Airwars assessment

In a reported mass casualty incident, at least 15 and as many as 57 civilians were killed in a Russian airstrike on the town of Bisharfeh in the Jabal al-Akrad area. Many of the victims were reported to be women and children.

Al Khaleej cited a local civil defence official: “The shelling came from a Russian aircraft on villages under the control of the opposition in the eastern countryside of the province of Latakia, killing 42 people and wounding dozens. The wounded were taken to the field hospital in the region.” The BBC placed the death toll slightly higher, at 45. However, rebel group the First Coastal Division later told Reuters that 15 non-combatants had died. Others insisted that as many as 57 civilians died.

A senior commander named as Captain Basil Zimmu was also killed along with four other fighters in the attack. The Syrian Observatory also later noted that the dead included “fighters from the rebel and Islamist factions with their families, one of them a chief of staff in a rebel division. The death toll is expected to rise because there are some people in critical situation.”

Airwars assessment

In a major incident, multiple local sources reported that up to 58 civilians died and between 40 and 90 were injured in airstrikes on the MSF Al Quds hospital in Sukkari. Medical staff were among the casualties. Most reports alleged that Russia was responsible, though the White Helmets pointed towards the regime.

The Syrian Network for Human Rights initially blamed the regime and said that eight civilians died. However, a subsequent SN4HR brief said that “suspected” Russian warplanes were responsible, and put the death toll higher at 25, including eight children and one woman. A further report said that Russia launched two missiles on “on Al Qudus Field Hospital in Al Sukari neighborhood in Aleppo city, causing a massacre and damaging the hospital rendering it inoperable.”

Eyewitness Mujahed Abu Al Joud, a local media activist, told SN4HR: “I headed to the site of the bombing of a AlQuds hospital after approximately 10 minutes of bombardment. The front façade of the hospital is totally destroyed as well as the entrance of the ambulances. Up on this bombardment, I lost my friend doctor Abu Abdul Rahman. There was a targeting of the street located behind the building of the hospital after 5 minutes of being bombed. I saw two completely destroyed buildings, and 6 partially destroyed ones. The Civil Defense teams prevent us from straying in place due to the fear of the repetition of the bombardment because the warplanes had not left the place. The corpse was found under the rubble and the rescue teams tried to save what can be saved, I heard a girl yelling and crying as the corpse of her family are under the rubble.” In total, SN4HR documented 36 deaths including 14 children and eight women, two doctors, a nurse, and two of the medical cadres.

According to Shaam News Network, “At least ten civilians and members of the medical staff, including the only pediatrician in Aleppo were killed by Russian aerial bombing on al Quds hospital in the neighborhood of al Sukkari in Aleppo. Russian aircraft carried out several raids targeting areas in the neighborhood as well as AlQuds hospital where many of the wounded fell along with the martyrs.” A later report by SNN put the death toll still higher, at 30, adding that the whole hospital was destroyed.

The White Helmets said that three consecutive raids on the hospital had left “dozens of dead and injured including doctors and medical staff“, though they did not say who was to blame.

A later statement said that as many as 50 had died with more than 80 injured – most of them women and children. They published a distressing video showing a living baby being removed from the rubble after 24 hours of constant work. In a further report, the White Helmets suggested that strikes on this day were conducted by the regime, adding that the death toll had now spiraled to 53 with more than 90 wounded.

A report by ABC News included a video of a statement by The White House condemning the attack. It said: “At least three children and six medical staff were among the 27 killed after overnight airstrikes hit a hospital supported by Doctors Without Borders in the Syrian city of Aleppo, according to the Syrian Observatory for Human Rights. The city’s last pediatrician was among the dead, the group said.” It continued: “The Syrian military said it did not target the hospital, but the building was destroyed by at least one strike, according to hospital staff on the ground with the humanitarian group Doctors Without Borders”.

On April 28th, the Russian Ministry of Defence refuted claims that it had carried out the strikes: “Within last days, Russian Aerospace Forces have performed no flights near Aleppo.” The Violations Documentation Center named 19 victims, including three children, killed in “regime shelling”. The Kremlin makes no public mention of carrying out strikes in Syria from April 1st – 30th. However Russia later refuted claims they had carried out the strikes: “Russian Ministry of Defence refutes report of Western media about strike against a ‘hospital’ in Aleppo carried out by Russian Aerospace Forces. Within last days, Russian Aerospace Forces have performed no flights near Aleppo.According to our data, an aircraft of so-called anti-ISIS coalition member-state was performing tasks in the air space over Aleppo in the evening of April 27 for the first time after a long interval. Leading Western media had spread information with reference to representatives of ‘Médecins Sans Frontières’ about alleged strike against a ‘hospital’ in Aleppo carried out by Russian Aerospace Forces, which had caused death of civilians.”

Airwars assessment

Up to 60 civilians died and dozens more were wounded in airstrikes on Dablan, according to local media – though sources were conflicted as to who was responsible for the event, with allegations against the Coalition, Russia and the Syrian regime.

