions were bad. The country was divided, and military bases were established.”

With peace still nowhere in sight in Syria – and fighting likely to resume as the Covid pandemic recedes – there is little sign of foreign powers withdrawing any time soon. While their interventions have radically changed conflict dynamics, they have done little to support the Syrian peoples in their aspirations for freedom and justice. Yet if the same kind of resource spent by foreign powers on bombs and missiles could one day be diverted to Syria’s infrastructure development, to education, and to the fostering of civil society, another future remains possible.

Killing of Iranian commander by US drone strike represents 'not just a slippery slope. It is a cliff', warns Special Rapporteur

The US assassination of Qasem Soleimani, the head of the Iranian Revolutionary Guard Corps (IRGC), in Baghdad in January 2020, was unlawful on several counts, according to a new report submitted to the United Nations Human Rights Council by its expert on extrajudicial killings.

Dr Agnes Callamard, the current UN Special Rapporteur on Extra-Judicial Executions, asserts in her latest report that Soleimani’s controversial assassination by a US drone strike on Baghdad International Airport on January 3rd 2020 had violated international law in several ways.

Noting that the US drone strike had also killed several Iraqi military personnel, Dr Callamard notes that “By killing General Soleimani on Iraqi soil without first obtaining Iraq’s consent, the US violated the territorial integrity of Iraq.”

The Special Rapporteur also argues that by failing to demonstrate that Soleimani represented an imminent threat to the United States – and instead focusing on his past actions dating back to 2006 – that his killing “would be unlawful under jus ad bellum“, the criteria by which a state may engage in war.

In the bluntest condemnation yet of the Trump Administration’s killing of Iran’s leading military commander, Dr Callamard argues that “the targeted killing of General Soleimani, coming in the wake of 20 years of distortions of international law, and repeated massive violations of humanitarian law, is not just a slippery slope. It is a cliff.”

She also warns that the killing of Iran’s top general may see other nations exploit the US’s justification for the assassination: “The international community must now confront the very real prospect that States may opt to ‘strategically’ eliminate high ranking military officials outside the context of a ‘known’ war, and seek to justify the killing on the grounds of the target’s classification as a ‘terrorist’ who posed a potential future threat.”

Speaking to Airwars from Geneva ahead of her presentation to the UNHRC, Dr Callamard described the US killing of General Soleimani as “a significant escalation in the use of armed drones, and in the use of extraterritorial force. Until now, drones have focused on terrorism and on counterterrorism responses. Here we’re seeing the displacement of a counterterrorism strategy onto State officials.” She described the Trump administration’s justification of the assassination of a senior Iranian government official as “a distortion of self defence.”

‘The second drone age’

Dr Callamard’s denouncement of the US’s killing of Qasem Soleimani marks the latest in almost 20 years of concerns raised by United Nations experts on the use of armed drones for targeted assassinations. In 2002, following the killing of five al Qaeda suspects in Yemen by the CIA, then-rapporteur Asma Jahangir warned for example that the attack constituted “a clear case of extrajudicial killing”.

UN reports since then have tended to focus on controversial drone campaigns outside the hot battlefield, in countries including Pakistan, Yemen, Somalia and Palestine’s West Bank and Gaza Strip.

With her new report, delivered to the UNHRC on July 9th, Dr Callamard seeks to bring the discussion on armed drone use up to date, noting that “the world has entered what has been called the ‘second drone age’ with a now vast array of State and non-State actors deploying ever more advanced drone technologies, making their use a major and fast becoming international security issue.” The term ‘second drone age’ was originally coined by Airwars director Chris Woods, to reflect a growing wave of armed drone proliferation among state and non-state actors.

As Dr Callamard and her team write: “The present report seeks to update previous findings. It interrogates the reasons for drones’ proliferation and the legal implications of their promises; questions the legal bases upon which their use is founded and legitimized; and identifies the mechanisms and institutions (or lack thereof) to regulate drones’ use and respond to targeted killings. The report shows that drones are a lightning rod for key questions about protection of the right to life in conflicts, asymmetrical warfare, counter-terrorism operations, and so-called peace situations.”

Many of the conflicts monitored by Airwars are referenced by Dr Callamard.

    In Iraq, she notes that non state actors including ISIS deployed armed drones, sometimes to devastating effect. “In 2017 in Mosul, Iraq, for example, within a 24-hour period ‘there were no less than 82 drones of all shapes and sizes’ striking at Iraqi, Kurdish, US, and French forces.” In Libya, the Special Rapporteur asserts that “The Haftar Armed Forces carried out over 600 drone strikes against opposition targets resulting allegedly in massive civilian casualties, including, in August 2019, against a migrant detention center.” Callamard notes that a ‘nations unwilling or unable to act’ defence – first used by George W Bush’s administration to justify drone strikes in Pakistan and elsewhere – had been employed by several nations, including Turkey and Israel, to justify attacks in Syria. The UN Special Rapporteur also cautions that as more States acquire armed drones, their use domestically has increased: “Turkey has reportedly used drones domestically against the Kurdistan Worker’s Party (PKK), while Nigeria first confirmed attack was carried out against a Boko Haram logistics base in 2016. In 2015 Pakistan allegedly used its armed drones for the very first time in an operation to kill three ‘high profile terrorists.’ Iraq has similarly purchased drones to carry out strikes against ISIS in Anbar province in 2016.” Finally, Dr Callamard warns that non-State actors including terrorist groups increasingly have access to remotely piloted technologies – noting that “At least 20 armed non-State actors have reportedly obtained armed and unarmed drone systems.”

“Drones are now the weapon of choice for many countries. They are claimed to be both surgical and to save lives – though we have insufficient evidence to conclude either,” Dr Callamard told Airwars. “Drones may save the lives of ‘our’ soldiers – but on the ground is another matter.”

Civilian harm concerns

The UN Special Rapporteur’s latest report highlights concerns about ongoing risks to civilians from armed drone use. Citing multiple studies, she writes that “even when a drone (eventually) strikes its intended target, accurately and ‘successfully’, the evidence shows that frequently many more people die, sometimes because of multiple strikes.”

Callamard also cautions that “Civilian harm caused by armed drone strikes extends far beyond killings, with many more wounded. While the consequences of both armed and non-combat drones remain to be systematically studied, evidence shows that the populations living under ‘drones’ persistent stare and noise experience generalized threat and daily terror’.”

The UN’s expert on extrajudicial killings additionally notes the key role drones play in helping militaries to determine likely civilian harm: “Without on-the-ground, post-strike assessment, authorities rely on pre- and post-strike drone-video feeds to detect civilian casualties leaving potentially significant numbers of civilian casualties, including of those misidentified as ‘enemies’, undiscovered. Studies showed that in Syria and Iraq the initial military estimates missed 57% of casualties.”

The Special Rapporteur does however point out that civilian harm can be reduced by militaries, “through stronger coordination, improved data analysis, better training of drones’ operators, and systematic evaluation of strikes.”

Foreign power involvement risks linking Syria and Libya wars, experts warn.

Civilians are continuing to benefit from a months-long ceasefire in northern Syria, which has seen casualty numbers sharply fall to levels last seen in the early months of the civil war. Experts remain divided however, on how long this pause in fighting will last – and what it means for Syria and its divided people.

April and May 2020 marked the first complete months since the beginning of the Russian campaign in Syria in September 2015, in which Airwars did not monitor any civilian casualty allegations against Moscow. A ceasefire beginning in early March – and international pressure in the wake of the Covid-19 crisis – brought an end to months of violent air raids on Idlib governorate, which had killed up to 556 civilians.

On March 5th, 2020, Russia and Turkey reached agreement on a ceasefire in Idlib governorate, after recent escalations had led to the deaths of 36 Turkish soldiers. Terms included the provision of a 12 kilometre long safety corridor alongside the M4 highway, which connects Aleppo with Latakia; and joint patrols by Russian and Turkish forces.

“The reason why Russia signed the ceasefire is because it got what it wanted. Their endgame has always been to secure the integrity of the Syrian regime,” argues Alexey Khlebnikov, a Middle East expert and Russian foreign policy analyst with the Russian International Affairs Council (RIAC). “The priority in Idlib was never to take it over in its entirety. The campaign was not targeted at getting every centimetre. There were and there are two major goals: securing the M5, which connects Aleppo and Damascus, and the M4 highway, connecting Aleppo with Latakia.”

According to some experts, Turkey did less well out of that agreement. Gerhard Mangott, a professor at the University of Innsbruck specialising in international relations and security in the post-Soviet region, notes: “The ceasefire is a compromise between Russian and Turkish interests, with poor results for Turkey and good results for Russia. Turkey had set an ultimatum to the Syrian government to withdraw to the front line of April 2019, when Syrian and allied forces started their offensive in Idlib. Due to Russian pressure, Turkey had to accept the actual front line.”

Idlib offensive: at least 423 civilian deaths

As the last remaining opposition stronghold, north west Syria was targeted heavily during a three-month campaign by the Assad regime and Russia as they sought to gain control of the region. Russian-backed pro-government forces (made up of Syrian Government forces, Hezbollah, and allied armed groups) attempted to push into both Idlib and Aleppo Governorates, and defeat remaining anti-government rebels.

The beginning of the offensive saw pro-government forces make quick advances against rebel troops. By the end of December 2019, the Assad government had captured large parts of the Ma’arat Al Nu’man countryside including Jarjnaz, the largest town in the area; and had completely encircled the main Turkish observation point in Sarman.

Then, following a short-lived ceasefire between January 9th and 15th, the Syrian Government made some of its most significant advances in Idlib since the civil war began in 2011. By January 28th, pro-government forces had managed to capture Ma’arat Al Nu’man, a city of major strategic and symbolic importance due to its position on the Aleppo-Damascus Highway, which serves as one of the country’s main economic arteries to areas under government control in northwestern Syria.

Just eight days later, the town of Saraqib – another locale which had served as a bastion against the Assad Government for many years – was captured. The following weeks saw more government advances including the full capture of the province of Aleppo for the first time since the outbreak of the civil war.

Russian airpower has been crucial to each pro-government advance. However, these military victories came at a catastrophic cost to civilians, in both Idlib and Aleppo. Heavily populated urban areas were pummelled before each incursion, with almost no respite for residents.

During the three months of the campaign, Russia was allegedly involved in 250 separate civilian harm incidents – averaging more than three events every day. These airstrikes led to between 423 and 556 civilian deaths and the injuring of up to 1,137 more, Airwars monitoring of local sources indicates. At least 128 children were killed during the campaign – more than a quarter of all tracked fatalities – showing that the most vulnerable often bore the brunt of a ruthless air campaign.

Additionally, crucial civilian infrastructure was hit numerous times. Schools were targeted on at least 15 occasions, while hospitals and medical centres were struck at least nine times. This targeting of civilian infrastructure by Assad and Russia was not new. According to the World Health Organisation, there have been 83 attacks on healthcare facilities in Syria since April 2019.

The Idlib campaign triggered a widespread displacement crisis in northern Syria. By the end of the assault, at least 980,000 people, most of them women and children, were forced to flee the violence. According to Mark Lowcock, UN Under-Secretary General for Humanitarian Affairs, these displaced people were struggling to survive in what he described as “horrific conditions”.

