According to Syrian Civil Defense who were at the scene reported that “eight civilians, including a child and a woman, were injured by the targeting of the towns of Kansafra, Balyoun and Jabal al-Arba’een in the countryside of Idlib”.

@AleppoAMC said that two civilians were injured in the airstrikes on Jabal Al-Arbaeen. However, @muhammad_salhab tweeted saying that six casualties took place in Balyoun and no other casualties were reported in the other locations.

Meanwhile, Step News reported the incident, among others, but did not cite civilian harm. According to this source, “Syrian and Russian warplanes targeted [a range of locations] in Idlib with high-impact rockets.”

A SY-24 correspondent stated: “The correspondent indicated that the city of Saraqib in the Idlib countryside was also subjected to airstrikes this afternoon by the warplanes, which led to civilian casualties.”

@binnish_revolu initially tweeted that “a child and a man were wounded as a preliminary result, following a missile strike on the city of Saraqib, east of Idlib.”

Geiroon reported that “in the city of Saraqib, east of Idlib, 10 civilians, including children and women, were injured in very serious cases, in shelling by the regime’s warplanes targeting the city center.”

Safaa Al Khalaf posted the names of 10 injured civilians, including one woman and a child. On September 23rd, Justice Organisation reported that “Bara Jamal Najjar, a young man, was killed in Saraqeb city of eastern Idlib countryside due to his injuries about two months ago when he was bombed by warplanes of the Assad regime on Saraqeb city.”

The Syrian Observatory for Human Rights was the only source reporting multiple fatalities: “Eight citizens, including a woman and a child at least, were killed in a massacre carried out by regime’s warplanes which targeted Saraqib town in the eastern countryside of Idlib.”

According to Smart News Agency, the attack was carried out on a residential area and injured a total of nine civilians, including women and children. In a separate post, the source reported on ten wounded civilians.

“Two women were wounded and civilian homes were severely destroyed, as a result of warplanes targeting residential neighbourhoods in the city of Saraqib with two vacuum missiles”, wrote @IdlibPlus.

Some sources, such as the Local Coordination Committees of Syria, blamed Russia for the strikes, while others, including Smart News Agency, pointed to the Syrian regime.

@shabablatamni was the only source reporting artillery strikes, mentioning “artillery shelling of the Russian camp in the village of Kabaria on the city of Mourek in the northern Hama countryside.”

Up to 12 civilians, including children, were killed and up too 22 others were injured in alleged Russian or Syrian regime airstrikes on Urma Al Jouz, Idlib governorate, on July 21st, 2019, according to local sources.

Horrya News reported that “12 civilians were killed and 22 others were wounded after a warplane launched a raid targeting a mosque and residential homes in the centre of Urma Al Jouz town, west of Idlib governorate”, blaming the Syrian regime for the strikes.

In what was the lowest reported death toll, Local Coordination Committee Syria reported that two people were killed and an unknown number of others, mainly children, were wounded. The source blamed Russian airliners for the attack.

While Smart News Agency initially claimed three civilian deaths, it later reported up to six civilian deaths, including children, and more than 10 wounded. The source added several photographs of the victims after volunteers pulled them from the rubble in addition to a video.

Masr Al Arabiya reported that the main streets of the town, which were crowded with civilians, were targeted, putting the death toll at nine civilians. According to the source, three displaced people from the village of Hamirat were among the victims. Many sources, including @Sy24ria and @ShahbaPress, reported “dozens” of wounded.

Syrian Network for Human Rights also reported that a total of nine civilians were killed, including two children and a woman. The source blamed Syrian regime fixed-wing warplanes and reported that they fired missiles on the Al Eman Mosque in the middle of Urm al Jouz village in Idlib, in what it described as “a massacre”. The source added that another missile struck the entrance of the secondary school in the village.

Both Syrian regime forces and Russian forces were blamed for the attack by Shaam News, who added that they killed a total of 11 civilians.

The Syrian Civil Defence in Hama (@civil_hama) tweeted that “the White Helmets team from the western Hama sector rushed to the place to support the rest of the civil defence teams there, where it worked to recover the martyrs and aid the injured.”

Altall.revolution reported that the 40-year-old man Jaber Al Darwish, also known as Abu Saqr, was among the fatalities. According to the source, he died alongside the orphaned children Samira Ammar Hajj Musa (11) and Muhammad Ammar Haji Musa (9). Another source, Abu Mahfouz Al Ghouta, wrote that Al Darwish died alongside Samira Jaber Al Darwish and Muhammad Jaber Al Darwish. As the latter share the first names of the orphaned children, it is likely, but not confirmed, that they are the same victims.

Sources blamed both Russia and the Syrian regime for the strikes.

Anas Diab, a volunteer journalist with the Syrian Civil Defense (SCD) was killed in an alleged Russian or Syrian regime airstrike on Khan Sheikhoun on July 20th, 2019.

According to the Syrian Civil Defense, who blamed Russian forces, Anas was documenting the aftermath of previous airstrikes on his town, Khan Sheikhoun, when he was struck with “three consecutive Russian airstrikes”.

Local sources said that Anas Diab, aged 22 and originally from khan Sheikhoun where he got killed, started documenting the Syrian regime’s violations in 2013 and was working as a freelance journalist with Anadolu Agency. Syrian Civil Defence recovered his body out of the rubble.

Anadolu Agency reported from sources that on that day, Russian warplanes flew from Hmeimim base in Lattakia and performed raids on Khan Sheikhoun.

Syrian Network for Human Rights reported that the “Russian fired missiles” struck the al Gharbi neighborhood. Local Coordination Committee of Syria reported the attack was carried out with “vacuum space rockets”.

While most sources blamed Russian forces for the attack, Smart News attributed blame to the Syrian regime.

The incident occured in the morning.
