Airwars assessment

There were claims by local sources that as many as 70 civilian casualties occurred in Mosul as a result of Coalition strikes, ISIL bombardment or Iraq Army actions.

Iraqi Spring Media Center reported that 70 civilians were killed or wounded by “either” the Coalition or Iraqi government artillery.

Other reports put the toll lower, including one released by Al Taghier Channel, which put the toll at 36 killed and wounded. Additional outlets reported that ISIL had committed massacres in areas of Mosul recaptured by government forces.

In a January 2nd 2017 statement which may refer to this or the following event, the Coalition noted: Nov. 24, 2016, near Mosul, Iraq: After a review of available information and strike video it was assessed that no civilians were harmed in this strike. A senior official later informed Airwars that the alleged incident had come to light as a result of internal reporting.

Airwars assessment

According to several sources, at least 16 civilians killed following the alleged Coalition airstrike targeted the children’s hospital in Mosul. CENTCOM confirmed the incident the same day and announced an investigation.

A number of ISIL fighters were reported killed along with between five and 16 civilians when the Coalition targeted a vehicle at Ibn al-Athir hospital. An ISIL propaganda video showed significant damage to the hospital. One of the victims has since been named as a medic.

In a statement issued that day, CENTCOM noted: During operations to liberate Mosul on Dec. 29, a Coalition airstrike struck a van carrying ISIL fighters observed firing an SPG9/RPG recoilless rifle before loading the weapon in the van and driving off. The van was struck in what was later determined to be a hospital compound parking lot resulting in possible civilian casualties.

In its February 2017 civilian casualty report, the Coalition noted two events for December 29th – one of which had been dismissed, the other still under investigation. A senior official later confirmed to Airwars that this event remained under assessment.

A UN report on the protection of civilians in the context of Nineveh operations and the retaking of Mosul stated: On 29 December 2016, an airstrike hit the parking area of the Ibn al-Atheer hospital in the Majmoua al- Thaqafiya neighbourhood of northeastern Mosul, reportedly killing seven civilians and wounding 14 others. The airstrike allegedly targeted a vehicle transporting ISIL militants. Reports were received that when ISIL took over al-Salam hospital of southeastern Mosul on 5 December, it evacuated the civilian patients from Ibn al-Atheer hospital and reserved the hospital only for the treatment of its militants. ISIL reportedly posted a video showing the effects of the airstrike online. UNAMI/OHCHR could not verify the authenticity of the video.

Airwars assessment

Local sources reported that Coalition airstrikes bombed a house in Maliyah neighborhood, at the left side of Mosul during an operation to retake it. Up to 17 civilians were killed and five others injured, mostly women and children from the same family who were inside the house at the time of the strike.

Iraqyoon spoke of dozens of people killed or injured during the liberation operations on Wednesday. Nineveh Media Center said that a rocket-propelled grenade hit the house of a family of 17 people. Yaqein put the death toll at 19, all from one family. It said another 17 people were injured, some seriously.

Security sources reported to local press that an ISIL leader and five of his family members were killed after Coalition airstrikes targeted his car in the west of Mosul.

In its June casualty report, the Coalition confirmed that “During a strike on an ISIS VBIED, it was assessed that five civilians were unintentionally killed.” However the coordinates provided to Airwars – 36.324100, 43.127258 placed this event at Wadi Hajar (Arabic: وادي حجر) neighbourhood in Mosul. Given that this location is 4.6km from Rifai, and 3.3 from Zinjili, it may refer to a separate incident.

Mosul Ateka posted a photo (see below) of the aftermath, stating “This is the area of Nabi Sheet, the centre of Mosul city, and the main market for handicraft and construction…”

A UN report on the protection of civilians in context of Nineveh operations and the retaking of Mosul stated: “In the morning of 5 March, an airstrike reportedly targeted ISIL militants in the Nabi Sheet neighbourhood of central Mosul city. A civilian home was hit, killing 13 civilians, including four children and two women, and wounding seven others, including two women and a child. All the victims were from the same family. Sources reported that a large number of ISIL members were killed and their weapons were destroyed. This area was under ISIL control at the time of the incident and was then retaken by ISF on 7 March.”

Local residents and press sources said that at least 15 civilians were killed and many more injured, mostly children and elderly people, by alleged Coalition airstrikes near Al Batool hospital in Zanjili.

Al Amaq [ISIL press agency] posted a video of the strikes on YouTube. Free journalist (Facebook) posted six graphic photos of several reported victims of the raids on Al-Batool hospital. It blamed the US.

Other reports placed the death toll at 85 with 215, though this referred to events in a number of neighbourhoods over two days.

In its July 2017 casualty report the Coalition appeared to reject claims that it had harmed civilians: “March 26, 2017, near Mosul, via self-report: After a review of available information and strike video it was assessed that no civilians were harmed in this strike.”

Coordinates for the strike placed it at a Pepsi factory about 300m from the al Batool hospital. However some confusion remains as there was a second alleged event at al Zanjili that day (see CI578).

A UN report on the protection of civilians in context of Nineveh operations and the retaking of Mosul stated: “In the morning of 27 March, an airstrike hit a warehouse in the al-Batoul Hospital in the ISIL-controlled neighbourhood of al-Zanjilly of western Mosul, reportedly killing three civilians and wounding five others, including a woman.”

CJTF–OIR Declassified Assessment and Press Release

Attached to this civilian harm incident is a provisional reconciliation of the Pentagon's declassified assessment of this civilian harm allegation, based on matching date and locational information.

The declassified documents were obtained by Azmat Khan and the New York Times through Freedom of Information requests and lawsuits filed since March 2017, and are included alongside the corresponding press release published by the Pentagon. Airwars is currently analysing the contents of each file, and will update our own assessments accordingly.

For March 26th-27th the Coalition stated: “Near Mosul, seven strikes, engaged four ISIS tactical units; destroyed six tunnels, three fighting positions, three vehicles, two mortar systems, a weapons storage facility, a front-end loader, a supply cache, and a heavy machine gun; damaged 17 supply routes; and suppressed six ISIS mortar teams and three ISIS tactical units.”