Impact of Covid-19

The fighting in Idlib eventually stopped after Turkey escalated its own operations against pro-Assad government forces, following a devastating airstrike on a Turkish infantry battalion on the road between al-Bara and Balyun, which had left 32 Turkish soldiers dead and many others wounded.

Following this event, Ankara took the bold decision to intervene directly on the side of the rebels. The ferociousness of Turkey’s intervention was unprecedented, with Turkish forces launching a barrage of attacks on pro-regime positions, destroying dozens of military vehicles, equipment and several Russian-made air defence systems. These attacks devastated the Syrian Government, with the Syrian Observatory for Human Rights reporting that 170 pro-regime forces died. Turkish defence minister Hulusi Akar put the toll far higher – claiming that Turkish forces had destroyed two Syrian Su-24 fighter jets, two drones, 135 tanks, and five air defence systems; and had “neutralised” more than 2,500 fighters loyal to the Syrian government.

The risk of being embroiled in an all-out confrontation with Turkey forced the hands of both the Syrian and Russian governments, and prompted a formal ceasefire agreement between Presidents Recep Tayyip Erdogan of Turkey and Vladmir Putin of Russia. While the eventual ceasefire provided a much-needed respite for civilians in northwestern Syria, millions continued to suffer from the after-effects of the brutal campaign. And with the COVID-19 pandemic showing no signs of abating in the region, refugees from the violence in Syria, clustered into overcrowded camps, may remain most at risk of suffering from the virus.

Khlebnikov at RIAC says he does not, however, think the Covid-19 crisis was the main driver of the ceasefire: “I wouldn’t say it is a game-changer or a strong factor in this ceasefire. The Ukraine crisis did not impact Russia’s foreign policy, even though the economy was under great distress. So why would Covid-19? It might affect the intensity of the conflict in the long run, and it slows things down because diplomats and leaders are unable to meet in person.”

Elizabeth Tsurkov, a research fellow at the Foreign Policy Research Institute and a Syria expert, agrees: “I don’t think the Covid-19 crisis impacted the calculations of the warring parties in this conflict.”

That the ceasefire has lasted following the Covid-19 outbreak might seem paradoxical, given that both Russia and Turkey recently increased their involvement in Libya. However, those contributions are relatively small for now, compared to Syria. That said, the conflict in Libya has become both interlinked with Syria – with Russia and Turkey again on opposite sides – and also a continuation of the civil war on different soil, as Syrian mercenaries recruited by both Turkey and Russia now fight each other in the Maghreb. Talks between Moscow and Ankara to explore a deal that might see the fates of Syria and Libya connected have been put off for now.

“Costs of violating the ceasefire are much higher now”

Previous Syria ceasefires have been fairly short-lived. So why is the Idlib pause still holding more than three months on? “The situation on the ground is different from two years ago. Idlib is now the only lasting stronghold of opposition armed groups and terrorists. And a ceasefire during a civil war, it is not a literal thing. There are certain violations,” asserts Khlebnikov.

According to his own estimates, there were 80 violations of the ceasefire in the first half of May. Even so, Khlebnikov sees the ceasefire as quite successful: “Since March 5th, the violence fell significantly. The first [joint Russian and Turkish] patrols were 5 or 7 kilometres long, now they are 45 kilometres long. This builds trust; and the Russian and Turkish militaries are getting used to interacting with each other on hostile ground. That creates a certain restraint for [other] armed groups to escalate.”

Mangott also views the results of the ceasefire as so far positive: “I think it will last. Russia is in a difficult economic and financial situation, the GDP will drop by 10% this year. There will probably be a drop in military spending. The current spending priority is on social causes [at home] to take care of the economic crisis, so there is no money for an escalation in Syria.”

In mid June there were some reports of violations of the ceasefire, with Russian airstrikes on Idlib and reports of civilian casualties. These appeared to be in retaliation for attempts by the HTS to seize several villages, and attack Russian targets, however. Dr Elizabeth Tsurkov remains positive: “This is the first time in the history of ceasefires in Syria when Russia and the regime will be punished for violating it. Turkish drones will be up the skies, killing soldiers. The costs will be much higher for them. It is difficult to make predictions, because there are too many uncertain factors right now, also looking at the elections in the US coming up. But I think the ceasefire will last for the rest of 2020.”

Tsurkov adds: “The area north of the M4 highway will remain out of regime hands for the foreseeable future. Until a deal is reached, the area will essentially be annexed into Turkey. We are already seeing the dynamics of that in northern Aleppo.”

Amplifying fears in Damascus of a de facto annexation, in mid June Turkish-backed opposition groups introduced the Turkish Lira and the US dollar as local currencies in cities and towns across Idlib governorate in an effort, they claimed, to stabilise the local economy after the ongoing depreciation of the Syrian pound.

Russia’s endgame in Syria 

Whenever it might end, Khlebnikov sees the ongoing ceasefire between Russia, the regime and Turkey in northern Syria as a temporary solution: “It is definitely not a final solution. There are two options with the ceasefire: it will be cancelled, or updated. I don’t think there will be any major breaches.”

“On the other hand, there is a certain risk of escalation, because if Turkey won’t be able to deliver on its promises to clear the buffer zone, that may become a legitimate reason for Russia and the Syrian army to launch operations.” But, warns Khlebnikov: “In the last four months, Turkey allocated about 15.000 troops and upped military equipment. It is amassing its forces in Idlib. Any fight with Turkey will be a disaster for Russia.”

With a mass outbreak of the Covid-19 virus still threatening Syria – with its heavily weakened health care system after nearly a decade of war – a fight between Russia and Turkey on Syrian territory would not only carry great risk for Moscow. It is likely that Syrian civilians would bear the greatest losses, once again.

Airwars and design partners Rectangle are commemorating those civilians killed and injured in conflicts, by livestreaming over 24 hours the names of 8,337 civilian casualties the international monitor has documented in Syria, Iraq, Libya and Somalia in recent years.

The digital event marks the occasion of the UN’s 2020 Protection of Civilians Week.

Every name has a story

Over twenty-four hours starting at midnight London time on May 26th/27th – the date of the UN Secretary General’s annual Protection of Civilians (PoC)  speech –  the names of just some of the many civilians reportedly killed by air and artillery strikes in Iraq, Syria, Libya and Somalia since 2007 will be livestreamed on our website and YouTube channel.

Khaled Mustafa Qurmo and Khaled Abdel Majid were about to drop off their friend Barakat Barakat at his home in October 2019. The three friends were eating pumpkin seeds while driving through Barisha in northwestern Syria when they were reportedly hit by helicopters searching for ISIS leader Abu Bakr Al Baghdadi.

“There were so many shells falling on us, it was like rain. My hand, the one holding up Khaled’s head, got cut off,” Barakat explained to NPR last year. “Am I Baghdadi? How is this my fault? I’m just a civilian. I didn’t have any weapons. We’re farmers. I make less than a dollar a day. Now I’m handicapped, and my two friends are in their graves.”

Barakat Barakat is just one of 8,337 civilian casualties over the past 13 years whose names Airwars has recorded while monitoring conflicts in Syria, Iraq, Libya and Somalia.

UN Protection of Civilians Week 2020

Through its daily monitoring of local news organisations, social media and official sources, as well as via sources on the ground, Airwars has in total recorded over 119,000 reported civilian deaths and injuries since we began documenting conflicts in August 2014 – of which more than eight thousand casualties attributed to specific belligerents can presently be named.

This UN PoC Week, Airwars aims to commemorate those who have lost their lives, while calling for governments to better account for their military actions.

The project Conflicting Truth is in partnership with the Scottish-American design team Rectangle, who also produce the complex mapping and data representations on the Airwars website.

This week’s live cast is based on an original installation by Rectangle with Sophie Dyer, first shown in Detroit in March 2019. It had been hoped to show Conflicting Truth in New York during this year’s UN PoC Week. Instead, due to the Covid-19 crisis, the decision was taken to livecast a digital version.

Not just numbers

The Airwars/ Rectangle project seeks to show that those killed and injured in conflict are not mere statistics –  they are people with names, friends and families. Their loss inflicts severe pain on relatives, and the communities they belong to.

“I was washing dishes. Suddenly our house was filled with shrapnel. I went out and called Arif (my son), but I did not see him. I only saw black smoke. When the smoke faded away, I saw my son on the ground as a martyr,” said a mother whose son Arif was among eight other children reportedly killed in alleged Turkish shelling on Tal Rifaat in Syria on December 2nd, 2019.

The suffering often does not end with losing loved ones or seeing them disabled: it also heavily impacts the lives of those spared by the fighting. “All a young man like me cares about now is how he gets home safe every day. Or when you go to bed, all you’re thinking about is the possibility that a rocket falls on you,” Marwan, a resident of the southern suburbs of the Libyan capital Tripoli recently told Airwars. “I lost friends, relatives, loved ones in this war,” he elaborates. “I’m doing an MA now, and I’m afraid to lose my dream, and my future and I can’t do anything. That makes me want to run away, to live a decent life with equal opportunities.”

Airwars aims to add as many biographical details of victims as possible. On May 16th of this year for example, the 5-year-old Bangladeshi boy Wahi Zuhair Matin was killed in alleged LNA artillery strikes on Al Fornaj neighbourhood in Tripoli. The GNA-affiliated Burkan Al Ghadab Operation wrote on Facebook that the child’s “ambition was to buy a bike and play ‘like the kids’.”

Civil Society Call for Action

Airwars is also joining with other international partners and organisations in a Civil Society Call for Action to Protect Civilians during PoC week. The joint statement signed by 22 organisations calls on the UN Security Council, Member States, and the UN System to take urgent, bold and practical steps to respond to the challenges that remain in the protection of civilians in armed conflict.

The UN Security Council added the protection of civilians in armed conflict (PoC) to its agenda in 1999, recognising PoC as a matter of international peace and security. The UN PoC Week is held annually between May 27th and June 1st. The United Nations celebrates UN Peacekeeping Day on May 29th.

During 2019 - for the first time in five years - monitors tracked a sharp move away from US-led Coalition civilian deaths.

Airwars research shows that at least 2,214 civilians were locally alleged killed by international military actions across Syria, Iraq, Libya, and Somalia during 2019 – a 42% decrease in minimum claimed deaths on the previous year. This sharp fall was largely because deaths from reported US-led Coalition actions plummeted following the territorial defeat of ISIS in Syria in March.

However, elsewhere civilians remained in significant danger. Russian strikes in support of the Assad regime claimed at least 1,000 lives in the fierce Idlib and Hama offensives. Meanwhile, Turkey’s invasion of northern Syria in October saw over 300 non-combatants alleged killed.

The year also saw alarming developments in Libya. From April, the Libyan National Army’s Tripoli offensive had a devastating impact on civilians. As more foreign powers joined the conflict, alleged deaths rose by an astonishing 720% on 2018. Almost half of all civilian deaths in Libya’s civil war since 2012 occurred last year.

The US-led Coalition in Syria: a brutal final assault

On March 23rd, after 55 months of war, ISIS was finally ousted from Syria, when the Syrian Democratic Forces seized the town of al-Baghuz al Fawqani in Ezzor governorate. This followed the terror group’s earlier defeat in Iraq in December 2017.

