At least one civilian, an employee of a water station, was injured when Al-Arshani water station was bombed by alleged Russian forces on January 2, 2022.

A tweet from @AlhasanMahar reported that Russian forces bombed Al-Arshani water station, which is “responsible for delivering water to about a quarter of a million civilians” in Idlib. @thiqanewsagency added that the station was completely out of service and Al Souria News identified the station as the only water station serving the city of Idlib.

@IrfaaSawtak quoted local civil defense forces who said that a worker at the station was injured. Syrian Network for Human Rights also identified one of the employees of the water station as having been injured in the strikes.

According to the Syrian Network for Human Rights, the airstrikes damaged “the station’s structure and its perimeter fence, in addition to severely damaging the main pipeline used for pumping, and other essential equipment.” The source also confirmed that the station is in a residential area and is free of any “military presence and equipment”.

Zaman Al Wasl also reported that airstrikes hit a factory for the productions of foodstuffs west of the city in addition to the strikes on the water station.

The Director-General of the Drinking Water Corporation, Muhammad Jamal Diban, said to Fresh Syria: “The Al-Arashani drinking water station in the city was bombed yesterday by Russian aircraft and was out of service, so we worked on emergency solutions, which is to operate the old project.”Diban added that “the project provides the city with 3,500 cubic meters per day, in addition to operating stations and internal wells to reduce the burden on residents.” Diban explained, “At the level of work, we have removed the rubble, secured the necessary supplies and changed the damaged parts. As a quick and temporary solution, we seek to supply the city of Idlib with water until the Al-Arashani station is repaired, which [supplies water to] 350 to 400 thousand people.”

The majority of the sources that reported on the incident attributed the airstrikes to Russian warplanes. A tweet from @adlbhamam1985, a local journalist, identified two raids as being carried out on Al-Arashani.

Between one to four civilians were reported wounded as a result of artillery shelling reported to be from either Syrian regime or Russian forces.  The shelling targeted Shanan village in Jabal al Saweya, south of Idlib on September 6th 2022.  Most sources reported that one civilian, a woman, was injured, but @HalabTodayTV was the only source to report that there were four injuries as a result of this incident.

Several shells were reported to hit residential buildings in the village and houses were damaged as a result. According to Syrian Network for Human Rights, the shells hit the main road near Omar bin al Khattab Mosque in the village, partially damaging the mosque.

On January 5th 2023 local sources including the White Helmets reported that five civilians, including four children and one woman were injured when missile strikes contested from Russian or Syrian regime forces actions hit them in a resident house near the Al Fourousia camp on the outskirts of Al-Foua town, in the Idlib countryside.

The building was housing displaced people, indicating that those that were injured were internally displaced persons.   Four of the five civilians injured were reportedly members of the same family. @anassananas84 tweeted that the family were displaced from the town of Jarjanaz.

In an interview with the injured family members, Baladi nes reported that the house was targeted by Iskander missiles.

On the morning of July 9, 2023, the town of Al Bara, Syria, was reportedly hit with shelling directed by Russian and/or Syrian government forces. As a result of this, three children were reported wounded, with one, a seven year old boy, subsequently dying due to his injuries. According to local sources, multiple civilian homes were damaged.

In its reporting of this incident, Shaam Network stated, “3 children were injured, one of them seriously, in artillery shelling by the regime forces and Russia, which targeted civilian homes in the town of Al-Bara, south of Idlib, in a continuation of the attacks against civilians.” The Syrian Human Rights Committee published the names of the injured children: Mohamed Salah Al-Arab, 7 years old; Omran Salah Al-Arab, 5 years old; Tala Salah Al-Arab, a year and a half.

While reports initially stated all three children had been wounded, on July 18, the @SyriaCivilDefe stated on Twitter that a seven year old boy named Mohamed Salah Al-Arab had died ‘as a result of his wounds sustained in artillery shelling by the regime forces and Russia, which targeted the residential neighborhoods of the town of Al-Bara, south of Idlib.”

Following this event, Noon Post published photographs showing children receiving medical treatment, and damage to a roof. Further photographs, showing damage to what appears to be a residential building, were published by @SyriaCivilDefe.

During the evening of September 23, 2023, a missile strike killed two civilians (one elderly man and one woman) and injured two others (a child in critical condition and a man) in a displacement camp in the outskirts of Sarmin, east of the city of Idlib in northwest Syria. In a Facebook post by the Syrian Civil Defense, the nephew of one of the victims confirmed the identity of the two killed and the two injured: Muhammad al-Qahit, who was “nearly 100 years old” (with some sources saying 90 years old), and his granddaughter Hanan were killed. The two injured are identified in the same post as Muhammad’s grandson Hussein al-Qahit and great-grandson Zaid. The ages of Hanan, Hussein and Zaid are unknown.

The belligerent’s identity is contested. Most sources attributed the strike to the Russian military and/or to the Syrian regime forces. One source designated “Iranian occupiers” and another one Syrian militias loyal to the regime as perpetrators of the deadly attack.

As a result of the missile strike, parts of the camp caught fire. Muhammad al-Qahit’s nephew, who survived, described the attack as “a very harsh night for us, between death, wounds, fires, and screams.”

