Airwars assessment

At least four civilians, including two children, were killed and at least 12 others were injured in alleged Russian or Syrian regime airstrikes on the town of Khan Al Sabin, Idlib governorate, on May 28th, 2019, according to local sources.

In what Shahba Press referred to as “heavy air raids”, Syria Civil Defense claimed that five civilians were killed, including three children and a woman, while the Syrian Network for Human Rights stated that at least ten civilians, including three children and two women, died in the airstrikes.

Idlib Plus initially reported the “martyrdom of a girl and the injury of two others”, yet later stated that four were killed in the attack, as the understanding of events unfolded.

Sa’oud Sabah posted a list of the victims of Facebook, including the names of four killed victims. The children Hamdo Jaber Al Bakour and Weam Ghayath Al Bakour were among the victims. In addition, the source reported that 13 others were injured, including an unnamed two-month-old child. According to the source, the town was targeted with four raids by eight helicopters.

The Syrian Observatory for Human Rights wrote that three of the four killed civilians were children. @ShahbaPress reported “dozens of injured”.

Local Coordination Committee for Syria claimed that “eight helicopters bombarded the town with explosive barrels”, while Idlib plus referred to “high-explosive missiles”.

Multiple sources, including Idlib Plus, documented the “targeting of the Al Siddiq mosque”, and Syrian Network for Human Rights stated that the strike “partially destroyed the mosque’s building, and severely damaged its furniture” leading to the mosque being out of service. The Local Coordination Committees of Syria wrote that the mosque had been targeted with rocket-propelled grenades.

While some sources, such as the Syrian Network for Human Rights, blamed the Syrian regime, others including @OrientNews, pointed to Russian forces or to both Russia and the Syrian regime.

The local time of the incident is unknown.

Airwars assessment

Ten named civilians died and “a large number more” were injured in an alleged airstrike on Granij, according to local media. One sources blamed Russia, while the rest attributed blame to the US-led Coalition.

According to Deir Ezzor 24, six non-combatants died when the Coalition “attacked the house of Elias Khader Al-Abdullah in the Al-Samra neighbourhood of the town of Granij. The deaths occurred during a raid targeting a house which IS were in. It led to the martyrdom of Elias and the death of many members of the organisation [ISIS].”

The source said that the death count was likely to rise due to “a large number of wounded”, adding that “the bombing caused the complete destruction of many houses”.

Step News Agency, also blaming the Coalition, reported that “the residents of the neighbourhood came to the aid of women who were wounded in the raid. The plane then returned and targeted the ambulance, killing all of them and wounding two others. The search continues under the rubble of survivors.”

VDC-SY was the only source that blamed Russian troops.

Airwars assessment

Eight named civilians died and up to 30 more were injured in air and artillery strikes on Douma, according to sources on the ground. Reports blamed both Russian airstrikes and artillery/ mortar shelling by Syrian regime forces. Some reports also pointed to regime warplanes. Among targets hit was a primary school, prompting the Directorate of Education in the city of Douma to suspend schools for at least three days.

According to LCCSY, “10 civilians were martyred and dozens injured due to Russian airstrikes that coincided with Assad’s forces shelling with surface-to-surface missiles, artillery and mortar shells on the neighborhoods in Douma city. Vital facilities such as schools and mosques were targeted”.

Al Jazeera also pointed to both Russia and the regime, reporting that “nine people, including children, were killed and scores more were injured in Russian raids and artillery shelling of the perimeter of a primary school. The school was hit as students left it – and this came just hours after a similar shelling of a school in Idlib, which killed 35 people [incident RS1506]”.

The Syrian Network for Human Rights blamed “government missile launchers and artillery” for the death of at least eight civilians, while the Shaam News Network reported that “six farmers were killed in Douma when their car was targeted with a missile by Assad’s forces”.