Yet this final assault came at a terrible cost for civilians trapped on the ground. Of the minimum of 2,214 civilians locally alleged killed during 2019, at least 470 deaths (21%) reportedly occurred as a result of US-led Coalition strikes in the first quarter of 2019, in Deir Ezzor governorate.

After March 23rd, with ISIS downgraded to an insurgency, there was a significant winding down in Coalition strikes. As a result, locally alleged civilian deaths from alliance actions rapidly declined.

For the first time in five years, the Coalition was no longer the primary driver of civilian harm in Airwars monitoring. Indeed, our tracking shows that many more civilians were claimed killed by almost every other monitored belligerent than by the US-led alliance between April and December 2019.

With this shift away from Coalition civilian deaths, Airwars’ focus with the alliance and with partner militaries began moving towards post-conflict restitution and reconciliation engagements.

Syria’s civilians remain at great risk

Civilians may finally have gained respite from Coalition strikes, but 2019 saw them face increased danger on other fronts. Russia’s ongoing campaign in Syria continued to devastate civilian populations and infrastructure.

In total, our researchers tracked at least 1,000 civilian deaths in 710 casualty incidents reportedly carried out by Russia. Some 81% of these events were in Idlib governorate, where Russia lent its formidable airpower to the regime’s offensive to oust the rebels.

Additionally, in October, Syria’s civilians faced a new threat from Turkey. The offensive came against a backdrop of repeated Turkish threats to unilaterally invade northern Syria. The chaotic withdrawal of US forces on October 7th gave Turkey a green light to launch its ‘Operation Peace Spring’.

Airwars research shows that there were between 246 and 314 locally alleged civilian deaths in 207 casualty incidents involving both sides during the final three months of 2019. Most disturbingly, there were numerous claims of war crimes by both sides, including summary executions of civilians and enemy fighters.

Libya: a 720% rise in civilian deaths

Meanwhile, civilian harm spiralled in Libya. Field Marshall Khalifa Haftar’s self-styled Libyan National Army (LNA) launched its offensive on Tripoli in April. However, what was intended to be a brief conflict soon turned into a protracted siege, with foreign powers playing an increased role, particularly in a proxy drone war between the United Arab Emirates and Turkey.

The impact on civilians was dire. Between April 4th and December 31st 2019, local sources reported between 279 and 399 civilian deaths. Somalia: Record number of declared US actions

In April, Airwars expanded its conflict portfolio when it took over the Bureau of Investigative Journalism’s long running monitoring of US counter terrorism drone strikes and civilian harm claims in Yemen, Somalia, and Pakistan. We are currently reviewing this significant dataset using Airwars’ own internationally-respected methodology.

Our assessment of US air and ground operations in Somalia since 2007 is now complete – with our annual report revealing that a maximum of 44 civilian deaths were alleged during 2019, in thirteen locally claimed civilian harm events. Overall the US declared 63 airstrikes against both al Shabaab and ISIS for the year – the highest ever tally.

Advocating on behalf of affected non-combatants

Our emphasis at Airwars has always been working on behalf of affected civilians. Throughout 2019, our advocacy teams continued to engage with the US-led Coalition and its allies. More than half of all Coalition-conceded conceded civilian harm events during the year were Airwars referrals for example – with at least 220 additional deaths conceded.

Substantial talks on transparency and accountability for civilian harm were also held with senior Pentagon officials; with the British and Dutch ministries of defence; and with NATO’s Allied Rapid Reaction Corps.

In November, the Netherlands finally admitted responsibility for a June 2015 strike in Hawijah, Iraq, which killed at least 70 civilians, according to locals. Airwars is now partnering with a number of Dutch NGOs and academics, with a focus on securing long term improvements in transparency and accountability for civilian harm by the Netherlands military.

“Since Airwars began in 2014, our exceptional team has tracked more than 50,000 locally reported civilian deaths across several conflict nations,” notes Airwars director Chris Woods. “As our 2019 report demonstrates, civilian harm remains a constant in war. Yet too often, belligerents deny or downplay civilian harm – even when local communities themselves are making clear the true costs of conflict.”

Six month study will examine how effectively journalists reported on recent civilian harm in Iraq and Syria.

Hundreds of journalists will be canvassed for their views on recent conflict casualty reporting by the US media as part of a major new project by Airwars.

The six month study—funded by the Reva and David Logan Foundation in the US, and the J Leon Philanthropy Council in the UK—aims to help assess and improve mainstream media reporting of civilian harm issues. The study is being authored by US reporter Alexa O’Brien.

Provisional research conducted for Airwars indicates that field reporters are still critical when it comes to properly reflecting civilian harm issues. But casualty reporting can sometimes suffer when conducted remotely by journalists back home. The new project is aimed at better understanding the constraints and challenges of modern conflict reporting – and is expected to include practical suggestions for improvement to editors and reporters.

“While our research focus is US reporting on civilian harm in the war against ISIS, Airwars will we hope help lay the groundwork for better assessments and reporting of conflict casualties by media professionals in other military conflicts,” says Alexa O’Brien, Airwars project lead and author of the forthcoming report.

“Airwars not only seeks to better understand the character of US reporting, but also the underlying capabilities and constraints of those who cover conflicts. The project includes a major survey of US reporters, as well as in-depth interviews with media professionals and subject matter experts.”    

Chris Woods, the founder and director of Airwars and himself a journalist of almost 30 years’ experience, says the new study has the potential to improve future conflict reporting: “There’s an imperative to ensure civilian casualties—including from our own actions—are properly reflected amid broader media coverage of modern conflicts,” says Woods. “This new Airwars project will help not only to improve our understanding of why and when civilian harm is (or is not) reported, but also offer practical suggestions for improvements to media professionals.”

The six month study is expected to publish in June 2019.

The government of Bashar al Assad stands poised to recapture the last part of Syria held by rebels, with millions of civilians also under threat. Yet just three years ago the capital Damascus appeared likely to fall, and with it Assad himself. That dynamic changed with the aggressive intervention of Russia in Syria’s turbid civil war. Airwars reports on Moscow’s most ambitious foreign military intervention in decades, A version of this feature is also published by Foreign Policy. 

When the Assad government moved on rebel-held areas of southwest Syria in late June, events followed a troublingly familiar route. As with the Damascus suburb of eastern Ghouta and Aleppo city before it, pro-government forces turned to Russia for blistering and deadly aerial support. Moscow ordered attacks in and around the provincial capital of Dara’a, unleashing a barrage of strikes over a matter of days. In the last week of June alone, Russian forces were implicated in at least 150 alleged civilian deaths, according to Airwars tracking.

Just as in Ghouta and Aleppo, Airwars also monitored multiple reports claiming the consistent targeting of civilian infrastructure, including clinics and other medical facilities in Dara’a, as well as residential areas and shelters where fleeing civilians had sought refuge. On June 28th, at least 20 civilians were killed after alleged Russian strikes reportedly hit several shelters in Al-Massifra. Photographs also showed a hospital in the town in ruins from the bombing.

Compared to other urban campaigns in Syria, the Russian onslaught on Dara’a was short lived. Airstrikes were overwhelming, and by the second week of July the government flag was already being hoisted.

While US Coalition strikes against ISIS remnants are now largely relegated to narrow parts of eastern Syria, the Russian campaign is gearing up again for what may be the deadliest – and effectively final – battle of the war. On September 4th, local monitors began reporting heavy Russian and regime strikes in the northern province of Idlib, the last substantial redoubt of opposition forces including dominant jihadist factions.

The UN has warned that some three million civilians, many displaced from elsewhere in the country, are penned inside Idlib – trapped between encroaching regime forces and the closed Turkish border. Already facing humanitarian catastrophe,this all makes them more vulnerable to airstrikes, which have already claimed thousands of lives in the province.

From verge of collapse to near victory

When Russia began bombing Syria in support of the government three years ago, large swathes of the country had been lost by the regime. ISIS controlled much of Raqqa, Deir Ezzor and Hassaka governorates – while rebel and extremist islamist groups such as Al Qaeda affiliate the al Nusra Front had seized territory across much of northern and southern Syria – and even parts of the capital. As Russian Foreign Minister Lavrov asserted in a September 5th interview, “If you remember, we started assisting Bashar al-Assad in September 2015, when ISIS militants had almost reached Damascus, and the al-Assad Government was on the verge of collapse.”

Since then the regime – backed by intense and deadly Russian airpower, and Iranian and other proxies – has captured large urban centers in the center and north of the country, and eventually pushed opposition groups from the outskirts of the capital itself. Advances by US-backed SDF forces meanwhile droves ISIS from nearly all of northeast Syria. Tens of thousands have been reported killed during these parallel air campaigns.

Yet there have been significant differences between these two campaigns. Although Russia recently declared conducting 39,000 airstrikes in Syria since 2015, those strikes have stopped and started – undulating with political developments. Victory for the US-led alliance has always been focused on the military defeat of ISIS, a goal that the campaign has bulldozed towards at all times. Yet Russia’s goals in Syria have always been wider, with airstrikes and other military support focused primarily on helping the Assad government to secure control over all of Syria.

“The military strategy here depends entirely on the political,” said Yury Barmin, a Moscow-based Middle East analyst. “They don’t carry out airstrikes because they need to eliminate this or that group, but they carry out airstrikes because they need to implement political goals.”

In Idlib, those dynamics still hold out some hope for a political solution. For the last year, the province has been under a partial ceasefire involving Turkey, Iran and Russia. These same powers, pulling at the myriad anti-government forces on the ground, could still reach some sort of agreement, though given the finality of any Idlib offensive for the war, it would likely be far more complicated than anything previously brokered.

Russia has at times halted strikes following local and national ceasefires.  It has ignored other cessations entirely, or observed them only to later escalate ferociously to bring about desired results. Moscow has shown little regard, either in its actions or words, for civilian life – so much so that civilian harm has appeared not just unpreventable but calculated.  Russian strikes in this way can be extremely punitive, said Matti Suomenaro, a researcher at the Institute for the Study of War, a conservative think tank in Washington DC that tracks the Russian campaign.

“A good example of this is after mid-September of last year, when there was an opposition offensive launched in Idlib province,” said Suomenaro. “Russia specifically increased its targeting of almost all medical facilities in southern Idlib, almost as punishment.”

Diplomatically, Russia has also maneuvered cannily with power-players in the region. In southwest Quinetra, Moscow recently refrained from bombing, apparently due to the area’s proximity to Israel. When Turkey shot down a Russian plane and Russia’s ambassador was later assassinated in Istanbul, it led only to more productive relations between the two increasingly illiberal nations.

While the US-led Coalition’s sole aim has been the military defeat of ISIS, Moscow’s campaign has broader aims – with strikes modulating to reflect broader political issues.

‘A counter terror operation’

Though Syrians are by now familiar with Russia’s bombings in their own country, clues to what remains in store for civilians trapped in Idlib, the last rebel stronghold – can be found in both Russia and the Soviet Union’s military past.

Officially, Moscow’s campaign in Syria has been explained as a counterterror operation, key to the national security interests of Russia and carried out at the express invitation of a despotic but technically recognized government. “All of this military activity is a manifestation and kind of support of the concept of sovereignty,” said Timur Makhmutov, deputy program director at the Russian International Affairs Council (RIAC), a think tank based in Moscow.