The pro-regime source, Damas Press, put the death toll at 40 and blamed the US-led Coalition. However, Syria News Desk was among several sources attributing the event to Moscow, putting the death toll at 40 non-combatants with 60 more injured. It reported that four houses were completely destroyed amid extensive damage to residential buildings and shops. Additionally, the report said that “that dozens of families fled towards the Badia, fearing renewed targeting of the town as planes continued to fly overhead”.

Euphrates Post also pointed towards Russia: “According to the correspondent of the network Furat Post media, unknown aircraft – though thought to belong to the Russian air force – targeted residential sites in the center of the town of Dablan with cluster bombs

“The source added that the mosques in the town used loud speakers to tell people to go to medical points to donate blood due to the large number of injuries caused by the bombing”.

But a later report by Euphrates Post referred to “the air force” [regime] launching several strikes with “with internationally banned cluster bombs”. It said that eye witnesses saw one raid targeting “an internet cafe belonging to al Siki family in the al Kaws neighbourhood in the city centre. This damaged seven nearby houses killing 17 martyrs. Another raid targeted agricultural land in the town. Most of the martyrs were children and women who slept on rooftops and outside due to heat. The weather and power outages had led to an increase in the number of martyrs. There is no final figure for the number of victims, but 20 have been buried so far”.

Some other sources referred to “unknown warplanes with cluster bombs”.

But according to the Syrian Network for Human Rights – which put the death toll at at least 13 – jets belonging to the regime were to blame. Sharqiya Voice – one of the sources blaming Russia – reported that the death toll had risen to 60.

In a major civilian casualty incident, consecutive strikes were reported by local sources across the city of Idlib, targeting the National Hospital and other locations. Up to 60 civilians – including women and children – were reported killed and 200 more injured.

Multiple sources attributed the incident to Russia, though there was some initial confusion in reporting by the Syrian Network for Human Rights. Russia responded to the allegations by categorically denying responsibility for the attacks.

Raqqa Post said that according to activists, “a flock of Russian planes launched raids on the residential neighborhoods and the national hospital in the city of Idlib“.

The Shaam News Network reported eight consecutive Russian strikes from six warplanes flying at the same time over the city center of Idlib, targeting  “the National Hospital, al Jalaa Garden, Saad Mosque and other areas”. It added that it had received reports of more than 150 wounded civilians and a “massacre at the National Hospital”, along with strikes on other locations including Al Kestna Park, a mosque and a kindergarten. A further SNN report said that while there were no accurate figures for the number of dead, the initial toll was 20 with more than 200 wounded and 16 people missing. SNN went on to report that Russia had denied responsibility for the attack, issuing a statement in which it insisted that none of its planes had launched strikes on Idlib.

In another report, the US said that the culprit should be punished, however, it had not yet been able to determine the identity of the aircraft. The Turkish Foreign Ministry said that Russia had killed more than 60 non-combatants in attacks on the hospital and a mosque.

LCCSY listed some of the areas that were struck: “the National Hospital, Ibin Sina Hospital, the industrial city, Mutanabi roundabout and the outskirts of Abrar Mosque in addition to the neighborhoods of Qusou and Thawra“. They reported 10 deaths at the hospital and named

Safwan Daaboul, a member of “Molham Volunteer Team“ and Hamad Youseef Aoun as victims.

They later reported that the number of dead had risen to 50, including 10 children, with dozens more civilians injured.

The White Helmets published videos showing a man, a woman and a child being rescued from the aftermath of alleged Russian strikes.

However, in a series of news briefs, the Syrian Network for Human Rights blamed the regime. It named “Safwan Daboul, head of food security at Banfsaj Organization” and “a volunteer in Mulham Voluntary Team” as victims. As well as the National Hospital, it said that the Sham Emergency System Office was struck, putting it out of service and destroying four ambulances.

But the Network later changed its position and attributed the incident to Russia, reporting that its warplanes carried out eight strikes on several areas of the city, killing 29 civilians. Muslim Al Sayeed Eissa, a media activist gave SN4HR the following testimony:

“I was one of the first to get to the vicinity area of the national hospital after it was targeted with two missiles. One of the missiles fell in the main street between the residential buildings while the other fell near Al Ashqar where Al Ashqar pharmacy is located. the building was destroyed completely. Medical teams pulled out 12 victims and more than 20 others who were wounded including very well-known figures such as a lawyer from the family of Izzdin and a female Pharmacist and a female doctor from Al Ashqar family. The bombing was Russian, it didn’t break the sound barrier and the bombing was carried out from a very high altitude.”

Twenty three civilian deaths including seven children and a number of women were documented by the Syrian Observatory for Human Rights. It also blamed Russia.

