Airwars assessment

At least two but as many as 35 civilians were killed and several wounded as Harasta, eastern Ghouta, Damascus, was subject to aerial – and possibly also artillery – shelling, local media reported, though apportion of blame was unclear.

As the shelling of eastern Ghouta continued on its seventh day, Harasta was again on February 24th subject to airstrikes, especially in residential areas, as noted by several media, including the Civil Defence.

al-Jazeera added that Harasta, in addition to airstrikes, also had been struck with land-to-land missiles.

The death toll spanned among the sources from two to three, the latter reported by both the Syrian Network for Human Rights and Step News Agency.

However, al-Arabiya reported as the only source that the incident killed as many as 35 civilians. The media, who cited  The Syrian Observatory for Human Rights reported  “the renewal of air and missile strikes on Saturday morning, the implementation of military aircraft (carried out, ed.) four raids on areas in the city of Harasta, killing 35 people, including 8 children, and dozens of wounded.”

No other sources echoed that reporting, and though al-Arabiya’s figures will be registred below, it is done so with a great degree of uncertainty.

Moreover, reports mentioned that a number of civilians were left wounded, while al-Arabiya put the toll at “dozens”.

Sources were not clear in terms of culpability, as blame was appointed to either the Syrian regime, Russia, or both across the reports.

Between seven and 25 civilians including three children and one woman were killed and 40-41 injured in airstrikes on Manbij, according to multiple sources. While four of the sources say that Russian forces carried out the attacks, a fifth blames the Assad regime.

The Shaam News Network reported that 25 non-combatants were killed and “about 40 others wounded” in seven airstrikes by Russian warplanes “which focused focused on Al’Haal, Shar’aat Al banat, the Aleppo road and Al Zira’a and Hneital neighbourhoods.” They noted widespread destruction to residential buildings.

The IS agency Al A’maq also blamed Russia (putting the death toll at 25 and the number injured at 41), while the Syrian Observatory for Human Rights reported that at least 50 civilians were injured or killed (including three children brothers) in 15 raids by “warplanes believed to be Russian“.

But the Syrian Network for Human Rights said that shelling by regime forces killed at least seven, including one woman and her three children.

The Kremlin made no direct mention of strikes on Dayr Hafer for October 2nd-3rd 2015, although did note other attacks in Idlib governorate: “On October 2, in the course of the day, the Russian air grouping continued making pinpoint strikes at the “Islamic State” international terrorist grouping. Su-34, Su-24M and Su-25 aircraft carried out 14 sorties from the Hmeymim air base attacking 6 ISIS objects. At Maarrat Al-Nuuman (Idlib), Su-25 attack aircraft completely destroyed a large workshop aimed for production of bombs and improvised explosive devices and disguised as a plant for gas cylinders.Terrorist base for armament and military equipment was also eliminated. As a result of an air strike, over ten pieces of military hardware including infantry fighting vehicles were burnt down…

In its military report published on 1st February 2016, the Kremlin said: “In the course of the last week, the Russian aircraft in the Syrian Arab Republic have performed 468 combat sorties engaging 1354 terrorists’ infrastructural facilities in the Aleppo, Latakia, Hama, Homs, Damascus, Raqqah, Daraa and Deir ez-Zor provinces. Among them – 24 ones were carried out by Tu-22M3 long-range bombers from the Russian territory…Long-range bomber aviation aircraft supported units of the Syrian governmental troops which defended the city of Deir ez-Zor. The airstrikes carried out by Tu-22M3 bombers from the territory of the Russian Federation jointly with tactical aviation from the Hmeymim airbase, engaged 23 important terrorists’ objects in that district. The attempt of terrorists to assault Deir ez-Zor was frustrated.“

The bodies of 20 civilians, including women and children, were recovered in Yarmouk refugee camp south of Damascus who were allegedly killed in airstrikes on May 5th 2018. It is unclear who was responsible for the airstrikes. Smart News accused both the Syrian regime and Russian forces of the civilian harm.