“We certainly are not going to plunge head-on into this conflict,” said President Vladimir Putin in a televised address announcing the campaign in September 2015. “We will be supporting the Syrian army purely in its legitimate fight with terrorist groups.” In Syria, Russia would provide airpower in support of regime and other ground forces including the Lebanese group Hezbollah and Iranian troops.

An early example of Russia’s approach came halfway through the first year of the Russian campaign. From 99 alleged Russian-linked civilian casualty incidents tracked by Airwars in Syria during October 2015, reports rose steadily, hitting an early peak of 182 in February 2016. Then, after a ceasefire was agreed, allegations fell dramatically, to 39 claimed events by May.

“I think there are some failures and these failures should be recognized on the ground but Russia is trying to make ceasefires to let people who are under the attacks and [in] these crisis situations out,” said Ruslan Mamedov, a colleague of Makhmutov’s at RIAC in Moscow. Russia, he noted, engaged Turkey, which he said helped bring about effective surrenders and evacuations among groups over which they held influence . “These kinds of approaches helped to save lives,” said Mamedov.

Ceasefires in Syria have rarely held. In November 2016, Airwars tracked 215 separate events that included allegations of over 1,000 civilian deaths at the hands of Russia – about two-thirds of which were in Aleppo, which was now under direct attack. By December, all hospitals in eastern Aleppo were reportedly wrecked from regime and Russian bombings – attacks that the UN Commission of Inquiry found to “strongly suggest the deliberate and systematic targeting of medical infrastructure as part of a strategy to compel surrender.” That tactic was a war crime, said the Commission.

“We see that now when the Russians wanted to have a softer approach with the opposition they would stop bombing for a while, introduce short periods of calm,” said analyst Yuri Barmin. “When they see that the opposition isn’t cooperative, then they ramp up the bombing.”

This brutal strategy worked – at enormous cost. Russia, the Assad government and those opposition fighters that remained did reach a deal in mid December that saw at least 34,000 people evacuated from Aleppo to neighboring Idlib governorate. Thereafter, Airwars monitored a significant drop in civilian casualty events tied to Russia in Syria.

Targeting ISIS

When it first militarily intervened in Syria, Moscow claimed to be doing so in order to fight the so-called Islamic State. That assertion has been controversial ever since. Well into 2017, Russia and the regime stood accused by Western adversaries of bombing ISIS lightly, or not at all. It was certainly the case that in the early days of its campaign Russia primarily focused on rebel and extremist groups in the west of Syria, rather than on ISIS.

Yet Russia did later shift its firepower eastward – towards Palmyra and then beyond – in what was viewed in part as a counter to US influence in the area. Soon pro-government forces were racing against the US’s proxy fighters in Syria, the SDF, to reach the Euphrates River Valley area along the border with Iraq. Beginning in September 2017, monitors began reporting significant death tolls from suspected pro-government strikes in eastern Deir Ezzor governorate.

On February 24, 2018, amid the carnage in Eastern Ghouta, UN Security Council diplomats passed a nationwide cessation of hostilities (leaving out ISIS and al Qaeda-linked groups) that was immediately ignored. In the lead up, Amnesty International insisted that Russian and Syrian government forces “deliberately and systematically targeted hospitals and other medical facilities.” Those attacks amounted to war crimes, said the group.

Air strikes, shelling and ground incursions all increased after the resolution. In the month that followed, the UN monitored some 1,700 deaths in Eastern Ghouta, caused in particular by airstrikes. UN investigators recorded 29 separate attacks on health facilities in the enclave.

According to Airwars monitoring, in one seven day period Russia faced allegations of responsibility for over 300 deaths. Doctors Without Borders separately reported a death toll of 1,000 in just two weeks.” Russian officials called the reports “disinformation.” The Siege of Eastern Ghouta was over by April, with much of it in ruin. (By comparison, more than two-thirds of Raqqa was rendered uninhabitable by the US-led campaign there.)

Despite tens of thousands of Russian airstrikes and three years of war, Moscow has yet to concede a single civilian fatality from its Syria campaign. Nor is Airwars aware of any Russian civilian harm monitoring process comparable with that of the US-led Coalition – which by contrast has admitted to more than 1,000 civilian deaths across Iraq and Syria.

“I’m not aware of any serious discussions within the military about who is a civilian and who is a legitimate target,” said Katya Sokirianskaia, director at the Conflict Analysis and Prevention Centre, and a former analyst with the International Crisis Group. “I don’t think for them this is generally a point of concern.”

Both the Russian Ministry of Defense and the Russian Mission to the UN in New York did not respond to requests for comment for this article.

Urban destruction

Recent figures released by Russia’s Ministry of Defense show the staggering scale of Moscow’s deployment in support of the Assad regime. Along with 39,000 airstrikes with more than 86,000 “militants” claimed killed, a total of 63,000 Russian personnel have so far been deployed to Syria.

Deaths among Russian personnel have nevertheless been relatively light – not unexpected given that Russia, just like the US-led Coalition, is primarily focused on remote airstrikes. Most aircrew have died as a result of crashes, though a small number of aircraft have been shot down.

Yet these official combat deaths in Syria appear to be significantly outweighed by those of Russian contractors. In February 2018, at least dozens and possibly hundreds of Russian mercenaries were killed when pro-regime fighters reportedly attacked an SDF base in eastern Syria where American troops were also based.

The roots of Moscow’s intent to minimize official casualties (which can also be seen in the current Ukraine conflict) may be found in another intervention more than three decades ago: the 1979 Soviet invasion of Afghanistan. By the time they were driven out nearly a decade later, some 15,000 Soviet soldiers had been killed, and the communist bloc was close to collapsing.

“What we call Afghan syndrome – the memories of the Afghan war – are still very strong in this society,” said Katya Sokirianskaia, the director at the Conflict Analysis and Prevention Centre. “The Afghan war in public consciousness is associated with a very protracted war with many casualties among the Russian conscripts which was inconclusive and damaging for the Soviet Union.”

If the approach to keeping its own forces out of harm’s way came from Afghanistan, Sokirianskaia looks to Chechnya for insight into how Russia fights in urban settings. During two wars in the Muslim-majority region in 1990s and early 2000s, urban areas – specifically the capital of Grozny – were levelled.

“I’ve been working on armed conflicts involving Russia for the last 17 years and what we’ve seen is these campaigns have often been indiscriminate,” she said. “Chechnya is a good example – Syria on a smaller scale. In Grozny, with a half million civilians inside, hardly a single building was spared.”

Images of the destruction in Aleppo and Eastern Ghouta drew comparisons to infamous pictures showing Grozny’s shattered skyline. (Russia gleefully trolled those on social media, making the comparison itself.) Thousands of Russian soldiers – and countless more civilians – were killed in fighting for the Chechen city. “The Russian lesson from Grozny was don’t do urban warfare with your own people,” said Michael Kofman, a senior research scientist at CNA.

Yet the wars in Chechnya were not viewed as failures, despite the intense civilian harm they caused.. “Chechnya works fine as far as Russia is concerned because it is [now] peaceful, it is subdued, it has arrived at a method of government which resolves the problem,” said Keir Giles, a senior consulting fellow at Chatham House’s Russia and Eurasia Programme. “For Russia, civilian suffering is a tool to be exploited to win the war.”

Syrian civil society and and monitors have made extensive years-long efforts to track the civilian toll of the war in Syria, including from Russian strikes. But do these reports make it back to Russia? How many Russians are even aware of the thousands of civilians killed by their military? The answer – as with most citizens of Coalition member nations like the US – is that very few likely are.

“An average Russian who doesn’t have independent information on Foreign Policy and relies on the state media for their knowledge of international relations trusts the official narrative on who is committing violations,” said Sokirianskaia, the director at the Conflict Analysis and Prevention Centre. “In the end both the media and the Russian citizens prefer to not to really focus on the humanitarian disaster, just to distance themselves from this issue. Everyone knows it is a bloodbath in Syria, but we working to restore peace and are fighting terrorists.”

In response to questions stating that Russian and government forces have killed untold thousands, Vladimir Putin told Fox News in July 2018 that recent US actions also carried a heavy price: “A huge proportion of the civilian population of Raqqa died. It was erased from the face of the earth. It reminds me of Stalingrad from World War II, and there is nothing good about it.”

The Russian president’s point appeared to be that such destruction and mass civilian casualties is an inevitability of urban warfare – whoever the belligerent.

The final blow?

After weeks of protracted and apparently failed negotiations, Syrians are poised once more for the regime – and the Russian Air Force – to turn their firepower upon Idlib. Civilians there have reason to be terrified. According to the United Nations more than three million people are at risk. Most have nowhere left to run.

There is still hope that diplomacy may prevail: after all, Russia’s airstrikes act as a means to an end. Airstrikes in Idlib fell considerably during August, as hope still held that a diplomatic solution from talks in Astana might perhaps peel off some less hardline groups in the province. During the final full week of the month, Airwars monitors didn’t track a single casualty event in Syria that was blamed Russia. That ended on September 4th when reports began trickling in of civilian deaths from Russian airstrikes — all in Idlib.

“We have seen a pattern where the number of airstrikes usually drops before big battles,” said Airwars’ Syria researcher Abdulwahab Tahhan. “If or when this campaign on Idlib starts, the consequences on civilians would be catastrophic. The Syria-Turkish borders are closed and there does not seem any other place they can go to in order to be safe from the airstrikes.”

Any casualties at Idlib will join a lengthy list. In the three years since Moscow entered the war in September 30th 2015, Airwars has monitored over 18,485 alleged civilian deaths tied to Russian actions in Syria. At least 5,917 of those reported killed have been named in local outlets, on social media or by casualty recorders. Though Airwars is still working to vet all the nearly 18,000 deaths alleged against Russia, other casualty recorders such as the Syrian Observatory for Human Rights, have put the figure at more than 7,800 civilians killed through the end of June 2018.

Russian Foreign Minister Sergei Lavrov recently implied that some measures will be taken to protect “compliant” civilians in Idlib – just as he claims occurred at Aleppo and Eastern Ghouta: “We always set up humanitarian corridors and always did our best to sign a local ceasefire agreement with the compliant opposition. They were pardoned by the Syrian government, laid down their weapons and rejoined peaceful life in Syria.”

Yet for military planners, any concerns over the safety of civilians will take a back seat to Moscow’s ultimate goal: the complete triumph of Bashar al Assad’s regime.

United Nations investigators charged with monitoring the Syrian conflict have accused both Russia and the US-led Coalition of potentially violating international law or war crimes for strikes in the country during 2017.

In a year which saw shocking reports of civilian harm across Syria, the UN’s Independent International Commission of Inquiry on the Syrian Arab Republic launched a blistering attack on the many belligerents, domestic and foreign, who now crowd Syria’s soil.

The latest report of the Commission of Inquiry outlined cluster munition use by pro-government forces; an attack on a hospital that was treating victims of an April 4th 2017 sarin gas attack; and a brutal pro-government campaign in the second half of that year in the Aleppo countryside, targeting schools – a campaign which the Commission said amounted in each instance to war crimes.