Between seven and 60 civilians were killed and dozens more were wounded in a suspected chemical weapon attack followed by bombing on Hamouriya, local media reported. Sources blamed both Russia and the Syrian regime.

The initial bombing from the air was blamed on Russia; however, sources said that this was followed by a chemical attack with “chlorine gas” by the regime. According to the Smart News Agency, “After the bombing by warplanes [believed to be Russia], the town was bombed by the Syrian regime forces with missiles with internationally banned phosphorus, which led to the burning of dozens of fires, according to the civil defense. This came in conjunction with the helicopter flying two barrels of explosives in residential neighbourhoods.”

The lowest death count was given as seven by Local Coordination Committees of Syria. Only one source, @MOAZALSHAMY, reported that as many as 60 civilians were killed, adding that “30 bodies were stuck under the rubble”. @Damaskiagency reported that 124 civilians were injured, while the Violations Documentation Centre, who blamed the “Syrian government and affiliated militias” listed 27 unidentified civilian males as killed. Other sources also out the death toll at 27.

@SiegeWatch tweeted that “the doctor has treated 29 people so far, more than half children.”

There were dozens of fires on the residential vicinity and full families were trapped in the cellars of destroyed homes.

Airwars assessment

Between 15 and 65 civilians were killed, in what has been described by local media as a massacre on the residential neighbourhood in Al-Sha’fa. Sources attributed blame to both Russia and the Syrian regime.

Sources were conflicted as to how many casualties there were. The highest toll being 65, however many sources also reported 15 – 18, 37 and 51, as some examples.Ten people from one family were included in the death toll, as well as 21 children and nine women.

Dozens of civilians were reportedly wounded, according to local media.

The extensive destruction of civilian homes and shops were reported, including the house of Antar Alsamal, the house of Zubair and the Al-Fandi Commercial Complex.

Thirteen refugees from the family of Aldbs and Bnt Khadir Al’antar  were amongst those killed.

BBC News published a report saying that Russia denied the raids.

The incident occured around dawn.

In a major civilian casualty incident, up to 65 civilians (of which 52 were named) including at least 10 children and 11 women from multiple families died and as many as 100 more were injured in airstrikes on Idlib city, which reportedly centred on a popular vegetable market in the city. The majority of reports blamed Russia, though there were allegations against the Syrian regime – with other sources stating that it was unclear whether the Syrian regime or Moscow were responsible.

Sources published disturbing images of the aftermath of the attack, which led to widespread destruction. There were numerous reports of body parts having been dispersed in the location of the strike, along with references to multiple “body bags”.

The lowest death count was given at 48 civilians by Insaan Rights Watch. According to Sky News Arabic “Russian warplanes shelled in a market in Idlib killing dozens and wounding dozens more. Medical sources say they have counted 25 bodies including women and children ”

Enab Baladi at some more details, reporting that “nine teams of the civil defense were called to Idlib, in addition to the Red Cross. They were able to count 65 bodies along with12 bags of body parts. The teams continued to attempt to rescue people trapped under the rubble.”

Syrian Press Center was among sources that said people had limbs amputated and were “severely burned” in the fire caused by the warplanes.

Other sources blaming Russia included Orient, Jisrtv, Islam Memo and LCCSY.

According to the Shaam News Network, “Russian warplanes targeted the vegetable market during peak hours when hundreds of civilians had gathered to make their purchases ahead of Eid. Missiles targeted civilian homes and shops, resulting in massive destruction to buildings and shops and cars in the market.”

According to the source, the death toll from the massacre reached 63 martyrs, including 16 children and 14 women, plus 12 missing people, including eight children who are considered dead. Additionally, some 70 civilians were wounded, filling hospitals in the city and its countryside”.

However, the source KWdeirwaza – who put the death toll at 60 including 22 children – attributed the event to regime jets. A number of other sources didn’t apportion blame.

Omar_madaniah, citing the Syrian Observatory for Human Rights reported that “Rami Abdur-Rahman, the director of the Syrian observatory, says the warplanes could not be identified in order to keep Russia away from being accused.”

Jabal ALzaweya listed the following civilian fatalities and names of some of the missing. In addition the source reported six other unidentified bodies found, including three children, twelve body bags of body-parts and 100 wounded.

In what has been described by local media as a “massacre”, 50 – 70 civilians were killed, following airstrikes which reportedly struck an Internally Displaced Persons (IDP) camp in Ruweida, Akeirabat in Hama. Sources were conflicted as to whom was to blame. Some sourced blamed the Syrian regime for the raids, while most blamed Russian warplanes.

The number of wounded was not specified, but was reportedly “dozens”. Women and children were included in both the dead and the wounded tolls.

Cluster bombs were reportedly used in the raid.

Additionally, according to Shaam News Network, while civilians were burying their dead, another airstrike hit the vicinity, causing more deaths.

According to the Step News Agency, victims were “buried in a mass grave in the village of Abu Kahf in the Akirbat district in the eastern Hama countryside.”