According to the Step News Agency, “regime aircraft targeted a primary school in Douma in the afternoon [of Oct 27th], killing two people, one of whom was a cleaner and the other a child who happened to be on the nearby road at the time. But there were no victims in the school because students had left before the bombing.”

The White Helmets put the death toll at eight, of which seven were men and one was a child.

Original strike reports

Russian Military

On 20th October 2016, the Ministry of Defence of the Russian Federation reported on the decisions made aimed towards stabilising the situation in Aleppo.

""Today, strikes by the Russian Aerospace Forces and the Syrian Air Force are finished at 10:00 (MSK) in the area of Aleppo. Early termination of the airstrikes is essential for holding a “humanitarian pause” on October 20, 2016”, said General of the Army Sergei Shoigu. According to him, it will allow to guarantee security of civilians leaving the city through 6 humanitarian corridors and to prepare casualty and medical evacuation from the eastern part of Aleppo.
“We apply to the leadership of countries influencing on armed formations active in the eastern part of Aleppo with a proposal to convince their leaders to stop warfare and leave the city,” stated the Minister of Defence.
According to General of the Army Sergei Shoigu, by the start of the “humanitarian pause” the Syrian troops will have been withdrawn to the distance safe for insurgents to leave the city with weapons through two special corridors: one – along the Kastello road, second – in the area of Suk al-Hai market."

Up to 10 civilians including three named children from the same family died and as many as dozens more were wounded in an airstrike on Aleppo’s Salahudeen neighbourhood, according to local media. The majority of sources blamed Russia, though a report by Buraq media which cited the use of “explosive barrels” in the attack means that the Syrian regime can’t be ruled out.

Egynews reported that “according to the Syrian Observatory, 10 civilians were killed in shelling in regime controlled areas in Salahudeen – and the number is likely to rise due to the severity of injuries”.

Multiple sources reported the death of a female child. Some didn’t identify the warplanes responsible, though Halabtoday, Alamawi and HNN pointed to Russia.

Syriafree339 tweeted a very graphic image showing a dead girl, who had lost a limb, commenting “this isn’t a doll; it is a little girl who was killed in Salahudeen due to Russian warplanes shelling.”

The pro-Assad source SyriaWatanNews tweeted the names of three victims (all children from the same family) but didn’t apportion blame.

24Aleppo put the death toll at seven, but didn’t named the culprit.

Airwars assessment

It was reported that up to ten civilians died in air raids on Kafr Hamra. The majority of sources linked the event to both Russian warplanes and regime helicopters.

LCCSY reported that one civilian died and others were injured following alleged Russian raids on the town.

The Syrian Observatory for Human Rights reported that ‘warplanes’ carried out strikes on areas in the town, killing and injuring several civilians, though didn’t identify the aircraft. Further reports from Qasioun and a number of local tweets stated that Russian warplanes were involved.

Multiple other sources did not identify the planes, while others specifically cited ‘regime helicopters’ as the main actors in this event. In the SOHR report it states that there were 120 strikes in the Aleppo Province on this day from a combination of helicopter and warplanes.

In a tweet by ARNN, the identity of one of the dead – caused by ‘barbaric Russian warplanes shelling’ – was reported as Suleiman Ahmad Akhras.

Sources were conflicted as to who was to blame. Most blamed Russian warplanes, however one blamed the Syrian regime, and another reported that Russian and “other planes” bombed the vicinity.

The bombing was described by local media as resulting in a “massacre”, which allegedly occurred after midnight on the early hours of the 30th, however Airwars cannot be sure on the precise date of the strike.

DeirEzzor24 reported that “Russia and other planes committed a horrific massacre on Sunday in the city of Deir Ezzor, in which seven martyrs were killed and dozens were wounded.” Additionally, it reported that “the warplane launched two missile attacks on the neighbourhood” and that “the number of martyrs is expected to increase, because of the presence of civilians under the rubble, after the collapse of a building in the neighbourhood”.

According to sources, there was a severe shortage in medical supplies in the vicinity.

The local time of the incident is unknown.