ISIS was accused of using snipers and landmines to deliberately target civilians at Raqqa, forcing them to remain within the beseiged city, and of forcibly moving civilians into neighbourhoods under attack from assaulting forces: “By deliberately placing civilians in areas where they were exposed to combat operations, for the purpose of rendering those areas immune from attack, ISIL militants committed the war crime of using human shields in Raqqah governorate,” the Commission noted.

Investigators also cited the US-supported Syrian Democratic Forces (SDF) for conscripting children as young as 13 as fighters. In the aftermath of fighting in Raqqa, the Commission noted, the SDF has been interning up to 80,000 displaced people in desert camps, ostensibly to vet them for possible connections to ISIS. According to the Commission, “Irrespective of the legitimacy of a security threat, the blanket internment of all internally displaced persons from Raqqah and Dayr al-Zawr by the Syrian Democratic Forces cannot be justified.”

The Commission also implicated, in effect, four of the five permanent members of the UN Security Council with involvement – either directly, or by association – with likely unlawful airstrikes. That marked a significant change from late 2015, when Commission chair Paulo Pinheiro said there was “no possibility that we will investigate the American air strikes or French or British or Russian.” In the years since, Russian and US-led airstrikes have reportedly killed thousands of civilians in Syria, leading to a far more robust response from the Commission. 

In the case of November 13th 2017 airstrikes in Aleppo, UN investigators took the important step of naming Russia as the perpetrator — not simply “pro-government” forces or the regime and its allies. In a separate investigation, the Commission offered new details about what may be the deadliest airstrike of the entire US-led campaign in Iraq or Syria – an alliance that also counts among its ranks UNSC permanent members France and the United Kingdom.

Highest civilian toll of entire Coalition war

On the night of March 20th-21st 2017, the Al-Badiya school in al Mansourah, by almost all accounts filled with at least 200 internally displaced people, was struck by the Coalition.The US-led alliance has confirmed it conducted the attack – though continues to insist that only ISIS fighters died.

In a September 2017 Human Rights Watch report, researchers interviewed local residents who said some “ISIS members and their families displaced from Iraq had moved into the school prior to the attack,” but that many also were “completely unaffiliated with ISIS.” HRW found that at least 40 named civilians, including 16 children were killed, and said the toll was likely much higher. The UN-sponsored Commission now assesses that 150 civilians were in fact killed that night – and insists no Islamic State fighters died.

Though it is not allowed to enter Syria by the Assad government, the Commission was able to interview 20 survivors, relatives, rescuers and other witnesses. “Interviewees explained that, since 2012, Al-Badiya school housed internally displaced families,” wrote the UN investigators. “Some of the residents were recent arrivals while other internally displaced persons had been living in the school for years.”

In the weeks after the strike, Airwars itself provided the Coalition with a 28-page dossier of reports monitored prior to and after the attack which in part described the movement or presence of IDPs in the near area.

In their new report, UN investigators found that the school was hit by three separate airstrikes, “each using multiple bombs that destroyed most of the building rendering it uninhabitable.” They also obtained photographs which showed the type of aerial weapons, including Hellfire missiles, which were likely used.

The al Mansoura strike, and the Coalition’s response, immediately raised serious concerns. As reports emerged suggesting a large civilian toll, the Coalition’s then-top commander General Stephen J. Townsend appeared to preempt his own investigative team.

“We had multiple corroborating intelligence sources from various types of intelligence that told us the enemy was using that school,” Townsend told reporters on March 28th 2017. “And we observed it. And we saw what we expected to see. We struck it.”

“Afterwards, we got an allegation that it wasn’t ISIS fighters in there… it was instead refugees of some sort in the school,” Townsend continued. “Yet, not seeing any corroborating evidence of that. In fact, everything we’ve seen since then suggests that it was the 30 or so ISIS fighters we expected to be there.”

In its most recent report, the Commission of Inquiry rebutts that version of events. “Information gathered by the Commission does not support the claim that 30 ISIS fighters were in the school at the time of the strike, nor that the school was otherwise being used by ISIS,” it wrote. Investigators said the Coalition should have been aware that the school had been sheltering displaced families for five years. Indeed, among the reports provided to the Coalition by Airwars that described the presence of IDPs were several that predated the strike by several weeks.

The Commission concluded that the Coalition violated international law in failing to “take all feasible precautions to avoid or minimize incidental loss of life, injury to civilians and damage to civilian objects.”

The Coalition’s investigative team ultimately concluded that allegations of civilian harm in the Mansoura incident were “non-credible.” As in other high profile US or US-led attacks, Coalition investigators did not visit the site of the strike, instead relying on its own internal sources such as strike video. The Coalition’s subsequent investigation, said the Commission, should have been able to “identify the high number of civilian casualties resulting from this incident.”

Even after Human Rights Watch provided the Coalition with detailed information from its own in-person investigation and published those findings, the Coalition did not reopen the case. Reached by Airwars following the release of the Commission’s report, the Coalition repeated their earlier non-credible assessment but said they would consider the findings.

“Based on all evidence provided, to include weapons system video, we have no solid indication civilian casualties resulted from this strike,” said a Coalition spokesperson. “We are interested in the facts the U.N. used to reach a different determination than our assessment. We have in the past re-examined our assessments based on new information, and are willing to reevaluate this assessment if credible or compelling additional information can be obtained.”

Possible Russian War Crimes

The tandem Russian-Syrian aerial campaign in Syria continues to pose significant roadblocks to accountability. Most reports citing Russia during the recent bombing in eastern Ghouta, for instance, have also cited the regime as the possible culprit. Unlike the Coalition however, neither Moscow nor the regime make any effort to admit civilian harm. That makes the second significant case study of international strikes so important in the new UN report.

In an important piece of detective work examining a mass casualty event at Atareb on November 13th 2017, the Commission’s investigators were able to study flight records and pilot communications – and declare that the Russian air force was responsible for a series of strikes that left at least 84 civilians dead and some 150 injured. “Using unguided weapons, the attack struck a market, police station, shops, and a restaurant, and may amount to a war crime,” the Commission said in a statement.

At the time of the attack, while some local reports did cite the regime the large majority blamed Russia alone. Based on those reports, Airwars assessed that the events in Atareb were the deadliest in all of Syria that week to be tied to Russia. According to to the UN, these early accounts – monitored by Airwars – citing local testimony and observations of planes flying overhead proved accurate.

The first target hit in Atareb was a police station, where at least 13 officers and six prisoners died. The Commission found that the police were not involved in fighting, and that the station was not a “lawful military objective.” Four minutes later, a nearby three-story building was bombed.

A third, catastrophic wave of strikes then followed, hitting “a market street killing and maiming civilians and destroying vegetable and clothing shops as well as nearby residential buildings.” The Commission said it was able to corroborate local accounts by using video captured at the scene, and via satellite imagery.

“Shop owners explained that, at the time of the attack, the market was crowded with people who had left work, most of whom were men since many women had stopped going to the market after the earlier attacks,” wrote investigators.

In the market area, the Commission found evidence consistent with damage caused by unguided Russian-made OFAB-500 bombs. Elsewhere was an entry hole through which an unexploded bomplet fell. “Evidence at the scene and video evidence is consistent with a BeTAB-500 unguided ‘bunker buster’ carrying 12 rocket-assisted penetrators,” wrote investigators. “Using such weapons in a densely civilian populated area was certain to impact civilians.”

While Coalition strikes have mostly tailed off after Syrian Democratic Forces captured Raqqa in October 2017, Russian strikes have been blamed for record numbers of civilian deaths in recent weeks. Between February 19th and February 25th alone, Airwars tracked a record 78 new alleged Russian civilian casualty incidents in Syria – nearly all in eastern Ghouta – that reportedly left at least 324 civilians dead. 

On March 5th 2018, the UN Human Rights Council requested that the Commission of Inquiry conduct an urgent investigation into the offensive in the besieged suburb of Damascus.

Reported Russian airstrikes in eastern Ghouta sharply increased in the last full week of February, allegedly killing hundreds of civilians and reaching levels never before tracked by Airwars researchers.

Syrian government strikes on the rebel-held suburb of Damascus, where 400,000 people remain trapped, had already escalated at the start of February ahead of a possible ground offensive by regime forces. Aid agencies and monitors described the bombings as the worst in years. At a Security Council briefing on February 28th, UN humanitarian chief Mark Lowcock said that over 580 people had been reported killed due to air and ground strikes in eastern Ghouta since February 18th, along with upwards of 1,000 people who had been injured.

That briefing came four days after the Security Council had voted for a ceasefire in the country. What had happened since, asked Lowcock? “More bombing,” he said. “More fighting. More death. More destruction. More maiming of women and children. More hunger. More misery. More, in other words, of the same.days.” Airwars monitoring now indicates that – according to local reports – Russia was likely responsible for a large number of those deaths.

Hundreds reported killed

Between February 19th and February 25th, Airwars tracked a record 78 new alleged Russian civilian casualty incidents across Syria  — almost eight times more than the week prior. All but four of the strikes were reported in eastern Ghouta, where not a single Russian strike allegation was monitored the week before. Two more strikes were reported in Hama governorate, and one each in Aleppo and Idlib governorates.

At least 324 civilians were alleged killed in the 78 strikes, including 59 or more children and 42 women. A further 140 people were reported injured. All but six of the reported deaths were located in Eastern Ghouta. Airwars is still vetting these reports – a task made more difficult because Russia does not release reliable data on where it is bombing – and these numbers should not be directly compared with more fully evaluated civilian casualty figures for the US-led Coalition.

The reported intensity and toll of Russian and regime strikes suggests an unprecedented onslaught, worse even than the bloodiest periods of the aerial assault on Eastern Aleppo in late 2016. 

“This is not the first time Russia joined the regime in bombing Eastern Ghouta,” said Airwars Syria researcher Abdulwahab Tahhan. Two weeks earlier – from February 5th to February 11th – Tahhan’s colleagues tracked 44 civilian casualty incidents allegedly tied to Russia, 24 of which were located in Eastern Ghouta. Then, for roughly a week allegations against Russia fell, only to leap up again, worse than ever.

“It is a pattern we have seen over and over again. Some weeks Russia would open hell on civilians, and some weeks, especially leading up to peace talks, Russia would carry out fewer airstrikes,” said Tahhan.

On February 20th, at least 20 civilians including women and children were reported killed when aircraft fired on Beit Sawa, a town in Eastern Ghouta. The Syrian Network blamed both the regime and Russia, and the Ghouta Media Center posted graphic photographs of corpses wrapped in cloth. Two photographs showed young children who had been killed, their lifeless bodies covered with the dust of debris.

On the same day, 18 people were reported killed, including 8 women and children, in Arbeen. Distressing photographs showed children wrapped in cloth. Reports cited both the regime and Russia as responsible for bombing in the area.

The following day in Kafar Batna area of Eastern Ghouta, Step News reported that “Russian warplanes and helicopter gunships launched dozens of air strikes” in the vicinity, killing around 20 people, including 7 children.They later raised the number killed to 35, again citing Russian involvement.

Similar reports streamed out. There were, the UN reported, 14 attacks on hospitals, three on health centers and two on ambulances between February 18th and 22nd alone. On that latter date, the Syrian Network reported the deaths of at least 34 people, including seven children and nine women, due to “Syrian/Russian” shelling on Douma in Eastern Ghouta.