Masri News reported that “the residents found 20 bodies of civilians who got killed in previous bombing by the Syrian regime in two separate graves in Yarmouk camp and Al Hajar Al Aswad. ”

According to Smart, “Local activists said on the pages of social networking sites that the forces of the regime and Russia targeted a building where about 25 civilians were hiding, including children, causing the death and wounding of a number of them, without specifying the numbers. Wounded bodies are still under the rubble.”

Smart also said that artillery was also used in bombing Al Yarmouk camp area.

Between nine and 25 civilians, including children and women, were killed and up to 30 more wounded, as a result of aerial shelling in the Aleppo neighbourhood of Al Mashad local sources reported.

Sources varied regarding the number of fatalities, with the lowest at five and highest reported by ShahbaPress at 25. Several sources reported that children and women were among those killed.

According to @hamade_12, there was a “massacre in which nine children and women were killed in Al-Mashhad and Al-Qatraji district as a result of the fall of a ballistic missile”.

The Violations Documentation Center said that two adult male civilians died but did not provide their names. The Twitter account @r_shazli24 posted a picture of four male victims, but similarly neither provided names.

Only one victim was identified by name, the activist Anas Pasha, who reportedly died from wounds sustained in the strikes. HNN referred to him as their “correspondent.”

Buraq News gave the highest number of wounded, placing the number at 30, while other sources referred to “dozens” or as low as six by one source.

The incident was reportedly a part of a larger shelling of several neighbourhoods in Aleppo. Jsirtv reported that “fifty-nine martyrs were killed yesterday in the besieged neighborhoods, mostly in the districts of Al Mashhad and Al Myasar and Bab al-Nayrab and Katraji and Al Sukkari, the bombing of ballistic missiles and joint raids of the regime and the Russian occupation.”

Meanwhile, SPM-Syria added to the reporting that “Russian battleships committed a horrific massacre this evening, where two live ballistic missiles were fired at Aleppo, targeting the first neighborhood of Al-Mashhad, killing more than 14 civilian martyrs and dozens of injuries as a preliminary result.”

The sources did not agree about the culprit. Three sources (VDC, Smart News and SPM-Syria) pointed to Russia as the culprit, while another three (al-Araby, @NabaaSyria and RFS) put blame on the Syrian regime. Most sources, however, did not identify a culprit. Jsirtv pointed to both Russia and the Syrian regime.

On 6 January 2017, Russia, however, reported: “Since November 8, 2016, the aircraft carrier group of the Northern Fleet consisting of the heavy aircraft carrying cruiser Admiral Kuznetsov, the heavy nuclear missile cruiser Pyotr Velikiy, the large ASW ship Severomorsk, as well as auxiliary vessels of the Black Sea Fleet, has been fulfilling counterterrorist missions on the territory of Syria”, adding that ”in the course of two months of their participation in the combat actions, naval aviation pilots have carried out 420 combat sorties, 117 of them were night ones.”

Additionally, Russia reported that its air forces have carried out strikes in Aleppo during November and December 2016.

The Violations Documentation Center reported that 25 non-combatants, including 13 women and one child, were killed in an alleged Russian airstrike on Zubari. Deir Ezzor is Being Slaughtered Silently also posted a video showing the moment of the attack which it blamed on ‘Russian aviation.’ Also, Free Deir Ezzor Broadcast claimed the attack involved Russian ballistic missiles, which “left more than 40 people dead and injured, all of them civilians, and the destruction of approximately 20 per cent of the townhouses completely and almost completely.”

However, Smart News and the Syrian Network blamed Assad regime aircraft, while local media activist Ahmad al Horani insisted the attack be by French aircraft working with the Coalition.

The Al A’maq agency (linked to so-called Islamic State) produced multiple reports on alleged Russian airstrikes which targeted the city of Maskaneh.

They stated that two raids hit a popular market in the city, killing 25 civilians, injuring 33 (including 10 in critical condition) and causing destruction of property.

But the Syrian Network for Human Rights said the Assad regime was responsible for the raids, which also destroyed a number of shops.