A video posted on Twitter/X by AlJazeera Arabic shows the intervention of the Syrian Civil Defence after the bombing, where tents and other parts of the camp on fire are visible. The organisation then tweeted that they were able to treat the injured, recover the bodies of the two victims and extinguish fire in the camp. Images posted by @ShaamNetwork and other local sources show destruction to the camp, including the tents of displaced persons.

In the Syrian Civil Defence Facebook post, Muhammad’s nephew Muhammad Al-Hamad Al-Qahit who survived the attack said: “I lost him and I lost the sessions that used to bring us together and the stories that he told us.” He added that his uncle had “great hopes that we would return to our village” of Abu Maru, a neighbouring village of Hama (west-central Syria).

At least two civilians, farmers, were injured in alleged Russian or Syrian regime shelling between the towns of Maarat Al-Naasan and Kafr Nuran on March 23, 2022.

The Syrian Civil Defense reported that two farmers were injured in artillery shelling by Syrian regime and Russian forces on agricultural fields between the towns of Maarat Al-Naasan and Kafr Nuran.

The Syrian Observatory for Human Rights added that the shelling occurred near the administrative border with Aleppo province.

A tweet from @Blal_Haj_Ahmad, a local reporter, stated that “more than 50 mortar and artillery shells” had been launched in the vicinity of the village of Maarat Al-Naasan., in conjunction with the flight of reconnaissance planes in the area.

The majority of sources that reported on the incident attributed the shelling to regime forces, with North Press Agency specifically blaming “Syrian government forces stationed in the 46th Regiment”. However, the Syrian Civil Defense and Enab Baladi New mentioned both the regime and Russia as being responsible for the injuries. Enab Baladi added that the town is close to the front lines between Hay’at Tahrir al-Sham and the regime forces.

Alleged Russian airstrikes in the countryside of Azaz and Afrin, specifically the town of Kafr Jannah and Qatma, resulted in the death and wounding of civilians in addition to the death of up to six militants and the wounding of up to 12 militants.

@shaamnews reported that Russian airstrikes hit the countryside of Azaz and Afrin, killing and wounding Syrian National Army members and civilians. Shaam News was the only source that directly mentioned civilian casualties while others reported that “people” were killed without specifying if they were civilians or militants.

Shaam News also published a statement from the Ministry of Defense in the “Syrian Interim Government” which stated that “The warplanes of the criminal regime this morning, Sunday, October 16, 2022 AD, at eight o’clock, the military and civilian buildings in the regions of Afrin and Azaz, north of Aleppo governorate, with five air strikes that led to the deaths and injuries, most of them civilians. The areas that were targeted this morning include millions of civilians who were displaced due to the crimes of the Assad regime and its allies from the separatist and sectarian terrorist militias.” Shaam put the casualties at two SNA members killed and others wounded.

The Step News Agency correspondent reported that Russian warplanes took off from Hmeimim base in the northern countryside of Latakia and carried out 6 air raids with vacuum missiles against camps of the Turkish-backed opposition factions in the towns of Kafr Jannah and Qatma, resulting in two deaths and more than 7 wounded, with the destruction of a camp and several military vehicles in the vicinity of the building.

The Syrian Observatory for Human Rights published that the death toll rose to three, including a fighter under the age of eighteen, and the injury of eight others. However, @SyriawatanNews put the casualties at six killed and 12 wounded among  “Suqur Al-Sham” members.

@Almohrar1 provided names of those injured and killed: Akram Derai, Ibrahim Muhammed Zureik, Abdel Hamid Zein El Din, Amin Hammadi Sattouf, Yusuf Masra Ibn Ibrahim, Mustafa Hamada Satouf, Elias Abdullah bin Ghalib, Bashar Al-Asi bin Samir, Ali Abras bin Muhammad, Khaled Hajj Musa Ibn Musa, Abdul Qasim bin Ahmed, Ubadah Hajj Darwish bin Abdul Qadir (Dead), Abdul Qahar Al-Asi bin Imad (Dead). Almglawy posted on Facebook that Suqur al-Sham Mujahideen member Youssef Ibrahim Al-Masrou was also killed.

@ly26935212 reported that the airstrikes caused outbreaks of fire in the area. All of the sources that reported on this incident attributed the strikes to Russian forces.

On the evening of March 30th, 2023, several sources reported alleged Russian and/or Syrian regime artillery shelling near Termanin, north of Idlib resulting in the injury of between one and two civilians.

The Syrian Network for Human Rights and other sources report that one civilian was wounded while the Syrian Observatory for Human Rights and other sources report two civilians were wounded due to the shelling. Details about the civilians affected are limited, but Baladi News reported that one of the civilians injured was a man who received help from civil defense teams in accessing medical care. They note the attack occurred during the 8th night of Ramadan, and multiple sources reported the attack affected a camp for displaced people.

The Syrian Network for Human Rights and Syrian Observatory for Human Rights blame Syrian regime forces for the attack, while the Syria Civil Defense and From Idlib allege both Russian and Syrian regime forces were responsible, and Al Mohrar holds Russian forces responsible. Baladi News specified that the shelling was carried out by forces stationed in the western countryside of Aleppo.