On February 23rd, the Syrian Network reported the deaths of four children, Sedra, Samer, Ahmed and Jana Salam, who it said were killed “along with their mother as Syrian/Russian warplanes fired missiles” on the town of Ein Tarma in eastern Ghouta.

On February 24th, local media reported possible Russian involvement in air raids on Douma, east of Damascus, that reportedly claimed the lives of at least 17 civilians. Smart News said the bombings were “likely to be Russia,” while the Syrian Network for Human Rights described the attack – one of several in the area on the 24th – as the work of “Syrian/Russian regime” forces.

‘Devoid of respect for international law’

After days of negotiations and false starts, the Security Council passed Resolution 2401 on February 24th, demanding an immediate country-wide ceasefire. The Council’s wishes were flouted almost immediately, and reported strikes continued in Eastern Ghouta in the hours afterwards. Russian President Vladimir Putin then ordered a daily five hour truce in Ghouta – from 9am to 2pm local time – a step tepidly endorsed by aid officials but called far short of what was needed.  

“I have to declare that I know no humanitarian actor, zero humanitarian actor, who thinks the five hours is enough for us to be able to deliver relief into Eastern Ghouta and to organize orderly medical evacuations out,” UN humanitarian adviser Jan Egeland told reporters on March 1st. 

“Eastern Ghouta is devoid of respect for international law,” Egeland said amid reports that pro-government forces had begun further ground incursions at the limits of Eastern Ghouta.

Many reports of incidents that cite Russia also name the regime as involved, and it’s not always clear which – or both – took part in a particular strike among potentially dozens in a neighborhood. This dynamic is only more confusing for monitors when it happens in dense urban areas like Eastern Ghouta. “It is not unusual to see local monitors reporting them both,” said Tahhan.

Analysts suggested a number of reasons for the sudden and deadly increase in Russian activity.

“I would attribute the shift to the stabilization of the front in Idlib Province in early February after Turkey deployed observation posts into Eastern Idlib Province,” said Chris Kozak, a senior analyst at the Institute for the Study of War. “Russia started shifting its strike pattern around that time.”

“I’m not sure why they [Russia] ramped up the bombings but one explanation could be that for the past few weeks Russians have been constantly reporting on rebel shelling from Eastern Ghouta including on the Russian embassy,” said Yury Barmin, a Mideast analyst at the Russian International Affairs Council in Moscow. “But I think it’s also indicative of the general dynamic — deescalation zones are unraveling and Russians would like to grab more land if they can.”

“I would imagine that it is linked to Escalation in the north,” said Barmin. “I think they want to move all those rebels from Ghouta to Idlib and secure the capital. The escalation in Idlib was a good excuse to pull this off.”

Afrin casualties continue

Elsewhere in Syria, there was disagreement about whether the Kurdish enclave of Afrin was included in the Security Council ceasefire.

Though a number of key players, including France, Germany and the US insisted that it was covered, Turkey – which launched an invasion of Afrin in January – claimed that it was not.

On March 2nd, the Afrin Health Council raised its estimate of civilians killed by Turkish forces to 207, and said that over 600 people had been reported injured. As Turkish and allied forces steadily encroached from the borders, thousands of civilians who had fled rural areas of the enclave to Afrin city risked falling into greater danger.

A race to capture the key eastern city of Deir Ezzor along with ISIS-held Syrian territory along the border with Iraq has led to a sharp escalation of deadly airstrikes in the area which are being blamed locally on Russia, the regime and the Coalition – and allegedly leaving hundreds of civilian casualties between them.

Airwars researchers have monitored a major uptick in allegations since mid September in Deir Ezzor governorate. Local Syrian monitors are reporting the same trend: the Syrian Observatory for Human Rights has indicated that 191 civilians were killed by Russian and/or regime raids in Deir Ezzor between September 10th and 18th. Though Airwars has not fully vetted Russian strikes during this period, such a toll would be higher than all the allegations against Moscow in Syria which Airwars tracked during August.

“The Russian bombing campaign was relatively quiet until September 10th, when we saw a marked intensification of raids on Deir Ezzor province. Then in just over a week more than 200 civilians were reported to have been killed,” said Kinda Haddad, chief Syria researcher at Airwars. In many of those incidents, she noted, conflicting attribution has made assessments difficult.

In other cases, the evidence points more directly to Russia. On September 10th, numerous sources reported that several dozen civilians were killed when Russian aircraft bombed the al Hawayj river crossing, hit boats and areas where they were launched from. A report in Smart News said that “most of the bodies are still floating on the surface of the Euphrates River.” Some outlets blamed the regime, though cockpit video released days later suggested the attack was likely Russian.

Unusually, the US-led Coalition has proactively been making clear that its forces are not responsibile for many of the claimed incidents. A senior official told Airwars on September 15th, for example, that the Coalition was not conducting any strikes within Deir Ezzor city – the location for many reported strikes.

Divided battlefield

The battlefields of eastern Syria remain chaotic, though are at present effectively split by the Euphrates River, which in that part of the country runs diagonally southeast through Raqqa to Deir Ezzor, and on to oil-rich areas near the border with Iraq.

On September 9th, the Coalition announced the start of “Operation Jazeera Storm,” supporting Syrian Democratic Forces fighting ISIS in the Khabur River Valley. The Khabur river runs south and meets the Euphrates between Deir Ezzor and Mayadin. Contingents from the SDF, which has also captured much of Raqqa from ISIS, are now moving to areas just north of Deir Ezzor city.

At the same time, regime troops backed by Russian airstrikes and Special Forces have moved quickly from the south and east, entering the outskirts of Deir Ezzor city earlier this month and linking with besieged government troops at a garrison there. On both sides of the river, ISIS has lost swaths of territory to the advancing forces.

There remains a risk of conflict between the assaulting forces. On September 16th, the Coalition accused Russian warplanes of bombing SDF positions on the eastern side of the Euphrates, injuring several. Coalition soldiers – likely American – who were nearby according to a press statement. On September 21st, after what it said was SDF shelling of regime positions, the Russian military warned the Pentagon that “any attempts to open fire from areas where SDF fighters are located would be quickly shut down.”

Though significant media attention has been paid to the potential for clashes between Coalition- and Russian-backed forces, there has been little focus on those civilians – many of them already displaced from elsewhere in Syria – who are dying despite ongoing “deconfliction” efforts involving Coalition and Russian officials. Should those measures break down, civilians may be at further risk.

Deconfliction line

Speaking from Baghdad, Coalition spokesman Colonel Ryan Dillon told Airwars that a deconfliction line between the SDF and regime-Russian forces – tentatively drawn a few miles off the right bank of the Euphrates – had run from Tabqa (a city west of Raqqa) to Deir Ezzor. However areas beyond that in the Euphrates Valley such as Mayadin and Abu Kamal – locations believed to harbour senior ISIS leaders – are in territory with unclear deconfliction status, the colonel suggested. Coalition officials expect the fighting in the Valley to be fierce – whichever foe ISIS faces.

Adding to the volatile situation, Iraqi government air raids have recently been documented just inside Syrian territory, as well as in adjacent Iraqi territory still controlled by ISIS. 

Col. Dillon said that the Coalition had bombed inside Deir Ezzor city only until regime forces had reached their garrison on September 5th. Coalition aircraft continue to strike areas northwest of the Euphrates in support of the SDF, along with targets towards the Iraqi border. For instance, published Coalition strike reports indicate that aircraft bombed “near Abu Kamal” on nine of the first 20 days of September.

The Russian military has recently been documented bombing on both sides of the Euphrates. On September 18th, Moscow announced that regime forces had crossed the river south of Deir Ezzor city – potentially jeopardising the line of deconfliction that Col. Dillon described. The move was also the culmination of a particularly deadly period for civilians in Deir Ezzor governorate.

“The [Russian and regime] move significantly discredits the argument that the Euphrates can serve as a viable deconfliction line while IS implodes,” assessed Andrew Tabler, a fellow at the Washington Institute, in a recent report.

UN ‘deeply concerned’

With reports of high casualties, the UN has issued an urgent call for the protection of civilians in eastern Deir Ezzor, saying it is “deeply concerned.”

On September 10th for example, an airstrike hit a border crossing in Elbuleil, with the UN noting the event as “reportedly killing and injuring tens of civilians.”

On September 14th, Airwars monitored 11 separate alleged civilian casualty events from airstrikes in Deir Ezzor governorate — all of which are currently evaluated as contested by researchers. The worst may have taken place in an area on the eastern side of the Euphrates — possibly a camp for internally displaced people. Some reports suggested a death toll upwards of 100. ISIS-affiliated accounts posted horrific video footage, showing dead and wounded children, and initially blamed the Coalition. A number of subsequent reports claimed Russia was responsible, while at least one called into question whether the incident took place at the camp.

“Reports for the majority of these allegations were highly confused, with sources reporting them as being perpetrated by the coalition, others saying it was Russia and others still reporting them as regime strikes,” said Kinda Haddad. “Some of the villages mentioned were later reported to have fallen into regime hands, so it is reasonable to assume that those particular ones were either regime or Russian strikes.”

“The UN is deeply concerned for the safety and protection of civilians – men, women and children – who are the victims of continued fighting, airstrikes and military operations in Deir-ez-Zor,” said Ramesh Rajasingham, the acting interim Regional Humanitarian Coordinator for Syria in a statement. “I call on all parties to do their utmost to ensure the safety and well being of civilians in the conduct of military operations and strictly adhere to the international humanitarian law principles of distinction, proportionality, and precautions in and from the effects of attack.”

Not all incidents appear to be the responsibility of Russia or the regime. Airwars currently assesses an event in Abu Kamal on September 17th-18th as having likely been perpetrated by the Coalition. At least seven named civilians were killed from the same family, including four children.

Despite the continuing high toll at Raqqa and escalating casualties around Deir Ezzor, once again no Pentagon reporters asked questions about civilian casualties – in either Iraq or Syria – at the Coalition’s weekly press briefing on September 21st.

Originally from Aleppo and now a refugee, Shihab marks the 1,000th day of Coalition airstrikes with his personal reflections on the devastating impact that airstrikes and shelling can have on civilians in Syria.

The night the University Entrance Exam results were announced in my hometown, Aleppo, my family and friends came down to our flat in Seif Al-Dawla to say congratulations and have some sweets and special drinks we use when celebrating such milestones. I was the first one in my family to go to an engineering school, so my family was very excited and happy despite the tough time we were having in Aleppo in general.

Suddenly, loud explosions were heard from afar, and our guests decided to head home to make sure their beloved families were safe. Gradually, the noises got nearer to the point we felt our flat shaking – and suddenly we were under fire [from the regime]. In the middle of the night we were forced to leave our flat with nothing on us but the clothes we were wearing, though we were lucky as we were dressed up since we were supposed to be celebrating.

Our flat was on the highway, so we decided to move towards the home of my uncle. Suddenly, mortar shells started falling around us. It’s a horrifying experience when you hear the whistle of the shell, a silence for a second or two which feels like a lifetime, and then an explosion, I looked around, my family is still alive, and the same thing keeps repeating. It was too late for us to go back to our flat, and we couldn’t march forward. There was an empty, isolated building nearby, so we decided to hide inside it as it was the best shelter.

‘My baby nephew was crying’

My nephew, who was a couple of months old, was crying but we had to flee with nothing on us and weren’t able to provide him with any food. We stayed there until the morning and when the shelling stopped, we quickly went back home to find it partially destroyed and lots of shrapnel and holes everywhere. We tried to quickly grab a few things, mostly food for my nephew, and ran to another shelter.

By this time, helicopters started striking the neighbourhood and we doubted if we were going to make it out alive. Somehow, we did. September 2013 was the last time I saw our flat and our neighbourhood.

Though I couldn’t graduate in Aleppo, I continued studying in Turkey and did not give up on my education. Now as a researcher for Airwars, I am always reminded of my experience fleeing home, especially when I see videos and photos of children in Raqqa and other parts of Syria where civilians are forced to flee. Only the lucky ones make it. The look of those children who are not able to go to school anymore is pretty much the same one I had when I was forced to leave my neighbourhood for the final time.

The schools in Syria all look identical, so when I see schools in Raqqa province being struck and destroyed – like the one in Mansoura on March 21st – I get some flashback and remember my own school in Aleppo. These poor students could have been me or my classmates. We all had dreams and parents who love us. What’s worse, when I escaped Aleppo with my family, I knew where I was going. These civilians don’t. There have been reports that the Euphrates Dam might collapse, which imposes more pressure and adds to the struggle the civilians go through on a daily basis. Airstrikes do not differentiate between babies, elderly or extremists. Death is everywhere and poor civilians are paying a heavy price.

Those feelings are universal, being forced to leave home not knowing if you’d go back at all. I was lucky, I made it to Turkey and managed to continue studying, but civilians in Raqqa are not lucky. They are living under extremist terrorists and can’t escape, while they might die at any minute in airstrikes. Their situation is like mine, only I had an escape route. They do not.

Note: Hundreds of official videos showing airstrikes against targets of the so-called Islamic State (ISIL) in Syria and Iraq have recently been removed from the public YouTube channel of the Coalition. In a written statement to Bellingcat, the Coalition said higher-quality versions of the videos were being uploaded to DVIDS for “greater transparency and increased availability.” However, an initial assessment appears to show that not all videos have been migrated. Coalition offficials have also given a different account to Airwars in the past as to why the videos were removed, suggesting their presence on the official YouTube channel no longer matched strategic goals. Airwars is permanently archiving all known Coalition and CENTCOM videos issued since August 2014, to ensure their continued availability.

The publicly provided locations issued by the Coalition for its airstrikes in Iraq and Syria may be off by as much as 93 kilometers, according to a new and detailed analysis of released military videos. After 1,000 days of the anti-ISIL campaign, these disparities pose question marks for monitors attempting to understand where US and allied strikes took place, and then match them to civilian casualty reports from the ground. They also makes clear that Coalition casualty assessors would be unwise to use their own published reports as a guide to where airstrikes have actually taken place,

In its Transparency Audit of the Coalition, published in December 2016, Airwars noted problems with the public reporting process. Difficult to navigate internal logs “in turn led to quite vague military reporting.” Locations, then, could only be taken as approximate. One CENTCOM senior official explained the situation in some detail:

“When the aircrew come back [from a strike mission], as you drill into a geographic location, some of those areas have towns that consist of three or four people. So typically what’s going to be in the strike log is going to be the largest city nearby. And they’ll annotate, ‘Conducted a strike near Mosul.’ In fact it’s going to be some small town that’s 23 clicks [kilometers] outside of Mosul. If they put that on the strike log, once it goes through the ‘Enterprise’ [slang for the Combined Air Operations Centre] no one knows where that is.”

Officials were keen to stress that if an incident was being investigated, “we do have the ability to go back and drill down into the detail.”

200 videos

While earlier videos were posted by CENTCOM, the first video depicting an airstrike was uploaded to the Coalition’s own official Youtube channel on April 11, 2015. Over 200 airstrike videos followed over nearly two years. By far the majority (around 68% as of April 24, 2017) of Coalition airstrikes have been conducted by the US. Airstrike videos are also disseminated through other channels, such as the ministries of defence of Coalition members, including the British, the French, the Jordanians, and the Iraqis.

Additionally, at least one US Navy air squadron had also uploaded videos separately to their own YouTube channel (since taken down.) While Bellingcat has crowdsourcing projects running for those specific MoD videos as well, they are not included in this analysis.

So far, 67 percent of the airstrikes shown in the Coalition airstrike videos have been successfully geolocated. You can access all Bellingcat data, which will be updated as soon as there are new geolocations, including from DVIDS HUB, on Silk. Bellingcat used Meedan’s Check platform to geolocate the videos, and the project is open to everyone to join By far most of the strikes shown in videos uploaded to YouTube (as of April 28, 2017) were geolocated to Iraq.

Broken down by provinces, the highest number of airstrikes were geolocated to the Iraqi governorates of Nineveh and Anbar, followed by the Syrian governorate of Aleppo, as of April 28, 2017.

Generally, the Coalition gives an indication of a geographical location by labeling the videos “near [location X]”. There are only a handful of videos that do not contain the word “near” but simply mention a location. This analysis considers “near” as being within a 10 km range of the claimed location and a label is considered “accurate” when it falls within that range. Of all geolocated videos, 68 percent were determined to be accurate. Videos outside of the 10 km range strayed up to around 93 km of the claimed location, and for one video no location approximation was given.

Many of the videos with a significant distance from the claimed location are oil-related facilities that are indeed ‘near’ Deir ez-Zor or Al-Bukamal, such as an oil separation facility at the Al-Ahmar oil field. In a desert with few or no settled areas nearby, these location claims may still be considered relatively accurate.

However, there are other incidents that appear to be less concisely located. Perhaps the most concerning incident of all the geolocated videos was a strike on an IS “concealed tactical vehicle” that was claimed to have been conducted on March 23, 2015, which was labelled as “near Al Hawl”, a town in north-eastern Syria. However, the targeted building has been successfully geolocated to a building in Jayar Ghalfas, a town in northwest Iraq.

Though this video was labelled as being in a different country than where it actually took place, it is still relatively near Al-Hawl — around 30 km away.

When Col. Steve Warren, at the time the Coalition’s spokesperson, gave an “Ask Me Anything” on the social media and news aggregation website Reddit, this author asked him about this particular incident. Col. Warren replied that this was “an administrative error that it’s listed as Syria rather than Iraq”, explaining that Al-Hawl in Syria “was the nearest identifiable city to the strike.”

The reply by Col. Warren, the Coalition’s spokesperson on the question why it was labelled near to a town in Syria but showed a location in Iraq.

More recently, the US erred in its labelling once more, when a controversial strike on a group of individuals gathered in a mosque in Al-Jinah, Syria, was initially labelled as being in the Idlib governorate. While close, the building was actually in nearby Aleppo governorate. This strike was not an official Coalition attack – and was instead the United States unilaterally targeting alleged al Qaeda fighters. The US carries out nearly all of the alliance’s anti-ISIL bombings in Syria, and military assets can be used for both campaigns.

When asked for clarification about this incident, a CENTCOM spokesperson told Bellingcat that they “don’t mean to cause any confusion. Different internal reports may have listed this differently.”

The Coalition thus seems to use a limited number of labels for their targeted location areas. The “Al Hawl, Syria” label was probably closer than their nearest other Iraqi location label, “Sinjar”, around 50 km northeast of Jayar Ghalfas.

The Coalition’s ‘region’ labels

Which region does the Coalition use to label one airstrike as “near Mosul” but the other one as “near Al Hawl”? To get a better insight in which regions are used by the Coalition, the geolocator @obretix mapped all geolocated airstrike videos, and then used a Voronoi diagram – which is a partitioning of a plane into regions based on distance to points in a specific subset of the plane. In this case, the points are thus all “near” locations mentioned by the Coalition. The geolocations are then corresponding to a region that is closer than any other point.

As the following image shows, Al-Hawl is indeed the closest location to the target struck by the Coalition (circled in red) in the number of areas the Coalition has used.

There are more interesting insights the maps reveals. While the Coalition does use a label for “near Kubaysah”, a city in Iraq, some strikes within the city’s perimeters were labelled as “near Hit” — a city nearby but still less accurate than using a label there was for that city.

Another example of remarkable region labels is the use of hamlets, such as “near Washiya” and “near Sultan Abdullah” – places with only a few houses. but close to respectively Aleppo and Mosul. “Near Aleppo” is not used in any of the YouTube videos, while “near Washiya” has been twice for a target only a double dozen kilometres away from Aleppo city. Why would these small hamlets be used as a region label, while the case of Jayar Ghalfas could not get its own region label? Is this intentional? This is a question that remains unanswered.

Overall, all location claims were all within 100 km distance of the claimed location, and all of these claims were relatively accurate as to the location it referred to — unlike the Russian airstrike videos, which were in some cases massively inaccurate.

Civilian Casualties

It is possible that civilian casualties take place in a portion of these videos. Some, such as the video of airstrikes on the University of Mosul in March 2016, may in fact show airstrikes that caused significant civilian casualties.

Perhaps the most striking example of a video showing civilian casualties came from an airstrike on September 20th-21st, 2015, targeting an IS “VBIED network” according to the Coalition at the time. The video – which showed a structure destroyed by an explosion – was deleted after questions were raised, but  was archived and re-uploaded by others, including investigative journalist Azmat Khan.

But was this really a “VBIED network”? Under the original upload, a commenter posted that the structures shown were his family’s home in Mosul.

“I will NEVER forget my innocent and dear cousins who died in this pointless airstrike. Do you really know who these people were? They were innocent and happy family members of mine.”

Days after the strike Dr Zareena Grewal, a relative living in the US wrote in the New York Times that four members of the Rezzo family had died in the strike. On April 2nd 2017 – 588 days later – the Coalition finally admitted that it indeed bombed a family home which it had confused with an ISIL headquarters.

“The case was brought to our attention by the media and we discovered the oversight, relooked [at] the case based on the information provided by the journalist and family, which confirmed the 2015 assessment,” Colonel Joe Scrocca, Director of Public Affairs for the Coalition told Airwars.

Even though the published strike video actually depicted the unseen killing of a family, it remained – wrongly captioned – on the official Coalition YouTube channel for more than a year.

It is worth mentioning that all of the targets in the Coalition’s videos appear to be ‘clean’ objects like vehicles, factories and fighting positions. It almost looks like video game, just like IS’s propaganda videos of suicide vehicle-borne improvised explosive devices (SVBIEDs). The Coalition’s videos appear only to showcase the precision and efficiency of Coalition bombs and missiles. They rarely show people, let alone victims.

For two years Kinda Haddad has tracked and assessed for Airwars more than a thousand alleged Coalition and Russian civilian casualty incidents in Syria. In recent months, as the battle against ISIL has intensified, reports of civilian deaths around Raqqa caused by the US-led alliance have risen steeply. Yet in contrast to the siege of Aleppo, international media coverage has largely been absent. Here Kinda offers her thoughts on why two bombed cities might be treated so differently.

Researching allegations of civilian casualties made against Coalition and Russian air strikes in Syria in real time – while listening to the radio news as I do in my daily life – has become a vivid exercise in cognitive dissonance.

Claims against Russia are, it seems, often quickly picked up and reported on extensively, and especially so at times when Moscow’s actions are at their harshest and most intense.  In the autumn and winter of 2016 for example, Russia and the regime of Bashar al Assad were doing their utmost to retake Aleppo from the rebels. The two allies put the city under a crippling siege and bombed it without any discernible consideration for the presence of civilians. Indeed, on many occasions both Russia and the regime appeared to purposefully target civilian infrastructure and medical facilities.

That brutal campaign succeeded in gaining control of eastern Aleppo in December 2016.  The cost in civilian lives was enormous, and a great proportion of those killed were women and children.  In less than four months leading up to the fall of Aleppo more than 1,000 civilians were reportedly killed by Russian strikes. In November alone, the Syrian Network for Human rights tied 358 civilian deaths to Russia. During all of 2016, the group estimates that Russian forces killed more than 3,900 civilians.

Whatever one thinks of the regime and of Russia, the fact that the plight of civilians was highlighted is what I would expect from a free media in a free society, as part of their job of ‘speaking truth to power’. And they did so in spades.

There was a considerable degree of attention paid by international media to events on the ground, with Russia’s actions in the news all day, every day. Civilians who had escaped were interviewed extensively and the misery and losses they had endured were highlighted. It was so bad I would often turn the radio off. Despite all the awful material I view daily I still find the recorded sounds of shelling and the voices of people more distressing.

Crippling assault

A few months on and Airwars is monitoring a very similar situation with the Coalition both in Raqqa province in Syria, and in Mosul city in Iraq – each ISIL strongholds for several years.

As with Aleppo, Mosul is under crippling assault – and like the Russians who work alongside the Syrian army, the Coalition is working alongside Iraqi government  forces, carrying out air and artillery shelling.

Despite repeated statements that the Coalition takes great care to avoid targeting civilians, events on the ground reflect a different version of events. The level of casualties has been shocking, with between 1,308 and 2,435 civilians claimed killed by the Coalition in Mosul in March 2017 alone. There remains a high level of confusion as to what degree the Coalition and Iraqi forces – and ISIL – are causing these deaths. The same happened in Aleppo, where it became very hard for people on the ground to distinguish between Russian and regime warplanes. Artillery in particular – used heavily in Mosul – is difficult to tell apart.

While the Russian campaign has shown a clear pattern of targeting civilians, the Coalition insists that it pursues a much more careful operation.  Yet the level of civilian casualties from both the Coalition and Russian operations are simply too high – and in the case of the Coalition it is not appropriate, or just, to dismiss hundreds of incidents as “mistakes.” Every day – not week – we are seeing several such “mistakes,” with no explanation from the Coalition. This gives the distinct impression that when faced with a military target,  neither side cares much as to whether civilians are present or not.

Raqqa Silence

International media was slow to report on high civilian deaths at first. However recent weeks have seen major field reports and investigations from international and regional news groups – which have helped pressure both the Coalition and Iraqi forces into reducing harm to civilians.

But across the border in Syria’s Raqqa province it’s a very different story – even though many of its cities and towns have been put under siege by the Kurdish SDF, and with Coalition air raids escalating in a way we have not seen since the beginning of the war against ISIL in Syria in September 2014. March saw the worst casualty levels yet with between 320 and 860 civilians likely killed in Coalition strikes in Syria, a sixfold increase on the previous month. Ninety per cent of these deaths were around Raqqa.

Where we used to see a handful of allegations a week we are now monitoring several cases a day. Many of these bear high death tolls. For example up to 17 people, most of them women and children, were reportedly killed as they tried to escape Al Tabaqa on April 24th 2017. Their cars were targeted and everyone in the vehicles perished.

And there are so many incidents like this every week. Sometimes there is very little information. But other times there is a flood of detail from local outlets and social media, including names and photos of the victims. On those days I check how the incident is being reported internationally, and invariably there is…. radio silence

Unlike the allegations made against Russia at Aleppo, claims of civilians killed by the Coalition around Raqqa seem to attract little to no international media attention. Yet the sources for allegations both against the Russians and the Coalition are often identical -activists on the ground, with access to a network of people in the various locations where civilian casualties are occuring.

As in Aleppo, Coalition strikes are many times occurring right in the middle of city and town centres – Mosul, Raqqa, Al Tabaqa, al Mansoura and so many other urban locations. These are civilian villages, towns and cities occupied by ISIL. Some of the residents may be sympathetic to the terror group but most of them are not. It is not a democracy, not a choice to live under ISIL. These are places full of people who have no other option but to remain.

The Coalition is likely to win the war with a high civilian toll, just as Russia helped win at Aleppo. But in order to win the peace, a new strategy is needed with civilians at its heart. We can see in the opposition areas where Russia is operating how hated Moscow is. Inevitably, the same now appears to be happening in areas where the Coalition is operating, with local monitors routinely claiming ‘massacres’ and ‘war crimes’.

Leaving scores of civilians dead, wounded, lame and traumatised is not a wise long term strategy for winning a war that is avowedly being fought on behalf of those exact same civilians.

More civilians are reportedly dying as a result of Russian airstrikes in Syria than at any time since the fall of east Aleppo, the latest Airwars research indicates. Heavy Russian backing for ongoing Assad regime campaigns in Aleppo, Hama and Idlib governorates has led to rebel groups being pushed back and scores of civilians killed. 

For the first three months of 2017, the US-led Coalition was likely responsible for a greater number of civilian deaths in Iraq and Syria than Russia’s campaign in support of the Assad regime. That grim metric reflected both a reduction in the number of Russian strikes, and a stepped up and deadlier Coalition campaign around Mosul and Raqqa. However, new analysis by Airwars researchers indicates Russian strikes are once more on the increase, allegedly killing hundreds of additional civilians.

Alleged Russian civilian casualty incidents nearly doubled between February and March, rising from 60 to 114 events. Already in April at least 120 events have been tracked. Due to a backlog of cases it will be some time before Airwars researchers can more fully vet these allegations, though such event tracking has previously proved a helpful guide to the tempo of Russian actions.

Ceasefire collapse

Several important developments have coincided with this stepped-up air assault. In mid-March, Russia-backed peace talks in the Kazakh capital of Astana broke down. And on April 4th, more than 90 people were killed in the town of Khan Sheikhoun in Idlib by what the Organization for the Prohibition of Chemical Weapons has determined  was an attack that used Sarin. Western countries, including the US, UK and France have all blamed the regime.

What was likely the deadliest Russian strike in recent weeks took place later that same April day in Salqeen, Idlib. The Syrian Network For Human Rights has described the attack as a “massacre.” A subsequent report from Smart News Agency, said that 26 civilians were killed, “including 17 children and five women.”

At least 16 victims were identified, and 11 named by outlets that cited local civil defense officials. Among the named children were Abdul Rahman Mohammed; Satoof Al Kango; Nihad Nemour; Mohammed Nemour; and Mustafa Nemour. Many of the dead were reportedly from the same family. Images showed the rubble of several buildings in what was described as a residential neighbourhood. The Idlib Media Center later posted on Facebook that the death toll had risen to 37, though this could not be confirmed.

Also on April 4th, suspected Russian planes left at least nine civilians dead including children at Sabqa, a city located in Damascus governorate. Pictures following the attack showed rescuers digging amidst the remnants of what were refered to as residential structures.

Four days later on April 8th, troubling reports emerged from Orm al-Jouz in Idlib, where at least 14 civilians were allegedly killed. The Syrian Observatory put the toll higher at 20 people, “including 5 children and 2 women” who perished in suspected Russian strikes. The Syrian Network reported that cluster munitions were used in the attack.

Brutal campaign

These latest alleged Russian incidents are not isolated cases. In the first three weeks of April, Airwars monitored more than 100 reported civilian casualty events tied to Russian strikes — similar to the pace seen in the first months of 2016, when Russia was accused of killing hundreds on a weekly basis. Most strikes today are in Idlib governorate, though Russia is also bombing near Hama and Damascus. Approximately 60 civilians a week are presently being alleged killed in Russian actions.

Russia’s strikes in Syria, along with those of the regime, have been described by groups like Human Rights Watch as at times amounting to war crimes. In less than eight months, from September 2015 through April 2016, Airwars researchers were able to identify nearly 800 alleged civilian casualty events tied to Russian strikes. Over 4,000 victims were identified and named in local reports and by casualty recorders as a result of alleged Russian incidents. In January 2016 alone, Russia likely killed over 700 non-combatants in Syria. Due to severe resource pressures, Airwars researchers have not been able to fully vet most Russian strikes since then. 

Though Russia has continued to bomb Syria, the number of incidents tied to Moscow has lessened at times, particularly after the regime was able to recapture rebel-held areas in Aleppo city — an operation that was backed by blistering and deadly Russian airstrikes which targeted hospitals and other non-military sites. And as with previous Russian-supported ceasefire efforts, relatively fewer incidents were recorded after the start of talks in Astana in February 2017. As Airwars noted in its analysis for that month, those meetings involving Turkey, Iran and Russia as well as some opposition forces coincided with “relatively lower than expected” number of allegations against Moscow.

Many of the alleged incidents pointing to Russia also blamed the Assad regime, with sources often unable to distinguish the perpetrator. And with t5he collapse of the Astana talks, reported Russian and regime strikes both jumped steeply upwards.

On April 7th the Trump administration launched 59 Tomahawk missiles at a Syrian airbase – a response it said to the Assad regime’s use of chemical weapons. Yet airstrikes by both the regime and Russia have continued, including near Khan Sheikhoun itself. Though chemical weapons have garnered international attention, attacks with regular bombs and missiles continue to claim the greater majority of civilian deaths from airstrikes.

‘Targeting civilians’

“We believe that this is a despicable strategy from the Russian side, the same strategy that the Syrian regime has been following,” says Fadel Abdul Ghany, head of the Syrian Network for Human Rights. “When it fails to respond to America, it retaliates by killing and bombing more civilians, as is the case with the Syrian regime: when it is unable to arrest or kidnap an activist, they arrest or kidnap a loved one.”

In the twelve days after the US struck the regime, the Syrian Network nevertheless recorded 78 civilian deaths from Russian airstrikes, including 21 children and 11 women. Out of 15 attacks, 12 made use of incendiary weapons, and 6 used cluster munitions, said Abdul Ghany.

Genevieve Casagrande, a Syria research analyst at the Institute for the Study of War, says the recent strikes follow a pattern of targeting civilians – “part and parcel” of how Russia has operated at times of rebel offensives, in this instance, operations spearheaded by Hayat Tahrir al-Sham. A recent analysis published by the Washington Institute similarly painted the April 4th chemical weapons attack as a response to militant advances, including near Hama.

“Russia will tend to target rear areas at moments of opposition offensives as a way to both punish the civilian population in rebel held terrain, deter additional support, as well as hit any opposition reinforcements… and draw some of the opposition forces back into Idlib,” said Casagrande.

    Airwars continues to track all alleged Russian civilian casualty events in Syria – though has temporarily paused deep analysis as a result of unprecedented Coalition activity. Detailed assessments will resume as soon as resources allow.
